DESCRIPTION

In the first issue:The beginning of 2012 was marked by coming into effect of several laws, which are very important for the Russian market. In our first issue we analyzed the information field of laws in healthcare and insurance spheres. In addition, we could not pass by discussions of anti-piracy bills and introduction of selective censorship on Twitter, which received widespread response in the media.Due to high growth indexes of the Russian automotive market, we found it interesting to analyze mentioning in the media of bestselling cars in Russia.Inclusion of Russia into GE Innovation Barometer report became the reason why we addressed one of the key problems of innovative development of Russia - the problem of energy efficiency increase for organizations.

On January 1, 2012 the law “On Fundamentals of Protection of Public Health in the Russian Federation” came into effect. This law has to become the basis for the whole healthcare system and should replace the specialized Russian law of 1993.

The peak of discussion of the draft law falls within the second half of 2011. After the State Duma passed the draft law in the first reading, there flared up a conflict between the Ministry of Health and Social Development Tatyana Golikova and the President of the National Medical Association Leonid Roshal, who was fiercely critical of this law. However in the fall, over one month (the end of October - November), the draft law was passed by the State Duma in the second and the third reading, was approved by the Federation Council and signed by the President of Russia Dmitry Medvedev.

The media were discussing the prospective law in quite a critical manner. On the one hand, the media published materials, which pointed out novelty and modernity of the proposed law, on the other hand – the law was subject to criticism as the one lobbied by pharmaceutical companies and which levels free medical services, guaranteed by the Constitution.

The conflict character of the information field resulted in the fact that the majority of pharmaceutical companies took a passive attitude in discussion of the draft law. In addition, pharmaceutical companies tried to avoid being mentioned in the context of this draft law. Thus, out of 25 the most influential pharmaceutical companies in the Russian market (AIPM-Remedium), only 6 companies commented on the draft law. Herewith, the largest number of comments was found in publications, which are loyal to the draft law: “Rossiyskaya gazeta” and “Remedium”.

The most quoted speakers were representatives of AstraZenecaRussia: Yuriy Mochalin, Corporate Affairs director, and Nenad Pavletich, company’s President.

As for representatives of other companies (including those undesignated in the AIMP list), the law was commented by:

Comments of companies

Attempts of companies to minimize references to them in the context of lawmaking can be explained by quite a large number of examples with negative consequences. Thus, for example, the media quite largely responded to the RBK daily release, which stated that Pfizer company participated in formation of the antismoking law. In turn, such companies as AstraZeneca, NovoNordisk and Servie, were particularly caught up in the conflict field of the law “On Fundamentals of Protection of Public Health in the Russian Federation”.

All references to AstraZeneca in the context of the law on “On Fundamentals of Protection of Health” were of negative character. This was caused by the article “New Arbidol for Golikova”, which was published by the website Skandaly.Ru and was widely spread through the Internet. In this material, AstraZeneca was directly accused of

lobbying its medication Brilinta. References to the largest Russian company Farmstandard (Arbidol manufacturer) in a similar context were also unfavorable in character.

Negative information was also published about Novo Nordisk (in the context of the case, which was initiated by the Federal Antimonopoly Service – the company was found guilty of unjustified refusals to conclude contracts with suppliers in order to preserve exclusive agreements with five distributors) and Servier (in connection with concealment of hazardous effects of its anti-obesity medication).

Only such companies as Johnson&Johnson and Biotek. were mentioned in the neutral manner.

Due to the fact that the information field, covering the draft law, was of debatable character, and pharmaceutical companies did not like the first version of the law, one of the most influential pharmaceutical associations - AIMP - started promotion of pharmaceutical companies’ interests. Among all organizations of the industry, AIMP was mentioned most often.

The major part of materials, which mentioned AIMP, was found in May 2011. This was caused by debates, related to the clause about prohibition on interaction of doctors with representatives of pharmaceutical companies. The clause was proposed by FAS, on the grounds of the case initiated against Novo Nordisk.

