    1. PAGASA: At 4:00pm today, a low pressure area (LPA) was estimated based on all available data at 210km

    northwest of Puerto Princesa City (11.5N, 117.5E) embedded along the Intertropical Convergence Zone (ITCZ)

    affecting Southern Luzon and Visayas.

    FORECAST: Metro Manila and the rest of Luzon and Visayas will experience cloudy skies with light to moderate rain

    showers and thunderstorms. Mindanao will be partly cloudy to cloudy with isolated rain showers or thunderstorms.

    Light to moderate winds blowing from the southeast to east will prevail over Luzon and Visayas and coming from

    the southeast over Mindanao. The coastal waters throughout the archipelago will be slight to moderate.

    -Namataan ito 210 km sa may hilagang kanluran ng Puerto Princesa at ayon sa PAGASA ay mababa ang posibilidad

    na maging bagyo ito pero nagdadala ng mga pag-ulan sa lalawigan ng Palawan at Visayas.

    -Sa wind map ng Weather Central, inaasahang papalayo sa bansa ang kilos nito sakali mang mabuo ito bilang isang

    bagyo.

    -Nakapaloob ang LPA sa ITCZ na nakakaapekto naman sa Southern Luzon at Visayas at sa bahagi ito na nabubuo ang

    thunderstorm na nararanasan sa maraming lugar sa ngayong araw.

    -Kaninang 6:00 ng gabi ay naglabas muli ng thunderstorm advisory ang PAGASA para sa Rizal, Metro Manila,

    Bulacan at magpapatuloy raw po ang nararanasang ulan, pagkulog at pagkidlat sa mga nabanggit na lugar hanggang

    mamayang 8:00 ng gabi.-Asahan na rin po ang thunderstorm diyan sa Cavite, maging diyan sa Camotes Island sa Cebu, maging alerto raw po

    sa posibleng pagbaha.

    -Base sa datos ng Weather Central, makakaranas pa rin ng mga pag-ulan bukas sa Luzon partikular na sa silangang

    bahagi at sa Timog Luzon kasama na ang Bicol Region, at sa Metro Manila posibleng umulan bukas mula tanghali

    -Mothers and their children who needs to be repatriated on Sunday July 07, as of July 2 only a total of 312 have

    completed the interview process.

    -Meanwhile, 266 mothers and children are expected to complete the DNA testing procedure by the end of the

    working day.

    -Around 400 mothers and their children have yet to undergo interviewing by the inter agency team from the local

    Sinabi ni Cynthia Lacaba, mula sa provincial nutrition committee, na nagsasagawa sila ng mga supplementary

    feedings para sa mga preschool at grade school children na kulang sa timbang. Isinasagawa ito limang beses sa

    isang linggo hanggang sa 120 araw. Layunin nitong masustina ang nutrisyong kinakailangan ng mga kabataang ito

    na may kakulangan sa timbang at kailangan ng tamang nutrisyon.

    Patuloy din ang pagsasagawa ng joint quarterly meetings ng mga municipal nutrition action officer (MNAOs) at

    barangay nutrition scholars (BNS) upang palakasin ang mga komitiba ng nutrisyon at magkaroon ng ebalwasyon ng

    mga plano at programang ipatutupad nila sa kanilang mga pamahalaang lokal.

    Bukod pa dito, palagiang binibigyang diin ang kahalagahan ng pagpapasuso lalo na sa mga sanggol na may edad 0-

    6 na buwan.

    Nagbibigay din ang Provincial Health Office (PHO) ng Vitamin A sa ilalim ng garantisadong pambata program sa

    mga batang may edad 6-11 buwan at 12-59 buwan. Isinasagawa ito dalawang beses sa isang taon, tuwing Abril at

    Oktubre.

    Noong nakaraang Abril 2013 ay nakapagtala ang PHO ng 20,652 batang may edad 6-11 buwan at 173,151 na may

    edad 12-59 na buwan na naserbisyuhan ng naturang programa.

    Bukod pa rito may iron supplementation din na naipagkaloob at deworming o pagpupurga kung saan may 200,804

    kabataan ang nabigyan o 84 porsyento mula sa target ng pamahalaang panlalawigan na 238,802.

    Isinusulong din ang pagkakaroon ng isang malusog na pamumuhay at kaisipan sa pamamagitan ng pagpapaalala ng

    mga tamang dami ng pagkain batay sa nutritional value gayundin ang pagsusulong ng ehersisyo na mainam sa

    katawan.

