As we settle into a newyear, Delta’s police chieftook time out to reflect onthe year that was and tolook ahead to 2016.

Neil Dubord was swornin June 29, replacing JimCessford, who retired lastFebruary after leading thedepartment for 20 years.

“It’s been a wonderfulseven months,” Dubordsaid of his time in Delta sofar, adding he has enjoyedgetting to know the com-munity and its residents.

Last year started offwith a “real bang” forthe department, he said,with Delta’s first homicideon Jan. 2. A 24-year-oldSurrey man, ArundeepCheema, was fatally shotwhile sitting in his vehiclein the driveway of a NorthDelta home.

A year later Cheema’sdeath remains unsolvedbut the investigationis active and ongoing,Dubord said.

The shooting was oneof more than 60 in Surreyand North Delta last year,although only five tookplace in Delta, three ofwhich were at the samehouse. The area hasn’tseen a shooting since earlyApril.

“Our staff has done anamazing job in stoppingshootings in the com-munity,” said Dubord,who had been chief of theMetro Vancouver TransitPolice prior to arriving inDelta.

He said the departmentis trying to take a proactiveapproach to dealing withthe violence. Officers arestill doing outreach workin the area and a special

enforcement car has beenassigned to Scott Road.Officers are also workingwith bars and restaurantsin the area to deter possi-ble gang-related activities.

A highlight for thedepartment this sum-mer, Dubord said, was theannouncement from theCrown that it had stayedthe second-degree mur-der charge against Const.Jordan MacWilliams.

MacWilliams wascharged after an on-duty shooting in 2012when, as a member ofthe Municipal IntegratedEmergency ResponseTeam, he responded toa hostage taking at theStarlight Casino in NewWestminster.

Also over the summer,police discovered a druglab in a South Delta homewhile responding to callsof a break and enter. Thelab was allegedly produc-ing a highly concentratedform of marijuana knownas shatter at the home in aquiet Tsawwassen neigh-bourhood.

“That was unusual, cer-

tainly for the Tsawwassencommunity,” Dubord said.

The chief said the sum-mer was a busy time forthe department with allthe community activities,such as Tour de Delta,Tsawwassen Sun Festivaland Ladner May Days.

Dubord said he tookevery opportunity to getout, enjoy the festivitiesand meet people.

He said the depart-

ment also took part inseveral annual events,raising record amounts forCops for Cancer, SpecialOlympics, the United Wayand Pulling Together.

As summer turned intofall, he said, the depart-ment saw a spike in prop-erty crimes, particularly inSouth Delta. Officers wereable to arrest two groupsof people in relation tomany of the crimes, andthat seemed put a stop tomuch of that activity.

Dubord said offic-ers heard directly fromthieves that South Deltaneighbourhoods are oftentargeted because manypeople can afford higher

end items and often leaveexpensive items andgarage door openers inunlocked vehicles.

“It’s really crimes ofopportunity,” he said.

Delta saw three trafficfatalities in 2015, the latestbeing an elderly pedes-trian hit in early Decemberwhile crossing at the cor-ner of 56th Street and 12thAvenue in Tsawwassen.

Dubord said he was

impressed to see thereaction from the localCommunity Police Stationoffices. Volunteers wereout in force following theincident giving out reflec-tors and safety tips topedestrians.

The chief said thedepartment saw 22,738calls for service as of theend of November, which isslightly higher than 2014.And it’s a trend he expectsto see continue. Theaddition of South FraserPerimeter Road makes iteasier for criminals to getinto Delta, he said, and thearea will see an influx ofvisitors with mega mallsopening this year at the

Tsawwassen First Nation.This year is shaping up

to be a busy one for thedepartment.

Dubord said he wouldlike to really integrate theCoPS offices into the com-munities. Each communityin Delta has a commu-nity police station, staffedalmost entirely by volun-teers, and the chief saidhe would like to see thoseoffices become a centralpart of each community.

Three members, allwith more than 35 years’experience, have recentlyor will be retiring, includ-ing deputy Chief RichDrinovz, who retired lastmonth.

“We’re going to be hir-ing a new deputy chief inthe early part of the newyear,” he said.

Internally, the depart-ment will work withemployees and the policefoundation to develop anemployee wellness pro-gram to ensure officers areadequately coping withthe demands of the job.

“They go to some horrif-ic stuff,” Dubord said, add-ing that it can affect manyaspects of an officer’s life.

