1.0 Introduction & Purpose
The Town of Milton is undertaking the Secondary Planning process for the Agerton Secondary
Plan and the Trafalgar Secondary Plan to accommodate future population and employment
growth to the year 2031. Malone Given Parsons Ltd. has been retained by the Town of Milton
to prepare a Community Facility and Human Services Impact Analysis Report in support of the
Trafalgar and Agerton Secondary Plans.
1.1 Study Background
As part of Halton Region’s growth management conformity exercise with the Growth Plan for the
Greater Golden Horseshoe, 2006 (2006 Growth Plan), Regional Official Plan Amendment 38
(ROPA 38), also referred to as “Sustainable Halton”, identifies the Town’s next urban expansion area
comprising of both new community areas and new employment areas. Located in the southern and
eastern portions of the Town of Milton, these lands are known as the “Urban Expansion Area”.
Encompassing approximately 2,000 gross hectares, the Urban Expansion Area is planned to
accommodate growth to 2031, achieve minimum density and employment targets established
through the Growth Plan, and conform with Regional and Municipal growth management strategies.
Comprehensive planning of the Urban Expansion Area required the Town of Milton to undertake a
number of growth-related background studies to guide the future secondary planning of these lands.
These studies included an “Intensification Strategy” prepared in 2010, an “Employment Land Needs
Assessment” prepared in 2016, and a “Land Base Analysis” (LBA) prepared by Malone Given
Parsons in 2017. The LBA identified a high-level community structure plan and delineated three
Secondary Plan Areas titled the “Agerton Secondary Plan Area”, the “Trafalgar Secondary Plan
Area”, and the “Britannia East/West Secondary Plan Area”. These Secondary Plan areas provide for
the majority of new growth in achieving the Town’s 2031 forecast of 238,000 residents and 114,000
jobs.
In March 2018, the Town initiated the Agerton Secondary Plan and the Trafalgar Secondary Plan.
The Britannia Secondary Plan Area is subject to a future Secondary Plan process.

To ensure proper coordination between the different components of the secondary planning process,
the Town is adopting an integrated approach which combines the requirements of the Planning Act
and the Environmental Assessment Act to create a coordinated Transportation Master Plan and
Secondary Plan. Utilizing this approach, Phases 1 and 2 of the Municipal Class Environmental
Assessment (Class EA) will be completed through this secondary plan process, with Phases 3 and
4 to be completed at the tertiary planning level for Master Plan Areas.
1.2 Study Area Context
The Agerton and Trafalgar Secondary Plans are east of the Britannia Secondary Plan and generally
located south of Highway 401, west of Eighth Line, north of Lower Baseline East and east of the
Regional Natural Heritage System. The Secondary Plan areas are collectively referred to as the
“Trafalgar Corridor” and encompass approximately 780 developable hectares (see Figure 1 on next
page).
1.2.1 Agerton Secondary Plan
The Agerton Secondary Plan is approximately 295 developable hectares and located within the
northern portion of the Trafalgar Corridor as indicated in blue on Figure 1. This Secondary Plan area
is identified as Employment Area within the Urban Expansion Area and is intended to accommodate
the Town’s employment lands employment-related jobs. The Secondary Plan area is generally
bounded by Highway 401 to the north, Derry Road to the south, the Regional Natural Heritage
System to the west, and Eighth Line to the east. The Parkway Belt West plan area and the CP railway
run east-west creating two discrete and disconnected lands areas within the Agerton Secondary
Plan.
1.2.2 Trafalgar Secondary Plan
At approximately 486 developable hectares in size, the Trafalgar Secondary Plan is an elongated
shaped area immediately adjacent to and south of the Agerton Employment Area, as indicated in
yellow on Figure 1. This Secondary Plan is identified as one of the two community areas within the
Urban Expansion Area and is intended to accommodate a significant portion of the Town’s projected
population and population-related employment. The Trafalgar Secondary Plan area is located south
of Derry Road, north of Lower Baseline East, west of Eighth Line, and east of the Regional Natural
Heritage System.

