District Governor’s Message Hello, fellow Rotarians!

Thank you for helping me “Connect” with you and your clubs during my official club visits. Indeed, I’m finding that Rotary does Connect the World! I am awed by the warm hospitality of club members and have enjoyed learning details of the actions you take to make our world, local communities and clubs better.

Fall is officially here, and with it comes the reminder that while we enjoy beautiful places and great weather in our district, there are still many local communities that suffer from economic challenges including food insecurity. Rotary International officially recognizes October as Economic and Community Development month. During 2019-2020, Districts in Rotary International Zones 33 & 34 have been asked to spearhead partnerships with local Feeding America Food Banks in a challenge to raise the equivalent of 10 million meals for the region. I encourage you to learn more and “sign up” your club to join the challenge at www.rizones33-34.org/hunger.

Let’s Get District 7680 to 100% Member Participation in CART Contributions!

District Governor Beth Trotter is challenging each member of District 7680 to contribute $10 to CART by the end of this Rotary year. This will total more than $26,000 in Alzheimer’s research funding if every member participates. As an added incentive, the district will be giving out Golden Buckets to two clubs: one to the club that gives the most overall, and one to the club that gives the most per capita.

Speaking of 100% …. Did you know that that’s the percent of CART contributions that go toward cutting edge Alzheimer research grants? That’s right – every dollar given goes straight into research that would not ordinarily get funded. The grants serve as SEED money to get research in front of drug companies and clinical trials. In May 2019, CART recipients received 5 grants totaling $1,000,000 and total CART giving for all years hit $8.2 million over 50 grants. Now’s your chance to grow those numbers.

October is Economic and Community Development Month From Economic and Community Development Project Strategies

Economic and community development is one of Rotary’s six areas of focus.

Unemployment, underemployment, lack of economic opportunity, lack of appropriate training, and the absence of social safety nets lie at the core of poverty. For the poor, labor is often the only asset available to improve well-being. Creating productive employment opportunities is essential for reducing poverty and achieving sustainable economic and social development and for providing income security and empowerment especially for women, people with disabilities, youth, and the extremely poor.

Like education and health strategies, generating income and creating opportunities for a productive workforce and entrepreneurship are essential for reducing poverty. Consider these facts:

Every 1% increase in agricultural income per capita reduces the number of people living in extreme poverty by between 0.6% and 1.8%.

Studies find strong evidence that access to microcredit leads to reduced vulnerability, in the sense of a lower threat of fluctuations in income or consumption.

In Nigeria, studies show that a mere 1% investment in human resources such as education and training will lead to a more than 66% decrease in poverty.

Women in low value-added sectors lack skills to access other higher value-added sectors. As shown in countries such as Singapore, Taiwan, and Malaysia, an increase in vocational training is a precondition for countries to make the transition from low to high value-added production.

Tremendous progress has been made to reduce global poverty. According to the World Bank, 1.92 million people lived on less than $1.25 a day in 1990 compared to only 1 million in 2011. In 2015, several Millennium Development Goal targets were met. While substantial progress was made in many areas, pressing global needs still remain. With the adoption of the Sustainable Development Goals, an updated development agenda outlines remaining concerns:

Almost 202 million people were unemployed in 2013. 74.5 million of whom were young people, ages 15-24.

Agriculture is the main source of income and employment for the 70% of the world’s poor who live in rural areas.

The gender gap in employment persists, with a 24.8 percentage point difference between men and women in the employment-to-population ratio in 2012.

Million Dollar Challenge

Our District is presently engaged in a special effort to raise a million dollars or more to do good in the world though the work of our Rotary Foundation. The money we raise will do much to finally end polio, build peace, do good locally by funding projects identified by clubs in our district that are of local importance, and do good around the world in Rotary’s Six Areas of Focus.

All new gifts of $10,000 or more, including three-year pledges, life income agreements, and bequest commitments made from July 2019 through January 2021 to any area of Rotary’s important work will count as part of this effort. We will celebrate the results of your generous support with a senior Rotary leader at a Million Dollar Dinner in the Spring of 2021.

A team of “Foundation Champions” has been appointed to assist you with your major and/or planned giving and to provide information about our Million Dollar Challenge. Their names and contact details are below and will be provided in Wheel of 7680 throughout the duration of the Challenge.

Bravo to Charlotte North Rotary Charlotte North Rotary has begun a new tradition. Instead of giving speakers a trivial gift such as a pen or egg timer, they are presenting them with a certificate for a tree to be planted in their honor. Working with Trees Charlotte, Charlotte North members will plant these trees. Once they are planted, they will send photos of the tree and a plaque attached to the tree dedicating it to the speaker. Their next tree planting event is in November. What a wonderful way to celebrate our speakers. Thanks, Charlotte North, for such an inspiring incentive.

