The political case for Farmworker Sport
Cabinet resolution (number 297/05) taken in April 2005, requested that government target farm workers as a priority area for development. Sport and Recreation had sporadic programmes in rural areas, none specifically focusing on farms. However farms were included as a group, but not as a focal group. Therefore, farm workers were not seen as a focal group but part of the broader community, hence the systematic marginalisation of them.

Key challenges facing the developmental state
In his recent Medium Term Budget Policy Statement, the Minister of Finance Mr. Praven Gordhan said, “The present global crisis demands of us to extend our investment in job creation, and to embed it fully in our rural development strategy, social services and local infrastructure” Mail and Guardian, 20-26 November 2009.