    May mga programa namang nakahanay ang Provincial Agriculture ukol sa pagsusulong ng mga community garden

    sa mga tahanan at paaralan. Isang paraan ito upang isulong ang pag-aalaga ng halamang gulay na maaaringpakinabangan ng buong pamilya. Isang mabisang paraan din ito upang maituro sa mga kabataan ang kahalagahan

    ng pagkain ng gulay at ang sustansyang naiibigay nito sa katawan.

    Nagkakaloob sila ng mga buto ng gulay at organikong pataba upang pakinabangan ng mga tao sa barangay at

    paaralan.

    May mga livelihood programs naman na ipinagkakaloob ang Provincial Social Welfare and Development Office

    (PSWDO) at Provincial Cooperative Development Office (PCDO) para sa mga tinatawag na nutritionally at-risk

    families sa ilalim ng Pantawid Pamilyang Pilipino Program (4Ps).

    Magsasagawa din ng vegetable cooking contest sa apat na distrito sa lalawigan kung saan ang mananalo ay

    maglalaban laban sa Hulyo 29 kaalinsabay ng isasagawang BNS photo exhibit, pagbubukas ng lactation/health

    kiosk at pamimigay ng proyektong may kaugnayan sa nutrisyon sa mga nakatakdang benepisaryo gayundin ang

    LUNGSOD NG BATANGAS, Hulyo 2 (PIA) -- Mas lalong bibigyang pansin ng pamahalaang panlalawigan ang mga

    programang nakapaloob sa HEARTS na kinabibilangan ng health (kalusugan), education (edukasyon), agriculture

    (agrikultura), agriculture, roads/infrastructure (mga kalsada/imprastraktura), tourism at security (seguridad) sa

    taong ito.

    Sa panayam kay Governor Vilma Santos Recto, sinabi nito na ipagpapatuloy niya ang pagpapatupad ng mga

    programang magiging kapaki-pakinabang sa mga Batangueno upang mabigyan ng maayos at masaganang

    pamumuhay ang mga ito.

    Aniya, sa nakaraang taon ay tinutukan nila ang pagsasaayos ng mga district hospitals, pagpapagawa ng mgagusaling pampaaralan, day care centers, health centers at maging ang mga kalsada sa buong lalawigan.

    Nasa 98 porsyento na ng mga kalsada sa buong probinsya ang sementado na at ang dalawang porsiyento nito ay

    kinakailangan ng mga pagsasaayos. Isa sa nakikita nilang solusyon dito ay ang pagpasok sa public-private

    partnership upang magkaroon ng kaagapay sa pagpopondo at maisakatuparan ang mithiing kaunahang probinsya

    na nakapagsaayos ng mga provincial roads.

    Sinabi din ni Recto na pauunlarin pang lalo at bibigyang pansin ang sektor ng agrikultura sa lalawigan kung saan

    binabalak na gawing moderno ang mga kagamitan para sa irigasyon at post harvest facilities. May 60 porsyento ng

    lupain sa lalawigan ang agrikultural.

    Isusulong din ang pagpapalakas ng turismo lalo na at maayos na ang mga kalsada. Binabalak din ang pagkakaroon

    ng mga tourism policemen na syang magbibigay kaalaman sa mga turista kung saan ang magagandang lugar

    pasyalan sa probinsya.

    Binabalak din ang pakikipag-ugnayan sa mga resort owners upang magkaroon ang mga ito ng resort packages na

    siyang lalong magpapalakas sa mga natatanging baybay dagat sa lalawigan tulad ng Nasugbu, Mabini, San Juan,

    Calatagan at Lian.

    Ayon pa sa gobernador, isa sa kanilang tinitignan ay ang pagkakaroon ng mga maayos na hotels na maaaringpagdausan ng mga conventions at maaaring magbigay ng karagdagang kita at buwis sa lalawigan.

    Muli ding binigyang-diin ni Recto ang kanyang paninindigan ukol sa pangangalaga sa kapaligirang at likas na yaman

    ng lalawigan.

    The Chief Executive, likewise, gifted the IP Rondalla with travelling bags and organizers with the presidential seal

    and one P500 bill for souvenir during a courtesy call at the Malacanangs Heroes Hall.

    The IP Rondalla performed Isang Dugo/Kay Ganda Ng Ating Musika medley, Pobreng Alindahaw, Palladio andMaria Cristina before President Aquino and other government officials in the audience. After the performance, theIP Rondalla gifted the Chief Executive with a T-shirt.

    President Aquino thanked the Iskwelahang Pilipino for developing in Filipino-American children a strong positiveethnic identity and instill pride in the students' cultural heritage.