The position of medication manufacturers was quite clearly defined by the executive director of AIMP Vladimir Shipkov. Only after there were made amendments, which satisfied both parties, the association recognized the discussion of the draft law as an unprecedentedly public one, and the law itself – as the new word in the Russian healthcare.

The Association of medical Societies for Quality (ASMOK) occupied the second place in the rating of mentioning. Unlike other organizations, the attitude of ASMOK towards the draft law was predominantly negative. The chairperson of ASMOK Guzel Ulumbekova was quite actively showing her attitude to the project. She, particularly, supported statements of Leonid Roshal.

The third leader was the Association of Russian pharmaceutical manufacturers, which was mentioned predominantly in the context of different events, during which the draft law was discussed.

Pharmaceutical associations

Most of the new features of the draft law, which were largely discussed in the media, among other opinions, were given negative account.

In a disputable manner the media covered delimitation of free and paid services, legalization of surrogacy, child donorship, distribution of authority between regional and municipal healthcare institutions, abolishment of internship, introduction of the “Silence week” before an abortion and consolidation of unified medical treatment standards on the whole territory of Russia.

Unambiguously positive opinion was expressed about introduction of such terms as “palliative medical care” and “orphan diseases”.

Most favorably the media covered the topic of orphan diseases, which was unanimously accepted by pharmaceutical companies, as well as by the public in general. Such high support is related not only to the acute problem of medical assistance for patients with orphan diseases, but also to the campaign, started in the mass media, which in 2011 resulted in 4-times increase of this topic popularity .

Unlike other actively discussed topics, discussions around orphan diseases continued even after the law was passed. The key reason for this was presentation of a list of orphan diseases for a discussion, during which there were given suggestions to expand the list, including, by oncological diseases. Another key reason was a scandal, related to purchase of medications for patients with multiocular sclerosis and the announcement of the head of the Ministry of Public Health and Social Development Tatyana Golikova, in which she stated that independently of readiness of the patient register, since January 1, 2012 patients must be able to get free medications. In addition, Golikova supported the initiative of declaring 2012 – the year of increased attention to patients with rare diseases.

Moreover, by the end of the first month of 2012 the Ministry of Public Health and Social Development announced the startup of the All-Russian charitable act in support of people, who suffer from rare diseases. This act involved fundraising and promotion of the topic in the leading Russian mass media. In addition, regional officials hurried to report on regional expenditures for orphan medications.

As this topic was solely of favorable character, it was one of those largely commented on by pharmaceutical manufacturers and associations. Thus, in the information field there were found commentaries of AstraZeneca and Genzyme representatives, which became the leader as to the level of their quoting in the media among biotechnological companies. The speaker from Genzyme was Ilona Kuraskua, manager for corporate relations and work with state authorities. Among representatives of pharmaceutical associations, the topic of orphan diseases was thrown light upon by Vladimir Shipkov (AIPM).

During the period from August 2011 to January 2012, the leader of reference among companies, which produce orphan medications, was Abbott. However, in the Russian media the company was mentioned predominantly in the context of corporate news. Thus, the announcement of Abbott Laboratories management about an intention to separate the medical business of the company from research and pharmaceutical operations, and hence to create two new public companies, received the greatest response. The least response was caused by materials, in which financial reports and results of clinical tests were published. In addition, the company was often mentioned very shortly in the context of events on the infant food market.

Genzyme occupies the second place. The company was predominantly mentioned in the context of Sanofi financial forecasts.

The key newsmaker in the Gilead Sciences information field was the announcement about purchasing of the pharmaceutical company Pharmasset (quotability surge took place in November).

Cephalon was predominantly mentioned in connection with its sale to Teva and in market analytics materials.

facilities. Insurance tariffs became the key stumbling block for interests of insurers and industrialists, which provoked a lengthy information struggle between them.

