I LEGAL BASES AND GENERAL CONDITIONS 1 The German General Construction Approval verifies the usability and/or applicability of the subject of
approval in terms of state building regulations.
2 The German General Construction Approval shall not replace the permits, consents and certification that are legally required for the execution of building projects.
3 The German General Construction Approval is issued without prejudice to the rights of third parties, in particular private property rights.
4 Manufacturer and distributor of the subject of approval must, irrespective of further regulations in the “special provisions”, provide the user or operator of the subject of approval with copies of the German General Construction Approval and advise them that the German General Construction Approval must be present at the place of use. Upon request, the authorities involved are to be provided with copies of the General Building Supervisory Approval.
5 The German General Construction Approval may only be reproduced in its entirety. Publication of excerpts shall require the consent of the German Institute for Structural Engineering. Texts and drawings used in promotional materials may not contradict the German General Construction Approval. Translations of the German General Construction Approval must contain the note "Vom Deutschen Institut für Bautechnik nicht geprüfte Übersetzung der deutschen Originalfassung"

II SPECIFIC CONDITIONS
1 Definition of the product and intended use
The construction products are prefabricated cable net consisting of cables (net cables, lacing cables) made of stainless steel and the appropriate ferrules for connection and deviation of the cables as well as border cables or frames made of tubular sections as surround of the cable nets (see Annex 1). Deviating and anchoring of the border cables is done by appropriate components (shackles, eye bolts, eye nuts, end connectors). The opening angle of the cable net mesh is 60°. The mesh width is variable and is inbetween 35 mm and 100 mm depending on the cable diameter. The installation occurs either as vertical cable net (e.g. railings) or horizontal cable net. The cable nets may be used as safety barrier (e.g. at helicopter bases, observation towers or bridges). Further fields of application are e.g. cable net systems for zoo enclosures or facades.
2 Provisions for the building product(s)
2.1 Characteristics and composition of the product 2.1.1 Cables (net cables, lacing cables)
For the cables the indications given in EN 10264-41 as well as in the series of the standards EN 123852 apply. In addition the indications in Annex 3 shall be taken into account. For the strength classes the following applies: cable diameter 1,5mm and 2,0mm: wire tensile strength = 1770 N/mm² cable diameter 3,0mm: wire tensile strength = 1570 N/mm²
2.1.2 Border cables
For the cables the indications given in EN 10264-4:20121 as well as in the series of the standards EN 123852 apply. In addition the indications in Annex 3 shall be taken into account. For the strength classes the following applies: wire rope: wire tensile strength = 1570 N/mm² spiral strand: wire tensile strength according to ETA-10/0358
2.1.3 Net ferrules, vertical ferrules, horizontal ferrules and diagonal ferrules
The indications given in Annexes 3 and 4 apply. Detailed indications of dimensions and material properties shall correspond to the indications laid down at the German Institute for Structural Engineering.
2.1.4 End connectors of the border cable
The end connectors of the border cables correspond to the end connectors laid down in the European technical approval ETA-10/0358. Incidentally the indications given in Annexes 2, 6, 7 and 9 to 11 apply.
2.1.5 Frame
The frames are made of tubular sections of stainless steel. The diameter of the tubular sections is 21.3 mm and the wall thickness is at least 2 mm (cf. Annex 8).

