1 EXECUTIVE SUMMARY

1.1 INTRODUCTION

Preliminary Report

Kerry County Council has commissioned RPS Consulting Engineers to prepare a Preliminary Reportdetailing the necessary improvements required to Abbeydomey Sewerage Scheme to cater fordemand in the design horizon 2006- 2026.

Abbeydomey is a small village located approximately 7km north of Tralee. The village has developedlinearly from the crossroads of the R557 and the R556. The R556 is the main TraleelBallybunnionroad, which leads south to Traloo.

The pUblic sewerage scheme in Abbeydomey was constructed in the 1950's and serves both domesticand commercial discharges.

The existing network has a number of deficiencies and is inadequate to meet the projected future loadfrom Abbeydorney.

The village. which has currenUy 138 residences. is undergoing substantial change brought about bypresent and proposed development.

A significant number of developments which have received planning approval have not to date beenconstructed and consequently it is likely that a further increase in demand will take place immediatelyfollowing the implementation of the proposed scheme.

Preliminary Report

This Preliminary Report assesses the current scheme deficiencies, future population projections,anticipated development boundaries, sewer network and treatment works making recommendations tomeet the growing demands of the area.

1.2 EXISTING SCHEME DEFICIENCIES

The existing foul collection network functions as a combined system and although its capacity isadequate to cater for existing demand a significant proportion of the existing network (74%) consists ofpipes that are less than 225 mm in diameter. In addition, the CCTV survey completed as part of thisreport has identified numerous defects in the existing foul network that will need attention either bymeans of repair or replacement.

There is no separate storm water run-off system in Abbeydomey.

The collection system delivers sewage to the Imhoff Tank located at Montanagay to the north east ofthe village and discharges treated effluent to a small tributary of the Shannow River. Quality data forfinal effluent discharge is not available and consequently no conclusion could be reached to determinecompliance with the Urban Waste Water Treatment Regulations 2001.

There is currently limited access to the treatment plant slle, as the area surrounding the plant isundergoing residential development.

Kerry County Council expressed concern that, basedon their experience of similar villages in the county,this may substantially underestimate future demandand consequently further significant growth isallowed for in our assumed population estimate(2026) for the proposed scheme of~.

The 2006 popUlation served by the scheme isestimated to be 408 based on current geo-directory 3000information.

Using published popUlation projections and allowing 2000an initial increase to cater for significantdevelopments within the village which are currently lSOObeing completed and/or have received planning, wearrive at an estimated (2026) popUlation for the 1000scheme of 1.395.

1.4 DEVELOPMENT BOUNDARY

Preliminary Report

The recently published draft local area plan (LAP) for Abbeydomey identified a development boundaryand an associated area within that boundary of 62.91 Ha.

Based on the assumed population of 2.421 and allowing for the zoned amenijy area identified in theLAP (9.338 Ha.) we estimate the required development area for the proposed scheme as 165.15 Ha.

1.5 NETWORK IMPROVEMENTS

The proposed scheme for Abbeydomey village will provide separate foul and storm networks whichwill adequately cater for the future demand from the village in the design horizon 2006-2026.Thenetwork which is identified below will be completed in two phases. Phase 1 will cater for the existingpopulation and Phase 2 is intended to facilitate possible future development.

1.6 TREATMENT WORKS

Preliminary Report

It is proposed to construct a new wastewater treatment plant to the north-east of the village. The plantwill be constructed in two phases. Phase 1 is designed to cater for a population equivalent of 2,000and Phase 2 is to cater for a further 1,000 PE thereby ultimately providing capacity to cater for apopulalion equivalent of 3,000. An extended Aeration Plant is the recommended method of treatmentas it proVides the most cost effeclive solution for producing an effluent quality which will meet therequired regulatory standards.

The treated effluent will be discharged from the WWTP site to the preferred location of discharge alongthe Shannow River.

1.8 RECOMMENDATIONS AND COSTS

Phase 1: In order to meet the demand from areas of the village which are currently developed werecommend that Kerry County Council proceed immediately wllh the implementation of Phase 1 worksat an estimated all in cost of € 4.617,269 (2007). This will provide separate collection systems to caterfor demand in areas that are currently developed and capacity in the network to cater for the projected2026 population. In addition Phase 1 will include a new treatment plant to cater for a populationequivalent of 2,000.

Phase 2: It is anticipated that storm and foul sewers in areas within the development boundary whichare reserved for future development will be completed in conjunction with the development of theselands. It is expected that prospective developers will be required to provide the collection systemsystems or to pay a contribution to Kerry Co Council for their construction. Consequently theassociated costs are not included in the estimated costs for the scheme. However in order to cater forthe projected 2026 population it will be necessary to upgrade the treatment facility to cater for thedesign demand of 3,000 PE. This upgrade is included as Phase 2 of the scheme with associatedcapital costs estimated to be € 1.125,778 (2007).