    During the event, the President recalled his experiences in Boston during the early 1980s after his father SenatorBenigno "Ninoy" Aquino Jr. was exiled to the US.

    He also shared with the IP Rondalla that he was busy meeting with concerned government officials about thegovernment housing project for the families affected by typhoon Pablo.

    He told the musicians that he enjoyed their performance and thanked them for sharing the Filipino culture andtraditions with the mainstream society in the US.

    In 1976, a group of parents led by Cristina Castro founded the Iskwelahang Pilipino in Newton, Massachusetts in abid to create a school where their children can develop a strong positive ethnic identity and have the chance tolearn about their Filipino heritage.

    At present, IP holds classes on four major programs namely music, folk dance, language and culture, and arts andcraft at the Bedford Center in Massachusetts.

    In 1986, the Iskwelahang Pilipino Rondalla was established. Composed of talented student musicians, the IPRondalla's varied repertoire is drawn from the rich folk music heritage, contemporary arrangements of traditionalfolk songs and original compositions reflecting the influence of Filipino-American cultural identity.

    The IP Rondalla has performed in important state-sponsored cultural events and international festivals such as theNew England Folk Festival, Newton Asian Festival, Asian American Heritage Month, Philippine Festival Week, andthe Rondalla International Festival.

    The IP Rondalla July 1990 tour of the Philippines was highlighted by a special performance before then-PresidentCorazon Aquino at Malacaang Palace.

    In April 1993, the group gave a special tribute performance in honor of Nitoy Gonzales, the beloved Filipino rondallamaestro, composer, and songwriter. In November that same year, the group took part in a special performance atthe Waldorf-Astoria Hotel in New York in honor of the visiting Philippine President Fidel V. Ramos.

    The following year, the IP Rondalla was again invited to perform for President Ramos at the Westin Hotel in Boston.In 1994, the IP Rondalla went on a three-week European concert tour of Belgium, Germany, The Netherlands,Austria and England.

    Their first full length CD, Crossing Over, was recorded and released in 1995. In celebration of the Centennial of thePhilippine Republic in 1998, the group completed a 3-week/18-performance tour of the Philippines highlighted by a

    performance at the Cultural Center of the Philippines.

    Aquino: Agencies should work together and charge 'sex-for-flight' perpetrators

    President Benigno S. Aquino III instructed the Department of Labor and Employment to coordinate with theDepartment of Justice and the Office of the Executive Secretary once it has sufficient evidence to charge anyone

    behind the alleged sex-for-flight scheme in the Middle East that victimized distressed overseas Filipino workers.

    The President met with Labor Secretary Rosalinda Baldoz on Tuesday who informed him about the ongoinginvestigation and the measures taken by the department in the aftermath of the revelations about the controversy.

    Secretary Baldoz assured the President that no one in DOLE will be spared if the investigation yields anywrongdoing on their part, Deputy Presidential Spokesperson Abigail Valte said in a message to Palace reporters.

    (DOLE) are investigating different cases of OFWs who fell victim to the scheme.

    Akbayan Rep. Walden Bello had earlier revealed the alleged sex-for-flight scheme at the Philippine embassies inSaudi Arabia, Syria and Kuwait and other parts of the Middle East. Bello initially was seeking the help of theNational Bureau of Investigation in finding the truth about the reported abuses.

    President Aquino said the NBI may be tapped to help in the investigation to stop the sex-for-flight schemevictimizing OFWs in the Middle East.

    The President also ordered the DFA and DOLE personnel abroad to look after the welfare of some 10 million OFWsabroad. PND (as)

    Filipino drug courier execution must serve as a lesson to Filipinos, says Palace

    Malacanang once again warned the people not to allow themselves to be victimized by drug syndicates foolingunsuspecting Filipinos to ship illegal drugs outside the country following the execution of a female drug courier inChina Wednesday morning.

    In a message, Deputy Presidential Spokesperson Abigail Valte told reporters that the Department of Foreign Affairsconfirmed Wednesday that the Filipina drug mule has been executed.

    We extend our sympathies and condolences to the family. We appeal to the media to allow the family their privacyat this difficult time. However unfortunate, we hope that this will serve as a continuing lesson to our citizens not toallow themselves to be victimized and to fall prey to these syndicates, Valte said.

    The Department of Foreign Affairs said the Filipino drug courier was executed in China Wednesday morning, a dayafter meeting her family in Shanghai.

    The Philippine Consulate in Shanghai is currently working for the repatriation of her remains to the country.

