THE Port St Johns munici-pality says it is again go-ing to lease its disusedproperties throughout thetown to private investors
so that they can be developed.
The municipal properties werefalling apart following the termina-tionof contractswith theprevious in-vestors some years ago.Since then, nobody has looked af-
ter theproperties.Waterandelectric-ity were cut off, but people stayed inthose properties illegally.The properties include Mangrove,
avenuewhichused tohost big eventsfor the people of Port St Johns andeven for people from outside.Now Mangrove is a shadow of its
former self, andhasbecomevictim tovandals and thebeautiful grass roofsof the rondavels have been blownaway by the wind.Another property to be leased out
is Vuyani, at the mouth of SecondBeach.Mayor Phikolomzi Langa said the
town needed to get investors to leasethe properties and develop them forthe benefit of the people of Port StJohns.“I can confirm that the manage-
ment has committed to give outthose sites so that they can be devel-oped.”He said they were coming with
new strategies to make this initia-tive work and to avoid experiencingproblems similar to the previousones.They needed to conclude the proc-
ess of leasing these properties to-wards the end of the year. “We willadvertise them in all types of media,so that we can reach everybody.”Most of Port St Johns sites are pri-
vately owned, andLanga saidhewasplanning to have a meeting with theowners of the sites and they shouldproposewhen andhow theywere go-ing to develop their sites.

Luyenge said the tournament isbasically aimed at denouncing vio-lence against foreign nationals.Siya Mngeyane, OR TamboMas-
ters FC Chairperson, said eventhough the attacks have not yetspread to Mthatha, they wanted tostop it before it rears its ugly head.“We are being proactive because
those incidents were very wrong
and inhuman and we cannot allowsuch things to come to our areas,”said Mngeyane.Participating teams included a
teamsmadeup of foreignnationalsfrom Ghana, Nigeria, Cameroon,Senegal and Congo, as well as theMasters Football Club, UnitraCommunity Radio FC, Correction-al Services FC and WSU FC.

NEWLY elected Port St Johns mayor, Phikol-omziLanga, had called for transparency in or-der to build stability in the municipality.
Port St Johnshadbeen rockedbymunicipalworkers’ strikes and there have been rumbles
recently due to a go-slow by municipal em-ployees over placements andwages. Last yeara man died because of the protests.The protests have led to a strained relation-
ship between the municipality and its work-ers. Langa, however, vowed to end the prob-lem with immediate effect.“Transparency is akeyandweneed to come
up with good strategies and activate internalstructures to overcome the problems andclose the information gap.“We need a council structure to deal with
the concerns of employeeswhereby the stand-ing committee and labour forum would havea constant interaction with the leaders of theunions. Last weekwe had a series ofmeetings
with the leaders of the workers and discussedissues of concern,” he said.Langa said another solution was to ensure
that each and every person was doing his orher own work without interruption and thisalone would bring success. Port St Johnswould generate more money as it was one ofthe Eastern Cape’s big tourism destinations.

AFTER the sudden death of former Port StJohnsMayorMnyamezeli DanisileMangqo,the council agreed with the deployment ofthe ANC’s Phikolomzi Langa.
Langa is a Chief, affectionately known asBakhulule, who heads the Zwaligugi Tradi-tional Council which includes Tombo andthe surrounding areas.Hewas born in Tombo Location to the late
Inkosi Zanemvula. He did his primaryschooling at Tombo and then proceeded toPalmerton Senior Secondary School, Mthat-ha Technical College and Teko. He special-ized in carpentry, joinery and civil engi-neering.He started his working career at Teko,
where he spent about five years before de-ciding to move closer to home and startsomething new.Langa was the first teacher to introduce
trade subjects and woodwork at the Jokwa-na Junior Secondary School in Port StJohns.He had been working for the ANC since
his youth. In 2000, politics took the centrestage in his life while hewas also a chief andhe resigned from teaching.“Because of the contribution to my com-
munity, the ANC also wanted my contribu-
tion and I became fully involved in the ANCactivities.”Langa was not new in the Port St Johns
council. He joined the council in 2000 as aProportionalRepresentative (PR) councillorand served as chairperson of the local eco-nomic development standing committee.In 2006hebecame theSpeaker of the coun-
cil. In the present term he was elected ChiefWhip and then mayor.Langa also served in several structures in
Tombo as a person who was fully involvedin agriculture.In an exclusive interview with Express,
Langa agreed that he was moving into thehot seat because of the problems that hadplagued themunicipality for somanyyears.He said he was ready to lead the munici-
pality, which had a high rate of unemploy-ment, and vowed that the leadership wouldchange the lives of the people of the town.It was important to revive the town so
that it could attract more tourists, and thatwould improve local economic develop-ment.“As the leadership, we need to go out and
lobby to getmore resources and ensure thatwe have plans in place to fight crime.”He said they had outsourced cleaning of
the town to a contractor with the aim ofkeeping the face of Port St Johns more at-tractive to tourists.

