ADMIN BRANCH
2. HIRING OF BUNGALOW NO.29/1 COMMERCIAL AVENUE, DHA PHASE-IV, KARACHI.
To consider an application dated 11-12-2012 submitted by Mr. Amir Arab Ali, Public Relation Officer requesting for hiring of Bungalow No.29/1 Commercial Avenue DHA Phase-IV owned by Mr. Farough Ahmed Siddiqui for his residential accommodation since his posting at the old rates of ceiling i.e. Rs.9845/- per month for a period commencing from 09-08-2010 to 30-06-2011 and at the revised and existing rate of ceiling i.e. Rs.12310/- per month for a further period of three years commencing from 01-07-2011 to 30-06-2014 as he is residing in the said house with his parents since his posting.

3. EXTENSION IN CONTRACTUAL PERIOD OF TEMPORARY STAFF. To consider a proposal for grant of extension in contractual period of following temporary officials’ for a further period of one year from the date of expiry of their contractual period. It is also mentioned that the services of the following officials are further required for smooth working of the office and the performance of these officials are satisfactory during their existing contractual period, therefore, it is recommended that their services may please be extended for the period mentioned against each official:-

4. SANCTION FOR PROCUREMENT OF MEDICINES FOR RECURRENT/ RELAPSE HEPATITIS-C
To consider an application dated nil submitted by Chowkidar Abdur Rehman requesting for grant of Hepatitis-C medicine from the CBC Health Care Centre for him, as he is a patient of Hepatitis-C and being low paid employee, he cannot buy said medicine from his own pocket. The case was sent to the SMO Incharge CBC Health Care for issuance of said medicine. The SMO Incharge has reported that a sanction of Rs.1, 36,200/- may be accorded for the procurement of Pegylated Interferon (Inj. Pegasys) for the treatment of above named official, it is also mentioned that the applicant is a regular employee of Cantt. Board Clifton.
The above said amount shall be met out, out of closing balance of the Budget Estimate 2012-13.

5. PURCHASE OF TYRES – CBC VEHICLES
To consider & approve purchase of 18 Nos Tyres, Tubes & Flaps for the following vehicles as per details below at total cost of Rs. 2,53,350/- from M/s General Tyres & Rubber Company of Pakistan Ltd (Pvt). In this connection it is pointed out that the condition of tyres of the following vehicles are deplorable and needs to be replaced. These vehicles are detailed for supply of water to the residents of Cantonment Board Clifton area. The said tyres shall be procured directly from M/s General Tyres & Rubber Company of Pakistan Ltd (Pvt) at the control rates being the manufacturer.

6. RE-HIRING OF SECURITY GUARD FOR CBC OFFICE
Reference CBR No.07 dated 27.09.2012 & Sardar Security Services (Pvt) Ltd. letter dated 24-12-2012.
To consider and approve the re-hiring of 16 Security Guard for CBC office for the period from 01.01.2013 to 31.12.2013 @ Rs.12,100/- per guard per month from M/s. Sardars Security Services (Pvt) Ltd. Total expenditures involved comes to Rs.23,23,200/- (12,100/- x 16 x 12) = 23,23,200/-). It is mentioned here that services of guards were hired previously @ Rs.11,000/- per guard per month vide CBR No.7 dated 27-09-2012, the said period is going to be expired on 31-12-2012. Now the company vide their letter under reference has requested for 10% increase on existing amount i.e. Rs.11,000/-.

of 16 Nos. Security Guards for the period of one year
w.e.f.01-01-2012 to 31-12-2013 @ Rs.12100/- per guard per

7. REPLACEMENT OF SOLUTION TANK OF FOGGING MACHINE To consider & approve the purchase / replacement of solution Tank of Fogging Generator (Igeba TF-95 HD/E) from M/s. Jaffer Brothers (Pvt) Ltd (Manufacture) at retail price, as detailed below. The said items shall be procured directly from M/s Jaffer Bothers (Pvt) Ltd at their retail price being the manufacturer. The existing solution tank become old and irreparable therefore, needs to be replaced :-

8. PURCHASE OF SKIP BINS
Reference CBR No.45 dated 19.07.2012.
To consider and approve the purchase of 200 Skip Bins from M/S. Pakistan Steel Fabricating Company Limited at already approved rates of Rs.11,976/- per skip bin vide CBR under reference. Total expenditure involved would be Rs.23,95,200/-. The said company had also supplied 100 Nos. Skip bins at the most reasonable rates and the quality of those skip bins were excellent. Therefore, it is proposed that another 200 Nos. skip bins may be purchased from them at the old rates i.e. Rs. 11976/- per skip bin which is quite reasonable.

of 200 Nos. Skip Bins at the already approved rates i.e.
Rs.11976/- per skip bin quoted by M/s Pakistan Steel
Fabrication Company Ltd. The Board appreciated robustness,
practicability and price of the Skip Bins provided by the M/s
Steel Mills of Pakistan.

