All the Gazetted Officers in the State Audit are knew that all the Officers are provided with Mobile connections vide G.O. cited for effective administration. It is unfortunate that 160 Mobile connections have been disconnected due to the non-Payment of the bills time to time issued by the service provider M/s. Idea Cellular Ltd., Therefore, out of 160 connections 137 connections lost their old numbers. As a result the motto of the Government providing Mobile connections defeated as different numbers are used by the officials and contacting became difficult.

By observing all these, the undersignee requested M/s.Idea Cellular Ltd., to re-activate the connections with or without having the Old Numbers. M/s.Idea Cellular Ltd., pleased to re-activate the connections as detailed in the Annexure-A appended to this memo.

It is to inform that all the Cell connections would be activated and activation will be continued at all times whether Officer post is vacant or filled. Where Assistant Audit Officer Post is vacant senior most Senior Auditor of that office will be kept as in-charge and Mobile can be used for a maximum limit of Rs. 625/- per month . This is different from arrangement under FR 49. The Service Provider M/s.Idea Cellular Ltd., have been provided 3 Schemes for CUG users. The preferred scheme is Silicon 149 ( Scheme-3). The Officer may opt any scheme at his risk subject to maximum limit Rs.625/- per month. (Annexure-B: 3 Schemes.) For the proper maintenance of Cellular Connections certain instructions have been noted in Annexure-C to be followed scrupulously.

All the RDDs/DDs/DAO/AO(RA) State Audit, in the State are requested to circulate the above instructions to their sub-ordinate officers who have been provided cell phone facility.

1. make necessary entries in the Tools and Plant Registers of their respective offices

under their signature and furnish a certificate to the above effect to Directorate

immediately.

2. ensure the availability of the Cellular Phones supplied to them with the

incumbents Of the posts of Regional Deputy Directors and District Audit

Officers, of State Audit in the event of promotion, transfer leave or retirement

duly making necessary entries in the Tools and Plants Register of the respective

office.

3. The cell phone bills shall be paid by the concerned DDO limiting to Rs.625/- per

month after obtaining a declaration from the officer that “the calls were made for

official purpose only” and the excess amount if any shall be paid by the

individual immediately.

4. Officers should surrender the Sim card to the concerned DDO, if they proceed on

leave more than 15 days.

5. If an officer is given additional charge of a post, then he will be given the sim

card of the additional post also

6. If an officer is transferred, He/She shall handover the Sim card to the concerned

DDO on the day of relieving itself

7. The officers should not subscribe to “Hello Tunes/Songs” even though they are

freely downloadable. Those who have already subscribed for such “Hello

Tunes/Songs” shall immediately un-subscribe them.

8. The list of Cell Phone numbers assigned to all officers , tariff structure and all the

above instructions are placed in the home page of the “ www.dsa.ap.gov.in”

It is observed that the cells are being de-activated due to non-payment by the AAOs. The AAOs could not pay the bills because of they could not get any Budget support from the DAO. Such de-activation is causing irreparable loss and lot of inconvenience to others in communicating with the AAOs. It is observed that the

distribution of Budget by the DAOs to the DDOs/AAOs will overcome this problem of non-payment and de-activation of cells.

It is therefore decided to instruct DAOs to allocate required budget payment to the

AAOs/ DDOs from and out of the amount allocated to the District. The orders should come into effect immediately.

The relevant budget head is as follows.
