Project Background:

Palaj (IWMP-2) project is taken up in Gandhinagar Taluka, Gandhinagar district of Gujarat State. The project is a cluster of seven micro watersheds

with 5f2c5c1a, 5f2c5c1b, 5f2c5c2a, 5f2c5c2b, 5f2c5c2 as their respective codes. The total project area of the IWMP-II Palaj Project watershed is about

4636.60 ha of which 4636.60 has been proposed to be treated under Integrated Watershed Management Programme (IWMP).

The project area is near to Gandhinagar headquarter which is about 10 km from Palaj village and well connected by pucca road. The Palaj project

includes Eight villages & the detail information of all villages is mentioned in this report. Darbar, Patel, Takor, Rebari, Desai, Prajpati, Muslim and

Harijan communities are the primary inhabitants of the Project villages. The livelihood of these people is primarily based on agriculture, animal

husbandry for rearing cattle and labour work.

The Sabarmati River flowing in Gandhinagar divides the project area into two parts. On one side the project area covers seven Eight villages namely

Alampur, Shiholi Moti, Palaj, Raysan, Ratanpur, Lavarpur, Phirojpur, Prantiya The other side has one village namely Lavarpur is situated near to

Gandhinagar headquarters, the village Lavarpur is being drawn into the city boundaries by the Government.

1.2 Need of Watershed Development Programme

Watershed Development Programme is selected on the basis of thirteen parameter namely Poverty index, Percentage of SC/ST, Actual wages,

Percentage of small and marginal farmers, Ground water status, Moisture Index, Area under rainfed agriculture, Drinking water situation in the area,

Percentage of degraded land, Productivity potential of the land, Continuity of another watershed that has already been developed/treated, Cluster

approach for plain or for hilly terrain. Based on these thirteen parameters, a composite ranking has been given to Alampur Watershed project as given

in table no.3

All the parameters taken together give a cumulative score of 73.5 to the water shed.

1.3 Other projects/scheme running in the villages:

(1) NREGS: The work taken up in Palaj project area under NREGS includes deepening of tank, work of land leveling and

road, plantation of saplings at school and sides of road and tank etc.

(2) Total Sanitation Campaign (TSC): Total Sanitation Campaign is running all over in the Nine villages taken under IWMP-2 Palaj.----- BPL toilets and--

--- APL toilets i.e., ----- individual toilets have been constructed. During the year 2010-11 average -------- toilets will be constructed in the above Nine

villages along with solid liquid waste management and removal of plastic bags etc under TSC during the year 2010-11.

(3) Swarnjayanti Gram Swarozgar Yojana (SGSY): The number of families linked with bank are two and the amount subsidy given is Rs 37000 /-

2.1. Project Implementing Agency

The Project Implementing Agency (PIA) is being selected by an appropriate mechanism by State Level Nodal Agency (SLNA). PIAs would be

responsible for implementation of watershed project. These PIAs may include relevant line departments, autonomous organizations under State/

Central Governments, Government Institutes/ Research bodies, Intermediate Panchayats, Voluntary Organizations (VOs). The PIA of Palaj Watershed

project is District Watershed Development Unit, Gandhinagar.

2.2 About District Watershed Development Unit, Gandhinagar

2.2.1 The organization and its objectives:

The District Watershed Development Unit, Gandhinagar is a district level nodal agency and was established on 6th January 2010 to oversee for the

smooth implementation of watershed projects in the district. The District Development Officer (DDO) is the chairman of the DWDU. The DWDU have

dedicated and experience staffs comprising one Project Director (deputation from Gujarat Forest Department),a Technical Expert and multi

disciplinary team of Agriculture Expert, Civil Engineer, MIS Coordinator, System Analyst, Surveyor , Computer Operator ,Accountant and Community

Mobilization Expert, Executive Assistant are recruited. The DWDU, Gandhinagar office is temporarily within District Watershed Development Unit at

Balvantray Mehta Panchayat Bhavan, 2nd Floor, Near District Panchayat Office, Sector-17; Gandhinagar will have its rented office in Gandhinagar.

