Annual Report 2016-17Introduction:

Providing universal access to banking services and improving the forms of credit delivery, especially for the weaker sections of the population, form the basis of the Reserve Bank’s financial inclusion agenda. All domestic Scheduled Commercial Banks (SCBs), both in the public sector and private sector, were advised to draw up board approved Financial Inclusion Plans (FIPs) as an integral part of their business strategy based on their competitive advantage. With the conclusion of Phase II (2013-16) of

FIP in March 2016, all domestic Scheduled Commercial Banks (including RRBs) were advised to set new Board approved FIP targets for the next three years, viz. 2016-2019. Recognizing the important role of robust monitoring, Banks were also advised to submit district level data on the progress made under FIPs.

The progress made under the Financial Inclusion Plans of Scheduled Commercial Banks including RRBs as at 30th September 2016 is furnished below:

Strengthening of Financial Literacy - Initiatives by Reserve Bank of India

Financial literacy has been regarded as a process that provides demand side support for financial inclusion. Target-specific content for five target groups viz. farmers, small entrepreneurs, self-help groups (SHGs), school students and senior citizens is also being designed for tailored financial literacy programmes conducted by Financial Literacy Centres (FLCs). A pilot project for

setting up 100 Centres for Financial Literacy (CFL) at the block level to scale up the existing FLC infrastructure has been initiated. Guidelines for Banks’ financial literacy centres and the operational guidelines for conducting camps by FLCs and rural branches of Banks were revised in January 2016. Banks have been advised to put in place Board approved policy for stronger FLC architecture in terms of providing basic infrastructure to FLCs as well as appointing FLC Counsellors.

A National Centre for Financial Education (NCFE), comprising representatives from all financial sector regulators has been set up to implement the National Strategy on Financial Education (NSFE). NCFE’s main role is to create material on financial education and conducting financial education campaigns across the country.

In order to improve the financial literacy levels, the following steps have been envisaged:

(a) Capacity building programmes for FLC Counsellors and Bank branch heads in rural areas;

(b) Conducting surveys for obtaining insights on financial knowledge, attitudes and behaviour of the people;

(c) Graded certification/training programme for BCs.

As on 31st March 2016, 1,384 FLCs were operational and 87,710 financial literacy activities (outdoor camps) were conducted by FLCs as per RBI report.

Initiatives of Government of India:The Government of India has accorded top priority

to the pursuit of financial inclusion. It has taken series of steps to bring the poor and downtrodden into formal financial system, such as Pradhan Mantri Jan Dhan Yojana, Pradhan Mantri Jeevan Jyoti Bima Yojana, Pradhan Mantri Suraksha Bima Yojana, Atal Pension Yojana, Pradhan Mantri Fasal Bima Yojana, Sukanya Samriddhi Yojana, etc. By launching of MUDRA Bank and Pradhan Mantri Mudra Yojana, Micro, Small and Medium Entrepreneurs are encouraged to start self-employment projects. By mapping of the Industrial Training Institutes – both Government & Private, Vocational Training Partners and other Operational Centres with Financial Literacy Centres & Bank Branches, FLCs and Banks are required to provide free financial literacy to the youth. The Mission

Office is closely monitoring the programmes conducted through periodical reports.

Digital Literacy–Towards less cash economy:Consequent upon demonetization, the Government of

India has taken steps to implement Cashless Economy and digital banking. Cashless economy is where transactions can be done without carrying physical cash i.e. payment for goods/services can be done using other options like cheques, demand drafts, debit & credit cards, Point of Sale Machines, Internet Banking & Mobile Banking. A few more cashless options available are mobile Apps like BHIM, UPI, USSD (*99#), e-wallets, Aadhar Enabled Payment System (AEPS).

The cashless economy is very convenient and beneficial. It is a fast, safe, emergency friendly and 24x7 service. Other personal benefits are travel friendly, budget discipline, trackability of misuse, offers & discounts and hassle free change. The macro benefits of cashless economy are (i) saving of paper currency costs (as per a study made in 2014, the cost of paper currency was `21,000 crore per year), (ii) wider tax net – greater fiscal advantage and (iii) lesser corruption.

