Overview of WSAA
The Water Services Association of Australia (WSAA) is the peak industry body representing
the urban water industry. Our members provide water and sewerage services to over 20
million customers in Australia and New Zealand and many of Australia's largest industrial
and commercial enterprises.
Based around our vision of 'customer driven, enriching life', WSAA facilitates collaboration,
knowledge sharing, networking and cooperation within the urban water industry. We are
proud of the collegiate attitude of our members which has led to industry-wide approaches
to national water issues.
WSAA can demonstrate success in the standardisation of industry performance monitoring
and benchmarking, as well as many research outcomes of national significance. The WSAA

1 EXECUTIVE SUMMARY
Dobbie Dico Meter Company (W.A.) Pty Ltd (Dobbie) is a manufacturer and supplier of
fittings and valves for pressure pipelines. Its manufacturing facility is located in Malaga,
Western Australia, and incorporates a ferrous and non-ferrous foundry with design and
machining capability. The Company has been in operation since 1940.
Dobbie Resilient Seated Gate Valves (RSV’s) are manufactured by VAG-Valves (India)
Private Limited in Hyderabad, Telangana, India. VAG-Valves (India) is part of the VAG
Group, based in Germany.
This appraisal covers Dobbie PN 16 resilient seated gate valves in sizes DN100, DN150,
DN200 and DN250 with flanged or socketed end connections. The valves are coated and
lined with fusion bonded epoxy. PN16 flanges comply with AS/NZS 4087 Fig B5 and sockets
are T-type. The RSV’s are available with anti-clockwise for drinking and non-drinking water
supply or clockwise closing for pressure sewer options.
Dobbie RSV’s have ISO Type 5 product certification, StandardsMark Licence to AS/NZS
2638.2:2011 Gate valves for waterworks purposes, Part 2: Resilient-seated, issued by SAI-
Global.
Dobbie has a certified Quality Management System in compliance with ISO 9001:2008
issued by SAI-Global.
VAG has a certified Quality Management System in compliance with ISO 9001:2008 issued
by TUV-SUD.
The product range as included in this appraisal report meets the requirements of WSA PS
260 Gate Valves, Resilient Seated for Pressure Applications – Water Supply and Sewerage.
The Dobbie RSV’s have been deemed to comply with the WSAA Product Specification and
are therefore considered ‘fit-for-purpose’.
1.1 Recommendations
It is recommended that WSAA members, subject to any specific requirements of the member,
accept or authorise the Dobbie range of PN16 rated resilient seated gate valves in sizes DN
100, DN 150, DN 200 and DN 250, with flanged or socketed ends, for use in water supply
and sewerage pressure pipelines, provided they are installed in accordance with WSAA
codes and manufacturers requirements, where specified.
2 THE APPLICANT
2.1 The Supplier
Dobbie Dico Meter Company (W.A.) Pty Ltd is a manufacturer and supplier of fittings and
valves for pressure pipelines. Its manufacturing facility is located in Malaga, Western
Australia, and incorporates a ferrous and non-ferrous foundry with design and machining
capability. The Company has been in operation since 1940.
2.2 The Manufacturer
VAG-Valves (India) Private Limited is a member of the VAG-Group, with headquarters based
in Mannheim, Germany. VAG opened a sales office in Hyderabad, Telangana, India, in 2004.
It subsequently established a world class manufacturing facility at Hyderabad in 2008 and is
now operating with more than 130 qualified employees, seven regional sales offices and 12
associates across India.
VAG-Group has manufacturing sites and sales offices located around the world to provide
valve solutions for water and wastewater projects. Its products include gate valves, knife
gate valves and penstocks, hydrants, house connection valves, non-return valves, butterfly
valves, air valves and control valves. The company also offers accessories, including strainer
baskets, dismantling joints, dirt traps, telescopic equipment for underground installation,
street caps made of cast iron and plastic, remote control systems, and electric drives.

