Background
Khadi and Village Industries Commission (KVIC) has successfully implemented Kumhar Sashaktikaran Programme across the country to uplift the marginalized pottery artisans
by providing them with sustainable livelihood. Through its past experience and empathy towards the pottery sector, KVIC has designed a scheme called “Strengthening the
Potential of India” (SPIN). In this scheme, the Government, i.e. the KVIC will act as a facilitator for financial aid through banks under Pradhan Mantri Shishu Mudra Yojana, to
the pottery artisans by using its vast infrastructure across the country. In all, KVIC’s larger interest is to support this timeless heritage craft while also infusing self-sustainability into
the sector, in tune with the Prime Minister’s aspiration of Aatmanirbhar Bharat. Objective
The twin objectives of the SPIN Scheme are:
1. To enhance the income of pottery artisans by providing skill development training and
modern equipment along with Micro Bank Finance.
2. Giving pottery artisans a hand holding support in developing entrepreneurship, to be
governed by themselves in the longer run.
Salient features of the SPIN
The State field offices of KVIC will identify the beneficiaries (pottery artisans) on an ongoing basis and send the list to Central Office, KVIC Mumbai and Central
Office, KVIC Mumbai will send the list in turn to RBL Bank for the centralized sanctioning of loans which will be a hassle-free experience for the pottery artisans.
KVIC shall provide all necessary assistance and support to RBL Bank for creating awareness about the Bank by promoting and facilitating access to banking
services of RBL Bank.
The orders for the machines can be placed by the bank in consultation / consent
of the beneficiaries, with and one / more registered / empanelled suppliers based
on their locations and capacity. The offices of the KVIC will assist RBL bank by
taking note of the choice of suppliers from the pottery artisans and intimate that
to RBL Bank. The ordered machineries shall be delivered to the concerned KVIC
State / Divisional office for organising training of the beneficiaries. After training,
the concerned KVIC State / Divisional Office shall subsequently take up the
distribution of the said machines to the pottery artisans as per the list of the
loanees approved by the bank. As far as possible, the concerned KVIC State /
Divisional office shall ensure the presence of bank representatives at the time of
distribution of machines.
Based on the market survey and previous procurement by the KVIC, the
maximum price for the Electric Potter Wheel is set at Rs. 17000/- (Rupees
Seventeen Thousand Only) including GST and FOR. In this rate KVIC is
inviting EoI from manufacturers for supply of Electric Potter Wheels.

Payment conditions
1. 10% cost of machine will be released to Supplier at time of placing the
order
2. 80% cost of machine will be released to Supplier when machines are
received by the concerned State Director
3. 10% cost of machine will be released to Supplier post completion of
training
Initially the programme will be implemented as pilot project in 4 states namely Uttar
Pradesh, Bihar, Jharkhand and Rajasthan. Initial targets of 2500 Electric Potter
Wheel is allotted. The following targets are allocated in the, respective states:-
i. Bihar - 300 nos.
ii. Uttar Pradesh — 1000 nos. (Gorakhpur 200, Varanasi 500, Meerut
100, Lucknow 100, Jhansi 100 )
iii. Jharkhand - 300 nos.
iv. Rajasthan - 900 nos. (S.O. Jaipur 600, Bikaner 300)
The above requirement is tentative, and it can be changed by KVIC as per the local
requirement.

3. Applicants shall ensure that their EOIs, duly sealed and signed, complete in
all respects as per instructions contained in the Tender Documents, are
dropped in the tender box located at the address given below on or before
the closing date and time indicated above, failing which the tenders will be
treated as late and rejected.
4. Tender by post/ hand/ courier received on or before the due date and time
shall be accepted. Postal delay/ delay by courier service etc. Shall not be
condoned.
5. The vendor need to submit 3% of Performance Bank Guarantee if any of the
order is placed to them. Applicable post selection only.
6. In the event of any of the above-mentioned dates being declared as a holiday/
closed day for the purchase organization, the tenders will be opened on the
next working day at the appointed time.

1. Experience and Past Performance:
Documents in support of manufacturing operations and supply or work done
by the firm upto financial year ending on 31.03.2021.
2. Capability- Supply of goods/services.
The firm must have an annual capability to manufacture and/or supply or
provide service and work and submit documentary evidence in support of the
same.
3. Financial Strength
Financial reports for last three years i.e. FY21, FY20, FY19 of the firm /
company to elaborate experience, capability & financial strength of the
manufacturer should be produced

3.3. Income Tax statements.
3.4. Letter of Incorporation.
3.5. All financial documents should be certified by certified by Chartered
Accountants (CA).
Note : All experience, past performance and capacity /capability related data
should be certified by the authorized signatory of the bidder firm. The
credentials regarding experience and past performance to the extent
required as per eligibility criteria submitted by bidder may be verified from
the parties for whom work has been done.
