    At 10 am today, the low pressure area (LPA) was at 110 km East ofHinatuan, Surigao del Sur (8.4N,

    127.4E) and is embedded along the Intertropical Convergence Zone (ITCZ). These weather systems are

    expected to bring moderate to occasionally heavy rains and thunderstorms over Palawan, Visayas and

    Mindanao which may trigger flashfloods and landslides.

    -Kaninang 4:00am, itong LPA po ay nasa layong 190km silangan ng Davao City.

    -Ito po ay nakapaloob pa rin sa ITCZ.

    -Inaasahan po natin na ang Eastern Visayas at CARAGA region ay makakaranas ng moderate to heavyrainshowers and thunderstorm na maaari pong mag-trigger ng landslide at flashflood.

    -Dito naman sa Metro Manila, inaasahan po natin na magiging maganda ang panahon. May isolated lang pong

    MAUBAN, Quezon, Agosto 7 (PIA) -- Patuloy na ipinatutupad ng Department of Social Welfare and

    Development (DSWD), Region 4-A ang programang Pantawid Pamilya Pilipino Program o 4Ps sa

    bayang ito.

    Sinabi ni Liza Hernandez, team leader ng programang 4Ps sa bayan ng Mauban na umabot na sa bilang

    na 2,757 mula Hunyo 2013 hanggang sa kasalukuyan ang mga kabahayan o mahihirap na pamilya ang

    nakikinabang sa nasabing programa.

    Sa ilalim ng programang 4Ps, ang bawat isang pamilya na may anak at may edad na 0 hanggang 14

    na taon ay tumatangap ng P300 na tulong na salapi para gamitin sa pag-aaral at P500 na tulong

    pangkalusugan sa bawat isang pamilya.

    Ang P300 ay ibinibigay depende sa bilang ng mga anak na nag-aaral kung saan ay hanggang tatlo

    lamang anak sa bawat pamilya ang makikinabang ng tig P300.

    Ipinatutupad din ng DSWD ang programang modified conditional cash transfer para sa mga

    kabataang mahihirap na may edad na 15 hanggang 17 kung saan ang kabataang mag-aaral ay

    tumatanggap ng tulong na P500 kada buwan.

    Ang mga pamilyang benipisyaryo ng programang 4Ps ay inalam ng DSWD sa pamamagitan ng

    isinagawang national household targeting system (NHTS) kung saan ang mga benipisyaryo ay pawang

    TRECE MARTIRES CIY, Cavite, Aug 6 (PIA) -- A total of 1,100 less fortunate but deserving college

    students from three municipalities received educational financial assistance of P1,500 each for the

    first semester of school year 2013-14 from Cavite Representative Roy M. Loyola.

    The distribution was done on two occasions: on July 14 at the Milagrosa Elementary School where

    400 college students from Carmona received their educational financial assistance and the other was

    held simultaneously at the Silang West Elementary School and at the Perpetual Help-GMA campus

    July 21 with 1,100 college students from Silang and Gen. Mariano Alvarez benefiting from said

    program.

    The program has been running since 2011 primarily for deserving college students residing within the

    fifth district of the province which comprise the towns to Carmona, Silang, and General Mariano

    Alvarez (CarSiGMA).

    College student-beneficiaries from Carmona acknowledged and thanked Loyola for the scholarship

    program which is a big help in pursuing their dreams.

    Likewise, families of the less-fortunate but deserving college students from CarSiGMA were very

    TRECE MARTIRES CITY, Cavite, August 5 (PIA) -- To the family whose earnings are not sufficient to put

    their children to school, the provincial government recently distributed scholarship assistance worth

    P5,145,000 for 1,029 qualified students last July 27.

    At present, a total of P42,695,000 were distributed to more than 5,000 students (provincial

    government scholars) in three years under the leadership of Governor Jonvic Remulla with the

    assistance of Mr. Alvin Mojica, Chairman of the Provincial Scholarship Program.