You are receiving a PDF copy of the English 2019 MOP, which contains the official text of the constitutional docu-ments. Please click https://my.rotary.org/en/document/manual-procedure-035 to download your PDF. The MOP, along with other governance documents, can also be accessed on My Rotary at: https://my.rotary.org/en/learning-reference/about-rotary/governance-documents. Language versions of the MOP will be available by the end of October, but the constitutional documents are currently available in languages on My Rotary.

Hardcopies of the MOP can be purchased shortly in the Rotary Shop at shop.rotary.org. These will be available through April 2020, or you may simply print the PDF. We have updated the format of the 2019 MOP to allow for easy printing.

The constitutional documents were published in English in June 2019; however, a few corrections came to our attention shortly afterwards for the RI Bylaws and the Club Constitution. The updated documents are now post-ed to My Rotary and have been updated in the published MOP. If you have the previous version, please note the following corrections:

• RI Bylaws • The last sentence in subsection 3.020.1. was moved to subsection

3.020.6. • A second sentence was added to section 6.010., plus a reference to

the section was added to section 12.010. • Club Constitution

• In article 10, subsection 3 (a), the reference was corrected to “sub-subsection (1)(d)(7).”

• In article 13, section 4 (a), the “or” was corrected to “and” between sub points 1 and 2.

5 Reasons Why Polio Can Be Eradicated By Rotary International Jul 29 2019

We know that we can and we will eradicate polio, but how do we know that? Only one human disease has ever been eradicated—that’s smallpox. What makes a disease a good candidate for eradication?

Poliovirus causes acute, non-persistent infections The virus causes acute, short term infections, meaning that a person infected with polio can only transmit the virus for a limited amount of time. Prolonged infection with wild polioviruses has never been documented and in most cases infected people can only transmit the virus for 1-2 weeks.

Virus is transmitted only by infectious people or their waste Some diseases can be transmitted in a multitude of ways, which can make a disease an impossible candidate for eradication. But the poliovirus is typically transmitted just one way: through human waste. Eradicating polio is not an easy task, but the way polio is transmitted simplifies our ability to tackle the disease.

Survival of virus in the environment is finite Did you know there’s just one strain of wild poliovirus that continues to infect humans? (There used to be three strains of poliovirus that regularly infected humans.) The wild poliovirus cannot survive for long periods outside of the human body. If the virus cannot find an unvaccinated person to infect, it will die out. This is why we have to keep every single child vaccinated—so the virus cannot find any humans to infect. The length of poliovirus survival varies according to conditions like temperature, and the poliovirus infectivity decreases over time.

People are the only reservoir Hundreds of diseases can be transmitted between insects, animals and humans. One of the things that makes polio eradicable is the fact that humans are the only reservoir. No poliovirus has been found to exist and spread among animals despite repeated attempts to document this.

Immunization with polio vaccine interrupts virus transmission Not only are there two safe and effective polio vaccines, but vaccination against polio generates herd immunity, which increases the percentage of the population that is immune to the disease.

Mass campaigns using oral polio vaccine, where all children in a specified geographic area are immunized simultaneously, interrupts wild poliovirus circulation by boosting population immunity to the point that transmission of polio cannot be sustained.

1. There are more cases of wild poliovirus in 2018 than in 2017. Should we be discouraged?

No, not at all. We’ve always expected the number of cases to fluctuate somewhat as we get closer to zero. We’ve gone four straight years with fewer than 100 cases per year. That’s an indicator of great progress. With dedication from governments and Rotarians in areas still affected by polio, we’ll get there.

2. Why is it so difficult to eradicate a disease like polio?

Remember that even in the United States, where polio vaccine was readily available, it still took 20 years to become polio-free. And the areas we are working in now don’t have health systems that are as well-developed as in the United States.

3. What challenges are you seeing now?

We have been working intensely in the endemic countries—Afghanistan, Nigeria, and Pakistan—for a number of years, and some of the citizens in those countries are getting concerned that we are spending money on polio eradication when they have so many other needs. There’s some resistance to keep on receiving immunizations for polio, and polio alone. Our challenge is to find ways to provide other services to the citizens and children so we will have the parental support we need—to provide the “plus” in PolioPlus.

4. What role does armed conflict play in those areas?

It makes the logistics of immunization far more difficult. The Global Polio Eradication Initiative partnership is not only dealing with governments—we’re dealing with anti-government elements as well. While we’ve worked to gain everyone’s trust and support, we’ve had areas that were inaccessible to immunization teams for months and sometimes years at a time.

