Descartes Transportation Management Solution™ (TMS)
Transportation management solutions (TMS) should be about rapid time-to-value. However, the market
is saturated with costly, complex, slow to implement and tough to maintain transportation solutions that serve
far too few companies. Descartes TMS takes a completely different approach to transportation management.
The solution provides easy to use, end-to-end multi-modal functionality, comprising order and contract
management, optimized consolidation, carrier selection, execution and freight audit. Descartes’ “pay as you use”
approach is highly cost effective for small to large enterprises and reduces costly license fees. Many
organizations need more advanced functionality that extends beyond “traditional” TM solutions. Descartes
Networked TMS is part of Descartes’ Delivery Management Suite which provides robust capabilities in the areas
of route planning and wireless mobile solutions, global shipment visibility, dock appointment scheduling, yard
management, ocean contract management and audit, and reporting services.
Networked TMS: The Next Generation of Transportation Management Solutions
Transportation management solutions have been offered to the public for several decades. The first generation
of TMS solutions had to be implemented on premise, was extremely complex to configure, use and maintain,
and focused largely on optimized load planning as opposed to the end-to-end transportation management
process. They were essentially complex consolidation math models wrapped in a package that did not support
the complete transportation management business process to plan and execute freight. As a result, the first
generation of TMS solutions struggled to deliver the value expected by their customers. Even today, a large
number of TMS still apply the original design concept and, despite rewriting their architectures in more current
technology, still put their customers through long, expensive, difficult to maintain and narrowly-focused TM
implementations.
In the recent past, a number of new vendors recognized that the first generation of complex product, on premise
model TM solutions only served a handful of the largest shippers. Instead, these new vendors created a second
generation of TM solutions based upon the SaaS paradigm to drive down implementation costs, dramatically
reduce upfront fees and lower the overall support effort required by customers. While these SaaS applications
did begin to change the cost/complexity paradigm for customers, they did not address one of the fundamental
issues all companies using a TMS face – how to cost effectively connect and communicate with carriers and
trading partners using the TMS. The SaaS vendors therefore have suffered with some of the same critical
shortcomings as the first generation TMS - the inability to cost effectively deliver end-to-end TM business
processes including carriers and suppliers.
Descartes Networked TMS is the third generation of TMS solutions. The fundamental problem with the first two
generations of TMS is that they are “enterprise centric applications”. However, in reality transportation
management is an inter-enterprise business problem with collaborative processes between multiple parties.

Descartes’ networked TM addresses the lifecycle of transportation management challenges from turning
purchase or sales order fulfillment into transport orders, carrier contracts, carrier communication methods and
formats via the GLN, and multi-factor carrier selection including price vs service and lead time decision making,
appointment scheduling for carriers and assigned transportation orders, tracking pick up through delivery even
up to empty equipment return when applicable, and auditing of the freight invoice or the unique process of pre-
billing. With the component architecture of Descartes Networked TMS, customers can address their entire
transportation management process or implement only the workflows in areas such as optimized planning,
carrier assignment compliance, execution, or audit. The component architecture allows logistics organizations to
rapidly fill holes and garner more value from their existing transportation solutions.
Pre shipment
Within Descartes we divide the focus of a Transport Management Solution in 3 different areas. The first one is
the pre-shipment part meaning all the activities that need to take place before the actual execution of the
transport. This could be in the area of carrier selection, order consolidation, documentation and sending out the
transport booking.
Order Management
Descartes Networked TMS has the ability to receive purchase or sales order content and allow the user to turn
those orders into shipments. The key process supported is the transformation of raw orders that may be
incomplete in terms of logistics data (shipping origins, item weights, etc.), and potentially not shippable for
reasons such as size, volume or loading meters into actionable shipments. PO/SO lines are used to create
shipments within Descartes Networked TMS. Releases and partial fulfillment of PO/SO lines are tracked, and
quantities decremented for items shipped. PO reference numbers are kept on each shipment generated, to
facilitate greater visibility to order data in the transport process. This functionality is especially important to
shippers that are controlling and executing their inbound transportation. They must often work at a PO/SO level
and derive shipments from large volume purchases. Orders can be entered into Descartes Networked TMS
manually via a web interface, or electronically by XML or other documents routed through the GLN.
Collaborative pickup planning is supported through shipment creation processes enabled for suppliers. Suppliers
can login, set up a shipment pick up request, and planners instantly have the information needed for assigning
carriers, consolidating multiple requests into multi-stop inbound loads, including cross-docked line hauls.
Exception management features include off-day supplier pick up request notifications, address verification,
hazardous materials indicators, and shipment line weight and volume verifications.

