DR. SURENDRA PAL,TAKES OVER AS VICE CHANCELLOR OF DIAT(DU), PUNE

Dr. Surendra Pal, Vice Chancellor, DIAT (DU), Pune

Dr. Surendra Pal is a space communication technologist, accomplished researcher, academician,

administrator and visionary of high repute, is an alumnus of Birla Institute Of Technology and Science, Pilani

and Indian Institute of Science Bangalore. Dr. Pal is a former: Prof. Satish Dhawan Professor & Senior

Advisor Satellite Navigation Programme (ISRO), Distinguished Scientist, Associate Director and also

Programme Director Satellite Navigation Programme at ISRO Satellite Centre Bangalore. He is an Ex-

President of Institution of Electronics and Telecommunication Engineers –India (2012-2014)

Dr. Pal joined Indian Space Research Organisation in 1971, after a brief tenure at Tata Institute of

Fundamental Research. Dr Pal pioneered the Microwave, Antenna & RF communication activities at

the ISRO Satellite Centre at its inception. He was responsible for development of all Indian Satellite onboard

Telecommunication Systems, starting from Aryabhat to IRS, INSAT, GSAT, Low Earth Orbit series of

spacecrafts and Chandrayan. The team created by him worked for MARS-Orbiter Mission (Communication

System). He is also responsible for pioneering satellite based navigation activities in India. He spear headed

the Indian Satellite Based Wide Area Augmentation System - GAGAN (GPS Aided Geo Augmented

Navigation System) from infancy to blossom an Indian Regional Navigation Satellite System

(IRNSS) for aviation activities for civilian & restricted users. GAGAN SYSTEM is operational after

certification by DGCA for civil aviation. IRNSS four satellite are in orbit). He is the originator of Satellite

Navigation Programme in India. These two programme initiated by him, have huge technological impact and

benefit to a host of GNSS users in the Asia Pacific Region and Indian Security Services. During his 42 years

career of ISRO, he developed many innovative technologies, which even now are new for other world space

agencies: One example is Satellite based spherical phased array, transmitting signals in two beams over two

ground stations for orbiting satellite like IRS.

Dr. Pal is widely respected for his technical knowledge and the same, in his various areas of expertise, has

been utilized by a number of national and international organizations, viz; (i)INMARSAT/ICO(UK) for

LEOSAT Mobile Satellite Communication definition and also responsible for the development of Satellite

Hand Held Antenna System for ICO(UK), (ii) International Telecommunication Union (ITU) for defining

Regional African Satellite Communication System, (iii) Nanyang Technological University, Singapore, on

X-Sat etc. Dr. Pal was on the United Nations panel of experts on Global Navigation Satellite Systems

(GNSS) and Chaired/participated in various UN meetings at Vienna, Geneva and at other international

venues. He also developed various antennas for DRDO. Dr. Pal a Distinguished Fellow of IETE, Fellow of

Indian National Academy of Engineering, Indian National Academy of Sciences, Fellow IEEE(USA),

IET(UK), MIAA((Paris), FVEDA, MASI & has received more than twenty two national and international

awards that includes Vikram Sarabhai, Om Prakash Bhashin , ISRO Excellence & NRDC awards . Besides

these he holds patents for his various inventions. IEEE (US) announced its top level awards and him to be

the recipient for the prestigious IEEE-2010 Judith A. Resnik Award. He is the 1st Indian national and

1st Professional to get this prestigious award east of France. In August 2012 he has been awarded the

coveted: BITS Pilani Distinguished Alumni Award by Shri Kumar Mangalam Birla in the Category of

Professional Management of Business, in recognition of his outstanding contribution to society. Dr. Pal

has published/presented more than 220 papers in international, national journals and conferences of repute,

one book on communications & guided number of PhD students. He is a Distinguished Visiting Professor

of Indian National Academy of Engineering. Presently, he is on the Distinguished Lecturer Programme of

IEEE-USA. Under the IEEE- DLT Scheme, he has delivered invited talks, lectures and tutorials on antennas,

GNSS, Space and RF communications at NTU Singapore, NASA & IEEE-Houston (USA), Bradford

University UK, University of Cape-Town, Stellenbosch University, Cape Peninsular Technical University,

CSIR-Dept of Science and Technology Republic of South Africa. He was also a Senior Adviser on ICT

curriculum and other academic matters to newly formed Institute of ICT-Ahmadabad University Gujarat and

BITS Pilani. Dr. Pal is Honorary Professor of number of Indian Universities.

His fields of interest are: RF Communications, Space communication, Space Technology, Microwaves,

Electromagnetics, Antennas, Radars, Digital Communication and Satellite Navigation (GNSS). He is

recognized as an expert in these areas at international level.

