A Neighborhood Rallies After the FireNeighbors in Liberty

Canyon had more than a brush with the Woolsey Fire.

When the fire jumped the freeway it raced through the canyon and following the wind, cut across eastward. Luckier than most, the fire destroyed just one home and torched one backyard. 99% of evacuees came home to find their homes unscathered.

To say thank you to all

the first responders and raise monies for the family that lost their home, the community held a first-ever barbecue and pot luck at the home of Valley News Group publisher Kathleen Sterling, who lost half her yard to the fire.

Neighbor and Blue Dog Beer Tavern owner Paul Scrivano brought a 40-foot flag as a salute to all first responders.

He also cooked up barbecue donated by Classic Meat Company, Berryman, and Daily Bread. Total Wine Woodland Hills donated a gift basket that was rafflled, along with Blue Dog Beer Tavern gift cards, to raise funds for the burned-out family. Over 100 neighbors, friends and Lost Hills Sheriff’s Department reps attended the Sunday event to celebrate the community and moving forward.

The California Department of Resources Recycling and Recovery, in coordination with L.A. County Public Works, will provide debris removal for homes destroyed by the Woolsey Fire at no cost to property owners and residents.The free removal of non-hazardous fire debris applies to destroyed residential homes with a maximum of one wall standing. It also applies to mobile homes, as well as vehicles and boats on a property where a home was destroyed. For a complete list of eligible debris, visit lacounty.gov/lacountyrecovers. Property owners must opt-in to the program by submitting a Right of Entry (ROE) form. The form provides consent for debris removal teams to access a property. The ROE form can be accessed in the following ways: online at lacounty.gov/lacountyrecovers; by phone at 888-CLEAN-LA; and in person at the Woolsey Fire Disaster Recovery Centers, located at Malibu Courthouse (23525 Civic Center Way), and the Conrad N. Hilton Foundation Building (30440 Agoura Road, Agoura Hills). Deadline for submittal is Dec. 31, 2018. Before the removal of non-hazardous fire debris begins, teams from the U.S. Environmental Protection Agency, the California Department of Toxic Substance Control and Los Angeles County Fire Department must complete their removal of household hazardous waste from properties affected by the fire. This work is already in progress and does not require property-owner consent.

Graffiti scrawled on a wall at CSUN Wednesday threatened a mass shooting during finals week. The message read “Mass shooting in Sierra Hall 12/12/18” with a swastika painted below the message. It was found in a men’s bathroom on the third floor of Sierra Hall, home to the school’s psychology department. Investigators have not yet identified a suspect. “We’re just going to investigate it to try to determine what kind of threat we have, if it’s credible,” Cal State Northridge Police Captain Alfredo Fernandez said.

Woodland Hills native Gunnery Sgt. Richard Dickerson, assistant stage manager of “The President’s

Own” U.S. Marine Band, participated in President George H. W. Bush’s State Funeral on Wednesday at the Washington National Cathedral. President Bush’s

State Funeral marks the 14th such event for which “The President’s Own” United States Marine Band or

Marine Chamber Orchestra has performed. Dickerson joined “The President’s Own” United States Marine Band in July 2004. He began his musical training at

age five. Upon graduating in 1992 from El Camino Real High School in Woodland Hills, he joined the

United States Marine Corps. In November 1992, following recruit training in San Diego, he reported

to the 3rd Marine Aircraft Wing Band in El Toro, Calif. After one enlistment, he separated from the

Marine Corps to attend the Peabody Conservatory of The Johns Hopkins University in Baltimore where, in

2000, he received a bachelor of music degree in French horn performance. Gunnery Sgt. Dickerson’s notable instructors include David Bakkegard of the Peabody

Conservatory, and recording artist Barry Tuckwell.

Local Man Performs at State Funeral

While Vice President, George H.W. Bush visited Warner Center on the campaign trail.The year was 1988, and hundreds gathered in Warner Park on Topanga CanyonBoulevard to see Bush and his wife Barbara on the podium. The campaign rally was one stop on his tour of the country in his campaign for the presidency. He was still serving as Vice President under RonaldReagan at the time. Bush was elected the 41st President of the United Statesin 1989, defeating Democratic opponent Michael Dukakis and becoming the first incumbent Vice President to be elected President in 152 years. As publisher of the local paper I was able to just walk up to the press officer and get a pass to cover the event. Obviously this was prior to 9-11 and the heightened security clearances you need now to get close to any sitting president or candidate.

TAKE A BREAKFROM YOUR TYPICAL LUNCH BREAKS.

Whether you are having a good year, rebounding from recent losses, or still struggling to get off the ground, you may be able to save a bundle on your taxes if you make the right moves before the end of the year.