The department willalso work to strengthenits relationship with theTsawwassen First Nation.Saying the force alreadyhas a good partnershipwith the First Nation,Dubord said the area is inthe midst of tremendousgrowth that will bring aninflux of people and traffic.

He said there is a lot ofplanning that will go on,especially with regards tothe opening of the malls.

“The opening of themalls shouldn’t disrupthow people go about theirdaily lives,” he said.

Tsawwassen has brokenthrough the $1 millionlevel.

According to theReal Estate Board ofGreater Vancouver’sstatistics for December2015, released earlierthis week, the “bench-mark” price for a typicaldetached single-familyhome in Tsawwassenhas reached $1,021,300,an almost three per centincrease from the previ-ous month. More startlingis that the benchmarkfor a Tsawwassen houseis up 32.2 per cent fromDecember 2014.

Tsawwassen continuedto have the highest one-year percentage increaseamong all communitiesin the real estate associa-tion’s coverage area, whichincludes Vancouver andRichmond.

The second highestincrease was in Ladner,which saw the benchmarkprice for a single-familyhome go up almost fourper cent from the previ-ous month to $855,800,representing a 30 per centincrease from a year ago.

While house prices inLadner in Tsawwassenhave yet to reach themind boggling level now

in the City of Vancouver,where the median pricelast month for detachedhouses reached $3.2 mil-lion on the west side and$1.36 million on the eastside, South Delta hasexperienced the mostrapid increase.

As far as townhomesand condos in SouthDelta, last monththe benchmark for aTsawwassen townhousereached $525,900, upalmost 19 per cent from ayear earlier, while Ladnerwas at $527,500, up 15.2per cent from the previousyear.

The benchmark for aTsawwassen condo was$343,600, up six per cent

from a year ago, whilein Ladner it stood at$337,800, up 7.7 per cent.

The region as a wholehas been hot as the realestate board reports homesales in 2015 reached thehighest annual total in itshistory. Sales of detached,attached and apartmentproperties in 2015 reached42,326, a 27.8 per centincrease over 2014 and a48.4 per cent jump over2013.

According to the FraserValley Real Estate Board,which covers North Delta,the benchmark price fora single-family home inNorth Delta last monthwas $703,100, a 25.9 percent increase from a year

earlier.The bench-

mark for a condowas $166,900,only a 2.4 percent increase,while townhomesstood at $349,500,up 9.6 per cent.

It remains tobe seen if theLiberal govern-ment’s plan toincrease thedown pay-ment neededon homes over$500,000 fromfive to 10 per centwill have anyimpact on theregion’s red hot

housing market. Homesunder $500,000 will stillonly require five per centdown.

It also remains to beseen if the levels of gov-ernment will considerheeding a petition, whichhas almost 26,000 signa-tures, to restrict foreigninvestment in GreaterVancouver’s residentialreal estate market.

Vancouver city council,meanwhile, is once againfloating the idea of a lux-ury tax and a speculationtax aimed at keeping buy-ers from driving up pricesthrough quick resales.

Delta council has notweighed in on the issue.

A public informationmeeting will be held laterthis month on a conten-tious application to rede-velop the former home ofa Boundary Bay squashclub.

Set for Tuesday, Jan.19, the meeting will be anopportunity to hear aboutthe plan to subdivide thewaterfront property at6788 Corbould Rd. to con-struct two single-familyhomes. The applicationrequires several approv-als, including an OfficialCommunity Plan amend-ment as well as rezoningfrom its current privaterecreation designation.

It’s the second attemptby the owner to redevelopthe site as an identicalapplication last year wasrejected by Delta council.

The current building on

the property had beenthe longtime home ofthe Bayside SquashClub. The property hasbeen sold a couple oftimes in recent yearsand is now owned bya numbered companyrepresented by YanLing Wu.

The club’s memberslobbied against the previ-ous rezoning bid, but theirvictory was short-livedwhen they were informedthe owner was shuttingthe doors, leaving theclub without a home. Theowner applied for a demo-lition permit last August.

Delta’s planning depart-ment notes the applica-tion is at a preliminarystage and has not gone tocouncil for consideration,therefore, aspects of theproposal might change asthe application proceedsthrough the review pro-cess. It would also have to

go to a public hearing.According to the plan-

ning department, thebuilding is in poor condi-tion and would requiresignificant upgrades tomeet municipal standards.The squash club admitsthe building needs repairs,however, the executiveinsists it has an activegroup of members thatwould work hard at keep-ing it running.

The Jan. 19 public infor-mation meeting will beheld in the library of SouthPark Elementary, 735Gilchrist Dr., Tsawwassen,from 7 to 8:30 p.m.