The objectives of DWDU, Gandhinagar are supervising, planning, implementing, documenting and promoting watershed development projects and

related development activities in the district. Moreover, DWDU, Gandhinagar will work as PIA for an IWMP-2 Palaj project from the year 2009-10.

2.2.2 Programmers/ project running in the district:

At present, three IWMP projects have been sanctioned by MoRD, Government Of India (GOI) , and New Delhi for Gandhinagar district. The entry point

activities of all the three IWMP projects have been identified by the respective PIAs in the district. IWMP-1 Kadjodra,IWMP-2 Palaj and IWMP-3

Galudan DWDU, Gandhinagar itself works as a PIA for all three projects.

Apart from running three projects, total 30 Hariyali projects (IWDP) have been sanctioned and are still running since 2003-04 in the district till date .

DWDU, Gandhinagar is also monitoring a Central Groundwater Board central government sponsored scheme on "Artificial Recharge of Groundwater

through Dug wells" in the district by organizing meeting, seminar & field exposure for demonstration structure under I.E.S activities.

2.3 SWOT (Strength, Weakness, Opportunities & Threats) Analysis of the DWDU:

Strength:

(1) Dedicated and experience staff & Multi Disciplinary Team with required qualification.

(2) Independent District Level Nodal Agency with separate office.

(3) Strong linkages with national and state level institutions, agricultural universities, North Gujarat University and NGOs for capacity building and

technical guidance

(4) Scientific planning in watershed projects with the help of BISAG, Gandhinagar

(5) District level monitoring, coordination and cooperation committee

(6) Well establishment of PRIs for social audits

Weakness:

(1) Insufficient funds for complete watershed projects per hectare

(2) No permanent staff

(3) No permanent office building

Opportunities:

(1) Sustainable livelihood generation for landless and asset less

(2) Improvement of socio economic status of poors

(3) Awareness generation among the illiterates through IEC activities by usage of new ICT activities.

(4) Reduction of migration rate

3.1. Geography and Geo-hydrology Palaj watershed is located in Gandhinagar district about 10 kms from district headquarters. The project area is characterized by high temperature and moderate rainfall. The project area has Sabarmati river flowing and divides the area into two parts covering Seven villages. The project area is 4587.2 ha and is being proposed to be treated under watershed programmed. Most of the inhabitants procure drinking water through tap water of Gram Panchayat. Few commute to around 3 km to fetch drinking water.

3.1.1 Land use pattern: The net geographical area of IWMP-II Palaj project is about 4232 ha and has no forest cover but sporadic vegetative cover. About 71.95% i.e.,3017.7 ha of land is under agricultural use out of which 20.71% i.e., 960.70 ha is under rainfed area. The wasteland in the project area is around 7.34 i.e., 929.10 ha. Mostly the crops being taken up in the project area are Cotton, Bajra, Tobacco, Pulses, Wheat, Paddy, Maize, Jowar and Sugarcane during Rabi & Kharif season.

3.1.2 Soil and topography: Palaj watershed project falls under North Gujarat agro climatic zone. The soil is mainly deep black, medium to black loamy sand soil and of Goradu

type. It retains moisture to some extent. The soil is good for horticulture and fairly ample growth of fruit and other ornamental trees in this area. Of

the cultivated area, 60% of the area grows food crops among which Bajra, Jowar, Wheat, and Vegetable crops are important. Cotton is the main non

food (cash) crop. Bajra, Jowar, Paddy and Castor are known as Kharif crops as they are rained crops. Among them Paddy requires an additional

watering at regular intervals.

3.1.3 Land and Agriculture:

The land of Gandhinagar district is fertile and agriculture can be taken up in the area. The ground water depth is around 100-130 m and runoff of the

soil is not conspicuous. The temperature lies between 15-30 0C and rainfall ranges from 800-1000 mm.

