    DETAILED PROJECT REPORT (DPR)

    FOR

    INTRODUCTION OF ADDITIONAL COURSE(S) AND/OR INCREASE /

    VARIATION IN INTAKE FOR THE ACADEMIC YEAR 2011-2012 IN THE

    EXISTING INSTITUTIONS.

    CHAPTER I: PREAMBLE

    1.1 Introduction

    Model Engineering College is located in the District of Ernakulam in the state of Kerala, located inthe South-Western part of the Indian Peninsula under the Union Republic of India. Geographicalboundaries of Kerala are Western Ghats in the East and Arabian Sea in the West. Tamilnadu andKarnataka are the neighboring states.

    Model Engineering College is situated in Thrikkakara, in Ernakulam District. This area isconsidered to be the industrial belt of Kerala. A number of industries are closely located to theinstitution. Hindustan Machine Tools Ltd., Kochi Refineries Ltd, and FACT are some of them. TheInfopark and the Proposed Smart city are at stones throw away from the institution. One of the labsof the Defense Department- Naval Physical & Oceanographic Lab (NPOL) is situated very close tothe institution and there is substantial interaction between these organizations. Cochin University of

    Science And Technology (CUSAT) is situated very close to this institution.

    One of the most important locational advantages of Model Engineering College is that it is closelysituated to VSNL gate which is the landing point of two important fibre optic networks: SAE-ME-WE-3 and SAFE. Because of this reason the Internet port charges are 30% less than that in othercities.

    1.2 Technical Education & Industry Scenario

    Over the years, Kerala has had the most scientific and well-defined educational and socialdevelopment systems. This has resulted in making Kerala the only 100% literate state in India andoffering world at large highly educated and trained manpower in abundance. Another significantfactor regarding Kerala is the female literacy, which is 87.86% as per 2001 census against thenational average of 54.16%. Also more than 10% of Keralas population is outside the state,working in other states or abroad. This exemplifies the pertinent characteristics of the people andalso the scarcity of job opportunities within the state.Technical education is the most sought-aftersector in Kerala by the people at large , for it ensures a secure profession.

    But all is not well with Keralas education scenario. Eventhough there are 140 postgraduateColleges, 7 Universities 96 Engineering Colleges, one NIT along with a long list of R&Dorganizations, there is a dearth of quality, infrastructure and human resources uniformly across the

    state. There is an urgent need for more investment in the education sector so that Kerala continuesto be in the forefront of social reformation and the quality is internationally acceptable.

    CHAPTER II: THE PROMOTING BODY

    Model Engineering College was started in 1989 under the aegis of Institute of Human ResourcesDevelopment (IHRD), Government of Kerala Establishment.

    2.1 Introduction to its Genesis including its Registration Status

    IHRD is an autonomous Educational Institution established by the Govt. of Kerala during 1987.Theinstitute is registered under The Travancore Cochin Literary, scientific and charitable societysregistrations Act 12 of 1995.

    Starting in 1987, with the institutional centre at Thiruvananthapuram and Model polytechnics in1988 at Vadakara, IHRD has grown within a short period into a network of more than 50institutions. In addition to regular courses of study in academic establishments, IHRD also runsshort and long term employment oriented and continuing education programmes.

    2.2 Details of its Promoters including their Background

    The Institute's Memorandum of Association and its rules and regulations have been judiciouslyframed with built-in growth provisions. The management of the Institute is vested with aGoverning Body composed of ex-officio members only with the Honble Minister of Education,Kerala State, as its Chairman and the Chief Secretary to the Government of Kerala as the Vice-Chairman.

    2.3 Activities of the Promoting Body including a listing of major educational promotion

    activities undertaken till now

    The Objectives for the establishment of the Institute of Human Resources Development is todevelop manpower in the filed of Electronics, computer and allied areas in the state. In order tomeet the objectives, the following categories of educational Institutions have been established andrun by the Institute.

    In addition to the Regular courses, IHRD Courses such as PGDCA, DCA and Computer relatedshort-term training programmes are also conducted in IHRD Institutions.

    CHAPTER III: OBJECTIVES AND SCOPE OF THE PROPOSED PROGRAMME

    3.1 Objectives of the Institution

    Model Engineering College was established in 1989 by the IHRD to provide quality-engineeringeducation in the industrial centre of Kerala. It was established as a Government self-financingcollege with a fair degree of autonomy. The college started functioning in August 1989 with threedegree courses offered in Biomedical, Computer and Electronics Engineering. On its inception,Model Engineering College was the first self-financing college under the Government of Keralaand was the first college affiliated to CUSAT. Now the college offers 4 B.Tech programmes andone M.Tech programme.