There are following challenges in achieving the digital economy – difficult for tech-unsavvy, risk of identity theft, and lack of infrastructure such as low internet penetration, lack of PoS machines, etc. However, the trend of increasing use of Smartphones in India than anywhere else in the world, high proportion of working people in the total population of the country and approximately half of the population are under the age group of 26, are the positive factors to achieve cashless economy.

Banks and FLCs are advised to create awareness among general public about use of digital payment systems such as payments through Cards, UPI, USSD and Mobile Apps.

ABOUT THE TRUST

Jnana Jyothi Financial Literacy and Credit Counselling Trust, sponsored by Syndicate Bank, was established on 20.10.2010 with its Headquarters at Manipal, with the following objectives:

1. To provide financial counseling services through face to face interaction as well as through other available media like e-mail, fax, mobile etc. as per convenience of the interested persons, including education on responsible borrowing, proactive & early savings and offering debt counseling to individuals who are indebted to formal and / or informal financial sectors.

2. To educate the people in rural and urban areas with

regard to various financial products and services available from the formal financial sector.

3. To make the people aware of the advantages of being connected with the formal financial sector.

4. To formulate debt restructuring plans for borrowers in distress and recommend the same to formal financial institutions, including co-operatives, for consideration.

5. To take up any such activity that promotes financial literacy, awareness of the banking services, financial planning and amelioration of debt related distress of an individual.

6. To bring awareness of customer rights under fair practice code.

The Trust, through its 75 Financial Literacy Centres opened in the District/Block centres allotted to the sponsor Banks by SLBCs/DCCs, is spreading financial literacy to the target groups by conducting awareness camps.

Institutional Sponsors:Karnataka Bank Ltd and two RRBs sponsored by

Syndicate Bank - Andhra Pragathi Grameena Bank (APGB) and Karnataka Vikas Grameena Bank (KVGB) have joined the Trust as Institutional Sponsors for opening/managing the FLCs in those centres allotted to them by SLBCs. KVGB joined the Trust for managing its 10 FLCs in Karnataka State w.e.f. 1st July 2016.

Management:The Management of the affairs of the Trust vests with

the Board of Trustees. The Board of Trustees comprises -

2. Sri H. Suresh Prabhu (former ED of South Indian Bank & former GM of Syndicate Bank), Trustee

3. Dr. Ramachandra Kamath (Professor & Head, Department of Community Medicine, Kodagu Institute of Medical Sciences, Madikeri), Trustee

Sri K. Raviraja, former Deputy General Manager of Syndicate Bank has assumed charge as Secretary of the Trust with effect from 5th December 2016.

Strategies AdoptedThe Financial Literacy Centres of the Trust impart

financial literacy and counselling services to Farmers, Self-Help Groups, MSMEs, Students, Senior Citizens and others free of charge.

To achieve the objectives of the Trust, the following strategies have been adopted:

1. Collecting vital statistics of block/village panchayats, such as number & name of Villages, Schools, Colleges, Self Help Groups, Farmers’ Clubs etc. relevant to Trust activities.

2. Collecting Block-level banking data, details of Villages/Gram Panchayats allotted under Service Area Approach, un-banked villages of population of 2000 & above and below 2000, villages where BCs have been appointed.

3. Identifying and contacting District/Taluk level Government Departments, Development Agencies, Chief Executive Officers of Zilla Panchayats and Executive Officers of Taluk Panchayats, Agricultural Department, Social Welfare Department, DRDO, who are engaged in extension activities at village level.

4. Liaison with District Education Officer/ Head of Educational Institutes to provide an opportunity to conduct financial literacy classes for students – from V Std to VII Std and from VIII to XII Std separately.

5. Associating with Training Programmes organized by Rural Development & Self Employment Training Institutes and other organizations engaged in similar activities.

6. Identifying active NGOs/Farmers’ Clubs and other local organizations for conducting Financial Literacy programmes.

7. Introduction of Annual Action Plan for each Centre to conduct/associate with financial literacy programmes at Village/Block levels.