2.1.6 Eye bolts, eye nuts and shackles
The eye bolts, eye nuts and shackles are made of stainless steel. The materials and minimum breaking forces shall correspond to the technical standards listed in Annexes 5 und 6.
2.1.7 Corrosion resistance
The ropes and ferrules made of stainless steel are classified into corrosion-resistance class (CRC) II in accordance with DIN EN 1993-1-43. Ferrules made of tin-plated copper must only be used for accessible constructions in surroundings without important chlorinity and sulphur dioxide. Industrial atmosphere has to be excluded.
2.2 Manufacturing and Labeling
2.2.1 Manufacturing of cable net systems
Details regarding the manufacturing-process are laid down at the German Institute for Structural Engineering.
2.2.2 Labelling
The packaging of the cable net system must be labeled by the manufacturer with the conformity marking (“Ü”) in accordance with the federal states conformity marking ordinance. Labeling may only take place following compliance with the conditions described in section 2.3. The production plant, production year, the building product designation and material for the individual components must also arise from the label. Different strengths of cable net systems should be declared so that they could not be mixed up.
2.3 Declaration of conformity
2.3.1 General
Confirmation of cable net systems compliance with the provisions of this German General Construction Approval must, for each manufacturing plant, take place with a certificate of conformity based on an in-house production control and regular third party monitoring, including an initial inspection of the rope nets in accordance with the provisions set out below. The rope net manufacturer must engage a recognized certification authority for the issuance of the certificate of conformity, as well as a recognized monitoring authority for external monitoring and associated product testing activities. The manufacturer must declare the issuance of a certificate of conformity by labeling the building products with the conformity mark (“Ü”) and indicating the application. The German Institute for Structural Engineering shall, for information purposes, be given a copy of the certificate of conformity by the issuing certification authority.
2.3.2 Factory production control
An in-house production control shall be established and implemented in each manufacturing plant. An in-house production control is understood to mean continuous monitoring of production performed by the manufacturer, by means of which it ensures that the building products it manufactures comply with the provisions of this German General Construction Approval.

The in-house production control shall comprise at least the below stated measures.
- Ropes, border cables
The dimensions specified in section 2.1 must be verified for every delivery. The material characteristics specified in section 2.1 shall be verified by an acceptance test certificate 3.1 according to DIN EN 102044. The technical delivery conditions according to DIN EN 10264-41 and the standards of the DIN EN 123852 series must be observed.
- Ferrules, end fittings, frames, shackles, eye nuts and eye bolts
The dimensions and tolerances specified in section 2.1 must be verified for every production batch. The material characteristics specified in section 2.1 (for shackles, eye nuts and eye bolts the certificate of minimum breaking load as well) must be verified by an acceptance test certificate 3.1 according to DIN EN 102044.
- Inspection of ke value (see annex 6)
The ke-value specified in annex 6 and the breaking load of the cables and border cables combined with specific ferrules, end anchorages, shackles, eye bolts and eye nuts have to be checked regularly by tension trials. The type, scope and frequency of these tests shall be agreed with the monitoring body engaged to perform external monitoring and with the German Institute for Structural Engineering on the occasion of the initial inspection (see Section 2.3.3).
- Inspection of elasticity EQ value
The elasticity-value EQ specified in section 3.2.2 have to be checked by testing cables and border cables regularly. The examination shall be carried out by a tensile test according to DIN EN 1993-1-115.
In-house production control results must be recorded and evaluated. The records must contain at least the below stated information. - Name of the building product or of the starting material and the components.
- Type of inspection or test
- Date of manufacture and testing of the building pro- ducts and the starting material or the components
- Result of inspections and tests and comparison with specifications.
- Signature of in-house person responsible for production control.
The records must be preserved for at least five years and submitted to the monitoring body engaged to perform external monitoring. They must, upon request, be submitted to the German Institute for Structural Engineering and the highest responsible building supervisory authority.
In the event of unsatisfactory testing results, the manufacturer shall, without delay, adopt the measures that are necessary to correct the defect. Building products that do not meet the necessary requirements, shall be handled in a manner that prevents their confusion with compliant products. Following defect correction, the relevant test shall - insofar as this is technically feasible and necessary to verify corrective action - be immediately repeated.

