Review of Local Diversion Components and Timeframes

• Launching a data-driven multi-faceted diversion system by January 1, 2016.– Built around Sequential Intercept Model– CIT-trained first responders– Crisis Assessment Site – Expanded Mobile Crisis Unit– Working toward mental health docket

• Use data to manage and evolve a robust Diversion-Oriented Services Program over next 3 to 5 years.

Highlights since our last meeting

• Small group of internal leadership has started dialog about how to best address roadblocks and policy issues, and keep Diversion First moving forward.

• Completing applications for national level learning collaboratives.• Communication with Miami-Dade about their data collection and sharing efforts

as well as their docket approaches.• CSB drafted board-level policy endorsing Diversion First to be adopted (after

review and public comment) in January. Encourage other organizations to do the same.

• Meeting with Chief Magistrate – All Magistrates will attend MHFA within 6-12 months.– Mapping and developing clearer understanding of this intercept point for both public

and law enforcement

Develop a permanent evaluation team responsible for:• Data collection and compilation

– Includes baseline and ongoing data– Includes process issues (such as IT needs) and will work closely with DIT to

assure quality systems measures and data analysis• Challenges: Information sharing across systems

– Information obtained from San Antonio and Miami-Dade to learn about protocols developed

– Reaching out to CIT sites in state to determine how this was addressed and aligned with regulation and confidentiality protections

• Reporting– Development and presentation of regular reports to stakeholders groups

• Reminder: diversion means more than diversion from jail.

• Met with Inova to discuss national (will engage other health care and hospital providers in future) approaches to developing risk management approaches to medical clearance and diverting to mental health services.

• Met with Fairfax City FRD to launch MHFA training and discuss pilot diversion approaches.

• Anticipated diversion plan over next 6 months.

Crisis Intervention Team Training

• CIT Training– Graduated 22 officers from 40-hour CIT class on

December 4 – class included represenatives from Herndon, Vienna, Sheriff’s Office, and FCPD.

– FCPD General Order now under review with county attorney.

– Interviews underway for officers to be stationed at Merrifield.

– Working with FMD and security personnel to make sure Merrifield is as safe as possible. Official security re-review to take place in next 30 days.

Diversion Criteria Ideas: Draft Target Population

Target Population Goal: To avoid the criminalization of individuals whose alleged criminal acts are clearly attributable to untreated or undertreated mental illness and to connect them to comprehensive and immediately available needed treatment rather than detention and/or punishment.

Target population conduct:• Adults who are alleged to have committed

non-violent misdemeanor offenses.• Behavior – not diagnosis alone – reflects some

type of severe or serious mental illness.

Draft Criteria:Target Population Considerations

• Inclusion of people who exhibit symptoms of brain injury, coexisting developmental disability, or co-occurring substance use problems.

• Inclusion of other individuals depending on level of need or functioning as well criminal charges to start as well as available CSB, Sheriff, and Police resources availability and funding.

• Aligning adult and youth diversion activities and criteria, assuring resource needs are addressed to support a range of ages in need of diversion.