8. Making available details of all relevant information on financial literacy in the Trust’s Website.

Methodology of holding campaigns:Keeping in view the target groups who are illiterate

and less aware of financial services, the Trust since its inception, believed that –

(a) target groups cannot be expected to visit the FLCs as they are located in the District/ Tehsil headquarters, which involves cost and time, and

(b) it is not easy to mobilize people for giving financial literacy programmes.

The Trust therefore adopted a policy to identify centres, places, organizations where target groups meet in villages, i.e. forums such as Gram Sabhas, village level meetings, Farmers’ Clubs, Self Help Groups, Anganawadi workers. Financial Literacy programmes are conducted as per Reserve Bank of India syllabus, to educate the people about the need for saving, how to plan their expenditure, how to curtail unnecessary expenses, where to save their hard earned money etc. Communication through word of mouth, being the most effective way, was adopted to bring awareness of relevant financial products & services available from the Banks and Insurance Companies by associating ourselves with the meetings/programmes organized by various forums.

In Schools, Colleges, Self Employment and other Training Centres, regular class room sessions were taken making power point presentation wherever possible apart from distribution of relevant publicity literature and display of posters on financial products & services.

The Financial Literacy materials provided by RBI and Dept of Financial Services (Mission Office) was made available to all the FLCs and they were advised to conduct the programme as per the guidelines.

Financial Literacy Awareness Programmes (FLAPs) under the financial support of NABARD:

To promote the cause of Financial Literacy and

Financial Inclusion, Financial Literacy Awareness Programmes (FLAPs) are to be conducted by the Financial Literacy Centres for unbanked/banked population of rural area including distress/suicide prone population. The objective of the session is to create awareness and educate masses in a lucid manner about the management of money, importance of savings, advantages of saving with Banks, other facilities provided by Banks, benefits of borrowing from Banks along with crop insurance. FLCs are also required to conduct digital FLAP in schools for educating the student community. NABARD is providing financial support under the Financial Inclusion Fund (FIF) for organizing the FLAPs.

PERFORMANCE OF THE TRUST

The performance of the Trust for the year ended 31.03.2017 is summarized as under:Opening of Financial Literacy Centres:

Since Karnataka Vikas Grameena Bank has joined the

Trust as institutional sponsor, the Trust has taken over the following 10 FLCs sponsored by them with effect from 1st July 2016:

Consequent upon exit of Vijaya Bank from JJFLCC Trust and forming a separate Trust viz., Vijaya Financial Literacy Trust, the 14 FLCs sponsored by them were taken over by them since 1st April 2016. As a result, the

Trust has now 75 Financial Literacy Centres in the States of Karnataka (45), Andhra Pradesh (10), Uttar Pradesh (8), Kerala (6), Haryana (5) and U.T. of Lakshadweep (1).

During the year 2016-17, out of 21750 programmes, the Financial Literacy Centres have organized 5919 campaigns in villages covering 206767 villagers including farmers, 4446 programmes for SHGs comprising 103552 members, 361 Farmers’ Clubs benefiting 11701 farmers, 806 programmes in Self Employment Training Institutes covering 27899 persons, 787 programmes for 21161 Anganawadi workers, 5617 programmes in Higher Primary Schools/High Schools/Colleges covering 326548 students, associated with rural branches of Banks in 700 camps covering 45656 persons and 3117 other campaigns covering 174448 persons belonging to other target groups comprising women, unemployed youth, rural service organizations etc.

FLAPs - Rural and Schools:NABARD vide its Circular No.240/DFIBT-33/ 2015

dated 13th November 2015 issued to commercial Banks advised to conduct financial literacy awareness

programmes in rural places. Accordingly, as instructed by the author Bank the Trust through its centres conducted FLAPs in rural places as per NABARD guidelines.

Keeping in view the importance of financial literacy amongst the school going children, NABARD has also advised the commercial Banks vide circular No.236/DFIBT-28/2016 dated 7th October 2016, to conduct FLAPs in schools for students of Std VIII to XII in two sessions covering the topics and Multiple Choice Questions (MCQs) prescribed by NABARD. In the end of the second session, Quiz Competition required to be conducted from the question bank of MCQs and prizes/certificates to be distributed.

