REPORT
country’s delegation “8 Abilympics Philippines (AP), Inc. led the 21-member to the International th
” Abilympics (IA) held in Seoul, South Korea on September 25-30, 2011. This is in coordination with its partner agencies namely the Department of Social Welfare and Development, Technical Education and
Skills Development Authority (TESDA) and the National Council on Disability Affairs. Nine (9) bets with disabilities were fielded in work and leisure skills contests such as Painting, Silk Painting, Photography,
Floral Arrangement, Cooking, Basket Making, Cake Decoration, Waste Reuse, Creating WebPages,
Desktop Publishing, Word Processing and Embroidery.
As the final stage of the preparatory activities, TESDA conducted a “Motivation and Intensity Enhancement Training ” on Workshop September 21-23, 2011 at the TESDA Women’s Center, Taguig, Metro Manila. Deputy

The 3-day training workshop, with Mr. Felipe Torres as the resource person, enabled the competitors with disabilities from different regions nationwide to gain mastery of their skills and to establish rapport
and better working relationship among themselves and their coaches. Exercises include establishing , managing negative happenings and “Blind Basketball”. body system (Body-Mind-Spirit)

Everybody was highly motivated/spirited with the presence of AP Chairperson, Montserrat “Mons”
Romulo Tantoco. Ms. Tantoco expressed confidence that they will do their best and show their abilities
in their respective field. She wished them good luck and expressed faith that God will do the rest.

On behalf of TESDA Director General, Secretary Joel Villanueva, Deputy Director General Teodoro
Pascua congratulated the competitors for being fortunate as being chosen to represent the Philippines in the global work skills Olympics. DDG Pascua, who was a polio victim himself, offered a prayer for the
safe travel and success of the group. He expressed hope that DDG Villanueva will meet the group when
they come back from Korea. He was later on joined the other TESDA Regional Directors from Mindanao who were proud to have three (3) talented contenders to the 8 IA. t h

With Cebu Pacific Airways as the official carrier of the delegation, the

The 8 IA dubbed as the worldwide Festival for Persons with Disabilities, has the slogan t h
“ Unlimited Challenge to the World”. This festival of work skills was attended by 1,500 participants
from 57 nations. It was highlighted by the following events:
OPENING CEREMONY . The event was held n Olympic
Hall of Olympic Park with IA Honorary Chairman, South
Korean First Lady, Kim Yoon-ok, as the Guest of Honor. In her Congratulatory Speech, Madam Yoon-ok believed
on the full potential of PWDs and through the 8 IA, they t h
will achieve self-fulfillment and gain international friendship.

Mr. Seoung-gyu Lee, President of Korea Employment agency for the Disabled and Chairman of
the IA Seoul 2011 Organizing Committee said that Korea found a new leap in 2011 through the 8 International Abilympics. Persons with Disabilities will gain respect and be mainstreamed in a t h
discriminatory- free society.

The afternoon was filled with musical numbers from selected Korean artists and different groups including youth.
The Philippines’ bet for Creating Web Pages, Ms. Virginia Rabino , won the hearts of the Organizing Committee and had the opportunity to be with the First Lady and other VIPs in an exclusive cocktail held prior to the Welcome Reception at the Outdoor Open Area of the National Museum of Korea.

Korea had the biggest delegation numbering to 198, followed by Japan with 113, Chinese
Taipei with 70, Hongkong with 60, China with 58, and Macao with 40 members.

TRADITIONAL COSTUMES ON DISPLAY
The Philippine Terno and Barong were displayed for the whole duration of the global event, along
with the national costume of other participating countries.
The wonderful terno exhibited was designed by the famous couturier, Patis Tesoro, for
Ms. Montserrat Romulo Tantoco, Chairperson, Abilympics Philippines, and well-known fashion “ ” journalist, of a leading daily in the Philippines, The Philippine Star.

On the other hand, the Barong shown was owned by former Secretary of the Department of
Foreign Affairs, and topnotch diplomat, Hon. Alberto Romulo, who served four (4) Philippine Presidents.

EXHIBITIONS AND DEMONSTRATIONS
In additional to the traditional costumes & costumes with Braille on Disaplay at the second floor
of aT Center, there were PR Zones for Seoul Metropolitan Government, Korea Employment agency for
the Disabled, Korean/International Organizations & Corporations, Disability Experience with Assistive Technology, Cosmetic Zone, Demonstration of Mechatronics, Health Keeper/Care,
The participants were also wowed by the performances of the wheelchair dance performers, foreign cultural show, samul nori by
persons with disabilities, among others. There were also Barista
Competition for PWDs, and experienced Korean Culture (Style Zone, Folk Painting, Fortune-Telling, Face & Hand Reading and Traditional
Games), Work Experiences (Balloon Art, Floral Arrangmeent, Pottery Decoration and Kan-ji (Korean Traditional Paper), as well as on Food
(Cake Decoration and Barista) and Broadcast (Radio DJ, News
Anchor, Weather Caster and Camera Operation).

CLOSING/AWARDING CEREMONY
The Gold, Silver and Bronze Medallist of the 41 contests were awarded. The Philippines’ bet for
Waste Reuse, Mr. Emmanuel Tagalicud and Mr. Brian Manalo bagged the Bronze Medals.
Mr. Tagalicud also won “Special Prize” for Basket Making”while Ms. Belweda Guarte got similar
prize for Cooking.

The Closing/Awarding Ceremony was also highlighted by the messages of the Minister of
Employment and Labor , Mr. Chae-Pil Lee; the Chairman of the 8 IA, Mr. Lee, Seong-Gyu, and t h
Ms. Anne Hawker, RI President. They gladly thanked all participants for the full support to the 2011 IA and emphasized that there is no difficulty that cannot be overcome. Through the Seoul
IA, persons with disabilities can achieve their dream. The most important thing to happen in their
joining the IA is not to win but to be part of it. They congratulated all contestants for being the IA Champions. They also thanked the participants for giving the Korean people inspiration to work
in creating a discrimination-free environment.
The IA Chairmanship was also turned over to __________________________ who later
announced that Finland will hopefully host the 9 International Abilympics in 2015. t h

PARTICIPATION OF AP OFFICIALS AS JUDGES IN SELECTED CONTEST
The IA Organizing Committee approved the nomination of Mrs. Rosie Lovely T. Romulo, Ms. Kaye C.
Tinga, Mr. Antonio Nicasio O. San Diego and Ms. Nora C. Salazar to be among the judges in Floral Arrangement, Word Processing, Studio Photography and Waste Reuse, respectively. However, due to
conflict of schedule of Ms. Tinga and Mr. San Diego, they were unable to attend the start of the Judges
Orientation which was a pre-requisite for judges. Thus, only Mrs. Romulo and Ms. Salazar acted as judges.

RECOMMENDATIONS :
1) For the IA Organizing Committee to provide shuttle service to the delegation to contest venue
early to give enough time for the contest orientation/contest proper, as well as in fetching delegation from airport to accommodation;
2) For the host country to have fair judgment on the contest winners, and to avoid hometown decision so as to motivate different nations to continuously participate in future IAs;
3) For the Philippine Government to provide incentives (either in cash or in kind) to IA winners (medallists and special prize recipients)
4) For the Philippine government to provide accessible transportation and facilities to persons with disabilities and to continuously provide augmentation fund to the country’s delegation to future
IAs;