2.3.3 External Monitoring
The in-house production control in every manufacturing plant, shall be regularly reviewed by an external monitor, though at least twice per annum.
External monitoring shall include carrying out an initial testing of the building product and random testing of the characteristics of the building product as specified in Section 2.1. Sampling and tests are, in each case, the responsibility of the recognized authority. The measured values obtained by external monitoring must verify the fulfillment of the required specifications.
Certification and external monitoring results shall be preserved for at least five years. The certifying and monitoring authorities shall, upon request, submit said results to the German Institute for Structural Engineering and to the highest responsible building supervisory authority.
3 Regulation for planning, calculation and execution
3.1 Planning
The planning requirements are specified in annex 1 to 13. In addition, all data relating to calculation (chapter 3.2) and execution (chapter 3.3) must be observed.
3.2 Calculation
3.2.1 General
The verification concept stipulated in DIN EN 1993-1-1110 shall be applicable to the verification of rope net load-bearing safety.
The verification of the cable net systems at ultimate limit state is fulfilled if the loading of the cables, border cables, net ferrules, shackles, eye bolts and eye nuts does not exceed the design values of resistance given in section 3.2.3 – 3.2.5.
For the verification of the ultimate limit state of eye bolts and eye nuts it is considered that a linear verification of interaction in case of combined loadings of tension and shear force shall be proved. The verification at ultimate limit state takes into account if eye bolts and eye nuts are additionally imposed by bending loads.
3.2.2 Modulus of elasticity EQ of the cables (net cables, lacing cables) and border cables
The following values shall apply:
Wire rope EQ: 90 kN/mm²
Spiral strand EQ: 130 kN/mm²
3.2.3 Tension resistance of the cables and border cables
The ultimate tension resistance FRd of the cables and border cables shall be determined as follows:

3.2.4 Sliding force of the net ferrules
The difference force between two net cables placed side by side and connected by net ferrules is less than the design value of the sliding force of the net ferrules. For the characteristic value of the sliding force GR,d of the net ferrules the following applies:
Cable net systems with stainless steel ferrules of type CXS are intended for the use in structures with predominantly static loads only.
3.2.5 Load-bearing capacity of shackles, eye nuts and eye bolts
For the characteristic values of the tension resistance NR,d of the shackles, eye nuts and eye bolts the following applies:
For the verification of the ultimate limit state of eye bolts and eye nuts it is considered that a linear verification of interaction in case of combined loadings of tension and shear force shall be proved. The design value of the shear force shall be determined according to EN 1993-1-496 and chapter 3.2.1.
3.2.6 Verification as fall protection
The cable net systems may be used without an additional verification of fall-protection subject to compliance with the conditions specified in Annexes 7 until 11.
3.3 Execution
The installation is solely carried out according to the manufacturer's instructions. The manufacturer hands over the assembly instructions to the assembler. The assembly instruction shall in particular contain indications to the pre-stressing of the cable net systems. The cable net systems are placed in a way to allow for their accessibility for maintenance and repair. The cable nets may only be installed by firms experienced in this field. Prior to installation, all components of the cable net systems shall be checked for their perfect quality. Damaged components shall not be used.

By using border cables with end fittings consisting of threaded end connector, turnbuckle and fork end connector with thread (see Annexes 2, 6, 7 and 9 to 11) the threaded end connectors as well as the fork end connectors with thread are screwed into the turnbuckles with a minimum thread engagement corresponding to the dimension "c" according to Annex 6 of the European technical approval ETA-10/0358. The responsible assembler attests by notation that all connections with threads were checked concerning the keeping of the minimum thread engagements. The conformity of the adjacent structures and the installation of the cable net systems with the provisions of this German General Construction Approval is attested by the executing company. The executing company has to provide an explanation of consistency including this German General Construction Approval according to §16 a paragraph 5 MBO.
4 Definitions for use, up-keeping and maintenance
During use damaged cable nets have to be repaired and replaced if necessary by qualified companies. Cable nets used for falling or bounding persons have to be checked for damages by the owner/user at least once a year. The cable nets have to be checked and repaired or replaced if necessary by qualified companies if loadcases had occurred by falling or bounding persons.