THE South African National Civic Organi-sation (Sanco) in the Eastern Cape hasjoined the battle against xenophobia fol-lowing an appeal from President Jacob Zu-ma to leaders across the country to engagewith communities on the need for peace be-tween locals and foreigners.
Sanco has started a process to establishstreet committees, and part of their dutieswill be to promote social cohesion, shareskills and promote cooperative develop-ment among the communities.
This was revealed by Eastern Cape San-co chairperson, Zukile Luyenge, in an in-terview with Express.
Luyenge said theywere prepared to com-municate directly with the communities tomake them aware of the importance of be-ing united and staying in harmony.
“It is not considerate for South Africansto engage in criminal conduct against theirneighbours, who against all odds protectedour struggle icons in order for us to be lib-erated,” he said.
“We are calling upon all South Africancitizens to do everything in their power atall levels to desist from violent activitiesagainst other African nationals whateverfrustrations come theirway. It can’t be cor-
rect to allege that all foreigners promotecrime or take our job opportunities.
“Those who are suspected of being in-volved in criminal activities must be re-ported to the police immediately, withouttaking the law into their hands. We mustbe mindful of the fact that a number of jobsare created by them through the skills theybring to our beloved country,” Luyengesaid.
He called upon people to support govern-ment endeavours to uplift the conditionsunder which some communities lived be-cause of the legacy of the past and to fightthe scourge of corruption wherever itarose.
He said theywere also engagingwith tra-ditional leaders throughout the provincein an endeavour to end xenophobia.
“First of all we will visit Nyandeni GreatPlace and continuewith other royal housesthroughout the province so that they con-vey the message of unity to the communi-ties.”

According to police spokesperson, Capt.JacksonManatha, it is alleged that the victimused to chat with the suspect on facebook andshewas convinced by the suspect tomeet himon Saturday 18 April 2015.
The two met in Dutywa town after the girlleft her home under the pretext that she wasattending Saturday classes. She was kid-napped and taken to Machibini Village,Mount Coke, King William’s Town, at about12:00.

The investigation that followed led to the ar-rest of the suspect at his home on Thursday,6 days after the girl’s disappearance. The girlwas also found at the home of the suspect.
According to Capt. Manatha, she told But-terworth SAPS detectives that she had beenraped by the suspect.
A case of rape against the suspect wasopened. He will appear before the DutywaMagistrate Court on a charge of kidnappingandwill also appear before theKingWilliam’sTown Magistrate Court on charges of rape.

them to be active participants in the economyof the country and also to benefit from the agri-cultural economy. These farmers are assistedwith production methods and our veterinaryservices will be at hand to ensure that the live-stock is always in good condition for all mar-kets,” Qoboshiyane said.He was speaking during the handover of ge-
netic-improving livestock to382 livestock farm-ers in the Amathole district as part of the East-ern Cape livestock production improvementscheme. Other farmers who benefited werefrom the Chris Hani and OR Tambo Districts.Qoboshiyane said the livestock production
improvement scheme programme was part ofthe ANC’s election manifesto commitments tosupport smallholders and emerging farmersfor themtobenefit fromthecountry’seconomy.“We invested R5 982 900 to buy 372 livestock
we are giving to our people and later in this fi-nancial year we will distribute about 1 600 ge-netic-improving livestock as part of the East-ern Cape livestock production improvementscheme to other beneficiaries,” he said.Qoboshiyane handed over Brahman, Nguni,

THE taxi industry welcomedthe Eyethu “Route to Market”lubricant shop recently openedat Chatham taxi rank in Mthat-ha by the Eastern Cape Develop-ment Corporation (ECDC).
The ECDC and Ultramart,trading as Bardahl SA, had en-tered into a partnership for es-tablishing and rolling out about30 shops which are expected toemploy 300 young people at taxiranks across the Eastern Cape.The risk capital head at the
ECDC, Phakamisa George, saidthe Chatham taxi rank BardahlEyethu shop was a R3,1 millionsix-month pilot which would beused as a case study to developa business plan for the roll-outof other shops.“It is the same concept as fuel
companies establishing fillingstations where they bring con-venience to people, sowe are fol-lowing the same trend. Taxi op-erators do not enjoy the luxuryof an ordinary car owner whocan go to any lubricant store tobuy lubricants and fast-movingcar parts like oil filters and
brake fluids because they haveto keep their place in thequeue,” George said.“While holding their posi-
tions in the queue, taxi opera-tors could also check andchange lubricants and pads attheir convenience.”“We are hoping to open 30
more stores across the provinceat various taxi ranks where en-trepreneurs are interested in es-tablishing their own stores andwe will gladly finance the storesonce all the relevant steps arefollowed,” he said.Eastern Cape Taxi Owners’

