2.1 Key Events Last Period

Health & Safety

(SHEQ Adviser) attends the site weekly. (SHEQ Ops Adviser) is assisting with regards to H&S compliance on site. No reportable incident took place during the period. M+W has appointed a new H&S Manager who has implemented a number of constructive H&S procedures. Site Works Community Recycling Centre: Take Over is still pending resolution of Non Conformity Reports (NCR) and observations. Recycling Bulking Facility: Take Over is still pending resolution of Non Conformity Reports (NCR) and observations. M+W has prepared a list or items to be closed and a schedule. The new forecast for the AD substation energisation is end of May 2017. Anaerobic Digestion Facility: Continuation of Civil works in the area in front of the AD building. Grinding has been completed in the LTP, Maturation, Reception and Processing halls. Pipework installation is substantially complete in LTP/AD tank farms and pressure testing will start w/c 8th May. GE/Monsal is planning to complete the general mechanical installation of the process equipment in the AD building by the end of May. The Recycling Water Tank is complete and will be water leak tested in May. Gasification: The cladding on the gasification building roof has progressed well during the period. The turbine slab has been poured. Saxlund has made much progress on the RDF bunker. The boiler modules have been delivered to site and put in place. The structure for the gasification equipment is substantially complete and the installation of the gasifier has started. General site: A new security system based on electronic badges has been implemented. Programme M+W is still working at improving their programme. A number of meetings took place to review the programme, also with regards to the ROCs accreditation (see below: Workshops). Last programme received (early April) showed completion forecast on for the AD Facility and for the Gasification facility ). Planning and Permitting The Planning Authority is visiting the site fortnightly. No specific issues raised during these visits. We are preparing the ground with the Planning Authority for the submission of a planning application to be able to work 24/24 also outside the buildings. M+W is preparing a list of activities. Design The design progressed well during the period. A number of technical meetings have been set-up at the end of the month to close the backlog of SUEZ comments to M+W’s Reviewable Design Data. M+W endeavours to close all outstanding design issues.

Grid Connection Both connections (3.7 MWe - Gasifier, 1.7 MWe - AD) are complete between SSE feeding points and on-site substations. The AD connection is delayed until resolution of the AD substation issue (see above). Comms & PR There has been some slight disruption to the CRC and on Charlton Lane in relation with the boiler deliver modules w/c 3rd April and very few complaints were received.. Next CLG meeting will take place on the 15th May. General The new Project Director (No 6), , appointed on 31st March, has left the project on 8th May. (who was Project Director No 5) is now again the Contractor Representative.

3.2 CDM (Construction Design Management)

Weekly site inspections from the SUEZ Construction SHEQ team have continued and assist with the monitoring of compliance. An Inspection Report is generated by the SHEQ team and provided to M+W. Actions identified in the Inspection Report are then monitored and discussed during the Weekly Site Construction Meeting. 16 RAMS reviewed by M+W and accepted 3 near misses were recorded in the period. All three incidents were related to unsafe working from delivery vehicle trailers. M+W has appointed a new H&S Manager whom appears to be proactive and is introducing initiatives to improve site health and safety. 3.3 Quality Assurance and Quality Control

Ongoing review of Contractor documents to ensure compliance with the Contract. Joint weekly Quality Inspections (M+W/SUEZ) continue to take place and observation are recorded on a global tracking schedule. These inspections are a proactive approach to identify and resolve any quality issues before becoming critical. FATS schedule are reviewed with M+W bi-weekly. No FATS took place in period. 3.4 Environmental

4.0 Progress

4.1 Programme

AD Programme: M+W advised that the AD programme requires further work and that it does not accurately reflect progress to date and future works in its current state. Gasification Programme: Main areas in delay include;

o Procurement of EC&I Contractor o Water Steam Cycle steelwork design o Mechanical design o Procurement of Fire Detection and Suppression o Procurement of Transformers o Procurement of Odour control ductwork

M+W are seeking to mitigate the current delays, The main areas of potential mitigation include; o Improvement of the Water Steam Cycle Pipework, Equipment and Instrumentation

installation o Improvement on the Admin Building fit our durations for weather sensitive installations. o There is also an opportunity to carry out a number of commissioning activities using

‘temporary’ power.

4.5 Grid Connection

The Distributor Network Operator (SSE) has completed works on both (3.7MW for the gasifier and 1.7MW for the AD) electrical grid connections. SSE raised a technical query with the metering installed by Npower. Additional metering is required, which has been agreed with NPower. The additional metering will be installed once the connection is energised and power is available. M+W are forecasting energisation of the AD substation in May.

6.0 Consents

6.1 Planning Consent

To improve transparency with the Planning Authority fortnightly inspections take place. The intention of these meetings / inspections is to keep the Planning Authority informed of progress onsite and to discuss and potential planning issues. To date these meetings have been successful and SUEZ have established a good relation with the Planning Enforcement Officer. M+W have proposed two options for a revised earthbund in the Environmental Enhancements area. The intention is to create a bund that will accommodate all excess spoil from the construction. SUEZ are currently discussing the options with the Planning Authority. To mitigate current delay and improve the programme, a planning application to be able to work 24/24 also outside the buildings is being prepared. M+W is preparing a list of activities.

6.2 Environmental Permit

Work on the 16 pre-operation conditions continue. At present the main focus is pre-ops condition 14 and 15 (drainage). The report to discharge these conditions is currently being prepared. SUEZ continue to remind M+W of the importance of prompt submission to discharge these conditions.