    In a last ditch effort last week, President Benigno Aquino III tried to send Vice President Jejomar Binay to China toappeal to the Chinese government not to execute the Filipino and instead commute her sentence to lifeimprisonment.

    Ipinaalam ni Kalihim Rosalinda Baldoz ng Paggawa sa Pangulo ang ginagawa nang pagsisiyasat at ang mgakarampatang hakbang na ginawa ng kagawaran nila tungkol dito.

    Tiniyak ni Kalihim Baldoz sa Pangulo na puspusan ang pagsisiyasat ng DOLE at tiyak na papananagutin ang sinomang matuklasang nakagawa ng labag sa batas, sabi ni Deputy Presidential Spokesperson Abigail Valte sa mgareporter sa Malacanang.

    Ayon sa Kagawaran ng Katarungan, ang Kagawaran ng Ugnayang Panlabas at ang Kagawaran ng Paggawa angmagkatuwang na nagsisiyasat sa iba-ibang kaso ng umano ay OFWs na naging biktima.

    Si Kinatawan Walden Bello ng Akbayan ang nagbunyag ng umano ay sex -for-flight ng mga embahada sa SaudiAravia, Syria at Kuwait, gayundin sa iba pang panig ng Gitnang Silangan. Una nang hiningan ni Bello ng tulong angPambansang Kawanihan ng Pagsisiyasat (NBI) para malaman ang katotohanan tungkol sa mga ulat ngpagmamalabis.

    Sinabi ng Pangulong Aquino na magagamit ang NBI para tumulong sa pagsisiyasat sa bagay na ito. Mahigpit angnaging tagubilin ng Pangulo sa mga tauhan ng DFA at DOLE sa ibayong dagat na pangalagaan ang kapakanan ngmay 10 milyong OFWs sa ibang bansa. PND (as/zaf)

Halos 50 porsyento ng ating mga pulis angwalang baril sa serbisyo. Ibig sabihin: ang kalahati ng inyong hanay, umaasa lamang yata sa anting-anting, onananalanging huwag tablan ng bala sa oras ng engkuwentro, o madaan sa pakiusap ang pusakal na kriminal. Samatagal na panahon, para bang sinasabi nating, Tungkulin nyo ang mabilis na pagsugpo sa krimen at banta saseguridad, pero kapag kapakanan nyo na ang nakataya, magtiis kayot wag nang umasa.

    Kaya talaga naman pong isang makabuluhang araw ito para sa ating pambansang seguridad. Kung mayroon pong isang tao na tiyak matutuwa sa katuparanng adhikaing ito para sa kapulisan, ito po ay ang dating Kalihim ng DILG na si Jesse Robredo. Malinaw sa kaniyangmatagal nang pinapasan ng mga pulis ang kalbaryo sa kakulangan ng armas, kaya pinangunahan niya angpaghahanap ng akmang solusyon. Hindi man natin siya kasama ngayong umaga, siguradong ipinagmamalaki niyaang tagumpay nating ito. Nagpapasalamat din tayo siyempre, kina Kalihim Mar Roxas, at Director General AlanPurisima, sa paninigurong hindi mababalewala ang pangangailangan ng ating mga alagad ng batas.

    Ang inaprubahan nga po nating budget para sa pagbili ng mga baril na ito1.198 billion pesos. Dahil sa maayos attapat na bidding, nakatipid ang PNP ng mahigit 200 milyong piso. Nandiyan po ang kuwenta sa aking pong bandangkanan.

    Nakabili pa tayo ng dagdag na halos 15,000 piraso ng armas. Ang maganda po: dahil sa de-kalidad at iisang klase ngbaril na ating ipagkakaloob, mas makakatipid tayo sa pagbili ng mga piyesa, pati na rin sa pagsasanay ng ating mga

    pulis sa paggamit nito.

    Katumbas ang pagpapaunlad natin sa inyong kapasidad, ang pag-aangat natin sa kalidad ng inyong serbisyo sasambayanan. Isipin nyo, wala man bibit na baril o kakulangan man sa armas, nagagawa pa rin ninyong magpakitanggilas. Paano pa kaya kung mayroon nang sapat at modernong kagamitan ang inyong hanay?

