(3) For buildings in the CB District, the Planning Board, after notice and hearing, may permit all or part of the required parking spaces for a building to be located on any lot in the CB District within 250 feet for retail and service uses and 500 feet for office uses, if the Board determines that it is impractical to provide parking on the same lot with the building.