The present day value of operating and maintenance costs for the scheme over the twenty-yeardesign horizon is estimated to be €1,338,920 resulting in a whole life cost for the project of€7,081,968.

2 PLANNING AND INFRASTRUCTURE ISSUES

2.1 TERMS OF REFERENCE

Preliminary Report

Kerry County Council appointed RPS Consulting Engineers (RPS CE) to prepare a Preliminary Reportoutlining the present condition of and proposed improvements to the Abbeydomey Sewerage Schemeto cater for existing and future development in the design horizon 2006-2026.AII recommended worksare to be designed to achieve the appropriate treatment and effluent discharge standards inaccordance with national legisiation and the requirements of local discharge and water qualityprotection conditions.

The specific requirements contained within the brief include: -

• Completion of a technical survey and assessment of the existing foul and surface waternetworks, pumping stations and treatment plants.

• Identification of deficiencies in the existing systems, both structurally and hydraulically, includingsurveys and data collection as follows: -

Ground conditions and potential archaeological impact.Current !lows and expected loadings on plant.Sources of infiltration.Condition of existing systems.Quality and !low regime of receiving waters.CCTV survey with digital output.

• Preparation of Development Boundary Maps in agreement and in conjunction with the ForwardPlanning Department of Kerry County Council.

• Identification of existing and future loadings inclUding seasonal fluctuation and phasing asnecessary.

• Proposed remedial works required to existing networks and systems.

• Recommendations for new separate wastewater and surface water networks, overflow systems,pumping stations and treatment plant for existing and future loadings for the proposeddevelopment catchment where: .

A phased approach is identified for a 50-year design life for plant and materials.All foul sewage is conveyed to the treatment works.Pumping is minimised.Surface water systems are designed for no flooding up to 20-year return periodstorms.Foul sewers are designed for six (6) DWF.

• Producing detailed cost estimates (capital, operational & maintenance), energy impacts, optionsand phasing proposals.

• Presenting preliminary layout and design drawings of proposals.

• Completing a technical assessment of the ability of the receiving waters to cater for existing andfuture discharges.

• Producing a Water Charging Policy Report.

The village. which has currently 136 residences. is undergoing substantial change brought about bypresent and proposed development. This is seen clearly by referring to Table 2.1 which identifiesplanning applications received by Kerry County Council for houses/commercial developments over thefive (5) year period 2002-2007.

2.3 COUNTY DEVELOPMENT PLAN

Abbeydorney is dassified as a village under the settlement hierarchy laid out in the County KerryDevelopment Plan (2003), and lies within the Traloo Elecioral Area. One of the key objectives of thedevelopment plan is to promote the strengthening of existing rural villages as a focus for thedevelopment of rural areas, and to prepare plans for the village identifying strategic objectives for theoverall development within defined development limrts.

The draft local area development plan for Abbeydorney was pUblished in July 2006 and covers theperiod 2006-2011. It identifies an overall development area of 62.91 ha the boundary for which isshown on Figure 2.1. A significant portion of the area within the development boundary (approximately15%) is reserved as an amenity/recreational area and consequently will not be available for futuredevelopment.

2.4 ARCHAEOLOGICAL FEATURES

Kerry County Council will carry out a detailed archaeological assessment of Abbeydorney at detaileddesign stage.

3 EXISTING SYSTEM

3.1 INTRODUCTION

Preliminary Report

The area currently serviced by the existing system has a gentle gradient (ranging from 0.5% • 2%),generally falling from north to south .The village is traversed by a stream, locally referred to as theAbbeydorney Stream, which provides a point of discharge for both storm and treated effluentdischarges.

The existing sewerage network dates from the late 1950's. It functions as a combined system takingrunoff from the roads and from the back of houses. The existing system consists of approx. 1,515 lin.metres of concrete sewers ranging in size from 150mm to 225 mm. There is currently no separatestormwater network in the village.

The collection system carries sewage to the Imhoff Tank and Sludge drying beds located atMontanagay to the north east of the village. Treated effluent is discharged to the Abbeydorney Stream,which is a tributary of the Shannow River.

Figure 3.1 below shows the extent of the existing collection system with detailed layouts indicated onDrawing 01.

3.2 PHYSICAL DEFICIENCIES IN INFRASTRUCTURE

Preliminary Report

Based on a visual examination, the following physical deficiencies in the existing wastewaterinfrastructure were noted.

3.2.1 Existing Collection System

The existing foul collection system is shown on Drawing No.1. Pipe sizes range from 150mm diameterto 225mm diameter. It is a partially combined system with runoff from the roads and the back of theroofs of houses discharging to the foul system. The system caters for existing development along theapproaches to the crossroads in the centre of the Village.

