Sealed Tenders from the experienced and reputed Original Equipment Manufacturers (OEM) /
Dealers / System Integrators for Supply and Installation of Items for Campus Networking
with Rate Contract at NIT Patna are invited by the undersigned up to Dated 20.08.2014 till
05.00 PM.
1.1 Procedure for obtaining Bid documents
i. The bid document for the Supply and Installation of Items for Campus Networking
with Rate Contract at NIT Patna can be downloaded from NIT Patna website
www.nitp.ac.in the bidder shall deposit the cost of bid document along with submission
of the other requisite documents, failing which his bid shall not be considered. The cost
of bid documents is Rs. 5,000/- (Five Thousands) only which shall be deposited in the
form of demand draft/ pay order (in favor of NIT Patna) and submitted in the envelope
which will also contain Earnest Money Deposit (EMD). The bidders are advised not to
make any corrections, additions, alterations in the downloaded bid documents. In case,
any corrections, addition, alterations are made in the downloaded bid documents; such
bid shall be summarily rejected.
ii. The Earnest Money shall be deposited in the form of demand draft/ pay order (in favor
of NIT Patna) for an amount of Rs. 200000 (two lakhs) only payable at Patna. The
EMD for all the unsuccessful bidders shall be returned without accruing any interest
thereon after the PO issued to winner bidder by NIT Patna. No exemption from
depositing the EMD shall be allowed to any participating bidder/firm. EMD of
successful bidder shall be kept as Security Deposit and shall be released only after the
final payment of the job of the Bidder.
1.2 Scope of Work (but not limited to, bidder may propose a better solution):
A. Campus Backbone
i) The backbone should be minimum of 10 Gbps and on single mode Optical medium.
ii) The Backbone should be highly reliable / Robust and scalable network architecture.
iii) Backbone should have 10G up to the distribution and 1G from Distribution to the
Access layer.
iv) The end point bandwidth shall be of 1G
v) The design of the backbone should be highly fault tolerant based network design and
should have no single point of failure kind of design architecture.
vi) The design should have low latency and fast convergent based design to support real
time voice and video traffic.
vii) The proposed design should support IPv6 from day 1.
viii) The fiber optic back bone should have the required provision to extend to the
upcoming new buildings / blocks of NIT Patna.
ix) The infrastructure should support future scalability to any IP applications like Data
Center, Private Cloud, e-Learning, Video conferencing, VoIP, Wireless technologies
CCTV applications, etc.
x) It is desirable that the proposed OEM should have end to end data, voice and video
portfolio for ease of management in subsequent expansions.
xi) The proposal should suggest the security mechanism of the complete infrastructure.

B. Building Backbone
i) The Building backbone should be on Single Mode Optic Fiber Cable from Distribution
to every access switch.
ii) The Access layer switches shall be stackable for easy of management and high
availability and the no of switches in stack shall depend upon the no of nodes in each
building.
iii) The design should not proposed using daisy chain architecture and should be directly
terminated from the nearest distribution switch Fiber. No cascading will be allowed.
1.3 Essential Eligibility Criteria for Bidders
Minimum of Two completed projects of similar value and nature (campus networking)
of proposed project out of which at least one should be of any IIT, NIT, IIIT, Central
Universities, IIM or any other educational Institute funded by central government or any
Central Govt or Central Govt. Undertaking organizations, in the last five years ending
on 30-May-2014 (Documentary evidence in support of this shall be required).
Financial Capabilities:
o Should be a profit making organization for last three financial years ending on
31.03.2014.
o Minimum average annual turnover of value Rs 15 (fifteen) crores over last three
financial years ending on 31.03.2014.
Having or in a position to establish an office at Patna within 45 days of award of work
order and continue to exist at least for the period OEM warranty expires (an affidavit in
this regard is required) for close conduction and execution of the work.
1.4 Instructions for submission of Bid Documents
The bids shall be invited in two Bid system; Technical Bid and Financial Bid.
1.4.1 Technical Bid : It consists of following
i. ISO-9000 certificate and any other certifications asked in the different annexures.
ii. OEM authorization certificate from all OEM specific to this tender (A generic
authorization may stand bid rejected).
iii. Declaration from the OEM that none of the quoted product will go End of Sale or End
of Support for a period of at least five years.
iv. Purchase order and satisfactory performance report of the two completed project as
mentioned in the Eligibility Criteria.
v. Certified copy of Balance sheet and statement from the CA that Firm has been in profit
making for last three financial years ending on 31-March-2014
vi. CA Statement in favor of meeting essential eligibility criteria of average annual
turnover of value Rs 15 (fifteen) crores averaged over last three financial years ending
on 31.03.2014
vii. Details registration with tax authorities–Income Tax/Service Tax etc. along with
supportive document.