    Patunay nga po rito si PO2 Edlyn Arbo; na walang pag-aatubiling hinarap at tinugis ang isang holdaper sa nasakyangdyip. Hindi niya inalintana ang kawalan ng baril, at natamong sugat sa engkuwentro. Tapang, pananagutan, atkasanayan bilang pulis ang tanging sandata niya para panagutin ang holdaper.     Kaya naman pursigido ang pamahalaan na paunlarin at patatagin ang pambansang kapulisan. Kaakibat ngdistribusyon ng mga bagong baril, isinusulong na rin natin ang PNP Operational Transformation Plan para sa 2013hanggang 2016. Bahagi nito ang pagdaragdag ng 15,000 non-uniformed personnel kada taon upang pumalit sa mgapulis sa mga gawaing administratibo. Sa pamamagitan nito, sa halip na maghapong nakaposte sa mga presintotopisina ang ating mga pulis, magsisilbi silang karagdagang puwersa sa pagbabantay sa mga komunidad. Kasado narin dito ang pagbili natin ng 13,000 unit ng M-4 rifle para sa hanay natin sa field patrol. Tuloy-tuloy naman ang atingprogramang pabahay para maibsan ang inyong pasanin at ng inyong pamilya.     At siguro naman itong mga komunidad na ito ang pinakaligtas sa buong Pilipinas dahil puro sundalo, pulis, Bureau ofCorrections personnel, BJMP personnel, at kung saka-sakali minalas ka, Bureau of Fire personnel ang katapat mosa komunidad na to.

    Sa mga reporma at tagumpay na ito, inaasahan kong patuloy na pangungunahan ng ating mga alagad ng batas angpagsupil sa krimen at transaksyunalismo. Wala nang puwang sa ating kapulisan ang mga nagsisiga-sigaan salansangan o padrino pa ng masasamang elemento. Patuloy nating ibabantayog ang dangal at integridad ng inyonghanay; at sa mga hindi pa rin tumitino, sisiguruhin kong preso, na ating pong pinalalawak, ang susunod ninyongdestino.

    Kompiyansa po tayong sa paglilinis at pag-aangat ng antas ng inyong serbisyo, lalo pang aarangkada ang atingpambansang kapulisan. Puspusan namang kikilos ang gobyerno upang suklian ang inyong makabuluhangpaglilingkodkayo na handang masugatan sa bakbakan at sumuong sa anumang peligro, mailigtas lamang ang

    kapwa Pilipino. Patunayan nating laging nasa panig ng katwiran ang ating kapulisan; patuloy nating tutukan angkapakanan ng ating mga tunay na Hepeang sambayanan. Sabay-sabay nating asintahin at tunguhin ang katuparanng ating kolektibong adhika para sa minamahal nating bansa.

    Yong Transformational Plan, may budget ho tayong hinanda ng nine bilyon peso s para dito, at nang naaprubahan honatin yanmagaling po ang teamwork ni Secretary Roxas at Director General Purisimanang natapos po siSecretary Roxas, tumungo naman sa akin si Director General Purisima at sinabi, Sir, hindi pa kasama ang mgahelicopter na kailangan namin.     tinatawag na rights. Sabi ko, Anong rights? Pag may nagretirong kapulisan, dahil kulang nga iyong kagamitan, aybinibili doon sa nagreretiro yung karapatan para sa kanya ilisan o ilipat yong baril doon sa walang baril.

    Sabi ko, Yong pulis tila nagkaroon tayo ng iskandalo noong araw na pagpapasok sa serbisyo ay katakot-takot raw nauutangin ng maraming babayaran para makapasok. Unang tatlong taon raw ay nagbabayad ng utang. Nangnakapasok, pababayaran mo pa sa equipment na dapat ay ipinagkaloob sa kanya.     Limampung taon na ang nakakalipas mula nang rumesponde ang Hukbong Himpapawid ng Pilipinas sa dalawa sapinakatanyag nilang misyon. Una ay ang Congo Mission noong Pebrero 1963, kung saan tinulungan ng Philippine AirForce Contingent o PAFCON ang United Nations para pigilan ang paglubha ng kaguluhan sa Congo. Ito ang kauna-unahang hukbong panghimpapawid na ipinadala ng Pilipinas sa ibang bansa.

    Marso naman ng 1963 nang pumutok ang Bulkang Gunung Agung sa Bali, Indonesia. Sakay ang ating Air ForceParamedics, gayundin ang medical team ng DOH, lumipad ang pitong C-47 ng ating Hukbong Himpapawid upangmagdala ng mga gamot at magbigay-lunas sa ating karatig-bansa. Mahigit labindalawang libo animnaraan (12,600)na konsultasyon, paggagamot, at operasyon, bukod pa sa labing apat na libo limamput lima (1 4,055) na imunisasyon

    para sa smallpox at cholera ang matagumpay na naisagawa dahil sa Bali Mission.