5. Do immunization teams know when they miss children? Or are there children they don’t even know about?

I think we have a good handle now on knowing when and where we’re missing children. The challenge is to keep reducing the number we

miss. In Nigeria, we have done a lot of work since we were surprised by the discovery of several polio cases in Borno state in 2016, two years after the country had last seen a polio case. We now know through GPS mapping where the children area, and we are working with authorities there to make sure all children receive the polio vaccine.

6. Where are we seeing successes?

We haven’t had any cases of wild poliovirus anywhere in the world in nearly five years except in the three endemic countries. And in Nigeria, it’s been almost three years since we had any wild poliovirus cases, and those occurred in a small area of the country.

7. What’s the most important thing Rotarians should know?

I’ve been extremely impressed with the dedication and persistence of Rotarians in Afghanistan, Nigeria, and Pakistan. They are working hard to make sure polio is eradicated. It’s pretty amazing what they do in those countries.

Rotarians should continue to be optimistic and to support eradication. We also need Rotarians to bring the need for continued funding to the attention of their government leaders. We can’t lose sight of the goal.

Although it currently circulates in only a few countries, polio is highly infectious and spreads rapidly.The disease, which afflicts mainly children, is transmitted via contaminated water and food supplies.Five to 10 percent of cases are fatal. As long as polio threatens even one child anywhere in the world,children everywhere are at risk. Only the global eradication of polio will ensure that no child ever againsuffers its devastating effects.

WHAT YOU NEED TO KNOW

• If polio is not eradicated, within 10 years, as many as 200,000 children will be paralyzed by it each year.

• In 2018, more than 400 million children were vaccinated multiple times using more than two billion doses of oral polio vaccine. This will be done every year until the world is certified polio free. Rotary funds will help do this.

• To date, 122 countries have benefited from PolioPlus grants.

• Since 1988, the number of polio endemic countries declined from over 125 to three.

• With the Bill & Melinda Gates Foundation, every $1 Rotary commits to polio eradication is matched 2-to-1 (up to $ 50 million per year).

On average,a child can be fullyprotected against polio for US$3.

Since 1998, Vitamin A supplements have been addedto polio immunization activities, helping to avert an estimated 1.5 million childhood deaths.

A study published in 2010 in the medical journal “Vaccine” estimates the economic benefit of polio eradication as US$40-50 billion.

FUNDING• A new strategy called the Polio Endgame Strategy 2019-2023: Eradication, Integration, Certification and

Containment is being drafted. Rotary is extending our matching agreement with the Gates Foundation to raise US$50 million per year to be matched 2:1 to support the new strategic plan.

• By the time the world is certified polio-free, Rotary’s contributions to the global polio eradication effort will exceed US$2.2 billion, including over US$985 million in matching funds from the Bill & Melinda Gates Foundation.

• Rotary’s contribution to the GPEI since 1988 accounts for nearly 10% of all contributions through June 2018 and approximately 31% of private sector giving.

What is circulating vaccine-derived virus? In populations with low-immunization coverage, it is possible for the weakened virus used in the oralvaccine to circulate in the environment long enough to undergo genetic changes that can causeparalysis. This is called vaccine derived poliovirus and is tracked separately than cases of wildpoliovirus. Tenth Annual Dental/Medical Mission Trip to Cusco Peru, March 2020 By Raffaele Beltram

Fellow MRC Rotarian/Dear Friend:

As many of you know, I am doing my TENTH Dental/Medical mission trip to the Cusco area of PERU in March 2020, sponsored in part by our Matthews Rotary Club and District 7680. If you are interested in joining me, we can offer you a $ 250 reduction per person in your party, whether for this program or the regular program with the Inka Trail hike.

Would appreciate promoting to some friends, especially dentists and medical doctors if they would be willing to accompany us.

Since this is a mission trip in essence, parts may be tax deductible.

In anticipation and parallel to it, I have some friends/clients that wish to see the country but not necessarily do the Inka Trail Hike following the mission days, thus I've prepared the following program for those who would prefer to take it slow and easy in Perú (Please note, those that wish to do the Inka Trail will of course still be able to do so!)

Dates of the trip: 08 - 24 March 2020

Upon flying into Lima, we will take some time to explore this modern and colonial capital of the Spanish empire in the Americas. Next we travel by land to Nazca to view the Nazca Lines. We then move to Arequipa, the second largest city in Perú, known as the 'White City.” Then, on to Colca Canyon, which is three times deeper than the Grand Canyon and a gateway for us to admire the condors flying at eye level. We continue our trip climbing up the Andes to Lake TitiCaca, where we will enjoy a full day of visiting the Uros and their floating Islands, as well as Taquile Island where they still live and continue their ancestral traditional way of life. We then drive to Cusco, Capital of the Inkan Empire, on the way we will include stops at the pre-Inka necropolis of Sillustani, a stop in Lampa to view the 'only' copy in the world of the Pieta by Michelangelo, the Inka ruins at Raqchi and other sites time permitting. That evening in Cusco, we will meet our incoming dental/medical mission group. We will spend their first day visiting the village of Ccasacunca with them as they set up for three days of assisting local people free of charge.