The State-wise position of FLAPs (Rural and School) under financial support of NABARD conducted by various Centres sponsored by Syndicate Bank during the year 2016-17 is as follows:

dFLAP: Consequent upon the announcement of demonetization

on 8th November 2016 by the Prime Minister of India, NABARD vide its circular No.287/DFIBT-40/2016 dated 14th December 2016, advised the commercial Banks to organize Digital Financial Literacy Awareness Programme

(dFLAP) in the rural areas to spread awareness and demonstrate hands-on experience on various banking technologies promoting cashless transactions, under the financial support of NABARD. The FLCs are required to associate with the sponsor Banks for conducting the digital financial literacy awareness programmes.

Reserve Bank of India has also arranged 1-day training sessions for the Financial Literacy Counsellors all over India on digital payment systems. The Trust has deputed one Counsellor each from our all centres for the said training programme.

Various centres spread in the 5 States and UT of Lakshadweep have participated in the Digi Melas organized by various Banks and conducted dFLAPs in association with the sponsor Banks as well as independently.

Mapping of Skilling Centres with the FLCs: The Financial Literacy Centres have conducted camps in

Government & Private Industrial Training Institutes, Vocational Training Partners and Operational Centres through out the country to provide information on Micro Enterprises, Small & Medium Enterprises and Prime Minister’s MUDRA Yojana. Necessary information has been submitted to the author Bank on weekly basis and the matter is being monitored by the Mission Office, Department of Financial Services, Government of India, New Delhi.

He was greeted by the Counsellors of the centre Sri K Ravindra Ballal and Sri Satish Kumar Attavar.

Visit of Under Secretary, DFS, Government of India to Udupi FLC:Sri Rakesh Kumar Gupta, Under Secretary, Dept. of Financial Services, Ministry of Finance, Government of India, New Delhi paid a surprise visit to our Financial Literacy Centre, Udupi on 30.04.2016. While reviewing the performance and activities of the centre, he ascertained the details of programmes conducted by the centre at Villages, for Self-Help Groups, Senior Citizens, MSME, Students at Schools and Colleges, etc. He appreciated activities of the Centre and signed the Visitors’ Book with the remarks: “FLC and FIRC well maintained and found to be in order”.

NABARD CGMs: Sri V R Raveendranath, CGM, NABARD, Kerala visited our Kasaragod FLC on 13.02.2017 along with Sri Jyothis Jagannath, AGM, NABARD (Kasaragod District), and reviewed the activities of the centre with special reference to Digital literacy programmes. Karnataka Bank AGMs: Sri Venkatakrishna Bhat, AGM of Karnataka Bank, HO Mangaluru visited our Tiptur FLC on 10.02.2017 along

with Sri Kumaraswamy, EO of Taluk Panchayat, Tiptur and Sri Sudeendra, Branch Manager, Karnataka Bank, Tiptur Branch and reviewed the activities of the centre.

He remarked in the Visitors’ Register : “Very good efforts and good programmes, targeting key areas in literacy.”

He also participated in a financial literacy programme arranged by the centre on this occasion.

Sri B S Ramachandra, AGM of Karnataka Bank, RO,Mysuru visited our Alur (Hassan District) FLC

on 07.03.2017 and reviewed the performance of the centre. He remarked that he was very much impressed with the good work done by the FLC and involvement of the Counsellors. He also appreciated the systematic approach in spreading financial literacy.

Ghaziabad: During Mahaya Devi Mela at Sikri Khurad from 08.04.2016 to 15.04.2016 our Ghaziabad FLC put up a publicity stall and the stall was visited by Sri Atul Kumar, Sub-Divisional Magistrate, Sri S P Sharma, Station House Officer, Sri C M Srivastava Block Dev Officer/Melaprabhari, Smt. Street Play on Financial Literacy in Shikaripura Taluk.