VAG-Group was acquired by Rexnord Industries in 2011.
3 THE PRODUCT
The range of resilient seated gate valves (RSV’s) covered by this Appraisal is detailed in
Section 4.
The Dobbie RSV’s are based on the VAG designed resilient seated gate valves, with
necessary amendments to comply with AS/NZS 2638.2. The encapsulated gate is sourced
from the VAG owned company, Jihomoravska in the Czech Republic, whilst other
components are sourced from suppliers located in India.
Dobbie RSV’s are manufactured to AS/NZS 2638.2:2011 Gate valves for waterworks
purposes, Part 2: Resilient-seated.
The range included in this appraisal is DN100, DN150, DN200 and DN250 with either flanged
or socketed ends.
The RSV’s are rated as PN 16 and are available with either anti-clockwise or clockwise
closure directions. Operation can be by key or hand wheel.
Flanges comply with Figure B5 (PN16) of AS/NZS 4087 Metallic flanges for waterworks
purposes. Sockets are the T-type design.
Polymeric coatings conform to AS/NZS 4158 Thermal bonded polymeric coating on valves
and fittings for water industry purposes.
4 SCOPE OF THE APPRAISAL
The scope of this appraisal covers PN 16 RSV’s in sizes DN100, DN150, DN200 and
DN250 with flanged or socketed ends as outlined in Table 1.

5 APPRAISAL CRITERIA
5.1 Quality Assurance Requirements
The WSAA Product Appraisal Network accepts resilient seated gate valves manufactured in
compliance with AS/NZS 2638.2:2011 and duly certified by means of an ISO Type 5 product
certification scheme undertaken by a JAS-ANZ accredited Conformity Assessment Body
(CAB) or by an international accreditation system recognised by JAS-ANZ.
The manufacturer is generally expected to have a production management and control
system that has been duly accredited in accordance with AS/NZS ISO 9001 as a prerequisite
to undergoing a product certification audit.
5.2 Performance Requirements
Dobbie RSV’s have been appraised for compliance with AS/NZS 2638.2:2011 – Gate valves
for waterworks purposes – Part 2: Resilient-seated.
Appraisal criteria are also determined by the WSAA Infrastructure Products and Materials
Network and regularly reviewed to ensure that the criteria reflect the requirements of WSAA
members.

WSA PS-260 – Gate Valves, Resilient Seated for Pressure Applications – Water Supply and
Sewerage.

6 COMPLIANCE WITH APPRAISAL CRITERIA
6.1 Compliance with Quality Assurance Requirements
Dobbie has submitted the following certificates and statements.
Dobbie Dico Meter Co (WA) Pty Ltd - Quality Management System certification to ISO
9001:2008 issued by SAI-Global, Licence No QEC 1395.
Dobbie Dico Meter Co (WA) Pty Ltd - product certification, StandardsMark Licence No
SMKP 21470/1 to AS/NZS 2638.2:2011 Gate valves for waterworks purposes, Part 2:
Resilient-seated, issued by SAI-Global.
VAG-Valves (India) Private Limited - Quality Management System certification to ISO
9001:2008 issued by TUV-SUD, Licence No 12 100 37934 TMS.
VAG-Valves (India) Private Limited - product certification, StandardsMark Licence No
SMK 40131 to AS/NZS 4158:2003 Thermal-bonded polymeric coatings on valves and
fittings for water industry purposes.
Dobbie has also submitted copies of relevant ISO 9001 Quality Assurance licenses
relevant to their component suppliers.
Copies of the primary Quality Assurance and Product Certification licences have been
included in Appendix B and are also available for downloading from the WSAA Members
Website.
6.2 Compliance with Performance Requirements
6.2.1 Material properties of ductile iron
AS/NZS 2638.2 Table 2.1 requires RSV ’s manufactured from ductile iron to conform to
minimum Grade 400-15 although higher strength ductile irons in accordance with AS 1831
are acceptable. The Dobbie RSV’s are manufactured to grade 400-15 in compliance with AS
1831.
6.2.2 Elastomeric joints
The sockets on the valves are T-type design which are compatible with spigots of AS/NZS
2280 ductile iron pipes and Series 2 PVC pipes manufactured to AS/NZS 1477 (PVC-U),
AS/NZS 4441 (PVC-M) and AS/NZS 4765 (PVC-O).
The socket profile is the same as those utilised on the Dobbie range of ductile iron fittings
covered under WSAA Product Appraisal 1315.
The depth of engagement for sockets is in excess of AS/NZS 2280 minimum specified
requirements.
6.2.3 Elastomeric seals
The elastomeric seals supplied by Hultec Pty Ltd are T-type dual hardness EPDM. The seals
are manufactured by Thai Duong Joint Stock Rubber Company, Vietnam, and have product
certification to AS 1646:2007.
6.2.4 Spindle seal retainer
The spindle seal retainer is manufactured from C48600 copper alloy and is screwed in to the
valve body. The retainer is independently secured with a Grade 316 stainless steel screw,
as required by AS/NZS 2638.2.