1.3 Study Purpose
A series of background studies have been prepared to inform and support the Secondary Plans for
the Trafalgar Corridor. As per the Town of Milton’s Official Plan (Milton OP) and requirements for a
Secondary Plan, this Community Facility and Human Services Impact Analysis Report (Report) is
intended to provide the following:
1. An inventory of existing community facilities within the Town of Milton;
2. An evaluation of required community facilities (schools, emergency services, places of
worship) to adequately support the planned population; and
3. An identification of the locational criteria associated with each community facility.
This Report should be read in concert with the Draft Parkland, Recreation & Library Strategy (March
12, 2019) prepared by Monteith Brown Planning Consultants (Draft PRL Strategy).
1.4 Approach
The following section provides a summary of the major components considered in this analysis:
Existing Conditions
An overview of the existing community facilities within Milton is conducted to provide context for the
current service levels and locations of existing facilities in relative proximity to the Agerton and
Trafalgar Secondary Plans.
Estimate of Facilities based on Existing Standards
An analysis of the number of required community facilities utilizing current Town standards, based
on the expected population and employment yields from the Agerton and Trafalgar Secondary Plans.
Preliminary Future Estimates
An analysis of the number of required community facilities for the Trafalgar Corridor based on
direction from the Draft PRL Strategy and recommended community facilities standards to reflect
future requirements.

2.0 Existing Community Profile
The following section analyzes existing community facilities and amenities in the Town of
Milton. It is important to identify the location of existing services proximal to the Agerton and
Trafalgar Secondary Plan areas to assess the type and number of community facilities needed
to service the future population.
2.1 Inventory of Existing Facilities
2.1.1 Schools
There are currently no elementary and secondary schools within the Trafalgar Corridor area. Along
the eastern limits of the built boundary, generally between Thompson Road and James Snow
Parkway, there are seven elementary schools (four Public and three are Catholic schools) and two
secondary schools (one Catholic and one Public). The existing elementary and secondary school
sites identified in Figure 2 on the following page.
Public Schools
Student capacity and enrolment information for existing school facilities is derived from the 2017-
2018 Halton District School Board (HDSB) Long Term Accommodation Plan. The Agerton and
Trafalgar Secondary Plans fall within the “Elementary Review Area 120 - Bristol Survey & Rural
Milton East” (ERA 120). Table 1 below summarizes existing schools that currently service ERA 120.
It should be noted that Craig Kielburger Secondary School is within “ERA 127 - Boyne Survey and
Milton Education Village” but based on the feeder system, all elementary schools within ERA 120
feed into Craig Kielburger Secondary School.

Catholic Schools
The student capacity and enrolment information of existing school facilities is derived from the 2018
Halton Catholic District School Board (HCDSB) Long-Term Capital Plan. The Agerton and Trafalgar
Secondary Plans fall within “CEM3A - Milton Urban Expansion Lands & Rural Milton Elementary”. As
future development areas, there are no existing schools within the catchment area. As such, existing
students are currently accommodated by schools in the CEM2A as summarized in Table 2.

2.1.2 Emergency Facilities
There are currently no emergency facilities (fire, police, EMS, and hospitals) the Trafalgar Corridor
area. Through correspondence with relevant authorities, in addition to aerial photography
interpretation, the following existing emergency services have been identified and are located in
Figure 3 (on page 11).
• Halton Regional Police advised that one divisional station is required per local municipality in
Halton. The divisional station in Milton is located at 490 Childs Drive, east of the major
intersection at Ontario St S and Main St E.
• There is currently one paramedic station located at 492 Childs Dr.
• Milton District Hospital is the only hospital in the Town. It is located at 725 Bronte St S.
• There are currently three fire stations in the Town, with Fire Station 4 being the closest in
proximity to the Agerton and Trafalgar Secondary Plans. This station is located at 405
Regional Rd 4.
2.1.3 Libraries
There are no existing libraries in the Trafalgar Corridor area. Two libraries exist in the Town of Milton,
namely the Main Branch library (30,000 sq.ft.) located at 1010 Main St. E., and the Beaty Branch
library (11,300 sq. ft.) located at 945 Fourth Line.
A third library branch and community centre, the Sherwood Community Centre, is expected to open
in Spring 2019. The Sherwood branch will provide 11,000 sq. ft. of library space and is located at the
northeast corner of Main St and Tremaine Rd. Table 3 on the following page provides a summary of
the libraries in Milton and the branch collection materials available.