    Currently, MEC is one of the most sought after destinations among engineering colleges in Kerala.Our fame has spread throughout the country and students from different parts of the country haveMEC as their preferred destination. The college has been constantly ranked at the very top in

    various surveys of Engineering colleges in Kerala. Our students have constantly proven their mettlein varied areas winning acclaim from different quarters of the society.

    3.2 General and Technical Education Scenario of the State

    Kerala's achievements in social development and quality of life are, no doubt, inspiring andencouraging. The state has achieved a human development index comparable to the developedcountries of the World. Prof. Amartya Sen has attributed these achievements largely to the priority,which the state has accorded to high literacy among all Indian states and education for a long time.The society attaches so much importance to education that the school in Kerala is really the nucleusof the social microcosm. Better education kindles the aspirations of the people and the mainconcern is on how to improve the quality of education.

    The General education in the state is handled by the Department of Collegiate Education. Underthis department there are 46 Government Colleges including the Music, Training and PhysicalEducation Colleges and 176 Private Colleges and about 20,000 personnel teaching and non-teaching. Special schemes for scheduled Castes, Scheduled Tribes are also being implemented bythe department.

    The Technical Education System in the State functions directly under the Higher EducationDepartment of Government of Kerala. The policy decisions of the Government in the Technical

    Education sector are carried out with the supervision of the Minister for Education. The PrincipalSecretary Higher Education, through necessary executive orders implements the scheme in thesector. The Directorate of Technical Education is the Administrative Department facilitating theGovernment orders. Engineering Colleges, Polytechnics, College of Fine Arts, technical HighSchool, Commercial Institute, Food Craft Institutes etc are the functional units coming under thepurview of the Technical Education System in the State. In addition to these, there are also othercollaborating units like Industry Institute Interaction Cell, Supervisory Development Centre, StateBoard of Technical Education and Centre for Curriculum Development.

    3.3 Status at Entry Level

    Eventhough there are many Colleges/Universities the state are offering M.Tech programmes in

    Computer Science with specializations in Software Engineering,Computer and Information

    Sciences,Computer Science and Information Security,Computer Science & Information System and

    Digital Image Computing there is no College/University in the state is offering M.Techprogrammes in Digital Image Processing .

    Why Digital Image Processing is so important?

    3.4 Status of Technical Level manpower

    3.5 Industrial scenario of the state.

    The industrial scenario of Kerala has been changing rapidly in the past couple of years. Theeconomy has also been getting huge benefits from its blossoming industrial sector. The statesopportunities in its cottage industries have provided millions with their livelihood. The strategiclocation of this coastal state had attracted foreign traders in past centuries for setting up their tradecentres. In recent time also, owing to its rich mineral resources, Kerala have attracted manycorporate giants to establish their units here. Kerala is also a preferred destination for travel and

    tourism. The breathtaking views of the lakes, the celebration of various festivals are all its sourcesof attractions.

    The state is gaining tremendous success in electronic and IT industrial sectors. There are two ITparks in Kerala one at Kochi (Info Park) and the other Techno Park at Thiruvananthapuram.

    3.6 Scope of the College vis--vis the Industrial Scenario and Educational Facilities

    already available in the State and in this institute.

    Model Engineering College, Thrikkakara is a premier institute of engineering that has carved aniche for itself in the field of technical education in a very short span of time. Since its inception in1989, under the aegis of the Institute of Human Resource Development for Electronics, IHRDE(now IHRD, Government of Kerala undertaking), the college has made its presence felt in thetechnical horizon of the state.

    The college offers engineering courses in Computer Science & Engineering, Electronics &

    Communication Engineering and Electronics & Biomedical Engineering. Unique in its structure,methods and goals, the college is strongly rooted in a philosophy of training and research thatemphasizes the intimate relationships between knowledge and its application and seeks to promotethe creation of an ideal society.

    Situated at Thrikkakara, an idyllic spot in the fringes of Kochi, the location offers an advantage asit is just a stone's throw away from industrial centres including Aluva, the industrial capital of thestate, The proposed Smart City and Cochin Export Processing Zone(CEPZ) yet sufficiently farenough from the hustle of Kochi city, providing a congenial atmosphere for diligent academicpursuit. All the eligible courses offered by the college Vis. B.Tech in Electronics &Communication Engineering, Computer Science and Engineering, Electronics & BiomedicalEngineering are accredited by National Board of Accreditation (NBA).

    The college has been selected for financial assistance by TEQIP (Technical Education QualityImprovement Programme), a World Bank Project.

