followïng messages: that the Senate advise and consent to the
nomination of a11 of the following for the offices as will be
named. Namely: The nomination of Larry W. Shull, of Waker-
loo, to be a member of the Kaskaskia Regional Port District Boardy
for a term expiring on June the 30th 1975. This comes from
the Governor's message of October 19th, 1973. Then: the
message of January 14th, 1974. I move that the Senake advise
and consent to the nomination of Armin Ripplemeyer, of Waterloo,
to be a member of the Kaskaskia Regional Port District Board,
for a term expiring on June the 30th, 1975. And, also, from
the same message that Forrest J. Flamuth, of Mascoutah to be
a member of the Faskaskia Regional Port Dâstrlct Board; for
a term expiring on June 30th, 1976. Now, from the Governor's
message of January 14th, 1974, I move that the Senate advise
and consent to the nomination of Florence L. Rome, of River
Forest to be State Sanitary District Observer of the State
Sanitary District Board for a term expiring the third Monday
in January of 1975. Also from the same message that Thomas W.
Talmage W. Kisner, of Carmi, to be a member of the White County Port
Diskrict Board: for a term expiring on July 1st, 1974. Also
that the nomination of Robert S. Benson, to be a member of the
Department of Children and Family Services Advisory Council, for
a term expiring on the third Monday in January of 1977. This is
also from the message of January 14, 1974. And also the nomination
of Wâllâac R. Fitzgeraldr of Barrington, to be Assiskant Dir-
ector of the Department of Personnel for a term expiring on the
third Monday in January of 1975. This also from the message of
January 14th. And also from the message January 14th, 1974,

Ronald A. Orner, of Highland Park to be a member of the
Illinois Aeronautics Board, for a term expiring on July
1st, 1975. Also from the message of January 14th, 1974,
that the nomination of Michael J. Hamblet, of Wilmette,
to be a member of the Illinois Building Authority, far a
term expiring on the 3rd Monday in January of 1977. Also
from the same message ...for the same message of January
14, 1974, nomination of William J. Given, of Flora, Illinoisr
to be a member of the State soil and Water Conservation Dis-
tricts Advlsory Board, for a term expiring on the third Mon-
day in January of 1977. Also from the message of January
14, 1974, move that the Senate advise and consent to the
nomination of Kenneth M. Clark, of Lindenhurst, ko be Public
Administrator, of Lake County...as Public Administrator of
Lake County, for a term expiring on the first Monday in Dec-
ember of 1977. Also from the message - NoW, I believe that
on a1l of these prior nominees the roll was practically unani-
mous. But in a11 cases the roll was called showing that the
committee recommended the advise and consent of. Now,
would further include in this message ...into this roll call,
the message of January 28th 1974 - namely would move that
the Senate advise and consent to the nomination of Jeanne Holm,
of McHenry, to be the Public Administrator of McHenry County, for a
term expiring the first Monday in December of 1977. Now, for the
advise of the entire Senate this was not a unaninous roll call;
but majority of the committee did vote in favor of advising and
consenting to her appointment. Now, is there anybody that objects
to having any of these names that I have just read that were heard
by the committee yesterday on one roll call?

358, is a Resolution that we strongly urge the withdrawal
of regulations published in the Federal Register, dated
January 9th, of this year, which deals with the Hospital
Utilization Review Committee. That we call upon the United
States Secretary of Health, Education and Welfare to with-
draw these proposed regulations, as they would seriously
infringe upon the right of privacy of the aged and the dis-
advantaged. And also infringe upon their right to the best
medical care available. Now, these regulations have passed
would further require that each state including Illinois a-
dopt such a preadmission approval system as far as the State
plan for Medicaid. And if this plan was not approved the
State of Illinois could lose one hundred percent or approxi-
mately 2 hundred and 90 million dollars of its Federal Match-
ing Punds for Medicaid and Medicare. And I would hope you'd

Mr. President, a little over a year ago we adopted
Senate Joint Resolution 10r which created a Joint Committee
to study the property tax...this committee...my Resolution
was supposed to report no latter than March first, which
report could be tentative or final. And I'm going to give
you a tentative repor: because we have had about five
hearings. We've got three more scheduled; by April 30th
we ought to have some specific recommendations on the
property tax. All I can tell you right now is that it's
a real fouled up situation. But I think it can be improved.
Wedre working on it. And I want leave of the Body to bear
With us until about April 30th when Wefll come up with some
final recommendations.

SENATOR GRAHAM:
I make the same request for Senator Broyles and I think
it needs to be said. And T'll say it briefly because he would
if he was here. In the adoption of this Resolution my colleagues,
welre paying tribute to a man who is passed on - a man who has
served his country and his Senake as a gentleman - as a ChriBtian -
as a man - as a veteran - and as a real contributer to our coun-

him have a void in their life for not having had that privilege.
I ask for leave for the immediate consideration .
PRESIDENT:
Leave is granted. Senator Sours.
SENATOR SOURS:
Mr. President, ladies and gentlemen of the Senate, I'd like
to say just a feW words about Paul Broyles. When you, Mr.
President and entered thls Chamber in 1961, after the election
of 1960, may I say without comparison that this Chamber *as top
heavy with gentlemen. Some of Whom are gone - some of whom are
still around. George Drachz T. Mac Downingp Paul Broyles, David
Davis. Paul Broyles didn't ever mealy-mouth anybody. There
was no boloney - no malarkey - with Paul Broyles. Even when
the Goldwater debacle occurred he didn't desert the cause and

latter came around to me and stated that his successor in
1968, (Lyndon Johnson) was hounded out of offiee by the same
group of leftees, who were attempting to hound Goldwater out
of the election. Paul Broyles stood for - lived by - an em-
ulated prineiple, and it is so regrettable, today, in public
life we see principle (p1e) being twisted. Paul Broyles leaves
a herltage so far as I am concerned in this Chamber. And I
can hear him now - and I can see him now - the perfect gentle-
man - indeed a man of strict probity and common decency. His
loss will be noted here as well as in the Mt. Vernon community.
I am happy that I can say a word or two, as a little oblation
in honor of his memory.
