CHAPTER 1: INTRODUCTION
1.1 BACKGROUND OF THE PROJECT
1. Dar Es Slam is important Commercial and Harbour City of Tanzania connecting land lockedeast African countries.
2. Dar Es Salaam (DSM) is Tanzania’s primary city with a current population estimated at about4.6 million which is expected to grow to more than 10 million by 2030. It accounts for about 40% of thecountry’s urban population, is Africa’s third fastest growing city with an average growth rate of 5.8%from 2002-2012. Planning systems and development controls are weak with an estimated 70-80% ofresidents in DSM living in unplanned, largely informal settlements. The city’s sprawling form, poortransport infrastructure and high vehicle population make mobility and connectivity a growingchallenge. An inadequate and poorly maintained storm drainage system and equally poor solid wastemanagement significantly contribute to major flooding that frequently occurs. In summary infrastructureprovision particularly roads, drainage, wastewater collection and treatment and solid wastemanagement has lagged far behind the pace of urban growth. This creates environmental and healthhazards for residents and hampers economic development.
3. Problems are exacerbated by the complex and fragmented nature of metropolitan governance.DSM is a region composed of a coordinating Dar Es Salam City Council (DCC) and three MunicipalCouncils: Kinondoni (KMC); Ilala (IMC) and Temeke (TMC) which are collectively known as the DSMLocal Authorities (DLAs). However the MCs do not report to DCC but rather directly to the President’sOffice - Regional Administration and Local Government (PO-RALG).
4. The city has outgrown this structure and a regional approach is considered necessary to betteraddress urban issues and services demands such as roads and transport, sanitation, waste collection,drainage and flood control and to address sprawl and informality. Major changes are also considerednecessary in the metropolitan planning and governance arrangements.
5. In response, the Government of Tanzania (GoT) has requested donor assistance, to support aDar es Salaam Metropolitan Development and under an on-going project the World Bank hassupported the funding of a number of Feasibility, Preliminary and Detailed Engineering studies for keyinfrastructure sectors as well as an Institutional study. From these studies GoT, through the President’sOffice for Regional Administration and Local Government (PO-RALG) together with the World Bankhave prepared the DMDP.
6. The Government of Tanzania has received a credit of US$300 million approximately for theproject; counterpart funding from the GoT is estimated at US$25 million, while US$5 million is beingprovided from other sources. The funding will cover the requirements of the project across the fourlocal governments (i.e. DCC, KMC, IMC and TMC).
1.2 PROJECT COMPONENTS AND SUB-PROJECTS
7. The project comprises four components with a number of sub-components, as listed below:
Component 1 – Local Roads (1a) and Flood Control and Drainage (1b);
Component 2 – Low Income Communities Upgrading in KMC (2a); IMC (2b) and TMC (2c);
Component 3 – Institutional Strengthening; and
Component 4 – Implementation Support

8. The project components are divided into many sub-projects. The civil works are mostly dividedinto packages under each municipal council, The institutional strengthening and capacity building andother feasibility studies are to be taken up for the more than one councils or for the entire city. The subprojects under each components and estimated project values are given in Annexure 1.
1.3 IMPLEMENTATION ARRANGEMENT
9. The institutional arrangement for the implementation of the project is presented in Figure 1.The PO-RALG has the overall responsibility to manage the project. The PIUs have been establishedunder respective municipal councils to implement the project.

10. The PIU of ILALA municipal council consists of 13 members, having expertise in theirrespective areas. The team is headed by the Project Coordinator, Engineers (3 nos.). SocialDevelopment specialist (1), Environmental Specialist(1), Monitoring and Evaluations Specialist(1),Institutional strengthening and Capacity Building(1) and Account and Finance (2 nos.), ProcurementSpecialist(1), Resettlement Action Plan Valuer(1) and Surveyor(1). All the designated positions arefilled except Engineer for maintenance. The organization structure of the PIU - IMC is given inAnnexure 2. The team of TA is presented in Annexure 3. The Team of CSC and contractor (Package-1) are presented in Annexure 4.
1.4 NEED OF THE REPORT
11. This document has been prepared to report the activities carried out by the Technical Assistant(TA) Consultant and project activities carried out for the period of October-December, 2017. The reportcovers mobilization of the staffs of TA, CSC, contractors; procurement status; financial and physicalprogress of works; environmental and social safeguard related works and other key issues to beaddressed in the project. This report is Second Quarterly Report after completion of 5.5 months of the

assignment. It is one among the deliverables which has been specified in the Contract. This report isprepared and submitted for the internal review of the PIU and PoRLAG.

