Background
The RAF wishes to appoint a suitably qualified Service provider to provide hosting facilities for the Road Accident Fund (RAF) for a period of five years.

Mandatory requirements
The service provider must be ICASA certified. Please attach ICASA certificate as proof that the company is ICASA certified.
The Service Provider Primary Data Centre must be Tier four (4). To confirm that the bidder is Tier four (4) the data centre must comply to the requirements as set out in page 72-74 under Hosting Requirements and Environmental Control. NOTE: THE RAF WILL VISIT THE DATA CENTRE TO CONFIRM THAT THE BIDDER COMPLIES WITH THE REQUIREMENT AND THAT THE BIDDER IS TIER 4.
The Service Provider Secondary Data Centre must be a minimum of Tier Three (3). To confirm that the bidder is Tier three (3) or above the data centre must comply to the requirements as set out in page 72-74 under Hosting Requirements and Environmental Control. NOTE: THE RAF WILL VISIT THE DATA CENTRE TO CONFIRM THAT THE BIDDER COMPLIES WITH THE REQUIREMENT AND THAT THE BIDDER IS TIER 3.
Evaluation Criteria
Evaluation will be based on the following:
•Technical Functional Mandatory (Comply or Not Comply) – Bidders who do not meet the mandatory requirement will be disqualified.
•Technical Functional Requirement (100 points)
•Price and BEE Evaluations (90/10 points)

The bidder must confirm that they have read and understood the terms and conditions set out in the attached Service Level Agreement (Annexure G) which terms and conditions the bidder accepts, in the event that the RAF awards contract to the bidder pursuant to this bid. The bidder must confirm that they have complied with the requirement set out in the footnote to clause 1.6 of schedule of Annexure G by submitting with the bid:A proposed Delivery Schedule ;A proposed Implementation Schedule;A proposed Pricing Schedule Failure by the Fund and the successful bidder to conclude a contract within 60 days following the issuing by the Fund of the award letter to the successful bidder, will result in the bid being deemed to be non-responsive which will then entitle the Fund to consider other responsive bids and award the tender to another bidder or bidders.

Functional criteria Points
Hosting and ConnectivityThe bidder must provide a proposal that details how the caged solution with all the requirements detailed under hosting and connectivity under the scope of work will be implemented. The bidder must also include the architecture and the implementation plan.
MPLSThe bidder must provide proof that the bidder has Point of Presence (PoPs) in major cities where RAF operates.The bidders must provide a diagram of architecture that shows multiple PoPs in different locations.

SLA RequirementsThe bidder must provide details on how the SLA requirement as set out in clause 10 of the Schedule of Annexure G will be achieved. The proposal should include the description of the architecture designed to achieve the SLA, how lines will be monitored, maintenance of lines and access line notifications.

Submit a valid and original tax clearance certificate
Complete questionnaires in full
Submit true and correct information
Comply with mandatory requirements

between RAF offices and the Data Centres The network architecture must provide a 99,95%
availability with multiple POPs in all major cities
Purpose of the RFB
• Provide Corporate APN solution 50 Gig uncapped APN GSM with coverage in all major cities, urban and
rural areas ±300 sim cards
• Provide Dedicated Internet Access with failover
at secondary site 10 Meg primary breakout 5 Meg secondary breakout
• Services On-Demand If and when required connectivity for expansion
