The Home agent will receive from the Expedition Commander on departure a folder containing accurate nominal rolls, consent and medical declaration forms, passport details, and next of kin contact information. He will also hold a file containing hard copy of all the exercise instructions and plans.

In support of the communications plan the home agent will create and maintain an accurate next of kin email list in the atcdevsom.org.uk Gmail account.

The home agent will keep a log to record daily situation reports, and in the event of an incident an accurate record of what action was taken, who was contacted when etc.

In order to keep families and friends informed of progress, posts will be made on the relevant Facebook Pages and by email to the email addresses provided for all next of kin.

Transport

The MT requirements within the UK comprise Transfers to and from London Heathrow airport Terminal Three as detailed in Annex A

Outward Coach Transfer is via Driven Coach arranged by WHQ. The Provider is BERRYS Tel 01823 331356.

Return Coach Transfer is via Driven Coach arranged by WHQ. The Provider is TRAVELLERS CHOICE Tel 07966 804873

Both providers have been given a copy of this Logistics Plan.

Accommodation

No Accommodation is required to support the deployment plan. In the event of severe delays at LHR consideration will be given to using WRFCA accommodation in Hammersmith. Note: The Piccadilly Line provides direct mass transit between LHR and Hammersmith.

Messing

There are no requirements for messing arrangements within the UK. In the event of severe delays at LHR consideration will be given to arranging access to messing facilities at RAF NORTHOLT. Alternatively the Expedition commander may elect to use emergency funds.

The Expedition Joining Instructions at Ref B include information regarding the requirement meals prior to departure, and following arrival back at LHR.

Satellite Communications. In order to support the expedition emergency communications requirements, one satellite telephone is requested from service sources.

Medical Supplies

The Expedition team will be provided with an appropriate First Aid Equipment in consultation with the Wing First Aid Officer. In addition Over the Counter medication will be procured as follows.

FINANCE

The expedition is being provided through a single provider and the arrangements made include all accommodation and meals.

Grants, Participant Contributions and Expenditure Management

The finance officer will track all financial transactions using a spreadsheet which the Project Officer has shared access to. On conclusion of the expedition an expedition account will be prepared showing all income and expenditure.

Insurance

Overseas Travel Insurance, has been arranged through HQAC for the destination and duration of the expedition. In the event of unplanned extension additional cover will be arranged as necessary.

All parties have been informed of the need to disclose any prior medical conditions, and have been provided with the full terms and conditions of the insurance cover provided.

All exercise members must be provided with details of the travel insurance together with emergency contact information. This information should be in the form of a small durable card which can be carried at all times. (To be issued on departure)

Environmental Monitoring The Home agent will monitor the news and FCO advice site on a daily basis. If it is considered necessary, briefings will be provided to the Expedition Commander IAW the communications plan. An email alert has been set up on the FCO site which will email all changes to the Home Agent and the Expedition Commander Reporting Evaluation Report The post exercise evaluation report will be completed and forwarded to HQAC within 12 weeks of return; copies should also be sent to HQ Wing & Region. (All accident, incident and near miss reports should be submitted as soon as possible via normal channels.) Ulysses Trust Report An editorial report is required by UT as a condition of their grant towards the cost of the expedition. This is to be compiled by the Project Officer with input from the Expedition Commander and the Expedition Team.

Annex A to DSW-GATE-15-LOGS-UK

TRANSPORT PLAN (UK)

The expedition team will deploy to South Africa on 23 Oct 2015 and Redeploy to the United Kingdom on 9 November.

Flights have been booked to and from London Heathrow to Durban via Dubai. This Transport plan provides for the movement to and from London Heathrow and should be provided to the transport provider as soon as possible.

Deployment Overview

Deployment Detail The Assembly area will be at Bridgwater Services, J24 M5 TA6 6TS in the coach parking area, no later than 1400h. The pickup points are detailed below:

Drivers Rest Periods Transport providers are to ensure driver rests are planned to make best use of the time required for the first parade. The anticipated journey time from Bridgewater to LHR is 3h, and no driver breaks following departure from Bridgwater are planned for.