Our Shikaripura FLC arranged street play by Malanadu Kala Thanda, Shivamogga in 5 places of Shikaripura Taluk in association with local branches of Syndicate Bank and Canara Bank, from 10.5.2016 to 13.05.2016 in Ambarakoppa, Hosuru, Hithala, Isuru and Halemugalageri villages. The inauguration of the street play was attended by Sri S. Ravishankar, Regional Manager and Sri K. Radhakrishnan, Chief Manager of Syndicate Bank, RO, Shivamogga, The street play in Kannada Our journey towards Bank covered the subjects like PMJDY, opening of Bank Accounts and activation of existing Accounts.

Pradhan Mantri Social Benefit Schemes such as PMJJBY,

PMSBY, APY, PM Fasal Bima Yojana, PM Mudra Yojana and advantages of timely repayment of loans, etc. It is reported that the 5 shows of the street play were witnessed and benefited by 817 people. The programme was widely covered by local newspapers.

Tiptur FLC participated in Child Marriage Prevention Awareness & Human Trafficking Awareness programmes and Vasthavya for Swach Bharath Abhiyana in different places in and around Tiptur during July 2016 and shared the information on social benefit schemes like PMJDY, PMSBY, PMJJBY, APY and DRI. They have conducted financial literacy awareness programme for Sahabalve Sangha – an NGO of Transgenders on 19.08.2016 at Taluk Panchayat Meeting Hall, which was well appreciated by the local MLA.

Ananthapuramu FLC has put up a stall on the occasion of visit of Sri Chandrababu Naidu, Hon’ble Chief Minister

of Andhra Pradesh to Bukkarayasamudram village on 06.08.2016. The Counsellor of the FLC handed over a set of financial literacy pamphlets to him during his visit to the

stall. The stall was visited by more than 800 people.

Kurnool FLC:

a) The FLC conducted a financial literacy progamme on social benefit schemes PMJDY, PMSBY, PMJJBY, APY, in Syndicate Bank, Orvakal Branch premises on 18.07.2016 to the customers. Sri K V Krishna Reddy, Branch Manager of Syndicate Bank and Sri Neela Krishnudu, Community Coordinator, IKP, Orvakal participated in the programme.

(b) RBI, FIDD, Hyderabad has arranged a Conference for stakeholders of financial literacy at Hotel Ashoka, Hyderabad on 03.11.2016. On invitation, Sri M Govinda Rajulu, Sr. Counsellor has delivered a talk on success stories and novel programmes conducted by the Centre, followed by power point presentation by Sri Siva Sankar, Jr. Counsellor. The distinguished officials have appreciated the good work done by the Centre.

Raibag FLC: On the occasion of 1st anniversary of the Centre, the FLC organized a function at New High School at Kudchi on 15.06.2016. An essay competition was arranged for students of IX and X classes on demonetization and cashless economy. Cash prizes were given to the winning students, sponsored by Sri Channappa D Hanji, Sr. Counsellor. The function was well received by the School Management, parents and SHG members who actively took part in the programme.

Mathura FLC:

a) Interview by Akashavani, Mathura: During a Radio Interview with Sri Amit Chaturvedi, Junior Counsellor of our Mathura Centre by Sri Jithendra Sharma, AIR Spokesperson, Mathura on 20.5.2016, Sri Chaturvedi explained about the social security schemes-PMJJBY and PMSBY and informed the public who

were enrolled under the schemes to maintain sufficient balance in their SB Accounts between 25th and 31st May so that the Bank branches could debit the annual premium. The Interview was broadcast on 25.05.2016 in the contemporary discussion programme “Choupal” in Akashavani, Mathura.

b) BIRD, Lucknow organized a programme on “Capacity Building of FLC Counsellors”, co-sponsored by NABARD & ACCESS-ASSIST, from 3rd to 5th

October 2016 at Mathura. During the programme, as an exposure visit, officials of BIRD & ACCESS-ASSIST along with the Counsellors have visited our Mathura Centre. They were briefed of the Registers being maintained at the Centre and explained how effectively the financial literacy programmes are conducted for the target groups of the area. They have also participated in the financial literacy camp organized by our Mathura Centre on 4th October 2016 at Nagal Kubi village, Baldev Block.

c) JCI Club, Mathura has organized a programme

on Cashless transactions on 15.12.2016. On this occasion, our Mathura FLC in association with SyndRSETI, Chaumuhan has put up a stall, which was inaugurated by Mrs. Hemamalini, Hon’ble MP of Mathura.