    Makalipas man ang limampung taon, sumasalamin pa rin ang Congo at Bali Missions sa mga batayang prinsipyongnagbibigay-direksyon sa Hukbong Himpapawid ng Pilipinas hanggang sa ngayon: Ang walang pag-aatubilingpagresponde upang ipagtanggol ang karapatan at kalayaan ng sinumang nangangailangan; ang kahandaang mag-alay ng oras at kakayahan upang bigyang-kalinga ang mga napapatumba ng sakuna, sakit o kahirapan.

    Habang nagbabalik-tanaw tayo sa mayamang kasaysayan ng Philippine Air Force, may isang bagay na kapansin-pansin: kung noong 1963, may kakayahan tayong tumulong at magpadala ng mga squadron sa ibang bansa, bakitnitong mga nakalipas na dekada, tila nabalian ng pakpak ang ating Hukbong Himpapawid, at umaasa na lamang tayosa mga luma at kakarag-karag na eroplano't gamit?     Nagpapasalamat tayo sa dedikasyon at inisyatiba ni Defense Secretary Voltaire Gazmin upang itaas ang kakayahanat ang kalidad ng kagamitan ng ating buong kasundaluhan, gayundin sa mahusay at tapat na pamumuno niLieutenant General Lauro Catalino Dela Cruz sa inyong hukbo. Kitang-kita naman sa inyong aktibong pagtatanodkung paano ninyo pinagsisilbihan ang mga Pilipino.

    Noong nakaraang taon, umabot sa mahigit dalawamput walong libo at tatlondaang (28,300) sorties, lampas isang liboat limandaang (1,500) ground operations, at halos apat na libo at pitong daang (4,700) civil military operations anginyong mga naisagawa. Bukod sa pakikibalikat ninyo sa prosesong pangkapayapaan sa Mindanao, kahanga-hangarin ang bilis ng inyong pagtugon at pagtulong kapag may banta ng bagyo o anumang sakuna. Nakakatuwa ringmakita na hindi kayo nadidiskaril sa adhika nating gawing permanente ang tapat at mabuting pamamahala.

    Syempre, hindi maaring habambuhay na umasa na lamang tayo sa maya't mayang rehabilitasyon at pagkukumpuning kagamitan. Sa tuwing lumilipad ang Air Force, nakataya sa kalidad ng ating mga eroplano, hindi lamang angtagumpay ng kanilang misyon, kundi ang mismong buhay ng ating mga sundalo. Kamakailan lang, bumagsak angOV-10 630 Bronco lulan ang dalawa sa ating mga kawal. Kasalukuyan pa rin pong nagaganap ang search andretrieval operations, at makakaasa po ang pamilya ng mga piloto sa karampatang tulong at suporta ng inyo ponggobyerno.

    Ang ganitong mga pangyayari nga mismo ang iniiwasan natin simula't sapul pa, kaya naman, nakatutok tayo samodernisasyon ng ating pambansang tanggulan. Mantakin po ninyo: sa unang labingsiyam na buwan ng atingtermino, halos pantayan ng mahigit dalawamput walong bilyong pisong inilaan natin para sa AFP ModernizationProgram, ang tatlumput tatlong bilyong pisong pondo ng programa sa nakalipas na tatlong administrasyon. Nananaligako: sa pagsasanib ng mga pagkilos ng pamahalaan upang gawing mas moderno ang inyong mga pangangailangan,at ang panibagong dangal at kumpiyansa ng taumbayan sa ating kasundaluhan, talagang magiging abot-langit angserbisyong hatid ng Hukbong Himpapawid ng Pilipinas.

    Wala pong duda: unti-unti na tayong pumapasok sa panibagong yugto sa kasaysayan ng Philippine Air Force. Angdating pambabalewala sa inyong kapakanan, pinapalitan natin ngayon ng pagtugon sa inyong pangangailangan mula man sa mga modernong eroplano, hanggang sa mga benepisyo't maayos na pabahay. Ngayong pinapalakasnatin ang kakayahan ng ating Hukbong Himpapawid, walang ibang inaasahan ang taumbayan kundi ang buongkatapatan ninyong gampanan ang inyong tungkulin.

    Sa susunod na lumipad kayo, tanawin ninyo ang libu-libong islang bumubuo sa ating bansa. Isipin ninyo kung ilangPilipino ang nakatingala, pinagmamasdan ang pagbagwis ninyo sa langit, at buong-pagmamalaki nilang nasasambitna "Salamat at nariyan ang Philippine Air Force.     The Department of Social Welfare and Development (DSWD) through its attached agency, Council for the Welfare of

    Children (CWC), said that it has intensified its monitoring system to ensure that children are not used in armed

    conflict.