9. HIRING OF FIRE FIGHTING INSTRUCTOR
To consider and approve appointment of Mr. Taj Ali Khan on contractual basis on lump sum payment of Rs.25000/- per month for a period of 03 months w.e.f.01-01-2013 to 31-03-2013 for training of CBC fire fighting staff. The individual in question is an experienced / retired leading fireman (Instructor) of CDGK and prove fruitful towards improving skills of CBC fire fighting staff.

RESOLUTION: The Board appreciated merits of the proposal and resolved to
approve the same alongwith its financial effects. The Board
asked the CSI to seek details of training modules and
schedules to ensure effectiveness of the short course.

The planning shows that the design is for construction of a Hospital i.e Nursing Station, Private room, Delivery room, Night staff, OTI, Medicell etc. However as per “A” sub-lease the subject plot is declared as a Commercial not an amenity. It is pertinent to mention that as per CBC/DHA building byelaws it is clearly mentioned that “A building plan shall be approved only for the specified purpose of the plot mentioned in lease deed, sale deed, allotment order, etc. If number of storeys are mentioned in the lease deed, then the number of storeys according to these bye-laws shall prevail”. To consider the revised building plan of subject property forwarded by DHA vide their letter referred to above requesting therein for approval of revised building plan however the record subject property does not exist even in DHA office. Consequently, the technical staff of this office has checked / surveyed tha site & found that the complete building G+1st Floor is already constructed at site & same is occupied no constructional work required anymore.
In this context, it is relevant to mention that the Proposed Building Plan neither approved by this office nor have such record so far. It is highlighted to mention here that this office has already informed the lessee vide letter no. CBC/BC/17-A/II, Sunset Bould/344 dated 22-06-2011 that file of subject property does not exist in available record of this office.

This is an old case of 1966. No record is with CBC/DHA. The building has been constructed almost 46 years back as per old byelaws / regulations and same verified from that period building plans of various other plots.

First floor has been marked as revised component which is required to be constructed however same is constructed at site & occupied. Please elucidate.
After construction of ground floor the owner constructed the first floor in the same manner as mentioned in para-1 above, no such record is available in this office.

If said construction is un-authorized why the composition fee has not been forwarded to CBC.
Said construction is not un-authorized as it was constructed years back. All documents lost / not traceable with the owner. To regularize such old construction, the case is precessed through revied building plans. It is requested to process the case for approval please.

dated 27-011-2012 with the request that he is willing to pay the reasonable penalty
be imposed by the Board so that completion plan may be issued.
In the circumstances stated above, this office left with no option except
to calculate composition fee on entire covered area of the subject bungalow as per
Para 6(ii) of Ministry of Defence letter no. 75/853/Lands/92/4970/D-12/ML&C/94
dated 06-11-1994 @25% & moreover the lessee has submitted Form-7 that he is

Recommendations of the Building Committee held on 21-12-2012:- After thorough deliberation, the Committee is of the unanimous view that in the year 1966 neither CBC nor DHA was existed and thus to penalize the construction @ 25% of the computed value shall not be justified at all. It is therefore recommended to compound the construction @ 10% of the cost of construction.
RESOLUTION: The Board considered proposal along with
recommendations of Building Committee and resolved to
compound the construction @ 10% of the cost of
construction as an exceptional case due to peculiarity of the
case and also subject to concurrence of Competent
Authority and fulfillment of all necessary formalities
including payment of all related dues .