The indiscriminate exploitation of land, water & vegetation has degraded and reduced the productivity. Ground water has become the major source of

drinking water as well as irrigation purpose due to its ubiquitous occurrence, easy availability & reliability. Although chronologically less drought

prone compared to Saurashtra & Kutch regions.

The average land holding is about 1.32 ha. Migration ratio of farmers in the region is zero enabling them to ensure their livelihood without much

affecting the demographic profile of the village.

3.2 Socio-Economic Profile

3.2.1 Demographic Status:

Palaj watershed project mainly covers Eight villages which has total 849 household with a net population (as per base-line survey) with 2174

males and 2126 females. The sex ratio is about 941 females to 1000 males. There are about 1639 BPL families. The average family size is of five

members. The literacy rate is 76.83 percent with male literacy rate of 87.92 percent and a female literacy rate 64.85 percent.

Infrastructure facilities: Palaj watershed is well connected to Gandhinagar headquarters with pucca roads. The villages have electricity connection and nearly 100 per cent of

households in the village have their personal electric meters. Nine villages have a primary school and Six villages for higher secondary education, the

students have to go to Lavarpur, Chiloda, Gandhinagar and Naroda which is about 10 kilometres away.

3.3. Livelihood pattern:

The villagers earn their livelihood from animal husbandry and agriculture and during lean seasons they go as daily wage labourers at

elsewhere for earning. So, the economies of these rural villages basically depend upon agriculture & animal husbandry through dairy co-operatives.

Machinery & equipments other than transport equipments, metal products parts except machinery & equipment, non-metallic mineral products &

food products are the main non agriculture economic activities adjoining to the urban areas of the district.

3.4. Comparative data of the crop productivity of the area: project area vs. District vs. State vs. Country vs. World:

Introduction:

The purpose of this study is to provide a comparative analysis of productivity of the villages with reference to World, India, Gujarat,

Gandhinagar district. "The term productivity in general means the total output per unit of factor input. For example land productivity means output

per hectare of land. Productivity is an average and is calculated by dividing the total output of a particular crop by the total cultivated area under that

crop."

Data are made available by the Baseline survey, Handbook of Agriculture, ICAR publication 2006 (for Gujarat and India), and Final district plan

of Dept. of Agriculture (For Gandhinagar). The results show that productivity is important not only because we observe a strong positive relationship

with profits but that the results are suggestive of important scale that should be taken to improve the production.

The villages have moderate rainfall and hence go for cotton, bajra, sorghum, sugarcane, wheat and vegetable crops. Based on the rainfall

received, the farmer decides if one should go for two crops or three crops in a year.

Bajra Scientific Name: Pennisetum species

Family: Graminae

Bajra or Pearl millet is the fourth most important grain crop next to rice,wheat and sorghum.The crop is cultivaed for grain as well as fodder in the

semi arid tropical regions. Pearl millet traditionally is an indispensable component of dry-land farming system. In world pearl millet productivity is

984 kg/ha and India has 1094 kg/ha of Bajra productivity. Whereas Gujarat state and Gandhinagar district has 1012 Kgs /ha and 1454 Kgs /ha

respectively. And Palaj has productivity of 2000 Kg/Ha.

Wheat Scientific name: Triticum aestivum

Family: Graminae

Wheat is the second most important cereal crop grown in the world. Its world productivity is around 2717 Kgs /ha and its productivity in India is

2614 Kgs /ha. The productivity in Gujarat state is 2500 Kgs /ha whereas the productivity in Gandhinagar district is far better with 2535 Kgs /ha. Palaj

has productivity of 2500 Kg/Ha.

Problems faced: 1. Urbanization of existing land:

As Gandhinagar district is the capital of Gujarat state, the villages situated in and around the area are being urbanized. Most of the agricultural land is

being made into residential area and construction made for commercial purpose. Due to this, the agricultural production is also decreasing.