2.1.4 Community Centres and Recreation Facilities
There are currently two community centres located in close proximity to the Trafalgar Corridor area.
The first is the Milton Leisure Centre located at 1100 Main Street East. The Leisure Centre features
an activity room, lap pool, play pool, double gym, fitness studio, hot tub, sauna, fitness centre, and
children’s activity room. The second community centre is Milton Memorial Arena located at 77
Thompson Road South. The Milton Memorial Arena features an ice pad and a meeting room.
The Sherwood Community Centre and Library is currently being built and is expected to open in
Spring 2019. The Sherwood Community Centre and Library will be located at the northeast corner
of Main Street and Tremaine Road and feature a branch library, twin pad arena, aquatic centre, older
adult activity area, active living studio, and multi-purpose space. Table 4 below provides a summary
of the community centres in Milton.

2.1.5 Places of Worship
There are currently no places of worship in the Trafalgar Corridor area. Based on an aerial analysis
of Milton, there are seven places of worship in close proximity to the Agerton and Trafalgar
Secondary Plans, which are summarized on Table 5.

2.1.6 Parks and Open Space
The are no identified parks within the Trafalgar Corridor area. Based on aerial interpretation and data
provided from the Town of Milton, the following parks, parkettes, and urban squares currently exist
within the Town and are in close proximity to the Agerton and Trafalgar Secondary Plan areas (see
Tables 6, 7 and 8 below and on the following page).

3.0 Facility Needs Based on Existing
Standards
The following section provides an analysis of the required community facilities based on
existing standards as identified in the Town’s current documents and guidelines.
3.1 Agerton and Trafalgar Secondary Plan Yields
The Agerton and Trafalgar Secondary Plans comprise a total of approximately 780 hectares, 32,800
residents, 18,990 jobs and 11,430 residential units to achieve an overall density of approximately 66
people and jobs combined per hectare within the 2031 planning horizon. It should be noted that the
estimated requirements for community facilities presented in this section are based on the Preferred
Land Use Option. Should these estimates be revised, the analysis below will need to be updated
accordingly.
The Trafalgar Corridor incorporates the following features to accommodate the planned population:
• Approximately 11,430 residential units;
• Public parkland and open space that contributes to the Town’s natural heritage and open
space corridor system;
• A potential GO Station with a complementary Major Transit Station Area designation to
encourage transit-supportive densities, a mix of land uses, and a diverse range of residential
units and employment types;
• Nodes, corridors, mixed-use, and medium to high-density blocks in support of transit,
commercial development and a diverse range of housing types;
• A transportation and trails network that balances the needs of all users including transit, active
transportation and private automobile.
Table 9 on the following page identifies population and unit yields which form the basis for generating
the number of required community facilities in the Trafalgar Corridor. The following sections identify
the projected requirements for community facilities based on existing standards.

3.2 Schools
3.2.1 Locational Criteria
HDSB and HCDSB provided locational criteria for determining new school site locations as part of
the LBA. The following is a list of preferred locational criteria:
General Locational Criteria:
• Locate school sites central to the catchment area;
• Co-locate school sites adjacent to a neighbourhood park;
• Locate elementary schools on corner lots;
• Provide secondary schools with multiple street frontages;
• Locate elementary schools on a collector road;
• Locate secondary schools on an arterial road;
HDSB Locational Criteria:
• Typical elementary school area is 3.24 ha (8 ac), or 2.83 ha (7 ac) if co-located with a
neighbourhood park;
• Elementary school standards require a minimum road frontage of 150 metres;
• Typical secondary school area is 5.67 ha (14 ac);
• Secondary school standards require a minimum road frontage of 210 metres;
• HDSB school sites to be clear of encumbrances including woodlots, ponds, creeks,
stormwater management areas and irregular terrain;
HCDSB Locational Criteria:
• HCDSB currently constructs 671 pupil place elementary school facilities
• Typical elementary school area is 2.83 ha (7 ac). HCDSB is willing to explore opportunities
of reducing its site size requirement to 2.43 ha (6 ac) under the following considerations:
o The school must be located adjacent to an open space or park;
o School site frontage should be no less than 150 metres and have depths of at least
150 metres to permit all site amenities to be located on site;
o The site is a regular rectangular shape, free of woodlots, ponds, creeks, stormwater
management area and irregular terrain;
o Should be sited a safe distance from physical and environmental hazards, or adjacent
to environmental features that require any form of distance separation.