Contracts
Contracts are the “heart” of leading TMS solutions. Descartes Networked TMS has developed rich contract
functionality that can handle multi-modal agreements with significant flexibility, yet provides easy set up for
pricing agreements. The solution supports thousands of contracts and millions of rate lines in real time.
Customizable geography definitions for lanes, zones and transit times can be incorporated into the carrier
profile, up to zip code level if needed. You can manage agreement effective dates. With the referential rate
management functionality you can publish a set of rates on lanes and contract for a specific carrier - adjusting
single or multiple lanes. On FTL side the majority of the European leading logistic service providers are
connected. Small package manifesting and labelling is available, including fully compliant interfaces for small
package carriers like UPS, FedEx, TNT, DHL and hundreds of other small package and LTL carriers. Note that
only a select few solution providers including Descartes maintain full compliance with the integrated package
carriers such as the UPS Ready program. On the ocean side there are connections with all the portals and
therefore all ocean liners can be connected via these portals. There are also several direct connections with
ocean liners offering even more information tracking capabilities.
1. Parcel Rates
Carrier compliant parcel rates are handled via multiple methods including full pack and ship with compliant
labelling for the major integrated parcel carriers, or the configuration of rates directly into Descartes Networked
TMS via the same type of rate structures. Descartes Networked TMS may also be used as a parcel manifesting
system and shipping label generation system. It can be used to define the right mode for shipments, and if
parcel is determined to the right mode, those shipments can be handed off to the Descartes Order Express
solution with a local dock installed label printer or alternatively to a system owned and operated by the customer
at each shipping location.

A sophisticated dimensional rating capability exists to support modes that price is based on dim weight, volume
to weight ratio overrides, and length versus weight or density factors. It is also important to note that the rating
engine is capable of processing rates that are based on user defined commodity types. Deficit rating is supported
for cases when jumping to the next unit break can cut costs.
Rate Base Import Spreadsheet Tool
Descartes Networked TMS includes a downloadable Excel spreadsheet tool with macros for assisting the user
with lane, price, and custom region definition for capturing points of service from a carrier terminal or port (Air,
Sea, Rail). The spreadsheet tool also generates an xml file formatted for upload and download capabilities. This
tool enables users to convert other spreadsheets of rates and paper based contracts into a standard format and
is often used as a format during bid collection for new rate negotiations.
Consolidation
Descartes uses a number of techniques for consolidation including the following:
Virtual Consolidation
Aggregation finds separate shipments going from and to the same places with compatible service requirements
and puts them together. Doing this can result in significant cost savings, by changing the mode of the individual
shipments from a higher unit cost option like Parcel or LTL, to a lower unit cost option like FTL.

Geo consolidation combines shipments that don’t necessarily share an origin or destination onto a truck that
makes multiple stops. Criteria can be in the range of a certain geographical distance, which is calculated by a
distance allocation tool. This service is an add-on to the standard consolidation services. Specific shipment types
like rush orders can be excluded from the consolidation. Again, this can result in a significant cost savings.
Del ivery Window Consol idat ion
The Delivery Window module allows you to set a delivery window per receiver that may span several days before
and several days after the planned delivery date. At scheduled intervals Descartes will check the shipments
booked for consolidation while taking the extended delivery windows into account. At transport order cut-off
time the carriers will receive transportation orders for the consolidated orders or single orders if consolidation is
not possible.
Carrier Selection
Carrier selection is a critical part of the transportation management compliance process. Descartes Networked
TMS decision engine’s automated carrier selection quickly assesses a range of user-established decision criteria,
such as available contracts, shipping lanes, shipment priority, leadtimes and associated freight cost including
additional charges..
The way the carrier contracts are set-up in the application enables you to select only those carriers that can
execute a certain lane. Within this lane information both the service, or leadtime, and the associated charges
and additional charges are stored and therefore can be part of the decision making process. For the automated
process which results in a transport booking parameters can be set to have the application choose the cheapest
or fastest one by itself.
Rating is the process by which the shipments and loads in Descartes Networked TMS are referenced against the
carrier contracts, rate tariffs and services previously discussed. The result of a rating request is a list of carriers
that can handle the shipment, and a price and leadtime or service for each of those carriers. The results of the
rating process can be overridden or modified by a user with sufficient rights.
Additionally a bid booking process is available to invite a group of carriers for a spot quote on a specific
shipment. The bids are send out and quotes are stored enabling the customer to select the preferred one,
possibly on price. The selected carrier will receive a transport order while the other ones will receive a
notification that they are not selected to execute the shipment.
Tendering
Tendering is the process of offering a shipment to a carrier and efficiently managing their response. If a carrier
accepts the shipment, Descartes Networked TMS flags the shipment as Accepted and moves the load forward in

