The conduct of science in Antarctica is the cornerstone of the Antarctic Treaty System.

Antarctic Science is: - Interdisciplinary - Multinational - Globally relevant - Complex - Politically important

The Antarctic Treaty (section III.1.c) says:

"Scientific observations and results from Antarctica shall be exchanged and made freely available."

The Scientific Committee on Antarctic Research (SCAR) and the Council of Managers of National Antarctic Programmes (COMNAP) established the Joint Committee on Antarctic Data Management (JCADM) in 1997 to manage Antarctic data.

In Dec. 2008 the formal linkage with COMNAP ceased and JCADM became SC-ADM from January 2009.

The mission of SC-ADM is to help co-operation between scientists and nations with regard toscientific data.

It advises on the development of the Antarctic Data Directory System and plays a major role in the International Polar Year data system (IPYDIS).

Members of SC-ADM are usually managers of the National Antarctic Data Centres or a relevant national

contact.

SC-ADM meets annually, with every second meeting in conjunction with SCAR. Reports, work-plans and documents are published on the Meetings and reports page.

SC-ADM's responsibilities include:

- Promotion of Antarctic data management - Providing guidance to the Antarctic Master Directory host - Establishing Antarctic data management policies and priorities - The recruitment of National Antarctic Data Centres (NADCs) - Encouraging scientists to submit metadata to the Antarctic Master Directory - Reporting to SCAR on Antarctic data management issues

SCAR provides funding to support the Antarctic Master Directory (hosted by the Global Change Master Directory - GCMD). The GCMD is expected to provide support to the NADCs. NADCs are funded at a national level.

WHY A DATA MANAGEMENT PLAN?

The allow the scientific community to access the vast amount of data, collected from their predecessors, is the basis of scientific progress; it allows the development of good science and allows to make decisions for future activities.

Sharing data helps researchers get credit for their work and increase its visibility.When the data are well managed, they are easier to find, understand and use.

Accessibility helps move forward the frontier of science, so that younger colleagues can leverage the work done in the past and make it part of their job.

A good management plan must have a Data Policy

the Policy must to

-define who manages the metadata

-define who manages the data

-fix the rules to provide the Metadata

-fix the embargo period for exploitation of data

-fix the rules to ensure the “property” of data, especially during the embargo period

-fix the rules to ensure the maintenance of data sets for the future to not dissipate the

heritage.

-fix penalties for those who do not provide the data

but mainly

-define the rules for ON-LINE ACCESS TO DATA
