Activity Purpose
In the eCourse session titled, FGP Overview and Exercise: Work Plan Alignment and Volunteer
Placement, we demonstrated how to:
Align your work plans with the national performance measures outputs and outcomes;and
Calculate the total number of unduplicated volunteers for each of your work plans.
The purpose of this optional activity is to practice and apply how to align work plans with the
National Performance Measure outputs and outcomes, calculate the total number of
unduplicated volunteers, and uncover any questions or challenges you may have.
We will convene a live session titled, Work Plan Alignment and Volunteer Placement Follow Up
on August 6, 2013 from 1:45 p.m. 2:30 p.m. EDT to walk through the answers to this activity
and provide you with an opportunity to ask questions and make comments directly to a CNCS
staff member.

Step 1: Review the Requirements
Which National Performance Measures apply to myorganization?
For Foster Grandparent Program grantees:
75% of unduplicated volunteers must be placed in Work Plans that result in Agency-Wide Priority Outcome Measures within the Education Focus Area.
Up to 25% of unduplicated volunteers may volunteer in Work Plans that report outputsonly. These may be chosen from other Agency-Wide Priority Measures in the Education
Focus Area, or Complementary Program Measures in Education and/or Economic
Opportunity. Some have optional outcomes.
Now, take a look at the National Performance Measures for FGP in the tables below. The
Education Focus Area of the National Performance Measures aligns with the work (captured in
Work Plans) that is frequently conducted by Foster Grandparent Program grantees. These
tables will serve as a key guide throughout the remainder of this exercise as you look to align
Work Plans with these key measures.
At least 75% of volunteers must be placed in Work Plans using the measures in the tablebelow (Agency-Wide Priority Outcome Measures). Grantees must pair outputs with at least one
outcome.

Setting the Stage: A Description of a Sample Foster
Grandparent Grantee Organization
Our community is a primarily urban county with several smallcities. About five years ago, a major manufacturing company
moved its offices overseas, leaving many community residents
unemployed. Since then, close to 20% of the population has
fallen below the poverty line. Now faced with a smaller tax base,
the school system is struggling to keep up. Elementary student
test scores in reading and math have plummeted, high school
dropouts have increased, and an alarming number of youth areinvolved in the criminal justice system.
New Horizons is a non-profit organization that runs education,
mentoring, and health programs for youth K-12 throughout the
county. A Foster Grandparents Program grantee organization,
New Horizons Foster Grandparent volunteers tutor, mentor, and
comfort children through New Horizons programs.

Step 4: Calculating Unduplicated Volunteers
(Volunteer Placement)Now we need to figure out how many unduplicated volunteers are volunteering for New
Horizons in Work Plans that align with the National Performance Measures. Remember, at
least 75% of your unduplicated volunteers must be placed in Work Plans that result in Agency-
Wide Priority Outcome Measures within the Education Focus Area. Up to 25% of your
volunteers may be placed in Work Plans that report Agency-Wide or complementary measures.
New Horizons has 20 volunteers: Annette, Arnold, Claire, Craig, Diane, Edith, Gail, Harold,
Herman, Ian, Jan, Leah, Leslie, Malcolm, Pearl, Rebecca, Ruth, Seymour, Shirley, and Steven.
Look at the list of volunteers below. New Horizons already aligned volunteers with Work Plans.
Note that some of New Horizons volunteers are placed in multiple Work Plans. For instance,
bilingual Foster Grandparents may volunteer in schools to help students with literacy and they
may also mentor youth to aid in their social growth.
Did you notice that one of the Work Plans was not aligned? You may want to take theWork Plan that is not aligned and cross out all of the duplicate names first, as we now
know this Work Plan is not aligned with the National Performance Measures.

Lets calculate the total number and percentage of New Horizons unduplicated
volunteers. Remember, each volunteer may only be counted once. If you see someones name
appear more than once, cross out where you see it a second or third time.

Work Plan ECommunity Need:
Youth adjudicated by the court systems in our service region exhibit strong anti-social and an array of emotional problems. According to the facility directors at the 4 facilitieswe serve, 75% of the youth placed by the courts at these facilities have literacy rates below their designated reading level for someone their age. These youth also engage in a
pattern of aggressive and disruptive behaviors and suffer from low self-esteem. The Alternative Center is a collaborative effort between the court and school systems that