cattle breeding centres in Lam-basiintheIngquzamunicipalityandMjanyanainNgcoboaspartof the provincial livestock pro-duction improvement scheme.AboutR4-millionhasbeen set
aside for breeding centre infra-structure and about R1-millionto buy needed livestock likebulls and heifers for the breed-ing centres.At the moment the depart-
ment procures its superior ge-netic livestockthroughauctionsfrom white commercial studbreeders around the province.The department has spent
R5 982 900 to procure 342 superi-or genetic livestock, which in-cludeBrahman,Nguni, Simbra,Bonsmara, Brangus and BeefMaster, Dohne Merino ramsand boer goat rams for subsist-ence and smallholding farmers.Farmers who benefited from

SIX Grade 11 pupils from the GobizizweSenior Secondary School in Ncise villagenear Mthatha finally got back to school lastweek following a seven-month fight and in-tervention by the DA after they were ex-pelled for allegedly arriving at schooldrunk.
“I am delighted that these pupils can fi-nally get on with their quest for an educa-tion after losing out on an entire academicyear,” the DA’s shadow Education MEC,MPL Edmund van Vuuren, said.
“They have been denied access to learn-ing due to the Department of Education’s
shameful handling of the case and officialsignoring legislative prescripts.
“Service delivery renewal must be un-dertaken to eliminate embarrassing sto-ries that tarnish the integrity of the provin-cial government and the department,” hesaid.
“Service delivery in certain disciplinesof school management and leadership mustbe unblocked through processes of effec-tive monitoring by competent and capableofficials regarding the implementation ofpolicies, procedures and regulations.”
He said more resources in terms of hu-man knowledge should be made availableto struggling schools regarding policies toprevent unlawful incidents.
“I will continue to pursue this matter toensure that punitive action is institutedagainst the school principal, the chairper-son of the school governing body and thedistrict education officer.”
He said the pupils had been expelled ingross violation of the South AfricanSchools Act. “The empty promises made bythe department at the expense of these pu-pils are not actions that represent a govern-ment that cares.
“I wish Sive Tom, Sizwe Manyifolo, AfikaPulula, Yandisa Nkanuka, Avuma Ncumeand Sikelela Bam well with their educationand plans. Afika plans to be a policemanin order to make meaningful contributionsto the fight against crime,” he said.

COMPASSIONATE Mthatha wom-en have stepped in to rescue a groupof children from their windowlesszinc pre-school, which was an ovenin summer and a freezer in winter.
The children of the KwakhanyaEducation Centre in Polar Park,Mthatha, have been enduring theseextremes conditions since theschool’s inception in 2012, but ladyluck came to their rescue lastWednesday, when an organisation
called Women With Vision an-nounced it was committing itself torebuilding the school.
A Women With Vision delegationvisited the pre-school with mainsponsor Ajay Singh Azcon Projectto inspect the site so that they couldstart with the first phase.
The women will rely on raisingfunds to accomplish their dream ofchanging the lives of the youngminds at the pre-school. They re-cently hosted a dinner and dance atthe Mthatha Resource Centrewhere they raised R120 000 for the
project.WomenWith Vision chairperson,
Rashida Mukadam, thanked all thebusiness people and individualswho contributed. She said they hadalso held a Christmas party at PolarPark in November to raise funds.
“We were really touched by thecondition of the pre-school. It wasmade of tin sheets and was in terri-ble condition. This is not the type ofenvironment that any child shouldbe learning in.
“Seeing this, WomenWith Visioninitiated conversations with the
community, and we have receivedthe go-ahead to construct a properpre-school building for the chil-dren,” said Mukadam.
She called on all business peoplein Mthatha and surrounding areasto join hands in changing the livesof the children.
Principal Bulelwa Lengisi ex-pressed her gratitude to WomanWith Vision. “It was hard to workin this school but we had no choicebecause it is the only pre-school thatis near to the kids of Polar Park.”
“This place is poor and it has no
electricity. Sometimeswehave chil-dren who come to school withoutlunch boxes because of their poorbackground back at home. Sowe ap-peal to the government to provideus with food after the constructionof this school, so that we can feedthese young minds.”
She revealed that she and her col-leagues depended on payment fromtheparents, but if therewasnomon-ey they do the work voluntarily.
