DNR 30-DAY PUBLIC NOTICE
The Department of Natural Resources serves the DNR 30-Day Public Notice in order to satisfy the requirements of the "Procedures Concerning Certain Licenses Act", IC 14-11-4, and its associated administrative rule, 312 IAC 2-3.
The DNR 30-Day Public Notice is published weekly to serve notice of the latest permit applications received at the DNR, Division of Water. This Notice can be viewed on the web at http://www.in.gov/dnr/water/ and can be provided by email upon written request. To receive the DNR 30-Day Public Notice as a weekly email attachment, email your full name and a valid email address to [email protected].
The permit applications and supporting documentation is available for public viewing on-line at https://dowunity.dnr.in.gov/#. For questions concerning a permit application, contact the Division of Water, Technical Services Section, at (317) 232-4160 or toll free at 1-877-928-3755 and select 1 during the recorded menu narrative.
Petition for Public Hearing
A pre-action public hearing on an application may be requested by filing a written petition. For a petition to be considered valid it must: 1. contain the typed or legibly printed name and complete mailing address of each petitioner; 2. be signed by a minimum of 25 individuals who are at least 18 years old and either reside in the county where the project will take place or own real property within 1 mile of the project site; 3. affirm that each signatory to the petition satisfies the requirements of item 2; and 4. identify the application for which the public hearing is being requested either by the application # or the applicant's name and the project description.
A petition which does not meet these requirements will be considered invalid and the hearing request will not be granted. To request a pre-action public hearing, send the petition by email to [email protected] .gov or by mail to:

Project Description: Existing failed mattresses above a pipeline will be removed from the streambed and will be replaced with new concrete revetment mattresses. The area will be dewatered and the existing mats and rock will be removed. The site will then be graded. A geotextile material will be placed atop the grade, followed by the installation of the Submar mats. The mats will extend across the channel from the right-descending high bank to the left-descending high bank. The flank edges of the mat system will toe in to 3' deep excavated anchor trenches that will be backfilled with existing material or rock. Downstream of the mat system, a 3' deep by 15' long subgrade rock grade control will be installed to prevent headcutting from progressing upstream, and rock sized 12" to 18" in diameter will be placed on the banks to prevent further lateral migration. Upon completion of the final grading, seed and erosion control blanket will be placed on the disturbed areas of the site. The spill through abutments will have 30 degree sideslopes armored with gravel. There is no streamflow. The approach roads will be elevated a maximum of 7' above the existing grade. Project Description: The existing 3 culvert system consisting of a 123" x 83" x 28' pipe arch culvert and two 30" x 28' circular culverts will be replaced with a new culvert system. The new crossing will consist of a 20' x 8' x 52' long box culvert set in concrete headwalls. The new culvert will have an upstream and downstream invert of 757.1 O', NAVD and 756.97', NAVD respectively. The inlet end of the culvert will be beveled. The culvert and headwalls will be skewed 30 degrees to align with streamflow. Minor channel shaping will occur both downstream and upstream of the new culvert to improve the flow transition at the crossing. The shaping will be confined to the construction right-of-way. The reshaped areas will be stabilized with a layer of rip-rap. The roadway will be elevated approximately 0.6' above the existing road elevations. The crown of the roadway over the new culvert will be at 767.40', NAVD. Guardrails will be placed along each side of the roadway over the channel. Project Description: Two areas will be mechanically dredged. The first area is a 50' wide by 250' long channel off Lake of the Woods. Approximately 4' of accumulated muck and debris will be removed from the channel bed by dredging to a depth of 8' below the legal lake level of the lake at the center of the channel and sloping uniformly to a depth of 2' at the shoreline. The second area is along the 65' shoreline on the east side of the property. Approximately 2' of accumulated muck and debris will be removed from the lakebed by dredging to a depth of 5' below the legal lake level at a distance of 50' from the shoreline and uniformly sloping back to the legal lake level at the shoreline. The excavated material will be transported to an upland containment area for dewatering and dry out. The excavated material from the lake and canal once dried will be distributed across property evenly to a level of 805.5' or more. Water from the containment area will not be allowed to return to the lake. In addition, an existing glacial stone seawall will be refaced with glacial stone along 65' of the shoreline. The refacing will consist of 7" to 20" stones which will be stacked on the existing wall for improved stability. The refacing will have a maximum thickness of 24" and will be sloped on the lake side.