• HCDSB currently constructs 1,437 pupil place secondary school facilities
• Typical secondary school area is 6.88 ha (17 ac). HCDSB is willing to explore opportunities
of reducing its site size requirement under the following considerations
o There are potential synergies with other public facilities that are planned for the
Agerton, Trafalgar and Britannia Secondary Plans, including but not limited to district
parks, domes, and other community facilities.
o Secondary school site frontage should be no less than 220 metres
o The site is a regular rectangular shape, free of woodlots, ponds, creeks, stormwater
management area and irregular terrain.
3.2.2 Projected Pupil Yields
Pupil yields for both the HDSB and HCDSB are based on rates as stated in the Education
Development Charges Background Study, 2018 prepared by Watson and Associates.
HDSB
The projected pupil yield is based on the breakdown of dwelling units by density type. As per the
Development Charges Background Study, elementary school pupil yields are as follows:
• 0.463 students per low density unit;
• 0.23 students per medium density unit; and
• 0.029 students per high density unit.
The projected secondary school totals are derived from a pupil yield as follows:
• 0.118 students per low density unit;
• 0.074 students per medium density unit; and
• 0.026 students per high density unit.
The typical capacity of a HDSB elementary school is approximately 752 students and 1,200 students
for a HDSB secondary school. Based on the projected pupil yield and typical capacities for HDSB
schools, approximately 4 elementary schools and 1 secondary school are required to service the
Trafalgar Corridor population. Refer to Table 10 below for a summary of the above.

HCDSB
The projected pupil yield is based on the breakdown of dwelling units by density type. As per the
Development Charges Background Study, the Catholic elementary school pupil yields are as follows:
• 0.268 students per low density unit;
• 0.136 students per medium density unit; and
• 0.02 students per high density unit.
The projected Catholic secondary school are derived from a pupil yield of 0.099 per low density unit,
0.055 per medium density unit, and 0.011 per high density unit.
The typical capacity of HCDSB elementary schools is 671 students and 1,437 students for HCDSB
secondary schools. Based on the projected pupil yield and typical school capacities for HCDSB
schools, approximately 3 Catholic elementary schools and 0.5 Catholic secondary schools are
required to service the Trafalgar Corridor population. As per correspondence with HCDSB staff, a
new secondary school site will be required within the Milton Urban Expansion Area. It is the Board’s
preference is to locate the secondary school site in the Britannia Secondary Plan, but staff have
indicated that the Board would like to retain an interest in the Agerton and Trafalgar Secondary Plans.

3.2.3 Emergency Facilities
Fire Services determines the number of required fire/emergency stations based on applicable
standard(s), legislation, best practices and guidance from the National Fire Protection Association.
Based on discussions with Fire Services, one fire station is required to service this area.
3.2.4 Libraries
The Town of Milton Public Library Master Plan adopted in 2015 (Master Plan), identifies key
pressures and opportunities influencing the library, and establishes future directions for library
services and facility provisions. The Master Plan recommends a target of 0.55 square feet of library

space per capita. Milton currently has 52,300 sq. ft. of library space (including the Sherwood
Community Centre Library) resulting in a ratio of 0.46 square feet of library space per capita.
Based on the 0.55 square feet per capita ratio, the Trafalgar Corridor will generate approximately
17,600 square feet of library space.

3.2.5 Community and Recreation Centres
The Milton Community Services Master Plan Update (August 24, 2015) (CSMP Update) was
prepared to analyze the programs, facilities, services, and parks that are currently being provided in
the Town of Milton, as well as address the short-term needs of its community. The CSMP Update
includes service levels for various amenities. Based on existing service levels, a projected number
of facilities for each amenity is estimated based on the targeted Trafalgar Corridor population, as
summarized in Table 13 below.

3.2.6 Places of Worship
Demographics of the new population will have a large influence on how many places of worship are
needed, as well as the denomination. As such, it is difficult to predict future needs for places of
worship without knowledge of the community composition. However, based on the inventory of
existing places of worship in the Town of Milton, an approximate ratio of one (1) site per 18,000
people is applied as the standard. Based on this rate, the Trafalgar Corridor requires approximately
two (2) place of worship sites.