    The college is affiliated to the Cochin University of Science and Technology, which confers thedegree of Bachelor of Technology (B. Tech) in various disciplines. The College has got all theinfrastructural facilities and well- qualified faculty so that world class education in the knowledgebased fields can be imparted to students.

    CHAPTER IV: ACADEMIC PROGRAMMES

    4.1 Basic Academic Philosophy of the Institution

    The college offers premier professional training with an eye on the modern developments inelectronics and information technology. It has proved to be unsurpassed within the state.     college is the first college in Kerala which uses LINUX as the working platform for experiments aswell as projects . The servers and systems are powered by Debian.

    Objectives:

    To provide every student with a strong conceptual foundation in the core areas of Computer

    Science. To enable students to engineer ingenious computing hardware and software solutions with

    the greatest degree of accuracy, flexibility and based on the latest engineering paradigms..

    To familiarize students with the latest in software and programming tools.

    To provide the greatest amount of pragmatism in approaching an engineering solution.

    To provide students with hands-on engineering experience through laboratory courses andproject.

    To coach students to work in teams and provide insight and direction into the atmosphere as

    might be encountered by professionals in the field.The Under Graduate Computer Science and Engineering programme of Model Engineering Collegeis ranked among the best technical programs in the country. The program imparts an outstandingeducational opportunity for those planning to pursue a career or to gain in-depth knowledge incomputing technology and research.

    Resources

    Internet connectivity via 10 Mbps over optical fibre cable along with another leased lineand a 1Mpbs broadband connection from BSNL.

    Lab which contains the Dual Processor Industry Standard Blade Server ,containing 6 Sever

    blades ,2 of which have Intel Xeon EM64T 3.2 GHz CPUs and 4 with AMD Opteron 2.4GHz and higher CPUs and a Dual Processor Rack Mounted Server.

    Small Bewolf Cluster and a few Cs in the lab run open mosix clustering.

    Over 200 Wi Fi cards and 30 hot spots provide complete Wi-Fi support within the collegecampus and hotel.

    We host our own Web Server ,FTP Server and Mail Server powered by Debian.

    Laptops with wireless LAn and Bluetooth provided by the college and many ohther laptopsare registered for Wi-Fi facility for students.

    The college offers world class Video Conferencing facility with which a discussion or aconference can be held between people ,located at different parts of the world.

    5.2 Faculty Requirement & Phase-wise Recruitment

    Faculty will have to share the P.G. workload with U.G. load. The existing faculty is sufficient forhandling both P.G and U.G. classes. Additional faculty if required will be made available either bypromoting the existing faculty or by recruiting new members. There exists a list of candidates forappointment as Lecturers under IHRD.

    CHAPTER VI: QUALITY AND HUMAN RESOURCE DEVELOPMENT

    With the rapid growth in technology and environment continuous training and development hasbecome essential for staff and faculty. Instructional methods and practical sessions have to bemodified according to the new requirement. Curriculum development should also be in tune withthe demands and requirements. All this requires not only vast experience but also continuoustraining and development. A variety of training needs have been identified as summarized below:

    CHAPTER VII: LINKAGES IN TECHNICAL EDUCATION

    7.1 Introduction

    An active interaction with industry is a must for the rapid progress of any technical institution. Thisis especially true when the surrounding environment is changing at a very fast rate. Along withmany other objectives industry-institute linkage is considered as one of the most importantobjective of training and placement cell. The major focus here will be on industrial training, Expertlectures by industrial personnel, access to specialized equipment, being a part of curriculumdevelopment, Industry sponsored research and continuing education prorammes. To achieve these,it is proposed to start a Technology Incubation Centre, Product development centre andEntrepreneurship development centre and initial steps are already carried out to realize these.

    7.2 Linkages with Industry

    The proximity of the college to the proposed smart city and Info park , Cochin is the greatestadvantage in building relationship with the industry. The WIPRO VLSI division is stones throwaway from the college. WIPRO has signed an MOU with the college with a 15 point tie up thatinclude providing expert lectures, doing student projects, sponsoring technical programs, providingtraining to industry personnel in selected areas like DSP etc. They are providing monthly lectureson VLSI and Embedded Systems, Project guidance and soft skill training programmes etc.

    The College is a member of Infosys Campus Connect programme. They have provided training to 5faculty members so far on technical subjects as well as soft skill development. Infosys has also

    provided a library of 99 books to the college for carrying out these training programmes.The college is having long term relationship with L&T . L&T Medical division has provided manyequipment to the college, provide expert lectures, involve in curriculum development and carry outindustrial visits.

    The College also has many alumni in DSP firms like Texas Instruments, Analog Devices, ITTIAMSystems etc who occupy key positions at their respective organizations. The college has greatlybenefited from the association with them by way of expert talks on recent developments in the area,and technical advice on student projects and research.