2. Degradation of land by high use of fertilizers:

With high of chemical fertilizers, the fertile agricultural land is getting degraded and as a result it leads to soil pollution. The farmers should be made

aware of the use of biofertilizers instead of chemical fertilizers.

3. Traditional farming methods:

This is the factor that leads low productivity. There is lot of ignorance about the use of new farming methods and technologies such as multiple

cropping. They don’t use FYM and other input in a proper way that is why they don’t get 100% output.

4. Lack of adequate machinery:

Even today a large number of farmers use wooden ploughs and bullocks. They don’t have adequate machinery like seed drill etc. The old machinery

takes more time in tillage practices. So it leads to low productivity.

5. Lack of finances for farmers:

In Palaj project area, most of farmers are marginal and small. Farmers do not have enough resources to purchase these seed.

6. Lack of good quality seeds and fertilizers:

Good quality seed, fertilizer and pesticide are important factor in agriculture productivity. The use of good quality leads to higher land productivity.

The farmers should be made aware and must be encouraged to go for good quality seeds, fertilizers and pesticides when necessary.

7. Lack of rural credit:

Farmers face so many problems for rural credit and it leads to low agricultural productivity. Farmers need credit mainly for the purchase of various

inputs such as seed, fertilizers, and pesticides and for repair of implements. They use long term credit for buying land, and for investment to improve

the quality of land, buying the new implements and improving irrigation facilities.

WATERSHED ACTIVITIES

Watershed Activities

Watershed management as a strategy is been adapted by Government of India especially in the rainfed regions of semi-arid tropics. These

regions are characterized by low and undepependable rain, low soil fertility, poor infrastructure development, ___ literacy and less incidence of

migration. The inheritant low fertility of crops results in high productivity of crops which have a very low biological efficiency.

Several studies have identified that there is a need of a systematic and scientific approach to deal with watershed development. The common

guidelines generate a fresh and flexible framework for the next generation in enhancing the watershed developmental agro-horti based, forestry

based & dairy developmental activities for livelihood interventions.

4.1. Scientific Planning

This envisages a broader vision of Geo-hydrological unit which involves treating a cluster of micro-watershed. The Palaj Watershed

Project consists of five micro- watersheds namely 5f2c5c1a, 5f2c5c1b, 5f2c5c2a, 5f2c5c2b, 5f2c5c2 as their respective codes. Further Palaj

watershed project is in continuation with other watershed projects namely Kadjodara this gives an element of continuation of the programme.

2. Base line Survey (Holistic Approach)

To access the impact of any watershed development programme, a detailed baseline survey has to be conducted. This acts a benchmark

for any intervention during and post implementation of any development programme. A detailed baseline survey has been undertaken which

involved household census survey, Bio-physical survey and Village level data collection from Village Panchayat Talati –cum mantri. Household

census survey includes a detailed questionnaire which has been filled by visiting each and every house-hold in the village. This gave in the

details of the demographic profile of the village, the literacy percentage, SC/ST population, number of BPL household, livestock population, and

Net consumption rate in the village, average milk production of the cattle’s and various schemes running and their benefits to be accrued.

Bio-physical survey has been undertaken to identify various natural resources available in the village. It included the soil typology,

various irrigation networks in the area, crop taken in the field, Cropping pattern, bio fertilizer, fertilizer used and various sources of irrigation

in the field.

3. Participatory Rural Appraisal (PRA)

The past experience of watershed has given tremendous input to focus on creating accountability of the stakeholders towards the

programme. This has created an emphasis to include all the stakeholders’ communities and their local and indigenous Technological

Knowledge (ITK) while planning for any activity. Participatory approach provides a new path for planning, implementing, and monitoring and

post- withdrawal activities with a complete accountability of the stakeholders. This decrease the effort of the ground staff i.e. WDT members

and involves more of villagers as implementers. Various PRA techniques like resource mapping, social mapping, and seasonal calendars were

used to understand the physical and social orientation of the village in general and in watershed specifically. These tools put the villagers in

ease than the complicated questionnaires. Various tools like Matrix ranking, venne Diagram were used to identify various local vegetations (apt

for afforestation), introduction of economically viable plant species, Fodders crops , various active institution and their significance in the life

of the rural farmers.