The media widely covered messages of industrial groups to the Prime Minister Vladimir Putin and the Deputy Prime Minister, Finance Minister Alexey Kudrin with a request to put off introduction of the new insurance law into force, due to incorrect tariff making, as well as publishing by the Ministry

On January 1, 2011 the law No. 225 “On compulsory liability insurance for owners of hazardous facilities for harm caused by an accident at a hazardous facility”, the draft of which was elaborated as early as in 2005, came into effect. During the whole period of discussion the information field of the law was of a very conflict character, which has not changed after the law came into effect. The main opposing forces were, on the one part, insurance companies, headed by the National Union of Liability Insurers (NULI) and the Ministry of Finance of the Russian Federation (Minfin), and on the other part – industrialists, including the Russian Union of Industrialists and Entrepreneurs (RUIE), OPORA Russia, Chamber of Commerce and Industry (CCI), and the Ministry of Economic Development of Russia (MED).

Increase of the topic popularity in the media started in July 2011 after the Ministry of Finance published tariffs for liability insurance of owners of hazardous

of Economics of the new version of amendment to the bylaw on tariffs for compulsory insurance of hazardous facilities.

In January 2012, despite coming into force of the law on compulsory insurance of hazardous facilities and active conclusion of respective contracts by insurance companies, the tariff issue got further development: the Ministry of Finance and the Ministry of Economy were given a new task to consider the tariff change problem, which fact was preceded by the visa of Vladimir Putin on the letter to RUIE about the necessity to decrease excessive burden for business.

The information field around insurance of hazardous facilities was full of different topics: the media actively covered all events, which were in any way related to the draft law and actions of players on this market. Thus, information surges in coverage of the topic of hazardous facilities insurance happened in October and December and resulted from a large number of events.

In October increased attention to the HF insurance topic was caused first of all by the following events: signing by the Prime Minister Vladimir Putin of tariffs

for insurance of hazardous facilities and approval by the President of Russia Dmitriy Medvedev of fuel stations exclusion from the lust of hazardous facilities, as well as initiation by FAS by the motion of OPORA Russia of a case against NULI due to excessive requirements to new members.

In December the main conflict between insurers and industrialists, connected with HF insurance tariffs, was added by the “internal” conflict - inside the insurance union, which was related to refusal of the Federal Service for Financial Markets to issue licenses for insurance of hazardous facilities to several insurance companies, including Ingosstrakh, VSK, Alfa-Strakhovaniye and MAKS.

When estimating the information activity of the two opposing parties, we should note prevailing of joint mentioning of NULI and the Ministry of Finance (53%) over the joint mentioning of industrial groups (RUIE, CCI, OPORA Russia) and the Ministry of Economical Development not only from the point of view of quantitative indexes, but also qualitative ones.

In particular, NULI was much ahead of other conflict participants by the number of commentaries in the media (the key speaker was the president of the Union Andrey Yuryev), which fact indicated effective interaction with the media, openness of the HF insurance topic for discussions and standing its grounds by the Union during the whole analyzed period, while representatives of RUIE, CCI and OPORA Russia were quoted less intensively and regularly.

Despite a large portion of unfavorable materials, which mentioned NULI, industrialists significantly ceded in the information field from the point of view of taken position, as they were represented in the media as forces, which hindered coming of the law into force, while insurers – as the party which “defended itself”. In addition, there was found in the media quite a great number of publications, which emphasized that industrialists were actively lobbying postponement of introduction of the HF insurance law into force. In particular, authoritative business publications released articles with catchy titles, like “The last volley of industrial lobby” (Kommersant) and “Oligarchs complain about Ministry of Finance” (RBK Daily).

Position of insurance companies within this subject was represented first of all by statements of NULI, while the majority of companies preferred to stay out of active discussion of disputable issues, related to HF insurance. It is important to distinguish Ingosstrakh and VSK, representatives of which participated in November in the press conference, related to introduction of the law on insurance of hazardous facilities.

Among TOP-20 insurance companies – members of NULI, the leaders of mentioning in the media became Ingosstrakh, Rosgosstrakh and Alfa-Strakhovaniye.