viii. Documents explaining Bidder’s approach particularly to this Campus Networking
project describing implementation strategies which may include topology, hardware to
be deployed etc.
ix. Time schedule for complete development of total project in the form of BAR CHART.
(This also has to be part of presentation).
x. Declaration by Agency that they shall be supplying genuine OEM products and any
discrepancy in it at any level may liable for
xi. Every bidder has to furnish an affidavit on a Rs. 100/- (Rupees one hundred only)
Non-judicial stamp that information furnished in their bid is true to best of their
knowledge and the official/s / OEM engaged in this project has never been under any
type of disciplinary/ vigilance proceeding. They would also undertake that their firm/
organization has never been blacklisted by any authority.
1.4.2 Financial Bid:
Financial Bid of only those bidders shall be opened who score over all 60% or more in
their technical bid evaluation including presentation as evaluated by the Selection
Committee, whose decision in this regard shall be final and binding.
1.4.3 Instructions for submission of Technical & Financial bids:
i. Envelope-1:
It should contain two envelops; one small envelope containing DD towards cost of
tender documents as well as EMD. The envelope should be written on top as “Tender
Cost + EMD”. The other envelop shall contain all material, documents as stated above
in a sealed cover. The bid document along with its annexure downloaded from website
(www.nitp.ac.in) shall be duly signed on each page by the bidder and should be
enclosed along with. The envelope should be written on top as “Documents for
Technical Bid”. Both these envelops should be placed in a cover envelope which
should be written on top as “Envelop-1: Technical Bid”. In case of no deposit of cost
of tender document and EMD, the technical bid of the firm shall not be evaluated and
the firm shall be kept out of consideration in further bid process.
ii. Envelope-2: Financial bid as per the format enclosed in the Annexure-I should be packed in a
separate envelope and sealed and written on top as “Envelop-2: Financial Bid”.
Financial bid of only those firm shall be opened who qualify in the technical bid and
presentation evaluation.
iii. Envelope-3:
This will contain Envelope-1 and Envelope-2 and shall be sealed. This envelope should
be super scribed with the name of the project, date & time of submission and sent by
registered Post/speed post/ courier to reach Registrar, NIT Patna, Ashok Rajpath, Patna
- 800005 within prescribe time of submission.

1.5 Selection Process
1.5.1 The Bidder will be selected on the basis of QCBS (Quality and Cost Based
Selection) as recommended by the selection Committee constituted by NIT Patna.
The evaluation will be done on the basis of the highest combined score obtained in
the technical bid evaluation including presentation and the figures quoted in the
financial bid.
1.5.2 Pre-Bid Meeting: A Pre-Bid meeting will be held on the date specified (see the
timeline part for exact date), where interested bidders may give their input on the
technical part of this bid document. The suggestion may include addition of any
new hardware, change of specification or any other technical matter which may help
accommodating scope of work mentioned above. This has to be noted very clearly
that NIT Patna will have exclusive and sole right of accommodating those
suggestions in complete or part or all or reject all of them.
1.5.3 Objective of Presentation:
The objective of the presentation is to know the capability of the Bidder in the
design and setup of Campus Networking Infrastructure using contemporary
technology so as to meet the need of NIT Patna people along with keeping the
manageability and maintenance easy and low on cost.
1.5.4 Evaluation Process
The Technical bid including presentation shall be evaluated as below for 100 marks:

Note:
Pass marks in technical bid evaluation will be over all 60 % including
presentation.
The opening of Financial Bid of only those bidders shall be considered who score
60% i.e. 60 marks or more in their technical bid evaluation (including
presentation) (Ts) as evaluated by the Selection Committee, whose decision in this
regard shall be final and binding.
(C) Financial bid: Before opening of financial bids of those successful bidders in the
technical evaluation, their marks obtained shall be made public before them or their
authorized representatives.
Financial bid shall be given scoring as below:
The bidder who has quoted the lowest price will be assigned a score of 100 in the
financial bid. The other bidders will be allotted score relative to the score of bidder with
the lowest quote as below:

(D) Combined evaluation
The score of technical proposal including presentation would be given 70% weightage,
and the financial proposal would be given 30% weightage. The weighted combined
score of the Technical bid including presentation (Ts), and Financial proposals (Fs)
shall be used to rank the bidders on the basis of formula given as below:
Combined Score = 70 % * Ts+ 30 % * Fs
The first ranked i.e. the highest scoring bidder will be declared winner of the process
and will be given PO for the execution of Campus Networking of NIT Patna with Rate
Contract.
2.6 Important Points
(A) Disqualification
The Selection Committee may disqualify bids on account of, but not limited to, the
following reasons:
If received after the last date and time.
If the bidder disregards any of the terms & conditions of the bid and/or leaves any
ambiguity in any manner.
If the participants attempts to influence any member of the selection committee.
Receipt of Conditional bids.
The decision of the Selection Committee in the matter of disqualification shall be final
and binding and no further correspondence shall be entertained from the disqualified
bidders thereafter.
(B) Termination of the bid
Against all expectation entertained by NIT Patna, if none of the participating
bidders could be declared by the Selection committee as the winner of the bid, the
bidding will be regarded as terminated.
NITP reserves right to accept or reject any/ all bidders without assigning any reason
(s) thereof.
(C) Settlement of Disputes
The decision of the Selection Committee shall be final & binding on participating
bidders. In the event of any dispute related to the judging procedure or the
recommendation of the Selection Committee the settlement will be done by sole
arbitration of the Director, NIT Patna or by any arbitrator appointed on his behalf
without recourse to the legal authorities.
(D) Time Schedule
i. Pre-bid meeting to be held in the Conference Hall (CWRS) of existing NIT
Patna campus at 2 PM on 04-Jul-2013.
ii. Last date of submission of Bids – 20 August 2014 till 1700 Hrs
iii. Date of opening of technical Bid and presentation by participating agency on
23 August 2014 at 1000 Hrs

iv. Opening of financial bid and declaration of result – 23 August 2014 at 1700
Hrs (*If the presentation could not be complete and continued on next date,
opening of financial bid and declaration of result will be on next date)
v. Date of award of work order to the selected Bidder by 10-September-2014.
Changes, if any, to the above dates will be notified on the website only.
(E) Performance Guarantee:
Winning bidder / Agency will have to furnish / submit a Performance Guarantee of 10%
of the total project cost, within 10 days of being declared / notified winner valid up to
three years from the date PO will be issued.
(F) Payment Terms:
a. 70% of the Annexure wise supply price will be made against receipt of
materials in good condition & working demonstration in store in store.
b. 30% of the Annexure wise supply price will be made after final inspection &
satisfactory installation certificate given by the competent authority.
(G) Other Terms and Conditions
a. A bidder who submits more than one bid shall be disqualified.
b. Consortium are not eligible to and their bid will be rejected without assigning
any reason.
c. The bidders should quote their offer/rates in clear terms without ambiguity.
d. The quoted rates will be inclusive of all and any kind of taxes viz. vat, excise
duty, entry, packaging, forwarding, insurance tax etc. as applicable showing each
component separately.
e. Apart from service items such as laying, all other product prices must be along
with installation and configuration as per the need of NIT Patna.
f. VAT and TDS will deducted at prevailing rates by NIT Patna.
g. The rates should be quoted both in figures and words and legibly written without
any over-writings. In case of any correction, the same must be attested by the
bidder with full signature; however, no over-writing is permissible.
h. In case of any discrepancy between the rates in figures and that in words, the
rate in words will be accepted as correct.
i. The last date for receipt of the bid is marked in the tender document. In case the
above date is declared a holiday for NIT Patna, then the bids will be received
up to the given time on the next working day.
j. The bids may be sent by registered post/speed post/courier service/by hand so
as to reach the Registrar, NIT Patna before/on the last date & time of receipt.
k. Postal or courier delay will not be considered and the bid received late will be
rejected without assigning any reason.
l. Complete project must be completed within 120 days from the date of award of
the work to the successful bidder.
m. The goods offered should strictly conform to the specification and technical
details as per Annexure – I and any deviation from it will cause no payment.
n. In the event of any dispute arising out of the bid or from the resultant contract,
the decision of the Director, NIT Patna shall be final.
o. The bid document/resultant contract will be interpreted under Indian Laws and
subject to the jurisdiction of courts in Patna.