4. Use of GIS and Remote sensing for Cartographic planning

Use of various high scientific tools has been promoted extensively at various stages of watershed development, Which includes Gps, satellite

Maps through BISAG etc. The use of GIS & remote sensing at different stage are described below.

a) Prioritization

Geographical Information System (GIS) has been used for prioritization process. Various layer maps like topographical maps, geographical

map, cadastral map, thematic maps i.e., vegetation, density, & slope maps for collecting coordinates & altitude of ware points were created. For

Geo-morphological, Soil, BPL Population, SC/ST population, Canal, Roads, Rivers, Ground water Status, Nurseries, Check dams, Boribund, Cross

bund, Drinking water situation Slope percent. These were all given proper weightages according to the DoLR specification. This helped in

prioritization of various watershed areas.

b) Planning

A action plan matrix was been formulated by State Level Nodal Agency(SLNA) taking into account various features like the slope percent,

soil Depth, Soil Texture, Soil erosion in the area for wasteland, forest land and agricultural land.

Global positioning System (GPS) was used to identify each and every water conservation structures available in the project area. This will be

used to create a map. Contour Map of vertical interval of 1 meter at a scale of 1:8000 was used for identifying various location specific for soil

and water conservation structures.

c) Hydrological modelling

Hydrology modelling technique has been used for locating drainage, stream length, flow direction, sink , Flow accumulation. This model

overlaid over cadastral map Help to calculate the catchment area of each structures like the check dam etc. This has helped to remove the

human error which generally occurring while calculating the catchment area of a check dam precisely.

4.2. Institution formation in Watershed 1. Watershed Committee (WC)

It is a committee that is constituted by Gram Sabha to implement the watershed project with technical support of WDT in the village. This

committee is registered under society Registration Act 1860. The Gram sabha of the village selects the chairman of the watershed committee with

the secretary who will be a paid functionary. The Watershed Committees were formed accordingly in the Nine villages of Palaj project. The

watershed committee has a pivotal role during various processes like the PRA and overall planning of various points

Self Help Groups are motivated, small homogenous group organized together through highly successful of credit mobilization and thrift

activities. Self help groups are formed for women empowerment & uplifting their livelihood in a sustainable manner. Generally self help group

User Group:

These are homogeneous groups of persons having landholding within the watershed area. They are normally formed to manage an activity or asset

on a long term basis. The user group collects user charges from their members.

Focused group discussion will be conducted between the user groups to discuss the above conditions and to select potential members.

It was advocated that each group to formulate certain internal rules and have a feeling of ownership with community spirit

Entry Point activity (EPA)

EPA activities are certain important works which are in urgent demand of the local community. This helps in establishment of credibility of watershed

Development Team (WDT). It also acts as a rapport building activity of the village community. A group Discussion was conducted with watershed

Development Committee regarding the EPA activity. It was conveyed to the amount of Rs. 20.73 Lakhs was allotted for EPA activity, which was 4 % of

total allocated budget. The villagers discussed various activities which they felt is important but after a brief discussion it was conveyed to them that

only those activities can be taken, which revive the common natural resources for sustainable livelihood management. It was also taken into priority

that there should be a instrument of convergence which will result in sustainability of activities.

In Palaj project, the activities that can be taken up include the following:

1. New Cemetery with Wire Fencing

2. Water purifier

3. Snan Ghat

4. Books for Library

5. Animal Water Trough

Drinking water

The villages under IWMP-II are provided with good quality drinking water round the year. The houses have tap connection provided by Gram

Panchayat. Very few houses fetch water from the nearby wells which are around 1 - 1.5 km

Crops

The farmers mostly depend upon borewells rather than rainfall for irrigation purpose. The main crops cultivated in Alampur project area include

cotton, bajra, sugarcane, wheat, jowar and vegetable crops.