6.2.5 Spindle caps
Spindle caps are supplied fully coated red for clockwise closing and blue for anti-clockwise
closing. Purple coloured spindle caps can also be supplied for recycled water supply
networks.
6.2.6 Components material list
The Dobbie RSV component materials are detailed in Table 2. Dobbie has provided copies
of typical material test reports to demonstrate compliance.

Flanges conform to AS/NZS 4087 Figure B5 (PN16).
Dobbie supply solid EPDM gaskets 3 mm thick complying with WSA PS 312 Flanged Gaskets
and O-rings for flanges rated up to and including PN16. The flange gaskets are supplied by
Novus Sealing Pty Ltd
Recommended installation is in accordance with the requirements of AS/NZS 4087.
6.2.8 Valve anchorage
Various methods for in-line thrust restraint of socketed gate valves are detailed in WSA 3-
2011.3.1. Dobbie recommends the use of stainless steel rubber protected straps anchored
into a concrete thrust block for this requirement.
6.2.9 Polymeric thermal bonded coatings
AS/NZS 2638.2 requires thermal bonded polymeric coating to comply with AS/NZS 4158 -
Thermal-bonded polymeric coatings on valves and fittings for water industry purposes .
Dobbie RSV’s are coated at the VAG facility using Akzo Nobel Resicoat R4 fusion bonded
epoxy powder coloured blue.
The FBE coating is product certified by Akzo Nobel to AS/NSZ 4158:2003 Thermal-bonded
polymeric coatings on valves and fittings for water industry purposes and VAG has a product
certification licence to AS/NZS 4158 for the application of polymeric coatings.

6.2.10 Type tests
Dobbie has submitted copies of Type Test reports for the range of RSV’s to demonstrate
compliance with the performance requirements of AS/NZS 2638.2.
Plumbing Testing Laboratory in Wangara, WA (NATA Accreditation No. 14285) carried out the
testing.
6.2.11 Contact with drinking water
Clause 2.3 of AS/NZS 2638.2 requires compliance with AS/NZS 4020:2005 – Product for
use in contact with drinking water.
Dobbie has submitted copies of test reports for polymeric coatings and EPDM rubber,
however WSAA has requested that an in-product test be completed as required by AS/NZS
2638.2. This will be included in Section 14 as a Future Works requirement.
7 FITTING INSTRUCTIONS, TRAINING AND INSTALLATION
RSV’s are commonly installed throughout water supply networks and have become the
standard isolation valve of the urban water industry worldwide. Installation, operation and
maintenance are well understood by experienced installers and operators.

9 PACKAGING AND TRANSPORTATION
The valves are packed onto wooden pallets using cardboard to separate each valve. The
pallet is then encapsulated with shrink wrapped polyethylene film. The valves are supplied
with the gate in the closed position.
10 PRODUCT WARRANTY
The products are covered by the normal commercial and legal requirements of Competition
and Consumer Act 2010, which covers manufacture to the relevant standard. Details of

11 WATER AGENCY EXPERIENCE WITH THE PRODUCT OR FIELD TESTING
REPORT
Resilient seated gate valves are considered as standard items within the water industry and it
is considered unnecessary to complete a field installation trial.
12 DISCUSSION
The Dobbie RSV has fulfilled all the design, type testing and product certification
requirements of the WSAA Product Appraisal Technical Advisory Group.
Examination of the submitted documented material provides an expectation that the
Dobbie RSV range described in this report are ‘fit for purpose’ for use in drinking water
supply, recycled water supply and pressure sewer infrastructure.
The table below highlights the recommendations of use for the Dobbie RSV range.

14 FUTURE WORKS
It is required that a type test to demonstrate compliance with AS/NZS 4020 be completed and
submitted within three months of the publication of this report.