    This was announced by DSWD Secretary and CWC Chairperson Corazon Juliano- Soliman after the United Nations

    cited the Philippines as among 22 countries last year that experienced conflicts involving child warriors. According tothe report, there were 11 recorded incidents of recruitment and use of children, involving 23 boys and 3 girls, 12 to

    17 years old, by the Abu Sayyaf Group (ASG), New Peoples Army (NPA), Moro Islamic Liberation Front (MILF), and

    the Armed Forces of the Philippines (AFP).

    We are deeply concerned with this UN report and we want to know if there is truth on this. This government does

    not allow the recruitment of child warriors, Secretary Soliman said.

    Secretary Soliman instructed the CWC which chairs the Monitoring, Reporting and Response System (MRRS) Inter-

    agency Team to double its effort in the monitoring of cases. The team is composed of the Armed Forces of the

    Philippines (AFP), Philippine National Police (PNP), Department of Interior and Local Government (DILG),

    Department of Health (DOH) and Office of Presidential Adviser on the Peace Process (OPAPP).

    The teams main task is to gather, validate, and monitor reports of incidences of grave child rights violations, and

    ensure provision of appropriate and timely inter-agency response.

    To strengthen the MRRS, the CWC drafted a proposed Executive Order adopting the Expanded Comprehensive

    Program Framework for Children in Situations of Armed Conflict and directs national government agencies and local

    government units to protect children from grave child rights violation. The EO is being finalized by OPAPP and will be

    submitted to the President for approval.

    The CWC is also currently conducting an orientation on the MRRS protocol for social workers, teachers, police

    officers, and health workers. The protocol outlines the flow of reporting of child rights violations and the provision of

    immediate response.

    To further ensure the protection of children from exploitation, the CWC is also pushing for the passage of the Special

    Protection of Children in Situations of Armed Conflict (CSAC) Bill. The bill seeks to provide for a comprehensive

    protection, rehabilitation and reintegration of children in situations of armed conflict. This bill also imposes penalty on

    parents who encourage their children to join armed groups.

    The bill will be re-filed when Congress resumes in July.

    Labor and Employment Secretary Rosalinda Dimapilis-Baldoz yesterday commended the National Labor Relations

    Commission (NLRC) and the Association of Genuine Labor Organizations (AGLO) for the successful conduct of a

    dialogue/consultation on maintaining coordination in the promotion of industrial peace and social justice

    I congratulate the NLRC and the officials and members of AGLO for the fruitful conduct of their social

    dialogue/consultation which focused on maintaining and enhancing coordination with the said labor group in

    promoting industrial peace and social justice in the workplaces, said Baldoz.

    NLRC Chairman Gerardo C. Nograles, reported said that the dialogue/consultation primarily focused on the

    execution of judgment of labor cases lodged at the NLRC.

    During the dialogue, AGLO commended the NLRC on its effort to resolve faster and more efficiently the labor cases

    lodged with the labor court.

    On its part, the NLRC assured close monitoring of the execution of judgment on labor cases under the 2012 NLRCSheriffs Manual on Execution of Judgment which highlights speedy disposition of the process of execution of labor

    cases.

    Nograles, said that the NLRC Rules of Procedure, which is aimed at sustaining the reforms being implemented by

    the Commission, is subject to continuing review to address the various issues of labor and management.

    Representatives from AGLO, meanwhile, expressed their support on the reforms being implemented by NLRC under

    Chairman Nograles on streamlining of procedures, restoring integrity, and speedy disposition of cases.

    Baldoz said continuous conduct of social dialogues and consultations with labor and employer organizations is part

    of the 22-Point Labor Agenda of Pres. Benigno S. Aquino III and the Philippine Labor and Employment Plan for 2011

    to 2016 on working with the private and labor sector to strengthen tripartite cooperation and promote industrialpeace.

    Philippine Embassies, IOM to Bring Home 59 Filipinos from Syria

    02 July 2013 The Philippine Embassies in Damascus and Beirut in partnership with the International Organization

    for Migration (IOM) is set to repatriate another group of Filipinos who were caught in the violence in Syria.

    A total of 59 individuals who were declared physically fit to travel were brought to the Syrian-Lebanese border by the

    personnel of the Embassy in Damascus and IOM-Syria yesterday, July 01.

    The group, which is now under the care of the Embassy in Beirut and IOM-Lebanon, will take a flight for Manila via

    Abu Dhabi, United Arab Emirates (UAE).

    The repatriates airfare was shouldered by IOM.