    In 2012, the provincial government scholarship assistance for the first semester reached Php

    5,550,000.00 for 1,110 students and another 9 million pesos for 1,800 students on the second

    accommodate the increasing number of students who will be qualified for the educational

    BATANGAS CITY, August 7 (PIA) -- The Department of Agriculture Region IV-A (DA IV-A) awarded to the province of

    Batangas during its Agriculture Day Celebration on August 5, 2013, a total of P15,445.458 worth of agricultural

    interventions as part of the government's aim to promote food staples sufficiency in the country.

    Regional Executive Director Vilma M. Dimaculangan of DA IV-A, who awarded the interventions to Governor Vilma S.

    Recto of the province, said that the DA particularly the Calabarzon region is finding ways and means to pump up the

    agricultural sector of Batangas.

    With these farm machineries and other implements, we in the Department are positive that we can achieve our goal

    which is food staples sufficiency particularly in rice. Our strong linkage with our partners in the local government units will

    pave the way for better agricultural sector in our region. Likewise, I would like to thank Governor Recto for her

    unrelenting support to this sector and rest assured of our continuous support, RED Dimaculangan said.

    For her part, Gov. Recto said that her province welcomes all the support that the national government is giving them. She

    Elementary School benefited from the 1st Regional Nutrition Service Caravan In the observance of

    Nutrition Month this July.

    This is a joint project by the Regional Development Council (RDC) and the National Nutrition Council

    (NNC) of Region IV-A Calabarzon in cooperation with the city government of Antipolo and the

    Antipolo City Mayor Jun Ynares said it was a timely activity since he has prioritized to address the issue

    of malnutrition in the city. At present, Antipolo City has the ominous reputation of having one of the

    highest incidence of malnutrition in the whole Calabarzon region.

    Ill have to admit that at this moment, the state of malnutrition in the city is alarming. Im looking

    deeper into the cause and reviewing the nutrition program of the city to make it more responsive.

    Changes have to be done and this activity moves us on the right track, remarked Mayor Ynares.

    Elementary and day-care students benefited from the several activities of the nutrition caravan such

    as: medical and dental mission, nutrition assessment and counseling, lectures, film showing,

    information campaign on deworming, among others.

    Moreover, families particularly the parents, committed their support in the program, assuring that

    they will carefully monitor their childrens health by introducing vegetables and root crops in their diet.

    Meanwhile, seedlings and food packs were turned over by the City Environment and Natural ResourcesOffice to the beneficiaries of the "Food-For-Work" program, which encouraged families to be self-

    sufficient by planting.

    As a culminating activity of the nutrition caravan, a ceremonial tree planting was also conducted by

    officials of RDC, NNC, and Antipolo City government led by Mayor Ynares. With caravans successful

    staging, Mayor Jun Ynares is confident that his administration will be able to address the growing

    President Benigno S. Aquino III has declared August 16, which falls on a Friday, as a special (non-working) day inthe city of Davao in celebration of the Kadayawan Festival.

    The Chief Executive issued the declaration through Proclamation No. 630 signed by Executive Secretary Paquito N.

    Ochoa Jr. on August 1, on request of the Sangguniang Panlungsod to enable the people to participate in the event.

    3. President Aquino says Department of Agriculture drafting feed crops roadmap to ensure availability andsupply of feeds

    To ensure the availability, constancy and supply of feeds for the livestock and poultry industry, President Benigno S.Aquino III said on Wednesday that the Department of Agriculture is drafting the Livestock, Poultry, and Feed CropsIndustry Roadmap that will be completed by the end of August.

    In his speech keynoting the opening of the Livestock Philippines 2013 at the SMX Convention Center in Pasay City,the President said the roadmap also aims to address the imbalance of feed millers in the country which currentlystands at: 332 in Luzon, 49 in Visayas, and only 66 in Mindanao.

    This is why, to develop the market for animal feeds in the country and to ensure the availability and constancy ofsupply, the DA is drafting the Livestock, Poultry, and Feed Crops Industry Roadmap, which will be complete by theend of the month, the President said.