Driven Coach Hire has been booked through Devon & Somerset Wing HQ, to provide the following schedule. All passengers will have two holdalls and one piece of hand luggage. Please ensure that a vehicle with sufficient passenger and luggage space is provided.

Driven Coach Hire has been booked through Devon & Somerset Wing HQ, to provide the schedule below. All passengers will have two holdalls and one piece of hand luggage. Please ensure that a vehicle with sufficient passenger and luggage space is provided.

At Heathrow the coach driver should park the vehicle in the appropriate waiting area at Terminal 3. When Flight No EK29 shows the status “Baggage in Hall”, the driver should clearly display a sign showing “GLOBAL DRAGON”

Annex B to DSW-GATE-15-LOGS-UK

MAJOR INCIDENT POLICY AND PROCEDURE – HOME AGENT

The Home agent is responsible for providing communications during any major incident involving members of the expedition team or any major incident at home that must be communicated to members of the expedition team.

The Expedition Activity and Safety Plan provides details of the emergency protocols to be implemented by the expedition commander in the field. These include policies for controlling communications home in the event of a serious incident, known as Operation Minimise.

Actions On: Serious incident, injury or illness involving the expedition team

Verify: Verification actions will depend on the source of information which will normally be a direct call from the expedition Commander, but may be form other expedition team members, third party providers, local emergency services, the British Military attaché or news media.

Before proceeding to notify Next of Kin, the Home agent is to ensure the information obtained is as accurate as possible, is not exaggerated. Written Records of all communications made during verification are to be made including:

Notify: In the event of Death or Hospital Admission the Home agent must contact JSCC on 01452 519951, and notify the appropriate Wing HQ. JSCC will normally organise notification of Next of Kin, but may request the support of local resources.

If anything occurs which could have an immediate and major negative media implication, the Duty HQAC Press Officer should be informed on 07880 780774. If she is not contactable, and the issue is pressing, the MOD Duty Press Officer is contactable on 0207 218 7907.

In less serious circumstances a telephone call may be appropriate, but it may be helpful for a personal visit to be made to the next of kin by a member of ACO staff who can provide on the spot, face to face answers. Wing HQ or Parent Unit staff should be considered.

Once news has been confirmed as delivered to the next of kin of all those affected it may be necessary to make an announcement of the facts to the next of kin of all those on the expedition. This could be by a notice on the closed expedition Facebook group, by email or by telephone, depending on the nature and outcome of the incident.

Remember to maintain contact with the Expedition Commander or his Deputy and inform him when Communications restrictions can be lifted.

Support: The Home agent is responsible for ensuring the provision of ongoing support to the next of kin of those affected.

The Home agent, in conjunction with his chain of command and the Insurance company may need to arrange transport for the next-of-kin of those involved. In the case of medical repatriation, transport to the port of arrival should be arranged if required.

Where other exercise members are returning to the UK after a serious incident arrangements will be made for their next-of-kin to meet them at the port of entry. Where possible the home agent should ensure that suitable facilities are arranged for them to wait away from public/press (i.e. a meeting room at the airport or conference room at a nearby hotel). It may be possible for the insurance company or the airline to help with this.

Providing Transport for Civilians

In the event of a serious incident during the expedition it may be necessary to provide mass transport to parents and family to meet their relatives on return to the UK. Civilian personnel are NOT insured to travel on MOD provided transport, therefore arrangements should be made through the Insurance Company to book private charter hire vehicles in this eventuality. Provision of transport outside the UK to family of casualties must similarly be arranged through the Insurance Company or the MoD/FCO as appropriate. In these circumstances the Home Agent will provide all possible support to all parties to support such arrangements as necessary. It may be necessary to provide transport in the Home Agents private car or to arrange contingency use of an SOV. Notes: We have a post-incident responsibility to next-of-kin equal to that which exists prior to and during the exercise. This includes providing information which might help them to better understand the circumstances surrounding any incident and for them to come to terms with any potential outcome. However this responsibility should be balanced against the need to provide only that information which is known to be factual. Speculation must

be avoided and care must be taken not to say, indicate or infer anything which might jeopardise, influence or interfere with any future or potential criminal or civil proceedings.