the transportation management process. However, if the load is rejected, then you must take appropriate action.
In most cases, that action is tendering the shipment to the next most desired carrier.
The following Descartes Networked TMS functionality involves tendering loads and handling carriers’ responses
to the tenders:
• Communication methods used for tendering
• Handling tendered loads
• Handling accepted tenders
• Handling rejected tenders
Tenders can be communicated to the carrier via the following methods.
•Electronic methods include e-mails , XML and EDI.
• Manual methods include telephone and via the user interface.
CO2 Calculation
Based on the NTM protocol, which is supported by the 2 major research groups being the Massachusetts
Institute of Technology (MIT) and the Technical University of Eindhoven, the TM application is able to calculate
the emission on shipment, or even on leg level. Customer specific settings like empty returns, positioning and
consolidation are also possible.
Documentation
Shipment documentation is a key component of the logistics process. Descartes Networked TMS contains much
—and in some cases, all—of the source data required to produce shipping documents. The current documents
include the following:

could be in the area of shipment tracking, exception notification and event management. But this can also be
fully integrated solution which assist during this process such as dockplanning and yard management.
Execution
Execution is where “reality meets the road” in terms of achieving desired costs savings and services levels.
Effective collaboration with carriers is essential to streamlining the end-to-end transportation management
process and ensuring carriers meet the service levels your organization demands. Descartes Networked TMS
uses the GLN to connect and collaborate with “high tech”, “low tech”, and “no tech” carriers and logistics
services providers for the tender through proof of delivery execution process even until empty equipment return
when applicable. Because many of the carriers that your organization uses today are members of the GLN,
Descartes can reduce your implementation costs and accelerate the rollout of your TM solution to your carriers
and logistics partners. The solution supports full maintenance of customer business keys and reference numbers
in the exchange of information with a carrier. If a carrier cannot maintain the reference data, the TM completes
the data and maps it back into all communications and business documents. Scanned proof-of-delivery (POD)
document upload, visibility, and storage support are available via the GLN or in the application itself. Because
messaging is so important to an effective TM implementation, Descartes provides the ability for your
organization to decide the kind of messaging compliance program you want to maintain with your carriers and
logistics partners. Descartes has the ability to track the compliance messaging quality KPIs of the carriers.
For those carriers that can be defined as no tech or for which connectivity itself is out of scope the application
foresees in manual status updates. A carrier can be granted a user account which allows him to only see his
shipments and relevant data and provide status updates on single shipments or on a batch of shipments. Also
exceptions can be reported in the same structured way providing an alert to the relevant department of the
customer or consignee.
Adding and uploading documents such as a POD can also be part of this process. Whether this involves an
electronic update of the POD or manually attaching this on shipment level it will all result in the storage of these
documents on the appropriate shipment. Which can be seen and downloaded by users which have the rights to
do so.
Tracking & Event Management
Once a carrier has accepted a shipment, the shipment will be finalized and tracking will be possible. Based on
the pick-up date, the leadtime(s) or the requested delivery date the planned dates for the standard milestones
are set and stored. As all the unique references provided by the multiple systems such as the WMS, ERP, Carrier
planning tool and other applications are added to the shipment all relevant parties can look at the shipment to

track the actual progress of this shipment. When certain milestones don’t match the original planning this will
result in an updated overview with an actual planning. Available for all relevant parties to see.
Status updates may be received against a specific reference number via EDI messages (i.e. IFTSTA, 214), or the
carrier can be given a login that allows them to update statuses in the application. Not only the actual day and
time of the event is stored but also when this has been reported. Allowing you to follow up on the data quality of
the carriers. As soon as an event has taken place but a status hasn’t been received an email is send to the
carrier to instruct him to update the missing status shipment. This instruction can be repeated every couple of
hours, as soon as a status has been updated it won’t be part of the notification anymore. This kind of alert can
be for any milestone set.
Exception Notification
As real life is slightly different from what has been planned upfront a unique exception notification system is in
place to inform those interested when the planning is affected. As soon as something out of the ordinary
happens a carrier is able to add an exception to the shipment. This exception could result in a change of status
or an updated actual planning, depending on the reason of the exception. The fact that an exception has been
added to a particular shipment results in a notification to selectable parties.
As the major carriers and freight forwarders have their own reasoncodes in place which don’t necessarily match
the one the customer is using a reasoncode mapping is available. Meaning that a carrier can still send his own
exceptions which the customer can map to his known exception reasoncode. All the exception reason codes have
2 extra fields which can be set, but which are not mandatory. The first one relates to the resulting status, a
specific reasoncode can lead to an updated status of the shipment itself for instance Missing or Delivered. The
second one is the blame to party, this can be relevant information when you want to retrieve the actual
performance by a carrier.
Dockplanning
Descartes Dockplanningis a collaborative solution that enables shippers, carriers and consignees to schedule
dock door appointments. It streamlines the dock appointment process by distributing
the responsibility for scheduling warehouse deliveries or pickups to carriers and suppliers. By ensuring all supply
chain partners are involved in the process and have visibility into requested, scheduled and rescheduled dock
appointments, this solution optimizes receiving operations for inbound shipments and helps coordinate outbound
pickups. Dock Appointment Scheduling allows facilities to “load level” resources to minimize overtime and
maximize productivity. It also provides critical inbound delivery visibility to help manage overall carrier and
supplier delivery performance and make product deployment decisions in advance of the actual warehouse
receipt. By setting timeslots for the pickup or delivery of cargo the workload at the docks can be managed. The