CHAPTER 2: TA’s PROJECT ACTIVITIES
12. The consultants have carried out the project activities as per the scope of the services providedin the Terms of the reference of the contract and the detailed work plan submitted as part of thetechnical proposal. The details of the activities carried out by the TA consultants during the reportingperiod, & the action plan (work program for this quarter) are mainly depicted in this chapter.
2.1 SCOPE OF SERVICES
13. The scope of services defines that consultant team will provide implementation support,capacity development, and awareness building. Specifically, the consultant will
(i) Provide technical support to ensure that project implementation will fully comply with all World Bank policyand operational requirements in terms of procurement and social and environmental safeguards andother aspects as set out in the World Bank’s Project Appraisal Document (PAD)
(ii) Coordinate activities between all 4 project components to ensure consistency and to provide commonreporting formats and assist the PIU in preparation of regular reports to PO-RALG and the World Bank
(iii) Design and conduct capacity strengthening programs for respective PIU;
(iv) Carry out overall sub-project monitoring and regular environmental and social (RAP) monitoring asrequired by GoT and World Bank;
(v) Advise the PIU on the introduction of innovation and knowledge initiative, and;
(vi) Develop and deliver training to staff of the PIU and of relevant MC departments.
2.2 ACTIVITIES OF TA
14. The contract of the consultancy services was signed on 6th July, 2017 between the LEAAssociates South Asia Pvt. Ltd., New Delhi and PO-RALG. The kick off meeting called by the PO-RALG was conducted on 25th July, 2017; it was attended by available key professional. The servicescommenced on 14th August, 2017 and the Team Leader was mobilized on 11th August, 2017.
15. The consultants prepared a detailed activity plan for the team under this assignment as part ofthe technical proposal in line with the scope of services and task of the team members. Theassignment commenced on 11th August, 2017 and the activities carried out by the team for thereporting period is presented in Table 1.

ACTIVITY-2. MANAGEMENT OF SOCIAL SAFEGUARDS
Task 2.1Identification and Review of Social Safeguards Policies and Legislation
The documents are under review and observations willbe submitted if any. Preparation of the templates formonitoring and reporting was completed.
Task 2.2Systematic Network Formulation for Implementation of Safeguards
Regular co-ordination and interactions are made withthe PIU officials.
All the TA safeguard experts carried out a meeting tostreamline the activities of the social componentsunder DMDP on 9th December 2017 and an action planhas been worked for the implementation, which is yetto be circulated for the approval of the PIUs.
Task 2.3Identification of Key Social Safeguards Issues and Impacts
The PAPs are under revision based on themodifications to the RoW.
Task 2.4Support to PIU in Implementing the Social Safeguards
Interacting with the Social safeguards/CommunityDevelopment Focal Person of PIU on regular basis.
The TA team undertakes joint inspection with the PIUfor verification and assessment of the assets.
Task 2.5 Training on Social Safeguards Training will be organised based on the requirements.
Currently they are busy in finalisation of theAssessment and disbursement of compensation.
Task 2.6Stakeholder Participation and Resolution of Social Safeguard Related Grievances
The GRC is already in place in all the project wards.The Review of the grievances are under process andnecessary actions being taken up by the PIU.
ACTIVITY-3. MANAGEMENT OF ENVIRONMENTAL SAFEGUARDS
Task 3.1Identification and Review of Environmental Safeguards Policies and Legislation
The ESMPs have been received for packages 1, 4, 5 &6 for which the contractors are in place. The status ofESMP preparation is presented in Table 15.
The environmental specialist has reviewed thedocuments on behalf of the PIU and provided inputsfor the necessary modifications for the improvement ofthe document for package 1. For the remainingpackages 4, 5 & 6, the site specific ESMP is underreview.
Task 3.2 Systematic Network Formulation
The project sites under construction are beinginspected regularly and suggestions are provided forthe improvement of the environmental quality aspects.
The site observations are shared with the PIU andCSC for the effective implementation of ESMP by thecontractor.
Task 3.3Identification of Key Environmental Safeguards issues and Impacts during Implementation
The environmental specialist of the contractors wereregularly interacted and explained about therequirement for the implementation of the ESMP andtheir roles in the process. Task 3.4
Support PIU in Implementing Environmental Safeguards
Task 3.5 Training on Environmental Safeguards An workshop was organised to all the environmental
experts of the contractors on 28th November and 22ndDecember, 2017.
Task 3.6Stakeholder Participation and Resolution of Environmental Safeguard Related Grievances
The PIU has received 132 grievances and they wereexamined by the PIU. The cases eligible for thereassessment and additional compensation wasreferred to the evaluation team. The TA team assisted