p. No escalation in respect of materials, labour, duties / cess, freight etc. will
be allowed in any shape.
q. The Institute reserves absolute right to accept or reject any or all the Tender on
whole or in part without assigning any reason thereof.
r. The Institute reserves the right to reject any article/service found defective,
damaged and or not of the desired quality and specification, Decision of NIT
Patna will be final. The agency will make good/suitable modification as per the
direction of concerned authority without further delay at their cost.
s. Earnest money/Security deposit may be forfeited in case of non-supply/part
supply/delayed supply of work or any activity which may cause delay in
completion of project unless permitted in writing by the NIT Patna.
t. Standard Technical literature on each of the items offered should also be
available on OEM’s website to validate that the quoted items are factory
standard of the quoted brand.
u. The bid document/resultant contract will be interpreted under Indian Laws and
subject to the jurisdiction of courts in Patna.
v. This is a turnkey based tender. Bidder must quote for all items failing which the
tender will be summarily rejected.
w. Corrigendum if any to this tender, will only be published on Institute Website
and not on any other medium, hence Bidders are required to keep a watch on
NIT Patna website http://www.nitp.ac.in for all updates.
x. The bidder should not unnecessarily quote for higher version, because given
specification has been formulated keeping in view the requirement of this
Institute. Therefore, offered higher version will not be evaluated by NIT and
may lead to disqualification of such bid(s).
y. All electrical work (conforming to specification as mentioned in the Annexure
– I however) if any has to be done on the comprehensive basis (bidders may add
price of electrical equipment viz MCB, Wires etc. to the respective product
which have power requirement) by the bidder and no extra payment will be
made on this account.
z. A declaration should also be furnished by the agency that they will supply
the original product of the manufacturing company. In case of supply of
duplicate product suitable action will be taken against the agency including
forfeiture of E.M./Security Deposit.
aa. In purview of the new construction at NIT Patna campus, it may have further
requirement of the networking equipment, and by participating in the bidding
process bidders agrees to supply the new requirement on the same quoted rate
for a period over one year from the award of work / purchase order.
bb. Warranty/Guarantee: The material must be quoted with a minimum
comprehensive warranty / Guarantee for the period as defined in this document
against each item. During the period of OEM warranty (three years), the
Bidder will have to depute minimum two dedicated certified Hardware
Engineers in the campus of NIT Patna who will be working as per Institute
working hours. Deputed personnel must be CCNA or equivalent certified with
a minimum experience of three years on a project of similar nature (Documents
must be provided in support of same).
cc. AMC service post OEM Warranty: Equivalent to OEM Warranty along with
two site engineers with qualification and working hours as mentioned in
warranty/Guarantee clause above.

(H) Additional Information:
The Director, NIT Patna shall have the right vested to him for the following:
i) Postpone and/ or extend the date of receipt of or to withdraw the bidding notice
without assigning any reason thereof. In such an event, consulting firms shall
not be entitled to any compensation in any form, whatsoever.
ii) Cancel the bidding process and reject all or any of the proposals and will not be
bound to accept lowest or any proposal or to give any reasons for the decision
in the consultation with the Selection Committee.
In case, the last date for submission & opening of tenders is declared as a public holiday,
the next official working day shall be deemed as last date of submission and opening
of proposals without any change in time indicated. No separate notice to this effect shall
be issued.

CHECK LIST
1. EMD of Rs. 2,00,000.00 (Two lakhs) only by way of DD No……………. dated ………
in favour of “National Institute of Technology Patna” payable at Patna.
2. DD No…………… dated………..for Rs.5000.00 (Five thousand) only in favour of
“National Institute of Technology Patna” payable at Patna towards cost of Tender
Document.
3. Details of firm, equipment, software, registration with tax authorities–Income
Tax/Service Tax etc.
4. PO and Satisfactory report of qualifying projects (Minimum of two) handled by bidders
in last 5 years giving date of start, date of completion, cost of project and delay if any
attributable to bidder. (Staple all to make one doc)
5. Documents explaining Bidder’s approach particularly to this Campus Networking
project describing implementation strategies which may include topology, hardware to
be deployed etc.
6. Certified copy of Balance sheet and statement from the CA that Firm has been in
profit making for last three financial years ending on 31-March-2014.
7. CA Statement in favor of meeting essential eligibility criteria of average annual
turnover of value Rs 20 (twenty) crores averaged over last three financial years ending
on 31.03.2014
8. ISO-9000 certificate and any other certifications asked in the different annexures.
9. OEM authorization certificate from all OEM specific to this tender (A generic
authorization may stand bid rejected).
10. Declaration from the OEM that none of the quoted product will go End of Sale or End
of Support for a period of at least five years.
11. Declaration by Agency that they shall be supplying genuine OEM products and any
discrepancy.
12. An affidavit on a Rs. 100/- (Rupees one hundred only) Non-judicial stamp that
information furnished in their bid is true to best of their knowledge and the official/s /
OEM engaged in this project has never been under any type of disciplinary/ vigilance
proceeding. They would also undertake that their firm/ organization has never been
blacklisted by any authority.
13. Time schedule for complete development of total project in the form of BAR CHART.
(This also has to be part of presentation).
14. Financial Bid in the prescribed Format as given in Annexure-II in a sealed envelope.
15. The bid document along with its annexure downloaded from the web shall be duly
signed on each page by the bidder and enclosed along with technical bid in Envelope 1.