DIGI DHAN MELA at Mangaluru

Mangaluru on 25.01.2017. The Mela was inaugurated by Sri Ravi Shankar Prasad, Hon’ble Union Minister for Electronics & Information Technology and Law & Justice, at Town Hall, Mangaluru. On this occasion, our Trust jointly with Syndicate Bank, put up a publicity stall. The stall was inaugurated by Sri Nalin Kumar Kateel, Hon’ble Member of Parliament in the presence of Sri Ramesh Jigajinagi, Hon’ble Minister of State for Drinking Water & Sanitation, Government of India, and Bank executives and other officials/guests. Sri K Raviraja, Secretary along with Counsellors of Mangaluru and Sullia centres represented the Trust.

Sri Ravi Sankar Prasad, Hon’ble Union Minister visited the publicity stall. On this occasion, Sri K Raviraja, Secretary of the Trust explained to the Hon’ble Minister how the Trust is spreading financial literacy through its 75 centres in 5 States of the country and UT Lakshadweep, and educating the people regarding use of the Digital Payment system. The Hon’ble Minister was very happy to know the efforts made by the Trust to spread financial literacy in general and Digi Dhan in particular.

of Meerut District. FLC, Nellore in the District and the Centre was honoured with the Certificate of Appreciation by Sri Revu Mutyala Raju, IAS, District Collector, Nellore in the presence of Sri Visal Guni, IPS, Supdt. of Police and Sri Imtiaz Ahmed, IAS, Joint Collector, Nellore District on the occasion of 68th Republic Day celebration on 26.01.2017.

This is the third consecutive year that centre has received the recognition from the District Administration.

Ongole FLC: The District Collector, Smt. Sujatha Sarma, IAS honoured Sri Ch Prasanneswara Babu, Senior Counsellor of Ongole FLC by awarding Certificate of Appreciation for the financial literacy awareness services rendered by the centre in Prakasam district on the occasion of Republic Day celebration on 26.01.2017. Sri Ch Prasanneswara Babu has been recognized as resource person by the District Administration and utilized his services to train the staff of various Government departments in the district after demonetization. The centre has also conducted various programmes in the adopted villages of Syndicate Bank.

Syndicate Bank Foundation Day Awards to FLCs: On the occasion of 91st Foundation Day of Syndicate Bank, the Bank has honoured our three FLCs – Mathura, Nellore and Udupi with Foundation Day Awards. The Counsellors were felicitated with memento at the respective Regional Offices of the Bank by the Regional Managers on 20.10.2016.

Monitoring of Financial Literacy Centres:

The working of the FLCs is monitored by the Central Secretariat of the Trust by reviewing their Monthly Reports which covers key areas of performance, visits to Centres by the Managing Trustee, Secretary & Officers of the Central Secretariat and by keeping constant touch on phone/internet communications. The Lead District Managers guide the Counsellors suitably. Performance of the Centres is also reviewed in BLBC/DCC/SLBC Meetings and progress is recorded in the minutes of the meeting.

Annual Review Meeting:

To review the performance of Financial Literacy Centres and to equip the Counsellors with the latest developments in banking, insurance and other social benefit schemes of Government, a one-day Review Meeting of FLCs of Kerala State was conducted on 19.09.2016 at our Kasaragod Centre. All the 12 Counsellors of 6 FLCs have attended the Review Meeting. Sri.Jyothis Jagannath, AGM, NABARD, Kasaragod and Sri Remanan C S, LDCM, Syndicate Bank, Kasaragod have addressed the participants.

Website of the Trust:

To reach larger section of the people, Trust has its Website in English, Kannada and Hindi languages. The website has been redesigned and made it responsive, mobile and tablet friendly. The Website covers major financial products and services provided by Banks, viz., Deposits, Advances, Remittance facilities, Electronic channels of banking and micro insurance services. It also provides information regarding Financial Literacy, Protection of Customer Interest, Banking Practices and Code of Conduct, Banking Ombudsman Scheme, Bankers’ Fair Practice Code in India, MSME Charters, highlights of national/state level schemes etc. The Website is updated regularly with changes in schemes.

