    Chen Chu won the mayoral election Kaohsiung City. During the last few days before the election,

    President Chen Shui-bian campaigned arduously for Chen Chu in Kaohsiung, encouraging DPP supporters

    not to forget their right to vote.

    After the results of the 2006 Taipei-Kaohsiung City Elections were tallied, the Democratic Progressive

    Party announced that the DPP was able to reach its campaign goal, which was to Defend Kaohsiung andForge Ahead in Taipei, and the DPP Campaign Committee members confirmed that these election results

    prove the wisdom of the Taiwanese people, who were uninfluenced by false media reports.

    2 DEMOCRACY&PROGRESSThe campaign committee assured the DPPs mission to persist in

    establishing a democratic, just and normal country, which is a mission the DPP

    will continue to pursue, never stopping to reform and remain united.

    DPP Chairman Yu Shyi-kun said that even though the DPP lost in Taipei,DPP Taipei Candidate Frank Hsieh managed to produce a beautiful

    campaign and that we must all feel proud even in defeat.

    This times Taipei-Kaohsiung City Elections was a rigorous battle for the

    DPP, Yu said. Before the election, no one believed the DPP would win, butthe election results show that the people are wise in their decisions and

    unaffected by false media reporting.

    Premier Su Tseng-chang, who served as director of the campaign

    committee, said that the winners of this election battle were the Taiwanesepeople, and it could also be seen that Taiwans democracy is mature by the

    calm wisdom shown by the Taiwanese people. Premier Su said that it was not

    an easy task to gain the peoples trust during a difficult period for the DPP.

    Premier Su also praised Frank Hsieh by saying that Hsieh deserved to beadmired for his untiring efforts in the Taipei campaign battle.

    Premier Su thanked all the Taiwanese people for giving the DPP a chance,

    and promised that the DPP will continue reflecting on its shortcomings,remembering to keep the DPPs united force.

    The DPPs Campaign Committee for this election was comprised of the

    The election results for Taipei City were announced at 7:30 p.m. on December 9. DPP Mayoralcandidate Frank Hsieh obtained 40.89%, which amounted to 525,869 votes. Hsieh appeared in front of his

    supporters at his campaign headquarters to express his gratitude for all those people who voted andsupported him. He said he felt extremely grateful for those who gave him their one valuable vote. He statedhis acceptance of the election results and respected our democracy as part of our culture and our governing

    system. At the same time, he expressed his deep sorrow for not been able to fulfill the expectations of the

    people.Among the crowd, supporters encouraged Hsieh to run for president. He said he would not stop loving

    this land and the people of Taiwan, and thanked all those friends who joined him in fighting this beautiful

    and dignified campaign battle.I was worried about my own election results and those of Kaohsiung City, Hsieh said. I felt a

    certain responsibility towards my supporters in Kaohsiung after serving them as mayor.

    Hsieh said that even though the DPP won Kaohsiung by a small margin, the win for the DPP shows the

    people still wished to see the DPP continue governing. He said that the increase in the number of seats forTaipei councilors compared to the last election is a positive outlook for the DPP in Taipei.

    Hsiehs support rate increased 5% compared to the last Taipei city election four years ago.In my lifetime, I will be thankful to every precious vote and I am eternally grateful to those that

    helped out in this election, Hsieh said.

    Hsieh said he hoped that after this election is over, Taipei city can return back to normal. Hsieh alsocongratulated his rival, Hao Long-pin and wished him success as Taipei mayor, hoping that he works hard

    for the sake of the city.

    Hsieh ended by saying, Our democracy is just that those who win, win, and those who lose mustaccept the results. I hope that our supporters continue supporting the DPP and continue walking this road

    together.

    K aohsiung Ci t y Reac t ions

    DPP Mayoral candidate Chen Chus win was announced around 8 p.m. on election night. She made anacceptance speech in front of her supporters at her Campaign Headquarters in Kaohsiung. She said that this

    election victory symbolized a victory for all Kaohsiung City residents, and that in these past eight years, the

    residents have seen the DPPs performance in Kaohsiung, giving their affirmation to the DPP.Chen Chu first thanked Former Mayor Frank Hsieh for his achievements in Kaohsiung as mayor. She

    said that she felt deep regret over the election results of Taipei City, and she said that Taipei City residents

    were not so lucky because they didnt gain a good mayor.Chen continued by thanking Chen Chi-mai, her campaign manager, and Acting Mayor Yeh Chu-lan

    for fighting a hard campaign on her behalf. She also expressed deep gratitude towards President Chen Shui-bian, Vice President Lu Hsiu-lian, Premier Su Tseng-chang and DPP Chairman Yu Shyi-kun for exerting alltheir energy in the campaign in Kaohsiung City.

    Lastly, Chen Chu gave special thanks to Former DPP Chairman Lin Yi-hsiung who during the last two

    days before election day, had accompanied her by walking all the alleys and streets of Kaohsiung City to

    rally for votes.Chen Chu also promised to listen, with an open-mind, to the political views posed by her rival

    candidates, who were Professor Huang Chun-ying, Luo Chi-ming, Lin Ching-yuan and Lin Chi-sheng. She

    also affirmed to those supporters present that she will fulfill her campaign promises and make Kaohsiung abetter city for everyone to live in.

    The Democratic Progressive Party held its 16th Central Standing Committee Meeting on December 13 to

    discuss the election results of the Taipei-Kaohsiung Cities Elections. DPP Chairman Yu Shyi-kun, Former

    Premier Frank Hsieh, Incumbent Kaohsiung City Mayor Chen Chu and all the members of the Committeeexpressed their deepest gratitude to the Taiwanese people for their support in the election.

    Secretary General Lin Chia-lun delivered a report on the 2006 election aftermath, and said the report

    included a self-review of the DPPs performance in this election including the suggestions made by allcommittee members. Secretary General Lin said the DPPs win and loss in this election is a result of four

    major weaknesses:

    1. Political circumstances propelled the party to take major defensive lines,2. Differences of opinions within the party caused supporter antipathy,

    3. Results of the pan-blue camps internal agreements on sacrificing one candidate for the sake of another,4. The KMTs advantage in resources and party assets, causing unfair competition

    Nevertheless, Secretary General Lin said there were favorable advantages for the DPP, which were:

    1. Appropriate strategies implemented by the party on the endorsement system,

    2. Pragmatic approach to endorsements of candidates for councilors,

    3. Effective strategy by the party headquarters to combine the campaigns of both cities,4. Effective publicity of governing achievements in Kaohsiung,

    5. Reaching out to the people with the campaign slogan of give back justice for Taiwan,

    6. Ma Ying-jeous special funds scandal, which displayed the pan-blues inner character.

    DPP Chairman Yu Shyi-kun announced the DPP will create a Subcommittee on Reflection and Reform,

    and the members of this subcommittee will include: Legislative Caucus Convener Ker Chien-ming, Deputy

    Secretary General of the Office of the President Cho Jung-tai, Legislator and DPP Central Review CommitteeMember Gao Jhih-peng, DPP Policy Committee Executive Director Chao Yong-ching, Central Standing

    Committee Members Lin Shi-yao, Chen Sheng-hong, Trong Chai, Lee Chung-yi and Tuan Yi-kan and DPPSecretary General Lin Chia-lun.