ACTIVITY-4.GRIEVANCE REDRESS AND ACCOUNTABILITY
It was discussed with Social Development FocalPerson to establish the mechanism for recording thegrievances at the GRC level and PIU level. It is alsoagreed to develop the response mechanism for theGRCs.
ACTIVITY-5. RISK MANAGEMENT
Regular monitoring of the project activities beingcarried out and any issues risks the project noticed willbe flagged to the notice of PIU and PO-RALG foraddressing the same.
ACTIVITY-6. PROJECT MANAGEMENT
Task 6-1 Project Planning & Reviewing Reviewed the MPRs of the CSC and suggested thenecessary modifications in the MPR.
Task 6-2 Project Audit and Resolution The TA Review and monitor the bills and payments inline with the procedures of audit.
Task 6-3 Analysing and Mitigating Risk
Reviewing the financial and physical progress of theworks and issues noticed will be informed andmeasures will be worked out in consultation with thePIU and PO-RALG.

The monitoring and reporting schedule were preparedfor the environment, social, Monitoring and evaluationof the project, and physical progress of the works.
ACTIVITY-13. REPORTING The first QPR was submitted and accepted by the PIU.
The CSC submits monthly progress report covering allthe aspects related to the civil works.

16. The staff mobilization and invoices against the man month utilization are presented in the sub-sections below.
17. Staff Deployment and Man-months utilization: The mobilization status of key experts andsupport staff positions of the assignment is given in Table 2Error: Reference source not found. All thekey experts and support staffs were mobilized, and the secretary due to inadequate working spacewas deployed during Nov 2018 only.

19. The consultants have submitted the claim for their advance payment along with their bankguarantee. The invoice for the first month has been submitted and both invoices are under process.The details of the invoices are presented in Table 4.

20. The project components consist of procurement for works, goods and consultancies. Theproject component wise activities pertained to Ilala Municipal Council has been presented in thissection.
3.1 PROCUREMENT STATUS
21. The procumbent proposed under the projects for Ilala Municipal council consists of works,goods and consultancy services. Some of the consultancy services are carried out for the entire Dar EsSalaam Municipal Council, which includes IMC. The contract management of those aspects is withinthe direct purview of the PO-RALG. The municipal councils are stakeholders in those projects asbeneficiaries. The contract management responsibility lies with the PO-RALG not with the council.Those sub-projects were indicated in Table 5 for the reference purpose only.

3.2 PRECONSTRUCTION ACTIVITIES
23. The site clearance related activities comprise in shifting electrical line, water and swear linesand telecommunication Optical Fiber Cables (OFCs) The status of the preconstruction activities of thesub-projects are presented in Table 7. As per the communication received from the CSC, the shifting ofutility lines in the project road for packages 4-6 has not been carried out so for ether by theDepartments or by the contractor. The requirement of the utility sifting for packages4-6 will beassessed during the earthwork. The Details of utility lines shifting are made available for the Package-1in Annexure 6 and other packages are presented in Annexure-7

3.3 STATUTORY COMPLIANCE / CLEARANCE/APPROVAL REQUIREMENTS
24. All statutory clearance for the project and sub-projects are the responsibility of the PIU orPoRALG.
25. However, the contractor needs to obtain necessary licenses and Permits from localadministration and other Governmental agencies for procurement of equipment, construction materialsand vehicles, etc.
3.4 PAYMENTS TO THE CSC CONSULTANTS
26. The CSC consultant has submitted invoices for 11 months including and all the invoices havebeen released upto to the month of July, 2017. The payment details of CSC are presented in Table 8.

3.5 PHYSICAL AND FINANCIAL PROGRESS OF SUB- PROJECTS
27. The civil works have been carried out for package-1 only under Ilala municipal council. Theremaining packages have commenced the construction activities from 2nd October 2017. The detailedworks status is presented in Annexure 8 and photographs of construction activities in Package-1 arepresented in Annexure 9.
28. The package-1 consists of the Building for PIU of DMDP, roads and Drainage components. Thestatus of works for the roads and Buildings are given in Table 9 and Table 10 respectively.