    Through this roadmap, initiatives such as feed farming-milling and livestock and poultry integration partnerships willbenefit more than 850,000 small corn farmers and backyard livestock and poultry raisers in the first three years ofimplementation alone, he added.

    He said that other measures included in the roadmap such as the Anti-Microbial Resistance Program, which will

    monitor the use of antibiotics in feed and veterinary products beginning in 2014, will also help to ensure the safetyof animal feeds. PND (rck)

    The government is well aware of the incidents and he assured the public that government will intensify all its effortsto identify the perpetrators.

    Asked if theres a need to deploy additional troops in Mindanao, Lacierda said it s up to the armed forces to decidewhether augmentation is needed to fend off attacks.

    But the Palace official said there are several commands in Mindanao and sending more troops may be unnecessaryat this time. The primary focus of the police and the military is intelligence gathering, he said.

    The investigation for the attacks in Cagayan de Oro City, Cotabato City and North Cotabato are currently ongoingand the government expects results soon, he said.

    They are all going to be investigated. The Cagayan de Oro blast is being investigated right now. This morningsbombing in Midsayap and also in Shariff Aguak will also be investigated. Were asking for updates from the PNPand AFP, Lacierda said.

    The President said Tuesday that he was to meet the Cabinet security cluster to discuss the spate of bombing inMindanao. Lacierda said he has no information on the result of the Presidents meeting with the security cluster.

    5. Palace welcomes Standard & Poor's report on strong Philippine economy

    Malacanang welcomed a report by Standard & Poors (S&P) saying the Philippines has become the leadingeconomy in Southeast Asia, surpassing its neighbors.

    S&P, which recently upgraded the Philippines to investment grade, said in a new report released Monday that the

    country has taken over the Asean growth leadership role from Indonesia.

    The Philippine economy would grow by 6.9 percent this year, faster than other Asean economies, it said.

    S&P sees Indonesias gross domestic product (GDP) to grow 6.1 percent; Vietnam, 5.3 percent; and Malaysia, 5.3percent. The Philippine growth forecast is higher than that for China at 7.3 percent.

    Upang tiyaking laging may sapat na pagkain para sa mga alagang hayop at manok sa bansa, sinabi ng PangulongBenigno S. Aquino III Miyerkoles na matatapos sa buwang ito ng Agosto ang inihahanda ng Kagawaran ngPagsasaka na Livestock, Poultry and Feed Crops Indusrtry Roadmap.

    Sa talumpati sa pagsisimula ng Livestock Philippines 2013 sa SMX Convention Center sa Lungsod ng PasayMiyerkoles, sinabi ng Pangulo na pakay rin ng roadmap na matugunan ang hindi balanseng bilang ng mga feedmillers sa bansa dahil ngayon, 332 ang nasa Luzon, 49 sa Kabisayaan at 66 lamang sa Mindanao.

    Ito ay upang maging maayos ang merkado ng mga pagkain ng hayop sa bansa at tiyaking laging may mabibili angsino mang nangangailangan. Kaya nga binabalangkas ng Kagawaran ng Pagsasaka ang Livestock, Poultry andFeed Crops Industry Roadmap at tatapusin sa buwang ito, sabi ng Pangulo.

    Sa pamamagitan ng roadmap na ito, maaaring magkaroon ng feed farming-milling and livestock and poultry raisersintegration partnership sa unang tatlong taon man lamang ng pagpapatupad nito, dagdag ng Pangulo.

    Among the Philippines earliest achievements in science and technology were a number of measures for the health oflivestock and poultry. In 1906, for example, the work to eliminate rinderpest began. This livestock disease becamerampant following the importation of livestock into the Philippines after the revolution and the war. Then, Filipinos andAmericans worked together to develop, test, and eventually implement the use of a serum that would immunizeanimals. At around the same time, our then-Bureau of Science also found itself devoting much of its work tomonitoring public health and the existing food supply.