3.2.7 Parks and Open Space
It is understood that on the basis of a provision rate identified in the CSMP Update, the target rate
for parkland in Trafalgar Corridor is 2.5 ha/1,000 residents. Based on this target standard, a total of
80 hectares of developable parkland is required. These 80 hectares are exclusive of valleylands,
woodlots, community linkages, natural heritage areas, school sites, and land required for indoor
community facilities.
Parkland provisions as per the Planning Act require a rate of 2% of parkland for lands designated as
commercial or industrial, 5% for all other uses, or 1 per 300 residential units. Based on Planning Act
rates, a total of approximately 50 hectares of developable parkland can be acquired through the
development process.
Table 14 on the following page summarizes the amount of parkland required based on Planning Act
provisions, and includes the CSMP Update target parkland requirements.

4.0 Recommended Community Facility
Based on an evaluation of the existing facility standards, consultation with the various
agencies, and a review of the Parkland, Recreation & Library Strategy, a set of facility
standards is recommended to guide the development of community facilities within the
Agerton and Trafalgar Secondary Plans.
4.1 Schools
It is our understanding that the number of required schools as summarized in Section 3 of this Report
is appropriate to meet the level of service requirements and capital planning goals for the HDSB and
HCDSB. As such, no changes to the facility standards are proposed.
4.2 Emergency Facilities
It is our understanding that the number of required emergency facilities as summarized in Section 3
of this Report meets appropriate level of service requirements. As such, no changes to the facility
standards are proposed.
4.3 Libraries
The Draft PRL Strategy prepared by Monteith Brown Planning Consultants recommends that a
17,600 sq.ft. library be integrated into a multi-use community centre to meet the growth-related needs
for the projected 32,000 population in the Agerton and Trafalgar Secondary Plans. This rate utilizes
a 0.55 sq.ft. per capita rate, consistent with the 2015 Library Master Plan.
It should be noted that Draft PRL Strategy states the need for additional library space based upon
the build‐out population beyond the 2031 planning horizon for the Trafalgar Corridor. This need may
be addressed by either undertaking a phased expansion to the new library or securing a separate
site within the Agerton and Trafalgar Secondary Plans or other future Secondary Plans.

4.4 Community and Recreation Centres
The Draft PRL Strategy recommends a 5 to 7 hectare multi-use community centre, similar to those
existing in the Town of Milton including the Milton Leisure Centre, Milton Sports Centre, and the
Sherwood Community Centre be provided to serve the projected 32,800 population. This land
requirement would be over and above what would be required for outdoor recreational infrastructure
in any adjacent parks. The following facilities are recommended for the Agerton and Trafalgar
Secondary Plans in a new multi-use community centre:
• Twin pad arena (i.e. two ice rinks);
• Indoor aquatic centre;
• Gymnasium;
• Group fitness studio and community activity/program rooms; and,
• Milton Public Library branch.
Consistent with best practices relating to the formation of community hubs, a new multi‐use
community centre should be co‐located with a Community Park or Park Type 1to provide outdoor
recreation and cultural opportunities including (but not limited to) sports fields, hard surface courts, a
spray pad, skateboard park, community event space, etc. Opportunities to locate near or adjacent to
other institutional lands such as a secondary school should also be explored.
Table 15 below identifies the target service level rates for various recreational facilities. These
facilities are to be included in the parkland system established for the Trafalgar Corridor.