TSAWWASSEN• Dec. 28, 11:30 a.m.,

800-block of 50B Street:Complainant reported hislicense plates stolen fromhis vehicle parked in hisdriveway and replaced byother plates. Investigationby police recovered thecomplainant’s plates inLangley and the stolenreplacement plates wereadded to the police data-base.

• Dec. 28, 1:25 p.m., 8AAvenue: Report receivedfrom complainant that theunoccupied residence andoutbuildings owned byhis father for redevelop-ment had been enteredand several items stolen.Copper pipe, wire andmetal baseboard heatersstripped from the resi-dence. Tools, including apower washer, were alsostolen. Neighbour inquir-ies proved negative butthey were asked to informpolice of any suspiciousactivity around the resi-dence.

• Dec. 30, 12:38 p.m.,12th Avenue: Business

reported that after a cus-tomer had left a 32-inchtelevision was found to bemissing from the room.The customer was contact-ed and she indicated thatsome friends had been inthe room andmay havetaken it. Police advised thesuspect to facilitate thereturn of the television.The theft is still underinvestigation.

• Dec. 30, 4:47 p.m.,500-block of CentennialParkway: Complainantreported someone hadbroken into a shed at theirresidence. During neigh-bourhood inquires policelocated another residencewhere the lock had beenbroken off a shed inthe front yard. Nothingappears to have been sto-len.

• Dec. 30, 8:36 p.m.,1200-block of 56th Street:Complainant reportedshe had left her bicycleunlocked behind herplace of work. When shereturned later in the daythe bike was gone. Thebike is described as aGiant Roam 2 commuter-style bike with a light blueframe. A co-worker report-ed his bicycle was stolenfrom the same location aweek prior.

• Jan. 1, 9:52 a.m.,1200-block of 56th Street:Complainant reported heparked his vehicle behinda business and sometimeovernight the front sidewindow was smashed. Nosuspects or witnesses andnothing stolen.

LADNER• Dec. 28, 1:25 p.m.,

6100-block of Ferry Road:Complainant reportedthe outboard motor val-ued at $2,500 was stolenfrom his boat that is in dry

dock at the marina. Twolocks were cut to removethe engine from the backof the boat tender. Policeattended and the investi-gation of the theft contin-ues.

• Dec. 28, 9:35 a.m.,8000-block of River Way:A business reported thecompany’s two vansparked in a locked com-pound at the back of thebusiness had the windowssmashed and insurancepapers stolen. No videosurveillance and nothingfor forensic examination.

• Dec. 29, 10:58 a.m.,5400-block of 45th Avenue:Complainant reported hervehicle had been brokeninto sometime overnightand her wallet stolen. Thewallet was later foundwith all credit cards intactbut the cash missing. Thecomplainant indicated thepassenger door is faultyand may have been leftunlocked.

• Dec. 31, 11:16 a.m.,2700-block of 64th Street:Complainant parked hervehicle and went for awalk. When she returnedshe found her vehicle hadbeen broken into anda bag of new clothes, acredit card and some loosechange were missing.The complaint contactedthe credit card company,which indicated the cardhad already been used at aservice station. The inves-tigation is ongoing.

• Jan. 2, 9:21 p.m.,3400-block of River Road:Complainant reported heparked his vehicle in thedriveway and left the trunkopen for about 45 minutes.When he returned to thevehicle he found a bag ofsports gear missing fromthe trunk. No suspects orwitnesses.

Board of VarianceVolunteers Needed

The Corporation of Delta has established a Board of Variance made up of five (5) personsappointed by the Mayor and Council. The purpose of the Board, as defined by theLocal Government Act, is to consider applications in matters related to the provisions of:

• A bylaw respecting the siting, dimensions or size of a building or structure, or sitingof a manufactured home in a manufactured home park;

• A bylaw related to the protection of trees;• The prohibition of a structural alteration or addition to a non-conforming useor siting, and

• A subdivision servicing requirement in an area zoned for agricultural orindustrial use.

The Board may order that a minor variance may be permitted, if the Board finds that unduehardship would be caused to the applicant if the provision were required.

The Board of Variance meets on the third Wednesday of each month, at 1:00 pm, at the DeltaMunicipal Hall, 4500 Clarence Taylor Crescent. Members are appointed for a three (3) year termand serve without remuneration. Reasonable and necessary expenses that arise directly out ofthe performance of their duties are reimbursed.