warehouse manager sets the number of available docks and timeslots, the number of available docks can be fine
tuned in case of a holiday or an inventory count. Timeslots can be assigned by the warehouse manager or this
process can be on the carriers side. If the warehouse manager assigns a dock to a shipment the carrier gets an
updated transport order with the newly assigned timeslot. If a carrier requests an open timeslot the warehouse
manager can assign the physical dock to each of the scheduled shipments.
Yard Management
To prevent congestion at the gate, bursts in workload, charges for waiting hours and to prevent theft of high
value truck-loads some form of yard management can be needed. The yard management option gives you the
tools to effectively control the trucks on your premises. Specific events are set for this part which can be pick-up
gate arrival, pick-up gate departure, delivery gate arrival and delivery gate departure. Meaning that the day and
time of the actual event can be stored and relevant information can be made available such as license plate can
be send by the carrier prior to the actual event for control purposes. By measuring the difference between the
pick-up gate arrival and the actual pick-up you can easily determine if waiting hours have been logged
deservedly.
Post shipment
Within Descartes we divide the focus of a Transport Management Solution in 3 different areas. The last one is
the post-shipment part meaning all the activities that can take place after the actual execution of the transport.
This could be in the area of rate audits, pre-billing, invoice control, carrier KPI reporting and Transport
Management reporting.
Rate Audits
As rates are uploaded and updated on a regular basis there is quite an enriched rate server set of data available for rate audits. Based on some initial data as ship from ,ship to, quantity and volume a specific lane can be looked at to check the pricing for that specific lane. A complete overview of a carrier including zip-code and zone information can be included when requested as well, this information is combined with all the standard freight charges, the way these are calculated – based on weight/volume/loading meters – the known additional charges
and the available services or leadtimes. The carrier contracts themselves can be downloaded as well in case needed.
Pre-billing Pre-billing is an interesting solution to stop the continuous flow of freight invoices that are almost impossible to check. Sending out pre-bills to your carriers takes away the burden of having to check invoices. The carrier also benefits as payment cycles can be time consuming, but when the actual invoice matches the pre-bill the payment process can be a lot faster as checking the amounts already took place at an earlier stage. In order to
make this work freight charges need to be stored properly and the different calculation methods should be supported by an application. Over 25 years of experience of freight charge calculation has lead to this functionality and it is a proven concept within quite a few multinationals making use of this functionality. As freight rates can be uploaded in the

Descartes rate server, with testing and approval functionalities in it, or when requested these can be handled by an expert team for your convenience. Freight charges are calculated for every shipment at booking time and stored in the shipment details. Based on this pre-bills can be created periodically and these statements can be created per carrier which match the criteria you have agreed upon. The creation and sending of these pre-bills can be fully automated and could
include sending a draft version in order to facilitate in a dispute management process which is also an option within this module. The application keeps track of the amounts on the final pre-bill, which results in an invoice in the application, and stores them as invoiced amounts. At the same time a journal entry posting to your accounts payable system can take place. When creating a new pre-bill shipments invoiced before will be excluded, only when there are changes due to a dispute which has been approved will a line be added to the pre-bill. Dispute management supports the process between the initial check of the draft pre-bill by the carrier and the creation of the final pre-bill by the shipper. When there is a dispute from carriers side this can be managed in the application by logging a dispute on a specific leg and amount or a missing charge. Application alerts will make sure the right people are informed about the disputes and the whole process can be managed in the
application without the need of a telephone or email. Approved disputes will be added to the shipment and will be added in the next run of the pre-bill.
Invoice control If pre-billing is not an option then invoice control would give you full control in the process of checking invoices sent by the carriers. Once the carriers invoice specification is uploaded, via EDI or via a manual entry, the amounts on the invoice can be matched with the amounts calculated by the application. For every carrier specific margins can be set. If there are delivery lines in the booking with product group information then freight charges can also be allocated to product groups or business units. Enabling the fact that the right person can check the actual invoice.