A CCTV survey of the existing sewers in the network was completed in March 2006. The investigationwas confined to sewers of 225 mm diameter and greater. The full results of the survey are shown onDrawing 04 with a summary of the more severe defects listed in the following Table 3.1.

In addition, the bulk of the network (1,127 lin.m of the total 1,515 lin.m) is made up of 150 mmdiameter pipes. Trunk sewers of less than 225 mm diameter are not recommended as they lead toongoing maintenance issues.

3.2.2 Existing Wastewater Treatment

Preliminary Report

The existing wastewater treatment plant site is located northeast of the village centre. The plant wasconstructed in the 1950's and consists of an Imhoff tank and sludge drying beds. Treated effluent fromthe works outfalls to the Abbeydomey Stream.

The existing s~e measures approximately 40m x 45m (1800 m') and consequently is too small toaccommodate a new treatment wor1<:s.

There is a residential development currently under construction in the area surrounding the WWTP,and as a result, access to the s~e is limited at present.

3,3 CAPACITY OF MAIN SEWERS

3,3,1 Foul Sewer Network

The adequacy of the existing foul sewer was assessed using MicroDrainage WinDap® softwarepackage. Details of the analysis are provided in Appendix 1. The capacity of the existing foul sewerwas found to be adequate for existing fiows.

The Client has specified a minimum pipe size of 225 mm diameter for foul sewers. Consequently,although all foul sewers were determined to have sufficient capacity for existing development, those ofless than 225 mm in diameter are, fO( operational reasons, deemed unsuitable and their replacementor upgrade will be included as part of the recommended works detailed in Section 5 of this report.

3,3.2 Storm Sewer Network

There is currently no stormwater collection system in Abbeydomey. Surface water runoff from roads,and backs of houses is currently sent to the foul sewer.

3.4 FLOW MEASUREMENTS AND SAMPLING RESULTS

A Flow and Load Survey was completed in Abbeydorney in the period March 21 ~ to April 4th 2006.Flow measurements and fiow proportional composite samples were taken just upstream of the existingtreatment works.

The fiow proportional composite samples were taken over three 24-hour periods starting at midnightover the following dates of the survey; March 24"', March 28'" , and March 30"', 2006.

Full results of the sampling and analysis, are given in Appendix 5. The results listed in Table 3.2 belowrelate to dry weather conditions on March 24'" 2006.

The BOD loads Indicate a contributing population of 55 which is sUbstantially less than what would beexpected. In addition the equivalent per capita flow, 1,363.5 I/h/d, would suggest that the BOD loadsrecorded might not be dependable. Based on night flows there appears to be minimal (if any)infiltration into the network system. Based on a per capita contribution of 180 lIh1d, the daily flow of74.585 m'/day indicates a contributing population of 416 persons.

3.5 ASSESSMENT OF CONTRIBUTING POPULATION

Table 3.3 assesses the likely contributing population equivalent based on An Post Geo Directory datedJuly 2006.

Preliminary Report

The Dry Weather Flow (DWF) is estimated to be 108.79m3/d based on a per capita allowance of230Vd. However, the per caprta contribution is considered excessive where infiltration is minimal orabsent. In such a srtuation the "EPA Wastewafer Treatment Manual for Small Communffies, Business,Leisure Centres and Hotels' recommends a per capita contribution of 180Vday. The above DWFbased on a fi9ure of 473 x 0.18 9ives 85.14m2/day.

This compares wrth a flow of 74.585 m3/d recorded on March 24"' 2006 and suggests little or noinfiltration into the existing collection system.

The current estimated population of 408 is based on An Post Geo Directory and does not take accountof developments presently being constructed and/or those at the planning stage.

Nonetheless this figure of 408 is used in the following section of the report as the baseline for thepurposes of predicting future demand and determining the required development area wrth allowancesbeing made in our assessment to cater for the extent of proposed developments in the village.

3.6 PRIVATE WASTEWATER TREATMENT

3,6.1 Package Wastewater Treatment Plants

We are not aware of any private package wastewater treatment plants in Abbeydorney.

3.6.2 Private Septic Tanks

There are no private septic lanks in the Abbeydorney catchment that we are aware of.

3.7 EXISTING WATER SUPPLY INFRASTRUCTURE

The layout of the existing Water Supply Scheme for Abbeydorney is shown on Drawing No 08.

The scheme was constructed in the 1960s and extended in 1975. It supplies approximately 465consumers through 4.1 km of pipework wrth diameters ranging in size from SOmm to 125 mm.

Water is transferred to the scheme from the source at Lough Guitane via the Central RegionalScheme. The most recent data available from Kerry County Council shows a daily demand of 570m3/day, which is substantially more than the design dry weather flow. Clearly the scheme supplies amuch greater area than the village of Abbeydomey,