The surge of companies’ mentioning in December 2011 was caused by a scandalous situation, related to refusal of the Federal Service for Financial Markets to issue licenses for insurance of hazardous facilities to several insurance companies. The reason for wide discussion of this problem was an internal document of Rosgosstrakh, which became available to market participants, and in which the company instructs its regional management on the necessity to urge clients to conclude HF insurance agreements as soon as possible, by saying that the law sets fines for industrialists, who do not have an insurance policy.

INDUSTRYOne of the key topics for the Russian energy and

industrial sector was increase of innovations role in the Russian production sphere. As for growth of interest in this topic in Russia, the perspective market drew the attention of companies and organizations, which specialize in innovation developments. As an example, we can name the international research Global Innovation Barometer 2012, in which representatives of the Russian business were surveyed for the first time.

The topic of innovations for energy and industrial complex, as well as for the housing and public utilities sphere, was covered predominantly in the light of energy efficiency increase. As for measures, taken by the Russian authorities, the greatest public response was caused by prohibition on sale of incandescent electric lamps with the power 100 W and more, as well as development of energy-saving lamps manufacturing.

DYNAMICS OF COVERAGE OF THE ENERGY EFFICIENCY PROBLEM AT ENTERPRISES IN PRINT

Analysis of media coverage of the energy efficiency problem at enterprises has shown surge of media interest to the topic in September 2009, when Dmitriy Medvedev published his program article “Russia, go ahead!”, in which he called the level of energy efficiency of the most enterprises as “disgracefully low” and pointed out that it was necessary to implement and develop energy efficient technologies. After this announcement, the topic of energy efficiency attracted attention of the media for the next 2 years. However, when

analyzing indexes of 2011, we should point out not only stagnation in the topic coverage, but also some signs of decrease of media interest. Thus, decrease of the number of materials in 2011 took place in the II half of the year in all types of the mass media. In January 2012 interest

of the federal press decreased to the level of the same period of 2009, and regional press demonstrated the lowest indexes over 3 years.

Coverage of the topic in the media by Federal districts

As to the growth of interest in the topic in 2011, the leaders were the media of the North Caucasian Federal District (11% growth as compared to indexes of 2010).

The largest number of materials was found in the following newspapers:

• “North Ossetia”• “Vladikavkas”• “Kabardino-Balkarskaya pravda”

All publications were regularly paying attention to the topic of energy efficiency, releasing materials, which often were not spread further through the media space. However, it should be pointed out that Ossetian newspapers were predominantly covering events (for example, opening of “Kavkaz Dom” during Krasnoyarsk economic forum), while the newspaper of Kabardino-Balkaria – signing of several important agreements between the Government of KBR and North Caucasian Sberbank of Russia, on the one part, and OJSC “Roselectronica” - on the other part.

The second place in the rating of interest growth to the topic was occupied by publications of the Volga Federal District. Here the absolute leader by the number of materials was the general content newspaper “Ulyanovskaya Pravda”. The reason for such broad attention was active work of the local administration for increase of energy efficiency at municipal companies in the form of order.

Among other publications of the district, we should point out the Nizhny Novgorod business publication “Birzha”,

which at the end of the year was interested in the problem of readiness of large companies to conduct energy audit by December 31, 2012, as it is required by the Federal law No. 261 of November 23, 2009.

The third place is occupied by newspapers of the Southern Federal District, where the leaders were “Kuban Segodnya” (implementation of energy efficient technologies for manufacturing (for example, Kubarus-Moloko) and increase of energy efficiency in partnership with Belarus) and “Volgogradskaya Pravda”, “Kubanskiye Novosti” (administrative orders).

Northwestern Federal District remains the district, where the topic of energy saving continues being covered poorly. In addition, as compared to 2009-10, in 2011 this district moved one point down in the rating of energy efficiency topic coverage, having ceded to the North Caucasian Federal District.

The largest growth of mentioning was found in the following regions:

Mari El Republic

The republic was mentioned predominantly shortly in relation to business of companies, which implement energy efficient technologies in this region (for example, OJSC “MEK “Energoeffektivniye Tekhnologii”).