    They will arrive at the Ninoy Aquino International Airport (NAIA) Terminal I at 11:10 in the evening today, July 02 via

    Etihad Airways flight EY 428.

    Upon the groups arrival, the total number of repatriates will reach 4,398.

    The DFA continues to urge all Filipinos who are still in Syria to seek immediate repatriation as the violence in the

    Aquino administrations Reintegration Program.

    The Agri chief, together with Department of Labor and Employment (DOLE) Secretary Rosalinda Dimapilis-Baldoz,

    kicked-off the Agribusiness Investment Forum on June 16, 2013, in Ergife Palace in Rome, which served as a venue

    of information for overseas workers on investment options in the field of agriculture and fisheries.

    During the event, Alcala promoted 37 agribusiness opportunities under fisheries, crops, and livestock sectors that

    any Filipino workers can invest in with the assistance of DA and DOLE.

    Last May 7, 2013, the two agencies inked an agreement that seeks to attract returning overseas workers to venturein various agricultural businesses. A total P2-billion in funds was set aside for the project, which can be accessed by

    interested parties.

    This to empower them and their families to venture in various projects and effect a positive rural development thru

    useful business modules, Alcala said.

    The modules contain information of setting up an enterprise in agri-fishery including start-up capital, viability of

    location, market, prevailing costs, and return on investments.

    All of these will help them decide which investments they can take to somehow mitigate the after-effects of the

    financial crisis that recently struck European countries. We will assist them to make the right choice, Alcala said.

    In line with this, Labor Secretary Baldoz ordered officials and staff of the Philippine Overseas Labor Office (POLO to

    prioritize the implementation of the Reintegration Program.

    Many Filipinos who attended the Agribusiness Forum in Rome were overwhelmed by the program and exclaimed

    excitement thru social media over the assistance the government has been extending to them.

    Noel Aragon Gofredo expressed his gratitude to the Agriculture Department for setting up such programs saying that

    such initiatives are very much needed by OFWs who wish to come home and in the Philippines for good or help

    relatives in their hometowns.

    Another OFW, Lucille Corpuz Bolante is happy that the government is now showing concern to Filipinos abroad who

    have been working hard for their families for so many years.

    It is nice to know that the government is looking after us, she said.

    While in Rome, Alcala also joined the inauguration of the Sala Filipino or Philippine Conference Room inside the

    Food and Agriculture Organization headquarters on June 18, 2013.

    The room pays tribute to the beauty of the Philippines. It highlighted which included touches of the local landscape of

    the Banaue Rice Terraces. The room also featured colorful paraws, bamboo structures, and a panoramic view of the

    countryside.

    good.

    The Agribusiness Investment Forum was successfully hosted in Northern Italy by the Department of Agriculture (DA)

    and the Department of Labor and Employment (DOLE) in cooperation with the Philippine Embassy in Rome and the

    Philippine Consulate General in Milan. Two sessions were held for Filipinos in Northern Italy, in Milan on June 20

    and in Turin on June 23.

    In the Forum, Secretary Alcala and other DA officials discussed the different areas of agriculture (crops, livestock

    and fisheries) and its huge business potentials for investors. This was complemented by presentations by DOLE

    officials headed by Secretary Baldoz on how overseas Filipinos with plans to pursue agribusiness ventures in thePhilippines can be supported by DOLEs National Reintegration or Balik Manggagawa Program.

    The well-attended fora in Milan and Turin generated much interest among the Filipinos who were present. Interest to

    invest was further drummed-up by the awarding of raffle prizes to lucky audience members who were given start-up

    packages of crop seedlings, fingerlings and goat/sheep livestock to be delivered to their preferred provinces in the

    Philippines.

    Overseas Filipinos conveyed their heartfelt appreciation for the program, citing that the DA-DOLE initiative shows the

    importance the government attaches to overseas Filipinos to be partners of national development and at the same

    time, provide much needed opportunities for them to be able to return to the country with the assurance of income.

    The P26.85-million credit assistance extended to the ARBOs in the provinces northern area is the latest form ofsupport services being provided under the DARs P1-billion Agrarian Production Credit Program (APCP). It was asweet follow through to the P108-million provided to their southern counterparts last week.

    Pacturan said the P1-billion APCP is in line with the Aquino administrations effort to revitalize the countrysagriculture industry, and in response to strong clamor from CARP beneficiaries themselves to provide them easyaccess to credit assistance for farm inputs.

    Farmer-beneficiary Rosalinda Ambino said she is doubly happy to finally receive her land title and to know of thecredit assistance the government has provided to cater for their farming needs.