We then move on to the Sacred Valley, taking the train to Macchu Pichu for an overnight there. The morning will include a guided tour of the Citadel before returning to Cusco for overnight prior to next day return home!

Land cost $3,990 per person sharing double room and staying at Sanctuary Lodge in Machu Picchu (by the ruins - only have a couple of rooms). Cost staying in Machu Picchu Pueblo, the Village, $3,448.00.

Through a partnership with the Rotary Club of Bayonnais, and with both District 7680 and Rotary Foundation matching

grants, funds raised will be used towards drilling wells and building clean water filtration systems in remote villages near

Bayonnais, Haiti. The club has completed six projects in small communities in Haiti, and made a difference in the lives of

over 15,000 individuals.

The Rotary Club of Lake Norman-Huntersville is hosting the 21st Annual Wine Spectacular on Saturday, October 19, 2019 at 7PM at the Northstone Country Club, Huntersville, NC. We invite you to join us for a fun night which will feature private wine tastings, heavy hors d’oeuvres, dinner with a Southern flair, champagne fountain, live and silent auctions, live jazz music, and more. Our auctions will feature autograph sports memorabilia, as well as luxury items for men and women, fine wines and unique vacation packages.

Kannapolis Rotary Club’s2019 Golf Tournament

KCS Expanding Opportunitiesfor Students

Kannapolis CitySchools iscontinuing toexpand theopportunities that itoffers to students.During the 2018-19school year, KCSadded magnet

programs in A+ Arts, Global Studies, and SpanishLanguage Immersion. All of those programs are open toelementary students living anywhere within the KCSdistrict, which means more options for students andtheir families. KCS also has added other innovativeprograms at the elementary level, including Classroomsof Tomorrow, Real School Gardens, and Learn Well/LiveWell. At the middle and high school levels, KCS hasadded courses in Engineering, Information Technology,and Graphic Design that give students broader options.KCS even gives students internship and apprenticeshipopportunities. Thanks to partnerships with WayneBrothers Construction, Hilbish Ford, and S&D Coffee,

The Kannapolis Rotary Club is proud to offer scholasticscholarships to qualifying seniors graduating from A.L.Brown High School, Kannapolis, NC. Just to name afew, recent scholarship recipients have enrolled incolleges such as UNC Chapel Hill, Appalachian StateUniversity, UNC Pembroke, Catawba College, NC StateUniversity, Central Piedmont Community College,Rowan Cabarrus Community College andTrevecca Nazarene University. TheKannapolis Rotary Club salutes thestudents and faculty of Kannapolis CitySchools for their rewarding commitment.

KCS students can complete apprenticeship programsduring high school and have guaranteed job offers assoon as they graduate. Apprenticeship students alsoare eligible to receive scholarships that allow them toattend college for free.

KCS is finding other ways to expand Career TechnicalEducation programs. For example, students can nowtake courses in the areas of public safety, and they willsoon have the chance to be trained in advancedmanufacturing. In addition, KCS students are earningcertifications in the fields of welding, internettechnology, nursing fundamentals, and more. Duringthe 2018-19 school year, KCS students earned $2.5million in college scholarships, and many enteredhigh paying jobs right out of high school thanks tocompleting apprenticeship programs or earning careercertifications in high school.

KCS will continue to offer these life changingopportunities for students at all levels and will workto add more options in the years to come. Having thesupport of the community to build these programs isvital, and KCS is extremely grateful for the support ofthe Kannapolis Rotary Club in giving our studentseven more opportunities to succeed.

2019 Tee Off For Kids Rotary Club of Charlotte-South Golf Classic

• The Golf Classic is a fund raising event to support the Charlotte South Rotary initiatives for children. "Beach Blast" has been

our Club’s signature project for the past 30 years. We take approximately 500 VERY deserving inner-city middle school

students to the beach to enjoy a day of sun, surf, food, and fun. The Club has also been involved with a number of other

projects over the years, including the Y-Readers program, camp for grieving children and Beds for Kids to name a few.

Klaus Becker has been a long-time supporter of

the Charlotte International Rotary Club, and most recently

helped to organize the Diversity in the Global Workplace

Forum, which our club co-sponsored. He is the Honorary

Consul of Germany and founder of the North Carolina

Zeitgeist Foundation, which strives to strengthen

relationships between Germany and North Carolina. Klaus is devoted to service, an

established global leader in our community, a friend of Rotary and truly deserving being

Johnelle Causwell has worked for International

House since 2012 and currently serves as Citizen Diplomacy

Program Director. She currently works on the local level to