    7.3 Linkages with the Community

    Model Engineering College is extending service to the community through National ServiceScheme. College is having a limitation in the sense that it does not offer traditional branches likeCivil and , Mechanical through which the community can be served in several areas. The collegehas started a B.Tech programme in Electrical Engineering in the current academic year. Thefollowing are the areas where we have linkage with community:

    Bridging the digital divide: There has always been a gap between those people and communitieswho can make effective use of information technology and those who cannot.Now, more than ever ,unequal adoption of technology excludes many from reaping the fruits of digital economy. The

    term digital divide refers to this gap between those who can effectively use new information andcommunication tools such as internet and those who can not.

    Model Engineering College being an institution focused on Information and CommunicationTechnology, we are extending our service to the needy communities to bridge the digital divide.

    The resources in the college is extended for IT@ School project, a project initiated by Governmentof Kerala to impart IT skills to school students. The service of the final year students are utilizedfor this.

    The college is conducting regular Electronics Awareness programmes for High School students inthe vicinity of the college. The service of the final and pre-final year students are utilized for thisalso.

    The Entrepreneurship Development centre of the college is providing guidance to potentialentrepreneurs.

    The Model Amatuer Radio Club is conducting workshops for developing awareness of HAMamong the community members, which is very useful at the times of natural calamities. Setting upof a HAM repeater station in the college is in progress.

    Extending the service of the Biomedical Department: The department is providing consultancyservices regarding the purchase of Medical equipment for Government as well as non-governmentinstitutions. It also undertakes AMC services to hospitals and repairs Bio-Medical equipment. TheDepartment also conducts training programmes for hospital paramedical staff.

    The activities presented above require the total involvement of the faculty , staff and students.Hence the implementation of these activities not only helps the community and economy but alsogives enough exposure to students and faculty to build up their character, reputation and quality.

    7.4 Linkages with other Technical Institutions

    The college is affiliated to Cochin University of Science and Technology, which is situated veryclose to the college. This institution is selected by World Bank for the implementation of TEQIPproject. College of Enineering , Trivandrum, SCT College of Engineering, Tvm and College ofEngineering , Chengannur are network partners of Model Engineering College in implementingTEQIP. Close association with these institutions exist.

    7.5 Linkages with R&D Laboratories

    The college has recently carried out discussions with VSSC to get enrolled in their RESPONDprogramme. The college is having long standing relationship with Naval Physical andOceanographic Laboratory (NPOL)and has done one project for NPOL. Discussions are in progressfor implementing further projects.

    Model Engineering College is managed by Institute of Human Resources Development (IHRD),established by Government of Kerala. The Board of Governors (BOG) of IHRD is chaired by the

The Functional Management of theinstitute is vested upon a 7 member Executive Committee with the Honorable Minister ofEducation, Government of Kerala as Chairman.     Model Engineering College being an institution established by Government of Kerala, the fundflow will be from Government of Kerala to the institution through IHRD.

    Being a Government institution the fund flow is from Government through IHRD. Selection ofstudents for B.Tech programme is based on the Entrance test conducted by Controller for Common

    Entrance Examination, Government of Kerala. Selection of students for M.Tech programme isbased on the gate score. Appointment of faculty / staff is as per government norms and AICTE /UGC pay scale is applicable to faculty and State Government scale to Technical, non-technical andmanagerial staff.

    The Objectives for the establishment of the Institute of Human ResourcesDevelopment is to develop man power in the filed of Electronics, computer

    and allied areas in the state. Total intake in this area is very limited , comparedto the number of students getting B.Tech degree every year in the above areas..

    Digital Image Processing

    Image processing has revolutionized the fields of medicine, space exploration, geology,and oceanography. Due to rapid advancements in integrated circuit technology, the richtheoretical results that have been developed by the image and video processing researchcommunity are now being increasingly applied in practical systems to solve real-worldimage and video processing problems such as are mobile phones, digital still/video/cell-phone cameras, portable media players, personal digital assistants, high-definitiontelevision, video surveillance systems, industrial visual inspection systems, medicalimaging devices, vision-guided autonomous robots, spectral imaging systems, and manyother real-time embedded systems. Due to the diversity of application areas of DigitalImage Processing, there is a great scope for career in Image Processing in India aswell as abroad. In addition to this, the field offers immense research potential .Theinstitutions in the state offering post graduate studies in this field is very limited and thedemand exceeds supply.

    The college is approved as a research centre of the Cochin University of Science andTechnology, and hence the introduction of these proposed programs is rightly justified.