1. Defer your incomeIncome is taxed in the year it is

received—but why pay tax today if you can pay it tomorrow instead?

It’s tough for employees to postpone wage and salary income, but you may be able to defer a year-end bonus into next year—as long as it is standard practice in your company to pay year-end bonuses the following year.

If you are self-employed or do freelance or consulting work, you have more leeway. Delaying billings until late December, for example, can ensure that you won’t receive payment until the next year.

Whether you are employed or self-employed, you can also defer income by taking capital gains in 2019 instead of in 2018.

Of course, it only makes sense to defer income if you think you will be in the same or a lower tax bracket next year. You don’t want to be hit with a bigger tax bill next year if additional income could push you into a higher tax bracket. If that’s likely, you may want to accelerate income into 2018 so you can pay tax on it in a lower bracket sooner, rather than in a higher bracket later.

2. Take some last-minute tax deductions

Just as you may want to defer income into next year, you may want to lower your tax bill by accelerating deductions this year.

For example, contributing to charity is a great way to get a

deduction. And you control the timing.

You can supercharge the tax benefits of your generosity by donating appreciated stock or property rather than cash.

Better yet, as long as you’ve owned the asset for more than one year, you get a double tax benefit from the donation: You can deduct the property’s market value on the date of the gift and you avoid paying capital gains tax on the built-up appreciation.

You must have a receipt to back up any contribution, regardless of the amount. (The old rule that you only had to have

a receipt to back up contributions of $250 or more is long gone). Other expenses you can accelerate include: an estimated state income tax bill due January 15, a property tax bill due early next year or a doctor’s or hospital bill.

But speeding up deductions could be a blunder if you’re subject to the alternative minimum tax, as discussed below.

Don’t miss out on valuable tax deductions if you can itemize rather than claiming the standard deduction. According to the IRS, about 75% of taxpayers take the standard deduction, but could be missing out on valuable tax deductions if they can itemize.

If your qualifying expenses exceed the standard deduction, which in 2018 is $12,000 if you are single, or $24,000 if you’re married filing jointly, then you likely should maximize your deductions and itemize.

Don’t worry about figuring out if you can itemize or should take the standard deduction. TurboTax will figure it out for you based on your answers to simple questions about your deductible expenses.

If you’re on the itemize-or-not borderline, your year-end strategy should focus on bunching. This is the practice of timing expenses to produce lean and fat years. In one year, you cram in as many deductible expenses as possible, using the tactics outlined above. The goal is to surpass the standard-deduction amount and claim a larger write-

off.In alternating years, you skimp

on deductible expenses to hold them below the standard deduction amount because you get credit for the full standard deduction regardless of how much you actually spend. In the lean years, year-end planning stresses pushing as many deductible expenses as possible into the following year when they’ll have more value.

3. Beware of the Alternative Minimum Tax

Sometimes accelerating tax deductions can cost you money… if you’re already in the alternative minimum tax (AMT)

or if you inadvertently trigger it.Originally designed to

make sure wealthy people could not use legal deductions to drive down their tax bill, the AMT is now increasingly affecting the middle class.

The AMT is figured separately from your regular tax liability and with different rules. You have to pay whichever tax bill is higher.

This is a year-end issue because certain expenses that are deductible under the regular rules—and therefore candidates for accelerated payments—are not deductible under the AMT.

State and local income taxes and property taxes, for example, are not deductible under the AMT. So, if you expect to be subject to the AMT in 2018, don’t pay the installments that are due in January 2019 in December 2018.

4. Sell loser investments to offset gains

A key year-end strategy is called “loss harvesting”—selling investments such as stocks and mutual funds to realize losses. You can then use those losses to offset any taxable gains you have realized during the year. Losses offset gains dollar for dollar.

And if your losses are more than your gains, you can use up to $3,000 of excess loss to wipe out other income.

If you have more than $3,000 in excess loss, it can be carried over to the next year. You can use it then to offset any 2018 gains, plus up to $3,000 of other income.

I was surprised and disappointed to read the grossly inaccurate and offensive post from Dennis Zine regarding my involvement and that of my hardworking staff in response to the devastating Woolsey fire. Perhaps he confuses photo ops with leadership. Fortunately, we do not. Ever since the Woolsey fire broke out on November 8th, my staff and I have been working literally night and day to protect lives and property, as well as assist in the recovery effort.