Growth of republic popularity happened in the second half of 2011, when the media covered participation of companies from this republic in a specialized exhibition “Energy efficiency and efficient use of resources. Volga-2011”, which took place in Samara. The republic

was also quite often shortly mentioned in relation to the business of NBD-Bank, the main newsmaker of which (in the context of the republic) was signing of an agreement with the European Bank of Reconstruction and Development under RUSEFF.

Ulyanovsk region

Since May 2011 in the region there started to be regularly issued requirements to energy saving programs at local enterprises. In addition, in October the IX special exhibition “Ecology. Energy saving. Housing and public utilities” took place.

In 2011, the region quite often presented and covered activities of its enterprises, which develop and use energy efficient technologies. In addition, the regional Governor Nikolay Denin actively worked on propagation of the topic of energy saving. Particularly the governor discussed the investment project for development of industrial resource and energy saving technologies, used for manufacturing of innovation textile.

Another important event for the region was holding of a forum “Economy. Growth points”, where the session “Energy saving as a basis for saving of budgetary funds” took place and energy saving products from the Bryansk company Kremniy-Marketing were presented.

With the exception of the Perm region, all leaders of the rating of the most energy efficient cities (IA Fedpress) were most actively represented in the media under the topic of energy efficiency in the production sphere.

According to results of 2011 there should be made a conclusion that positive dynamics of mentioning under the energy saving topic was characteristic for 47% of subjects of the Federation (more than 10% growth), neutral dynamics - for 32% (growth/decrease less than 10%), negative dynamics – for 21% (more than 10% decrease).

Despite decrease of interest of federal and regional press to the topic of energy saving during the first month of 2012 (as compared to similar periods of previous years), Internet-publications were covering this topic quite actively.

The key newsmaker in January 2012 was participation of the Prime Minister Vladimir Putin in the startup ceremony of serial production at the Tikhvinskiy waggage works. It is important to say, that in the Tikhvin city of the Leningrad Region Vladimir Putin also held a hearing for high technologies and innovations.

Other interesting events, which received great response in the media were:• Visit of the President of Russia Dmitriy Medvedev to Mordovia, in the course of which he visited the

local technological park that develops projects of energy saving light engineering.• Foundation in the Belgorod region of the Alternative Energy Institute.• Signing of the cooperation agreement in the sphere of environmental safety, energy saving and in-

In 2011, stagnation was detected in distribution of the main media by types. However, there was found decrease of the share of materials in daily newspapers against growth of publications in newspapers, which are released twice a week.

According to research of the European Business Association (published at the website RBK. Rating), in 2011 the Russian automotive market became the fastest growing in the world (39% in comparison to indexes of the 1st quarter of 2010 and the 1st quarter of 2011). According to experts, on whose opinion the Association based its research, the reason for growth was the governmental program of old cars utilization, availability of auto loans and growth of prosperity. In addition, as experts say, 2012 will also show worthy rates, despite decrease of sales growth.

Analysis of coverage in the media of TOP-10 manufacturers by the level of sales has shown, that the best seller – Lada (AutoVAZ) – most often appeared in the information field during the period from 2011 to January 2012. The share of materials in traditional and new media, where Lada and AutoVAZ were mentioned together, is 17% of all publications in the information field of car manufacturers under research.

During the whole year, Lada (AutoVAZ) was mentioned very often, with key surges of mentioning in February, June and November 2011. These surges were connected first of all with the program of old cars utilization, signing of memorandums and cooperation contracts with Renault and Nissan, announcement of manufacturing plans (for example, opening of a factory in Kazakhstan), as well as with corporate news (particularly, with purchase of “Obyedinennaya Avtomobilnaya Kompaniya”). The media also actively covered the release of a new model - LadaGranta.