29. Construction of building for the PIU, DMDP office is in good progress. The contractor hascommitted to complete the works by November 2017. The physical progress of the civil works ispresented below in Table 10. Though the contractor has committed to complete the works by 15 th

30. To speed up the construction activities of the package -1 roads and office building complex,the review meeting was held at the office of the Project co-ordinator. The project status were reviewedand the contractor was requested to handover the office complex by 2nd January, 2018.

31. The contractors for package 4, 5, 6 have awarded been mobilised at the site and they are inthe process commencing the work. The physical progress of these packages for reporting period ispresented in Table 11.

33. The IPCs have been collected from the PIU for the review of the TA and any improvementsrequired in the format of the IPC will be suggested to the PIU, contractors and CSC. The details of IPC,advance payments and retention amount status are presented in Table 12.

34. The civil works for the packages 4,5 & 6 are just commenced by the contractor by mobilisationof their materials and equipment after receiving of the mobilisation of the advance. The status of thepayments for the three packages are given in Table 13.

3.7 QUALITY CONTROL MEASURES /OBSERVATIONS
35. The responsibility of quality control aspect of the civil works lies with the Engineers ofcontractor and CSC. However, as TA consultants assist the PIU in overseeing quality aspects of theproject along with other project responsibility.
36. The expected roles of the TA in quality control and the observations made during the reportingperiod are presented in Table 14. A site inspection checklist has been developed for the use of theTA’s engineer. The check list has been already attached in previous QPR.

CHAPTER 4: ENVIRONMENTAL AND SOCIAL SAFEGUARDS
38. Environmental and Social Management Frame Work and Resettlement Policy Frame workdocuments guide in addressing the environmental and social aspects of the projects. This sectiondescribes the task carried out by the PIU and TA regarding the resettlement, environmentalcomponents and grievance redressal mechanism.
4.1 RESETTLEMENT AND REHABILITATION STATUS
39. The PIU resettlement team is involved in verification of the PAPs, disbursement of thecompensation and its related grievances. The important activities of the PIU and TA teams are givenbelow.
40. Verification and evaluation procedures: The verification of the assets and PAPs impacted bythe project was carried out by the PIU team based on the report prepared by the consultants, M/SCOWI (T) Ltd (2014). In order to reduce the land acquisition and compensation cost, it was decided torevise the design options that reduced the project impacts. As per the DPR consultants’ assessment,the PAPs were 904, they were reassessed by Ministry of Finance and approved 449 PAPs. The PIUconfirmed 310 PPs and paid compensation 108 PAPs were newly added to the list. The verification andpayment of compensation is being carried out by the PIU and likely to be completed by the end ofDecember, 2017. The status of R&R implementation in IMC is presented in Table 16.

41. The compensation is yet to be paid for 111 cases identified during the implementation of theRAP. The payment for the new cases will be made after the approval and allocation of funds fromDeportment of Finance. The number of PAPs will be finalised after completion of the grievance cases.

4.2 IMPLEMENTATION OF ENVIRONMENTAL MANAGEMENT PLANS
42. The Environmental and Social Management Framework is prepared and available for theoverall project. The contractor of the respective packages have to prepare a site specific ESMP. Thecontractor for package-1 has prepared the site specific ESMP and submitted for the review of theConstruction Supervision Consultant. The implementation of ESMP of various package are presentedin Table 17.

4.3 STATUS OF GRIEVANCE REDRESSAL
45. The resettlement Policy Framework document has suggested the Grievance RedressalMechanism for the smooth implementation of the project and resolving the issues of the PAP withrespect to land acquisition, compensation and resettlement.
46. The PIU has established the Grievance Redressal Committees at the ward level and sub-wardlevels to resolve the grievances through consultative process at the local levels. The grievanceredressal committees have been constituted in 7 wards and 14 sub-wards.
47. The committee members has been finalised and sent for the approval of the DMDP andPoRLAG. The committee consist of the official of ILALA, Ward/sub ward members and elite citizensof the locality who are willing to participate,
48. The PIU is in the process of communicating with the members of the GRC. The PIU is alsoproviding orientation programme for the GRC members by the end of January 2018.
49. The PIU is recording all the grievances received from the PAPs. The Grievances received bythe PIU were referred for verification and valuation, if they are found to be impacted and any deviationsobserved in the estimated compensation and their entitlements. The PIU has received 120 grievancestill the reporting period and almost all the cases were examined and necessary actions have beentaken. All the grievences cases were examined and the cases considered for evaluation are 111nos. The summary of those cases are presented in Table 19 and the details are presented inAnnexure 11.