Department of Applied Chemistry had organized a second „National Conference on Chemistry of Chalcogens (NC3-2015)‟ from 12-13 Jan, 2015. The Officiating Vice-Chancellor, DIAT (DU), and Director of NCL addressed the gathering. Around 17 eminent speakers from different organizations across India discussed on the role of chalcogens for modern technologies and around 150 students were participated.

The Department of Applied Chemistry has conducted a customized course IOFS for 50 newly recruited Indian Ordnance Factory Staff Officers from 5th Jan. to 28th Mar 2015. The technical training exclusively focused on defence technologies and covered broad areas such as armoured vehicles, artillery weapons, small arms, naval and air armaments, guided missiles, ballistics, high energy materials, metals, alloys, polymers, nanotechnology, network centric warfare, etc.

Prof. P.K. Khanna was the course director and Dr. S. Banerjee was the course coordinator.

Special Items: When chemical/mathematical equations are used in papers, these should be legible. The symbols, not covered in nomenclature (or when nomenclature is not given), should be explained immediately after their first usage in the text. Equations should be consecutively numbered in whole numbers in parentheses (for example, (2), (15), (19), etc.) at the right margin. Reference to the equations in the text should be abbreviated as Eqn (1), Eqns (5-7), etc. Complex structural formulae of chemical compounds should be prepared as illustrations. Capital, lower case and Greek letters should be distinguished clearly. Letters which are sometimes confused for one another (for example, O & 0; l & 1; V, v & n; r & p; X, x & c; K, k & k; E & e; etc.) should clearly be distinguished. DIAT JOURNAL (A Journal devoted to Science & Technology in Defence)

DIAT Journal is a peer reviewed bi-annually, multi-disciplinary primary research journal of the Defence Institute of Advanced Technology (Deemed University), Pune. It is international in scope and is published by the Publication Cell, DIAT (DU). It is brought out in the months of January-June and July-December.

The Journal publishes research papers in various disciplines of science and technology which have direct defence application. Short communications research notes, and scientific correspondence having a bearing on defence are also accepted for publication in the Journal. AUTHOR GUIDELINES Aim and Scope: DIAT Journal: An International Journal of Science & Technology in Defence, is a bi-annually journal of the Defence Institute of Advanced Technology (Deemed University), Pune, Publishes original research papers having direct bearing on Defence. It covers various disciplines of science, technology and engineering. The major subject fields covered include: aerospace, materials, electronics & computer engineering, applied physics, chemistry and mathematics. Typescripts Accepted: Research papers (Max length: 3000 words or 10 typed pages of A4 size in 12 pt Times New Roman including figures in Single space and single column) are expected to contain original research findings in a clear and concise manner. Papers reporting theoretical, laboratory and field test results are also considered for publication. Short communications/research notes (Max length: 2000 words or 8 typed pages in 12 pt Times New Roman including figures in Single space and single column) are normally brief reports or technical notes on the progress of ongoing research and/or an application. Plagiarism Check/Primary Scrutiny: Submitted manuscripts are uploaded electronically where they will be viewed initially and processed through iThenticate, a plagiarism detection software. If any components are found to be missing, the manuscript will be returned electronically to the corresponding author with instructions on how to correct the problem. Refereeing Process: All papers received for publication in the Journal are subjected to refereeing by eminent peers who are active in the relevant fields of research. Submission of Manuscripts: Authors should submit the Manuscript, typed in single space A4 size (210 mm x 297 mm) format, with a margin not less than 25 mm on each side. It should include: (i) title page with a running (short) title, (ii) abstract, (iii) keywords, (iv) nomenclature of symbols used, (v) tables/figures/illustrations typed/drawn on separate sheets along with their captions in serial order as these appear in text (vi) a separate list of figure captions, and (vii) Brief biodata with photograph. The reporting in the paper should be generally in third person.

It is mandatory on the part of the corresponding author to furnish the following certificate at the time of submission of manuscript in the online submission.

When preparing your paper for submission, please use the following checklist to address some of the more common errors and grammar mistakes. This will help expedite the submission process.

Title Page: The title page should include: title of the article, name(s) of author(s) and affiliation(s), and complete address (including telephone/fax numbers, e-mail address) of the author (in case of a single author paper) or the contact person (in the case of a multi-authored paper) to whom communications should be sent. It should also include a short title not more than 50 characters to be used as running title. The titles should be brief, clear and should provide a broad indication of the content of the paper. Abstract & Keywords: An abstract of about 200 words for research papers, and about 100 words for research notes and short communications should be provided along with the paper. Appropriate keywords representing the complete subject content of the paper should be given. Providing Abstract and Keywords are compulsory. Grammar and Syntax: Check your paper thoroughly for

Spelling errors, especially in your technical terminology.

Proper syntax in the entire document. Syntax refers to the combination of words and symbols that form correct sentence structure.