In June, however, there was found surge in mentioning not only of AutoVAZ, but also of other automotive groups, which fact was related to signing of the agreement about intentions to organize in Russia automotive manufacturing under the new conditions of industrial assembly between the Ministry of Economic Development and six large manufacturers: VW, GAZ, Sollers–Ford, alliance “AutoVAZ–Renault-Nissan–IzhAuto”, KamAZ–Mercedes-Benz, Fiat, GM and Magna.

Toyota was most often mentioned in the media in March of 2011, when in the result of the destructive earthquake and tsunami, Japan manufacturers, including Toyota, had to stop work of their plants. The media actively covered consequences of the catastrophe for different sectors, including for automotive industry.

Thus, the media gave a widespread response to the information about stopping of car assembly at Japan plants of the company, restarting of operation of some of them, financial losses of corporations, as well as influence of the current deficiency of automotive parts on manufacturing of cars in other countries, first of all in North America. In addition, due to emerged deficiency, the media were carefully following the situation at the company’s plant near St. Petersburg.

A very large Russian newsmaker was foundation of Sollers-Bussan – the joint venture of Sollers and Mitsui&Co for manufacturing of Toyota cars in Vladivostok.

Traditional, as well as new media, showed solidarity in mentioning Lada (Autovaz), Toyota, Nissan, Volkswagen and KIA. In the information field of other manufacturers there should be pointed out disproportionate character of presentation. Thus, in the new media Chevrolet occupies a larger part of information, than in traditional publications, the press showed very little attention to Ford. At the same time, lesser attention to Renault and Hyundai was characteristic of the social media.

Volkswagen, for which the Russian market is one of the key ones, what is particularly proved by its sponsorship of winter Olympics 2014 in Sochi, was actively creating Russian newsmakers. Surges of references to Volkswagen in the media in 2011 were identified in March, June and October.

In March, the key news was a request of the group to the Prime Minister of Russia Vladimir Putin to revise the mode of industrial assembly, which allows domestic plants manufacturing of foreign-brand cars on favorable conditions. In addition, the media covered a number of impressive announcements of General Director of Russian Volkswagen subdivision Markus Ozegovich, including the one about the company’s intention either to expand capacity of the plant in Kaluga, or to increase volumes of contract assembly using capacity of the GAZ group.

Among Western newsmakers, there were covered new products of VW at Geneva Motor Show.

June was full of events, which are very significant for the market. One of the most important among them was signing of an agreement between VolkswagenGroupRus and GAZ group on contract assembly of Volkswagen and Skoda at the Nizhniy Novgorod plant.

In October surge of presentation was related not so much to events on the automotive market, as to the accident in Briansk, which was given a widespread response, when a driver of Volkswagen Passat run over a woman with a child who were crossing the road.

Among the lineup of TOP-10 manufacturers, the printed media and Internet publications most often mentioned models of Lada. The leaders of mentioning in social media were predominantly cars of foreign companies. The only model of AutoVAZ, which was widely covered in these media, was the new product of the group Lada Granta.

The most often referred to models of the most often mentioned manufacturers were ToyotaCamry, Renault Logan and Hyundai Solaris. We should separately note mentioning of the new product of AutoVAZ group – Lada Granta.

The leader of the period was LadaGranta. By growing its popularity in the media, the new product of AutoVAZ surpassed its competitors in May, and from September until the end of 2011, it occupied the leading position and retained it during the first month of 2012. The reason for popularity surge in May was presentation of the car and test-drive of Lada Granta by Vladimir Putin. The information surge in November was related to events around startup of batch manufacturing of this car.

The second place was occupied by Toyota Camry, which was presented in the media quite irregularly: three peaks were found in the media field – in March, August and November.

In March, the response was related to publishing of the rating of the most stolen cars in Moscow and invitation for bids by the Ministry of Internal Affairs of the Chechen Republic for supply of cars, which included Toyota Camry.