During the year 2016-17, 9,780 persons have viewed the website and the total viewers as on 31.03.2017 were over 58,000 in all the three languages.

Association with Training Programmes organized by Rural Development & Self Employment Training Institutes:

Reserve Bank has indicated in its circular dated 04.09.2009 that while the FLCs would provide financial literacy and credit counseling, the activities of the Rural Development and Self Employment Training Institutes (RUDSETI), towards skill development/ capacity building could be dovetailed with FLCs initiatives. The Trust has liaised with Author Bank who has advised the Self Employment Training Institutes sponsored by them to associate our FLCs in their training programme to provide financial literacy knowledge to the participants.

During the year 2016-17, our Financial Literacy Counsellors have -

Workshop for Counsellors of KVG Bank sponsored FLCs at Mukund Nivas, Udupi:

The Trust arranged a one-day Workshop for the Counsellors of the 10 FLCs of Karnataka Vikas Grameena Bank, at our Udupi Centre on 21.06.2016. Sri I N Raghavendra Bhat, Managing Trustee, Sri S Ravindran, Chairman of KVG Bank and Sri N T Hegde, Secretary of the Trust addressed the participants. Sri K N Devadas, Sr. Counsellor of Udupi FLC and Sri G G Hegde, former Sr Counsellor of Kundapur FLC were the resource persons.

Residential Training Programme for Financial Literacy Counsellors at SIBM, Manipal:

In order to enhance the knowledge for spreading financial literacy and popularise various social benefit schemes announced by the Ministry of Finance, Govt. of India, the Trust in association with Syndicate Institute of Bank Management, Manipal has conducted two-day training programme for Financial Literacy Counsellors, on 7th and 8th October 2016 at SIBM Manipal. The training programme was attended by 38 Counsellors from Karnataka, Kerala, Andhra Pradesh and UT of Lakshadweep. Hand-holding requests under Stand up India Scheme:Our centres have received 19 hand-holding requests under Stand-up India Scheme. The Counsellors have contacted the parties and guided them properly to enable them to avail need based credit.

Manpower:Each Centre has been provided with two Counsellors, preferably retired Bank officers. The Counsellors are appointed on annual contract basis, spelling out clearly their duties & responsibilities and out-door duties of minimum 10 days per month for each counselor. Wherever the Trust has not been able to get suitable retired officers, particularly in Taluk/ Block level centres, young graduates with computer proficiency were appointed as Junior Counselors. The Trust has engaged the services of 147 Financial Literacy Counselors on contract basis (80 retired Officers and 67 fresh graduates) at various Centres. As on 31st March 2017, the total number of manpower on service contract is 158, which includes 7 staff at Central Secretariat, Manipal and 4 Part-Time Helpers at 4 FLCs managing FIRCs.

Funding of the Trust:The Trust and its activities are being funded by the author Bank and the institutional sponsor Banks. While the capital

and revenue expenditure of individual FLCs have been borne by the respective sponsor Banks, the expenses of Central Secretariat is shared on prorata basis in the ratio of number of FLCs at the end of previous financial year.

Annual Accounts of the Trust:The Trust has incurred Capital Expenditure of `8.68 lakh and Revenue Expenditure of `342.65 lakh during the year under report. The Audited Balance Sheet, Income & Expenditure Account and Receipts & Payments Account for the year ended 31.03.2017 are appended.

Meetings of Board of TrusteesDuring the year 2016-17 the Trust has conducted 5 meetings of Board of Trustees on 03.05.2016, 27.07.2016, 27.10.2016, 03.12.2016 and 30.01.2017 as required by Schedule I of the Trust Deed, at its Central Secretariat at Syndicate Bank Head Office Building, Manipal.

Thrust for the year 2017-18During the year 2017-18 our FLCs will spread financial literacy awareness with thrust on the following:

1. Active savings and good borrowing

2. Financial planning and goal setting

3. Going digital and consumer protection