Rainfall is moderate but demand for ground water has been increasing all the time. The ground water table is depleting over the years. Presently it

stands at 250-350 ft.

Proper water harvesting structures and percolation tanks would go a long way in increasing water table depth from 250-350 ft in the pre-project level

to 150-200 ft in the post project period

Table no. 57: Area under horticulture

The principal occupations of the people are dry land agriculture, animal husbandry and casual labour work. The project plans for creation of both

wage employment and self employment opportunities. Wage employment would be created by engaging people in watershed physical works like

construction of earthen bunds, farm bunds, village pond, plantation, etc. Self employment would be created by providing the people with cash support

in the form of direct livelihood activities like agriculture, animal husbandry and enterprise development.

8. Prantiya

Livestock:-The village has quite a good of livestock population. These include cows, bullocks, buffaloes, goats, sheep and camels. The interventions

like provision of good quality cows and buffaloes, the establishment of a fodder bank and other such related activities would spur up the dairy

development in the village. It is expected that the post project period would see a substantial increase in livestock population and yield from them.

Plans for Monitoring and Evaluation

A Web-based GIS System is being developed for monitoring and evaluating the project in its planning & implementation phases. The system

would be available on a public domain and can be accessed by all the stakeholders of the project. The system shows the entire state of Gujarat and all

of those areas selected over the next 18 years. Filtering allows the user to zoom onto one particular project. Details related to soil type, Land-use

classification, inhabitation etc., can be obtained village-wise. Furthermore, survey-number wise details related to ownership, irrigation source, yield

etc., can also be accessed by the users of the system. This system is being used for pooling up the details obtained from the DPR. In other words, the

DPR is made available online in the form of a database which will help the stakeholders know areas of importance viz., already treated areas/historical

works in the area, proposed areas for treatment etc., for further treatment and planning. The system would also show the satellite imageries of various

years from the project inception stage to the project closing stages. This allows the user to evaluate the effectiveness of the treatment and thereby plan

corrective measures for the project area. The system would serve as an aiding tool to the planners and evaluators for judging the efficacy of the

project.

Yet another component of the Web-based GIS system is the Mobile based Monitoring & Evaluation System, which will help the ground staff alias

WDTs (Watershed Development Team) to transmit information from the ground level to the central server. Also, any higher-up official in charge of the

project can obtain information regarding the project area on their mobile phone by means of an SMS. The system works in the following manner. The

WDT equipped with a GPS instrument marks the latitude-longitude information of various treatment areas during the DPR. The probable sites are

then transferred onto the central server. During the works phase, any progress in the treatment areas is reported to the server by means of an SMS by

the WDT. Similarly, any nodal officer or higher-up official can view the progress in a project by means of summarized reports generated over frequent

periods of time.

Plans For Project management:

The Project management of any watershed programmed is very important. It mainly depends upon the community organization and the village

level institutes. In Eval, watershed committee and various user group have been formulated for post project operation and maintenance of assets

created during project period. Major emphasis will be on equity and sustainable benefit of the project even after implementation stage. A proper link-

up will be built during project period with various institutes and capacity building organization. They will act as a major kingpin during post

implementation for scaling up the successful experience during project

Watershed Development Fund:

The major source of financial assistance after post implementation period is watershed Development Fund. The contribution of it will come mainly through funding pattern as below: Details of Watershed Development Fund (WDF)

It is planned that for SC/ST, BPL population the contribution will be taken in form of voluntary labour and the fund for labour will be diverted to the

WDF.

User Charges:

Various user groups will be formed in village. These user groups will collect user charges according to the designated rules formed during the formation of user group. These funds will be transferred to the WDF funds as per these formulated rules. The secretary of watershed committee (WC) shall maintain the related records of all user groups farmers & benefited in the respective project area within stipulated period.
