The Board considered the matter. The Board approvedthe proposal that the qualifications for the posts ofProfessor, Reader and Lecturer in the Schools ofAgriculture and Law be same as prescribed by theUniversity Grants Commission. The qualifications foracadernic posts in (a) National Centre for Innovation inDistance Education, (b) Inter-University Consortium,and (c) National Centre for Differently Abledrecommended by the Expert Comrnittee appointed bythe Vice-Chancellor as in the Appendix - 8 above wereapproved with the specific direction that NETqualification be insisted in academic positionswherever applicable. The non-academic posts beoperated as per R & P rules in vogue.
The Board further directed that reskucturing ofSchools in the University be undertaken in view ofemerging dimensions of the University ensuringhomogeneity and avoiding repetitiveness.

School of Education of the University has behaved in a manner
most unbecoming of a teacher of the University by questioning
the qualifications and competence of the experts on the selection
committee (including the Nominee of the President of India inhis capacity as the Visitor of the University) who interviewedhim and by deffing the advice of the Chairman to defend hiscandidature and not to raise irrelevant issues un-connected withhis promotion, when he appeared for an interview at 3.00 P.M,on 223.2004 for promotion to the post of Reader in Educationunder the Career Advancement Scheme.
Article - II
That the said Dr, M.V. Lakshmi Reddy, while functioning as
Lecturer (Sr. Scale) in Edircation from 27.7.1998 in the Schoolof Education of the University has behaved in a manner mostunbecorning of a teacher of the University and exhibitedmisconduct by interfering with and trying to dictate the processof selection in case of his promotion to the post of Reader inEducation under the Career Advancement Scheme.
Following denial of the charges contained in the Memorandumby Dr. M.V. Lakshmi Reddy, an inquiry has been initiatedagainst him under Rule 14 of the CCS (CCA) Rules, 1965,which were adopted by the University in relation to theiremployees. An Inquiry Officer, whose name was on theapproved panel of Central Vigilance Commission (CVC) andwho was a senior Central Government officer, was appointed bythe competent authority to conduct the inquiry against Dr. M.V.Lakshmi Reddy. At its sixth meeting held on27.10.2004, Dr.M.V. Lakshmi Reddy levelled the charge of bias against theInquiry Officer. The Inquiry Officer kept the proceedings inabeyance and referred the charge of bias to the competentauthority for a decision.
The Board of Management at its 8l't meeting held on16.11.2004, after considering the matter in detail, rejected theallegation of bias levelled by Dr. Reddy. The BOM furtherdirected that the Inquiry proceedings be resumed immediatelyand any further attempt by the Charged Officer to stall or delaythe proceedings be dealt with administratively. Accordingly, theInquiry Officer was requested to resume the inquiry proceedingsinitiated against Dr. M.V. Lakshmi Reddy.
On resumption of hearing on 17,1.2005, Dr. Reddy submitted a
letter: which contained allegations against the Inquiry Officer