50. The Community market at Minasu Mirafu proposed to be developed under the project hasdispute of land between the shop owners and the rent collectors. Though the land belongs to theIMC, the dispute was about the rights to receive the compensation amount . The PIU carried outmultiple rounds of meetings between the shop owners and rent collectors. Finally the issues wasamicably resolved and they agreed to withdraw the court case and submit necessary consent togive the land for developing the market. This process had delayed the land acquisition process andconstruction activities.

CHAPTER 5: INSTITUTIONAL STRENGTHENING AND CAPACITYBUILDING
51. The TA team has established a close working relation with the PIU officials to assist them inestablishing the systems in monitoring of the civil works and financial aspects of the projects.
52. The TA’s experiences show that institutional strengthening are more effective when it is carriedout as on job process and establishing systematic approaches in carrying out their regular activities. Inthe institutional strengthening of the project, the TAs have carried out in the following tasks.
53. Contract Management: Reviewing the bills and invoices submitted by the contractor andconsultant engaged for ILALA under DMDP before the mobilization of the TA. The progress of theconstruction activities and the sub-consultants contracts for engaging NGOs for the implementation ofGender, HIV/AIDs and Health and Safety was reviewed and report was submitted to the PIU. Theprogress of the construction activities are presented in Chapter-3.
Quality Control: Engaged in site inspection with the engineers of PIU during the construction, to ensure thatthe process to be followed by the contractor and Engineers are as per the specifications and standards. Thequality control related activities carried out by the TA are given in section 3.1
Review of Documents: Reviewed the draft tender documents, site specific ESMP and other documentsrelevant to the project implementation. The status of the review of site specific ESMP documents is presentedin Table 17.
Reporting Formats and Templates: The reporting formats developed by the environmental specialists ofthe TAs for the monitoring of environmental and social management plan was shared with the PoRALAGof the review of the World Bank. An one day workshop was arranged by the WB for review and finalizationof the same on 10th November, 2017.

5.1 WORKSHOP/TRAINING/ORIENTATION MEETING
5.1.1 Orientation meeting of Environmental & Social Engineers
54. An one day orientation meeting was organised for the Environmental & Social specialists of thecontractors, CSC by the TA on 28th November and 22th December, 2017. The meeting was chaired bythe Team Leader of TA in the presence of the Project Co-ordinator and other members of the TA team.The Environmental and Social Experts of the TA explained the roles of the environmental and socialexperts of the contractor and reporting requirements. It was decided to have monthly review of theESMP implementation.

55. It has been decided that the scheduled training activities under the project components shall beconducted for the PIUs by the TAs after streamlining of the civil works related activities.

56. The key issues with respect to the contract management, procurement, invoices and paymentsare presented in the below section.
6.1 CLAIMS
57. The contractor for package 1a, CRSG has submitted the first claim for the extension the time, itwas reviewed by the CSC and rejected based on the details submitted by the contractor. The details ofthe claim are presented in Table 20.

58. As reported by the CSC, the contractor has already indicated that further claims will besubmitted for extension of time due to the delay with the construction of the C1 layer of Olympio Roaddue to the late decision of DAWASCO to relocate their sewer between Ally Khan Road and MfaumeRoad as well as delays by TENESCO and TTCL subcontractors.
59. The contract period of package-1 is coming to closer on 21st January, 2018. The constructionactivities are yet to be completed for three roads are yet to be resolved due to the utility shifting. Thedelays in the package may requisite for extension of the time. The proposal for extension of the timewill be submitted by the CSC.
6.2 VARIATION ORDERS
60. The initially proposed open storm water drainage system is replaced with the piped system.The bill of quantities for the same has been prepared and submitted by the contractor and waiting forthe approval of the variation. The detail of the variation is presented in Table 21.

6.3 DESIGN REVIEW
61. The design review for Package 2 and 3 were completed by the CSC and submitted for thereview of PO-RALG and a presentation was made on 29 th September, 2017 at PO-RALG. The PO-RALG made observations in the presentation for incorporation in the DPR and requested CSC tosubmit the same on 3rd October, 2017.
62. The revision of the designs for package 2-3 are yet to be completed by the CSC and thetenders are to be invited by the PIU. It was informed by the PIU that about 14.3 km of drain is yet tobe finalised and included as part of the project.