4.4.1 Sports Field Requirements
Based upon needs assessments by the Draft PRL Strategy, the 32,800 projected population within
the Trafalgar and Agerton Secondary Plans are expected to generate the following sports field
requirements:
• 16 major soccer fields (including a minimum of 1 artificial turf field);
• 8 major ball diamonds; and
• 1 cricket pitch.
Based on the sports field requirements recommended in the Draft PRL Strategy, approximately 63
hectares of land is required. To make more efficient use of the sport field land requirements, it is
recommended to co-locate facilities with District and Community Parks, resulting in a land savings of
30% and reducing the land requirement to approximately 41.5 hectares.
4.5 Places of Worship
Determining the rate for places of worship in a new community area is highly dependent on the
demographic composition of the population. Currently, the Town of Milton does not have a standard
rate. As such, case studies from the City of Brampton, the City of Markham, and the Town of
Whitchurch-Stouffville have been assessed to guide policy direction for places of worship rates.
The City of Brampton conducted a Places of Worship Policy Review in 2008 to assess the policies
that govern the development of places of worship and their ability to meet the needs of the
community. The policy review recommended a rate of one place of worship per 10,000 people as the
appropriate number of places of worship for a projected population.
The City of Markham completed a Review and Assessment of Places of Worship in 2015 to provide
input the City’s comprehensive zoning by-law review. A review of the 2002 Places of Worship Study
Background Issues and Options report highlighted several policy directions including a policy
direction to maintain the rate of one place of worship per 6,000 people.
The Town of Whitchurch-Stouffville completed a Places of Worship Study Future Directions Report
to address the policies within lands designated as “Employment Business Park Area”. Although this
report does not include a ratio per a fixed population, it does highlight some key policies that can
respond to issues pertaining to place of worship land requirements. Within Whitchurch-Stouffville,
places of worship are permitted in all designations (excluding Industrial designations) on sites with a
minimum 2.5 hectares in size.
Based on these precedent studies, a rate of one place of worship per 10,000 people is recommended
for the Agerton and Trafalgar Secondary Plans, generally consistent with the Town’s existing level
of service and consistent with trends in surrounding municipalities. Applying the ratio of 1:10,000 to
the projected population for the Agerton and Trafalgar Secondary Plans results in a minimum
requirement for three (3) places of worship.

4.6 Parks and Open Space
4.6.1 CSMP Parkland Requirements
The Draft PRL Strategy identifies a potential allocation of land by park classification to meet the
CSMP target parkland rate of 2.5 hectares of developable parkland per 1,000 persons. Based on the
number of facilities identified, approximately 80 hectares of parkland is required in Trafalgar Corridor.
It should be noted that Table 16 summarizes the number of parks required to attain a quantum 80
hectares of parkland based upon average sizes used in the Town of Milton Parkland Provision
Strategy. Numbers do not constitute a final recommendation for the number of parks.

The Draft PRL Strategy also recommends potential sizes for each type of park within the parkland
hierarchy based on the Town’s ongoing review of parkland classifications in the Official Plan. The
recommended park sizes are for illustrative purposes only and are subject to change in accordance
with existing/future corporate design standards and guidelines.

4.6.2 Planning Act Parkland Requirements
A total of 50 hectares of parkland can be acquired based on Planning Act parkland rates yielding
approximately three (3) Park Type 1, nine (9) Park Type 2, and forty-five (45) Village Squares. The
number of facilities is based on the optimal size as recommended in the Draft PRL Strategy, and as
outlined as per Table 18 on the follow page.

5.0 Location of Community Facilities
Based on the proposed facility standards, general locations for parks, schools, and places of
worship are identified based on the Preferred Land Use Option.
5.1 Summary of Community Facilities
Based on the analysis of the existing and proposed community facility standards, the following
summarizes the number of community facilities by type.

It should be noted that the number of parks identified in Table 19 above and Figure 4 below is based
on Planning Act parkland requirement. In order to acquire the 30 hectare difference between the
CSMP target rate and Planning Act rate, alternative sources and/or agreements between the Town
and the applicable landowners will be required.
The 1.5 secondary school requirement is intended to illustrate the need for a Catholic secondary
school in the Milton Urban Expansion Area. As previously stated, while it is the HCDSB’s preference
to locate the Catholic secondary school site in the Britannia Secondary Plan, HCDSB have indicated
that the Board would like to retain an interest in the Agerton and Trafalgar Secondary Plans. For the
purposes of this report, only one secondary school site has been identified for HDSB.
5.2 Location of Community Facilities
Figure 4 below identifies the general locations for schools, parks (district and neighbourhood) and
places of worship within the Agerton and Trafalgar Secondary Plans. The locations identified

represent an equitable distribution of community facilities and will be refined through the Tertiary
Planning subject to the confirmation from the approval authorities. The location of the remaining
community facilities such as fire stations, libraries and Village Squares have not been identified in
Figure 4 and will be sited through Tertiary Plans.
