Executive Summary

Development Services

A huge effort is being made in the Strategic Planning area to finalise changes to the Draft Region Planning Scheme. Discussions are to be held in early October with the Department of State Development, Infrastructure and Planning regarding the level of consultation required. In the development area there has been a slight increase in numbers since last month. Although numbers are still below the long term trend line there has been a general upward trend since January. There was a drop in the number of plan sealing applications for September which we are monitoring. The Health and Regulatory team are still receiving a high number of requests conveying a range of issues. Regulated parking is being monitored in the City Centre to minimise any impacts on available parking. The Focus on Development project is continuing with many of the initiatives completed. As we have worked through this project with UDIA a number of new initiatives have been added.

Two incidents were reported for the month. Incident 1 – Staff member suffered scald from hot water tap in lunch room. Incident 2 – Staff member was driving when front tyre popped suddenly, causing vehicle to swerve momentarily into other lane.

Development Assessment KPI Measure

Performance against established performance goals is reviewed in the March, June, September and December (annual) issues of the Performance Management Report.

What is being measured?

The graph shows the number of attached dwellings approved in comparison to the number of detached dwellings approved. The number of attached dwellings approved to increase compared to detached by 2017/2018

Management Commentary for current period

During the last quarter the number of dual occupancies/multiple dwellings dropped slightly before rising again in September. The trend is generally lower than the historical results. It is noted that the number of detached dwellings has decreased in the last two months of the quarter. This has resulted in an increase in multiple dwellings/dual occupancies as a proportion of housing stock compared to detached dwellings. However it is still a concern that the amount of housing stock trend line is continuing to decrease.

What is being measured?

Local Law client requests are acknowledged to within 5 days, and completed within allocated timeframes by 2014/15.

The above graph shows the number of requests responded to within 5 days.

Management Commentary for

current period

The Local Law Team focuses on a wide range of services for both internal and external clients relating to animal management, overgrown properties, and abandoned vehicles The results of the latest quarterly survey were positive and indicate a high response level to community complaints. 91% of requests actioned within 5 days indicating that the dispatching process implemented over the last period is seeing systematic improvements in response times.

What is being measured?

All customers are moderately to extremely satisfied by 2014/15

The above graph shows the number of clients that are moderately to extremely satisfied with the service they have received.

Management Commentary for

current period

Client satisfaction has remained steady at just over 80%. Compared to the same period for 2013 this demonstrates a significant increase in relation to client service satisfaction. Concerted efforts to further developing dedication to professionalism and responsiveness will see this satisfaction improvement trend continue in the future.

Mackay Growth Allocation Model

The growth allocation model will assist in future infrastructure planning modelling in the Mackay Region. As part of this process, significant data collation and mapping has been generated and is being used as input to region-wide Growth Allocation Model. The Growth Allocation Model will be completed in early 2015.

FOCUS

Planning Institute of Australia Planning Conference – Gold Coast, Queensland In November 2013, Mackay hosted the annual Planning Institute of Australia (Qld Division) State Conference. This year’s Conference was held from 24 – 26 September 2014 and hosted by the City of Gold Coast. Portfolio councillor for Development Services, Cr David Perkins, presented a paper on various planning initiatives being undertaken by Mackay Regional Council.

The number of applications received in September increased slightly from August to 52. This is still below the long term trend line, however continues the general upward trend since January.

There was an increase in Reconfiguration of a Lot applications (less than 6 lots) compared to August. This is mainly due to a developer seeking to create freehold lots around Dual Occupancy developments.

Concurrence Agency applications increased slightly this month, to a level above the long term average for this application type.

Value of Development The total of approved construction work for the Month of September was $5,459,051 which is a significant decrease from the September 2013 figure of $16,280,783. The September 2014 total was also lower than the previous month of August which had a total value of $9,276,596.

Engineering The number of Operational Works applications that were received for the month of September was 9 which is a slight increase from the 7 that were received in the previous month of August. Development Engineering issued 15 approvals in September with 88% meeting their target timeframe. 23 Operational Works applications have been carried forward; these applications may be under an applicant’s response period, an extension period or a Council issue period. The number of Survey Plans sealed in the month of September was 22 which is similar to the 21 sealed in the previous month. 14 new Plan Sealing applications were received in September with 11 carried over, those that have not have been approved for sealing are under assessment or Action Notice (Information Request). 49 Minor Works application were lodged in September. Throughout the month, 50 applications were approved with 63 carried forward.

The car parking layout for the shopping centre will be amended to reduce the conflict points and make it more user friendly.

Application to create three lots. Creation of large lot to facilitate the relocation of Junior Soccer from Bridge Road site to Glenella as existing Soccer Grounds are located within the Airport Safety Zone. The two remaining lots will be used for light industrial purposes.

Issues to be addressed relate mainly to the provision of infrastructure to the three lots and to ensure the infrastructure is provided in a manner that allows the development and commencement of the use of the new soccer fields.

MCU Code & Impact The KPI’s for approval of Material Change of Use applications have been met for the month of September, with the following results: • MCU Code applications – 90% of applications were decided within 40 days, with the average timeframe being 19 days. • MCU Impact applications – 80% of applications were decided within 40 days, with an average timeframe being 27 days.

Operational Works The number of new Operational Works applications received for September was 9. Out of the 9 new applications 2 Decision Notices were issued, 5 applications remain in the Decision Making Period, 1 application is in an Action Notice Response Period and one application has only just been lodged and not yet begun the assessment process. Overall timeframes for the month of September were or are going to be met.

Health and Regulatory Services

Client Requests Health and Regulatory Services continues to receive high volume client requests across the range of operations. The completion rate for all requests has remained steady. Regulated Parking officers have been ensuring the work impacts of the city centre revamp are minimised by ensuring of parking in the CBD. In addition to this they have been monitoring the changed parking conditions in Paget bordering Milton and Boundary roads. The event season continues for Environmental Health Officers assessing a number of applications and carrying out inspections with respect to conditions of approval, noise monitoring and temporary food. Vector Control Officers have continued their hard work in monitoring and managing mosquito numbers while the Pest Management Officers worked on aerial pig baiting in the Cathu area and have held meetings regarding wild dogs out at Conningsby.

Monthly Infringements Activity

Total Infringements issued from 01 September to 30 September 2014 was 777

Infringements issued by regulated parking officers accounted for 753 of total infringement output this month. This result is a correction following the decrease last month due to officers not being available for the function. With continued improvements in operations and process surrounding this function these figures are anticipated to remain steady off the back of three periods of improvement.