To consider the request of M/s Cubes for re-fund of payment, in this regard it is apprised that a hoarding measuring 60’ x 20’ was allotted to M/s Cubes Advertising at Do Talwar, Block-9 vide this office letter No. CBC/ADV/2 dated 29-03-2008 and renewed for a period of further one year from 05-05-2009 to 04-05-2010 vide this office letter No. CBC/ADV/5402 dated 06.05.2009 subject to following terms and conditions: a. 50% of annual amount i.e. 16,91,580/- to be deposited by 15th June 2009. b. Post dated cheques for remaining 50% amount i.e. 16,91,580/- to d deposited by 15th June to be cashable on or before 1st August 2009.
c. In case the amount is not deposited along with post dated cheques (cashable on or before 1st August 09) sites will be automatically cancelled/ without further notice / intimation to the advertiser and structure will be removed through the agency of Cantt Board Clifton (on 16th May 2009 or on 3rd August 2009) at their risk & cost. On the grounds failing to deposit the 50% amount along with post dated cheque for remaining 50% amount by 15th June 09, and in case the remaining 50% amount is not in CBC account on or before 1st August 09.”

The said Advertiser (M/s Cubes) is requesting for re-fund of payment made for the 2nd quarter Rs. 7,68,900/- vide Cantt 4-B No. 73/4070 dated 27.04.2010 as his contention is that the Cantonment Board Clifton has removed the site in Aug-2009 due to Non-payment, whereas, as per record there is no any correspondence made regarding cancellation of said hoarding as the company can not fulfill the financial requirements. However, the case for re-fund of payment made for second quarter was placed before the Board and the Board vide CBR No. 48 dated 29-09-2011 has considered and decided to refer the case to Hoarding committee for its consideration and recommendations.
An amount of Rs. 18,45,360/- is outstanding in demand and collection register 2009-10, correspondence in this regard is carried out by this office to pay the outstanding amount and case No.1250/2011 is also filed in the Court of Hon’able Cantt. & Judicial Magistrate U/S 259 of the Cantonments Act 1924 for recovery of dues and it is pertinent to mention here that at present the said site is allotted to M/s Links Ad, vide this office letter No. CBC/ADV-9/12061 dated 31-12-2010.
All connected papers are put up on table.
Resolution of the Committee: Considered the matter at length and decided to obtain Legal opinion from the Cantonment Legal Advisor before next meeting.

Ref:- CBR No.19, dated 30.11.2012 & this office letter No.CBC/St/2011/10282, dated 24th Dec, 2012.
To consider the matter under subject which was referred by the Board
to Cantonment Legal Advisor vide above referred letter & CBR for the legal opinion. Now the legal opinion have been received vide letter No.ALA/347/12/2012, dated 31.12.2012. Which is reproduced as under:-
“It is revealed from record that M/s. Bashir Enterprises was awarded contract and pursuance to Letter no. CBC/St/Lt/08/2010 dated 12.07.2011, agreement was also executed but the contractor due to some reasons known to him, failed to carry on its contractual obligations for which as appears from record, he was asked from time to time but no response. It is further revealed that M/s. Bashir Enterprises has also no objection if his contractual obligation is assigned to Rana Faisal Aslam and as such agreement in this behalf has been executed between the two contractors.
In the above circumstances, if contractual obligations are assigned to Rana Faisal Aslam on the same terms and conditions, where no loss is being caused to the CBC, then there is no impediment in law, as per as enlistment in relevant field of Rana Faisal is concerned, the same is usual matter and be decided according to rules in vogue.”

Tender were opened on 01-11-2012 in the presence of member Cantonment Board Mr. Aziz Suharwrdy and the Contractors/authorized representative concerned. The said lights will be installed at the beach view. In this regard, it is apprised that the High mast lights lighten up the beach in the evening for the delight of the visitors. Since the time, they were introduced, Cantonment Board has been receiving complaints. The existing lights and their structures have got rotten over the period of time and is causing dismay and concerns among visitors. The work is, therefore, most urgently required to be delivered. . The case was placed before the Board and the Board vide CBR under reference considered and resolved to get the rates reviewed by Addl: CEO and Chief Cantonment Engineer. The re-evaluation of rates was carried out by the said officers and recommended to retender the same.

INTERCEPTORS.
To consider the following estimates for contraction of Strom Water Drains / Interceptors in CBC/ DHA area. In this context, it is relevant to mention that during rains various localities get flooded due to absence of Strom Water Drains over there and thus the resident suffer a lot due to accumulation / ingrence of rain water into their houses. The proposed drain shall provide efficacy to worse-hit areas of DHA during rains. The construction of these drains has been demanded by the resident’s committee since long. Budget provision does not exist.