    Undoubtedly, the hard work of generations of scientists and stakeholders in the agricultural industry, whether here oracross the globe, has redounded to great benefits for all. Rinderpest has been eradicated, and countries have put inplace controls to prevent the proliferation of other animal diseases still in existence. The Philippines itself has beenfree from Foot and Mouth Disease (FMD) since 2010, and from Highly Pathogenic Avian Influenza (HPAI) since2005.

    If we are to draw any lesson from the anecdotes I mentioned earlier, it would be that: then, as today, food security isnot just about ensuring the stability of supply; it is just as much about public health and safety. Perhaps the burden iseven greater today. After all, while modernization allows stakeholders to become even more efficient, this also entailshigher standards in maintaining the health of animals, the safety of end products and consumers, and the welfarealso of the environment. This is precisely what we are doing in the Philippines improving each step in the process,from beginning to end.

    For instance, towards maintaining the health of poultry and livestock, our Department of Agriculture (DA), through theBureau of Animal Industry, provides strategic vaccination and disease surveillance, amongst other services, toeradicate and control 13 infectious animal diseases.

    As evident in this Expos theme, animal feeds are part and parcel of animal healthand consequently, of foodsecurity. One of our most basic concerns is maintaining the availability and the sufficiency of feed. Right now, thereseems to be an imbalance: as to the 447 feed millers in the country, 332 are in Luzon, 49 in Visayas, and only 66 inMindanao, which, by the way, produced half the countrys corn in 2012.

    Of course, SMEs and businesses have the options of importing feed, which is why we have Expos like this one. But,what about the smaller players in the industry? This is why, to develop the market for animal feeds in the country andto ensure the availability and constancy of supply, the Department of Agriculture is drafting the Livestock, Poultry,and Feed Crops Industry Roadmap, which will be completed, Im told, by the end of the month. Through this

    roadmap, initiatives such as feed farming-milling and livestock and poultry integration partnerships will benefit morethan 850,000 small corn farmers and backyard livestock and poultry raisers in the first three years of implementationalone. Other measures such as the Anti-Microbial Resistance Program (AMRP), which will monitor the use ofantibiotics in feed and veterinary products beginning in 2014, will also help to ensure the safety of animal feeds.

    The work does not end there: our government is also constructing the necessary infrastructure to facilitate the growthof agriculture in the country. Farm to market roads, or FMRs, constructed and rehabilitated from 2011 to June 2013have linked 1,147 barangays to main road networks and markets, benefiting 300,000 of our farmers. And for thefuture, our Department of Public Works and Highways will be partnering with the Department of Agriculture toconstruct even more farm-to-market-roads to benefit even more barangays. Even better news: these roads will beconstructed with the same efficiency that the DPWH has displayed in its other projectsproducing better qualityroads at a lower cost, mostly ahead of time. This, on top of the ports, airports, and other transport hubs we areconstructing and upgrading to improve transport and travel across the archipelago.

    Right now, we also have a total of 131 operational accredited Livestock Oksyon Markets (LOMs) across thecountry. These serve as centralized trading facilities for animals, particularly, cattle and carabaos. These LOMsensure the health of livestock, by requiring Veterinary Health Certificates for all livestock entering the facilityall ofwhich still undergo inspections by on-site veterinarians, as an added measure.

    Behind these initiativesand behind our governments decision to prioritize the agricultural sectorlies a singlequestion: What will yield the greatest benefit for the common Filipino? This has guided all our efforts. The roads andtrading centers constructed under our watch bring farmers closer to the markets, and facilitate the movement ofgoods. Disease control and health mechanisms are in place to ensure that the pork or chicken products that find theirway to the dinner tables of our countrymen are safe for consumption. Plans to develop the feeds industry and makethe most of materials grown in the Philippines redound to a more stable livelihood for corn farmers and access tocheaper feeds for backyard livestock and poultry raisers. And events like this bring local and foreign stakeholders

    togetherhopefully, to forge partnerships that will spur the growth of the Philippine livestock and poultry industry.

    Preliminary data showed that the countrys gross international reserves (GIR) rose to US$82.9 billion as of end-