I and my field, front office, communications leadership and policy staff have worked closely since day one with the Office of Emergency Management (OEM), LA County Fire and the Sheriff’s Department, working to create a Recovery Task Force within 24 hours of the start of the fire comprised of all County Departments, along with our state and federal partners, to focus on the monumental task of protecting residents and providing immediate services to those who needed them. On the first day of evacuations, we called CHP and Cal Trans to insist that they open all traffic lanes on PCH to run westward so evacuees could reach Santa Monica more quickly.

We had boots on the ground everywhere: My office has attended every public event, and actively supported constituents, county agencies and nonprofits at the shelters in the Valley and Pacific Palisades. My Chief of Staff spent many long hours at Incident Command. My field staff worked out of the emergency shelters at Pierce College, Taft and Pali High schools making sure people had food and water. They helped residents get animals evacuated and sheltered, and helped identify additional shelters to accommodate all the evacuated animals. Our six Valley staff at my west and east Valley field offices and front office staff responded to thousands of emails and calls, and tried to be everywhere. Some people needed assistance

evacuating. One resident needed help ensuring a caregiver could reach a terminally-ill family member. Many many people sought up-to-date information about the status of their property. We helped them all.

Working with OEM and County CEO, we coordinated public communications through a single website that included verified comprehensive information as soon as it was available, the best coordinated and centralized emergency communications effort in County history.

We pushed to quickly establish two Disaster Assistance Centers in convenient locations which

opened less than a week after the fire began, and within the first few days had helped more than 1,000 people with critical services from document recovery to mudslide preparation. As Chair of the Board, my staff and I insisted that County departments provide ample staffing for the centers. My staff has also

maintained a presence there. I and my staff are meeting

regularly with FEMA, the state, and OEM to oversee the long process of recovery and helping local jurisdictions who are organizing town halls to provide additional support to those whose lives have been so profoundly disrupted by this tragic fire.

I’m proud of my representation of and service to my constituents, including those in the Valley, on the coast and throughout my district on the west LA, Hollywood and Los Feliz side of those same mountains. I’m proud of the work of my office, and doubtless our efforts explain why, at virtually every press briefing conducted by the Fire Department, Chief Osby has thanked me and my incredible staff for their outstanding support and leadership.

I realize there are some politicians who believe that “leading” means little more than getting their face on the local TV news, but my standard for leadership has always been to work, even outside the spotlight, to get my constituents what they need when they need it. Supervisor Sheila Keuhl

appalled by the fact that this was even published (11/29 issue). I am more astonished by the fact that this was something written by a local of the city I’ve lived in all my life. I just read your Rantz & Ravez column in the Warner Center News. You hit a nail on the head. In the few years that I have facilitated Wings Over Wendy’s meetings we have never seen or heard from Ms. Kuehl or her staff. We have regular contact, as you know, with two Councilmembers, two Congressmen, State Assemblyman and two State Senators but never from the Supervisor or Mayor (although Kevin Taylor when he represented his office did meet with us). I am sure the Supervisor is not a supporter of the military or veterans in her District. Not one event on Veterans Days, Memorial Day or 4th of July have I ever seen her attend. The Northridge Hospital Foundation and Dignity Health Northridge Hospital held their 18th Annual “Helping Hands Holiday Jam” today for over 300 local underserved children.

The Northridge Hospital Foundation in partnership with the Harold & Carole Pump Foundation, is now turning an ordinary parking lot into a child’s holiday paradise! The children from all over the San Fernando Valley have been invited to celebrate a true gifted Christmas with carnival games, arts and crafts, food, a visit and photo with Santa and a bag full of gifts to take home. For the past 17 years the Holiday Jam has been a holiday highlight for thousands of children from our local area elementary schools between the ages of 7 and 10. These children are part of the “Title 1/No Child Left Behind” program that provides financial assistance to local agencies for the education of children of low-income families. For many of these children, this will be their only Christmas.

This is also a special day for these children to celebrate and just be a kid. Thanks to the more than 100 volunteers from Northridge Hospital and the community who donate their time, money and products to make certain that this event is a success. Even students from CSUN take time from their busy scholastic schedules and laugh alongside the children to share holiday joy and companionship.

It’s that time of year we are all rushed and stressed.

Imported to the United States from Japan is a breathing exercise which can calm down your mind – and the state of your body will improve as breathing and emotion move in tandem. As explained by Ikuo Homma, a respiratory therapist in Tokyo, “Anxiety and anger tend to make breathing rapid and shallow, while breathing is likely to become slow and deep when people feel relaxed. Homma has studied the calm breathing project for years and named the exercise Ratata.

Homma picked the name Ratata from the nickname of a popular motorcycle introduced in the 1970’s. The exercise is conducted to cheerful music, the lyrics for which were written by Homma – and in practice people will find they can move and breathe naturally. Homma, who is also president of Tokyo Arlake University of Medical and Health Sciences, proposes that the breathing techniques are especially valuable for people in disaster-hit areas worldwide.