MEDIAIn the first month of 2012 the media were bursting with heated

discussions of users’ rights in the Internet. At first, at the end of December – the beginning of January, the media were agitated by messages about consideration of American anti-piracy bills SOPA and PIPA, and at the end of January the new surge of attention to the topic was caused by a statement of Twitter management about imposing of censorship in certain countries, as well as by actions of protest in Poland against ratification of the European trade agreement ACTA. Despite the fact that these measures do not yet affect interests of Russian companies, the media have shown a great interest in the situation around each measure.

Discussion of these measures in the Russian Internet media was of a protest character: representatives of Western, as well as Russian companies and organizations, who were invited by the media as experts, clamored against introduction of these measures, stating that it was ill-conceived and hindering the project development.

The greatest response in the media was provoked by the SOPA bill, because among other measures, in future it could have the greatest impact on the Russian Internet.

SOPA bill became the absolute leader by popularity in January, because the statement of Twitter was published at the end of the month and not all mass media had time to post the materials.

As for representatives of Western companies and organizations, the media first of all quoted the founder of Wikipedia Jimmy Wales and the chief executive of Facebook Mark Zuckerberg, who voiced their protest against SOPA and PIPA. However, the most of Google’s statements, related to this issue, were non-personified – they were published from the name of the company at the home page of the website and urged users to sign the petition against passing of these bills. However, several publications quoted the opinion of Google representative Samantha Smith.

SOPA bill was also commented by representatives of different Russian public groups: government (Minkomsvyaz), public organizations (Pirate Party of Russia and the Russian Association for Electronic Communications - RAEC) and companies (Kaspersky Lab and Wikimedia.ru). The media most actively quoted the Minister of Telecommunications of Russia Igor Shegolev. Particularly, in his article, which was written for the magazine “Chastniy Korrespondent”, Igor Shegolev focused his attention on destructive effect of SOPA bill not only for the web, but also for the whole global economy, which is going through hard times now.

The statement of Kaspersky Lab CEO Eugene Kaspersky, who severely criticized SOPA, was widely spread in the media, and in protest against this bill his company quit the BSA copyright holders’ association.

The media also mentioned the chairman of the public organization Pirate Party of Russia Pavel Rassudov, who was detained by police near the USA embassy in Moscow during picketing against the bill.

In addition, the media mentioned chief executive of wikimedia.ru Stanislav Kozlovskiy and director of RAEC Sergey Plugotarenko, who spoke against SOPA.

Until January 2012 the topic of anti-piracy laws appeared in the Russian media very rarely. As for the last 5 years, this topic was noticeably covered in 2009, when the media were actively publishing materials about passing of bills by France and Great Britain, according to which users, who regularly download illegal content, could be disconnected from the Internet. The media were also following elaboration of the law on telecommunications by the European Union.

During the last 5 years the topic of censorship in the Internet was one of the favorite ones among Russian traditional and new media, demonstrating continued growth of attraction. The possibility of censorship in the Internet and especially in social networks was most largely discussed during the Arab Spring and violence in Great Britain. No wonder that after Twitter announced censorship, this topic received the immense response. Thus, in a few days the number of materials, devoted to the Internet censorship topic, doubled, as compared to average monthly indexes of materials in 2011.

The only year, during which the topic popularity significantly decreased, was 2009. This was connected with the fact that attention of the media, as well as of the whole society, was focused on the global financial crisis.

Founder of the social network VKontakte Pavel Durov appeared in the context of SOPA bill, because he announced an intention to allocate $1 million to the online encyclopedia Wikipedia.

The media mentioned the PIPA bill along with SOPA, and did not pay any special interest to it. Thus, in 99% of publications PIPA appeared together with SOPA.

The Russian community gave almost no comments to imposing of censorship in Twitter. Under this topic the media quoted Igor Shegolev, who said that in Russia there are no plans to impose censorship on the Internet, including in social networks. In addition, in the context of Twitter censorship the media mentioned Pavel Durov, because he rejected the request of FSS to close pages of the opposition.

The Russian media showed their interest in ACTA only in connection with protest meetings that took place in Poland at the end of January, and this fact caused withholding of its ratification in the country at the very beginning of February.
