Injuries soar in Qld underground coal mines
“The commissioner has flagged a possible cause of the increase in LTIFR being due to an influx of inexperienced workers and we would welcome the opportunity to work with the Mines Inspectorate to determine whether this is an issue and if more needs to be done in the training of new recruits.”

• Latent shortage of “SKILLED” workers…..concerns about our industry'scapacity to see its mining commitments through.
• Having an effect on the day-to-day operations of mining projects.
• So who is responsible for injecting some extra manpower intoAustralian mining and how can it be accomplished???
• The mining industry does not lack for prospective recruits…
• Finding workers with the right skills and experience for complex miningand engineering jobs is the primary difficulty.
What we all know….
• In 2008 discussions were held between a number of industry groups.
• Identify or develop a suitable underground environment to train andintroduce new personnel into the coal mining sector.
• Included representatives from:-o Mine site operatorso Mine service contractorso Training and education providerso Industry representative bodieso Various State and Federal Government departments
• For various reasons none of these groups were able to combine,develop and implement an effective and sustainable option.

• Development of an operational business plan – Myne Start.
• Purpose built underground coal mining training facility (complex) inthe Mackay region.
• Our prime objective was to lessen some of the impact of the acuteskills shortages particularly in our own projects.
• Then look to support mining operators to fully assess the potentialof present and future coal mining opportunities, by encouragingand introducing inexperienced personnel into the undergroundcoal mining industry.

• 4000m2 industrial block in South Mackay.
• 3 underground roadways (approx. 5.2m x 2.9m) to allow for undergroundmobile equipment operation.
• Travel road is approximately 60m in length.
• Surface facilities, bathhouse, lamp room (cap lamps and rescuers),CABA/SABA, muster area.
• Strata control systems, bolting platforms, roof and rib bolts, mesh andcogs, VCD’s, fans, tubes, temporary and permanent stoppings.
• Mine services, power, air, water, waste and dewatering, comms.
• Conveyor systems, boot end, drive head, structure and belting.

Inexperienced Mineworker Training Program
• The training is highly interactive, utilising limited classroom style delivery,focusing primarily on work based/on the job training activities.
• Includes the presentation of a range of induction level/standardoperating procedures (SOP) topics.
• Essentials – Golden Ruleso Isolation and Taggingo Mine Transport Ruleso Emergency Responseo Communication Systems and Deviceso Environmental Managemento Personal Protective Equipmento Drug, Alcohol and Fatigue Awarenesso Mobile Equipment and Personnel Interaction
• 4 week Programme (17 days) - 10 and 12 hour shifts.
• Program class sizes are restricted to 10 participants.
• Program developed to align with the national competency standards withinthe Resources and Infrastructure Industry Training Package and theRecognised Standard for Training (S11).
• A number of competencies are only able to be fully recognised upon thetrainee’s successful completion of a relevant site induction program.
• Typical day at Myne Start would commence with:o Pass / Pre-start meeting which is led by participants each dayo Random drug and alcohol testingo Rescuer and CABA refresher trainingo Local risk control reviews mixture of classroom and practical training.

Acknowledgment and Acceptance.. What next….
• We saw acceptance of the need to act to train personnel to fill currentand future projects.
• We found ourselves in a position where the training is recognised asunique to this facility and can’t be easily replicated by other providers.
• Business case exists to set up a second larger training centre to deliverexternal training.

• Strategic position for future work inthe Surat and Galilee Basins andFIFO operations.

• Over 465 linear metres of roadway within the simulated mine area(2800 square metres under roof).
• 4 headings of approximately 80 metres in length.
• Development Panel consisting of working conveyor belt andcontinuous mine.
• Longwall panel consisting of 6 chocks and shearer

Inexperienced Underground MineElectrical and Fitters Course
• Underground Mine Electrical Trades (high voltage work and specifichazardous area).
• Participants are fully qualified electrical fitter mechanics with anelectrical licence.
• Participant’s outcomes are based around additional electricalcompetencies such as EEHA, LVR/CPR.
• Practical component of this course focuses on underground electricalcomponents such flame proof enclosures, communications systems,protective systems, fault finding and testing techniques.
Supervisor Safety Workshops – Refresher Training
• S1,S2, S3 base/refresher (RIIRIS301A, RIIOHS301A, RIICOM301A).
• Reinforcement of the safety behaviours/expectations.
• Provides an understanding of why? In turn encourages confidence androbustness.
• Integrated with the inexperienced employee program.
• Trainers training the trainees on actual work tasks.
• It is also recognised that Myne Start, though most beneficial for the trainingof inexperienced personnel, can also be utilised for refresher training andassessment activities for existing experienced employees.
• All refresher training is completed on an “on needs” basis for all sites.