His research has found that

respiration is closely attuned to activity in the amygdala – the emotional center of the brain. Based on research, it is known that stress can be eased through breathing; and “by controlling your breathing, you can control your emotions,” the respiratory specialist explained. Simple body movements of the neck, shoulders and chest are brought in line with one’s breathing rhythm.

The project was launched in 2013 to provide psychological support to people, particularly children, in the disaster-hit Tohoku Region – following the disastrous Great East Japan Earthquake. To become familiar with the correct breathing exercises takes a learning curve, but once familiar with the rhythm, the exercise can be practiced anywhere.

“By controlling your breathing, you can control your emotions,” stated project director Homma. “Difficulty breathing is tantamount to difficulty living.”

Why 100 Year Old Oaks Still Stand - Even After FireAfter the Woolsey Fire, there was devastation on neighboring slopes.

Everything was burned to the ground - except stately oaks, which stood strong even after fire raged through.

According to tree professional Paul Van Middlesworth of Boething Treeland, the reason that oak trees live well over 100 years - even through firestorms, is that oaks have seven to eight inches of bark that insulate them from heat. “It’s hard for fire to get to the cambiam layer or the live part of the tree,” explained Middlesworth. “So they burn slowly if at all.”

As a contrast, eucalyptus trees have the opposite problem, they immediately catch fire due to their thin bark and oily residue.

School District (LAUSD) is at the very beginning of the process to determine the viability of using District property for Safe Parking lots. The concept is to create places for employees and families in the district, who are living in their vehicles, to park on district property at night. As with any proposal to aid homeless in this area, just the idea is being vehemently opposed by some. The only way to really make an informed decision is to understand the program.

Safe Parking has existed for over 15 years in other metropolitan areas – with nary a problem. The program has worked in Santa Barbara for 16 years. It has been working in San Diego for over a decade. The first lot in Los Angeles opened a year ago.

What has happened in all

Safe Parking - “A Car Roof Is Better Than No Roof”

the areas where the program is offered?

Has the crime rate gone up? No.

Have the lots become party areas for those addicted to drugs and alcohol?

No.Have the areas been covered

in trash due to dumping by the participants?

No.Thousands of people, who

otherwise would be parking their cars on public streets at night, have found a safe place to stay from roughly 6 pm to 7 am. Safe Parking isn’t a permanent place to live out of a vehicle. It is a nighttime program for people who want to be housed, but are living in their vehicles temporarily.

This is not a wholesale

opening of the gates to anyone who wants to just drive in and take a spot. Those wanting to be part of the program must apply and be vetted before they receive a permit. There is at least one security guard on duty during the hours of the program.

While participants do get to know each other, there is no late night partying, leaving trash, or doing drugs. Violation of the rules results in the person’s permit being revoked. The people using the Safe Parking program are, for the most part, temporarily in need of assistance, and looking to better their living situation. 35% work full time. 45% work part time. 10% are on Social Security or Social Security Disability. 10% are unemployed but collect general relief and food stamps.

Safe Parking lots offer more than just a place to park. All lots have an unarmed guard on duty. There are, at a minimum, restrooms and wash basins. Some lots have running water, picnic tables, WiFi and electrical plugs where participants can charge their devices. Why charging stations and Wifi? By text and email is the way many homeless receive information on jobs, services and updates. This is a significant benefit to homeless who have no other way to charge their phones and other devices.

There are currently five lots in the Greater Los Angeles area and each has a weekly dinner service provided by local community groups. Every guest is encouraged and connected to the local social service agency. They are also given a guide to local services including food pantries and meals, showers, medical and legal services.

These are people who are grateful for their place in the program and do not want to do anything to jeopardize it. Being part of Safe Parking means they don’t have to worry about their safety while trying to sleep in a vehicle parked on public streets. If people living in their vehicles

were to lose that vehicle they would be on the streets and a greater burden to our neighborhoods.

At the lot in Koreatown, in the nine months since the program started there, the police have been called twice. Neither time for a problem with the participants. Both times because someone outside the program was attempting to break in to a building on the lot or next door. Not the participants. Not someone trying to get into the lot. Not someone trying to sell drugs to the participants or harm one of them.

Per Scott Sale, the head of the Safe Parking program, “The Santa Barbara and San Diego programs have the same results and they have been in existence even longer. No crime occurs by safe parking guests. People parking in cars are different than people who “live” in RVs. When we do our interviewing we want the potential patron to know that Safe