Set for the Sacred HeartChurch Hall on Ladner’sArthur Drive, the dinnerto honour the late Scottishpoet on Saturday, Jan. 23 isalready sold out, but there

are still a limited numberof tickets available for theFriday, Jan. 22 event.

The dinners are thebiggest fundraisers forthe band, which in 2015travelled to the OkanaganMilitary Tattoo in Vernonand also to the prestigiousNetherlands Tattoo. TheDelta Police Pipe Bandwas the only pipe bandinvited to this internation-

al show, which celebratedthe 70th anniversary of theliberation of Holland byCanadian forces.

This year guests willbe treated to a primerib dinner, piping, high-land dancing, singing,single malt whisky barand, of course, the tradi-tional Toast to the Haggis.Dancing to The Earthmenuntil the wee hours of the

morning always concludesthe evening.

Ijust opened my assessmentnotice and after doing the math,I’m staring at a 22 per centincrease over last year. Needlessto say, I’ve set my hair on fire

and spent the last half-hour alertingthe neighbours to our impending taxdoom.

OK, so there’s no need to call the firedepartment — and it’s not due to thefact I can ill afford to lose any more hair— but rather because I’m not sold onthe notion that my property tax bill willascend to a level that will force me frommy home. It will rise, I’m certain of that,but I’m not convinced doomsday is athand.

At this time last year I got an assess-ment notice that showed my propertyhad dropped in value by almost 10 percent. I wasn’t convinced that was com-pletely accurate reflection of its value,but I wasn’t about to challenge B.C.Assessment’s handiwork so I could endup paying more taxes.

Given I was on the favourable sideof the ledger, I figured there would besome good news when the propertytax bill arrived in the spring, and sureenough that was the case.

I pay my property taxes in monthlyinstallments so after the homeownergrant was signed and the dust hadsettled, I was a whopping $107 to thegood.

I don’t mean to minimize the wind-fall given it’s the equivalent to at leastfive nice dinners out with my wife,provided of course she doesn’t orderthe McFlurry for dessert, but since I’mtypically in the black after the tax bill isdeducted from what has accrued overthe year, it didn’t turn out to be anymonumental savings.

So if my assessment goes down whileothers trend the other way and I’mnot rewarded handsomely for it, I’massuming that because my increasethis year has outstripped the average Iwon’t be punished too badly.

I suspect the $107 I left in theaccount last year will disappear, andI’m hoping it will cover the increasebrought about by the higher assess-ment.

I won’t know for sure until the taxbill arrives in May but in the meantimeI’m holding off on the hysterics. I mightutter the always-popular, “I won’t beable to afford to live here if my assess-ment keeps rising like this,” just to seehow it rolls off the tongue, but I’ll savethe pyrotechnics for a later date.

single detached home in MetroVancouver this year. As you haveprobably heard, or perhaps haveseen in a notice from your veryownmailbox, detached homeprices are skyrocketing.

South Delta is one of thehottest markets right now andlimited supply is pushing priceseven further north. The B.C. RealEstate Association is predicting2016 will see a decline in housingsales but high demand will seehousing prices continue to surge.

We are glad that we choseTsawwassen for our home 25years ago and are not quite pre-pared to downsize yet. The lackof housing choice is a problemhere right now, but with theSouthlands and other develop-ments on the horizon, there maybe hope to stay in our communitywhen we are ready to take advan-tage of home equity.

With “benchmark” detachedhome pricing reaching the mil-lion-dollar mark in Tsawwassen,I am feeling sorry for young fami-lies and first-time buyers in thishyper market. You go where youcan afford, I suppose, but at thesame time I think that all levels ofgovernment and several agenciesneed to come up with a betterstrategy of dealing with broaderland use scenarios.

I think we all want to preservefarmland for local food produc-tion, but at the same time, thereare opportunities to look at landsin the ALR that are marginallyfarmable and consider them forrezoning opportunities up anddown the lower Fraser Valleythat could take some of the pres-sure off housing prices in MetroVancouver.

It is a complicated and emo-tional issue, but there has to be away to compromise and balancethe needs farmers - old and new -food security and food sovereign-ty with a stable housing market.

Perhaps Metro Vancouver, aswas the case with the Southlands,could ensure that farming activ-ity be incorporated into devel-opment applications. Eachnew community would have toinclude an element of food pro-duction in its design. It could beroot crops and veggies, grazingpasture, orchard or greenhouse

operations, depending on theparticular development site. Anydevelopment application withouta regional food component wouldhave to be refused.

A look at ALR use would seemto indicate there is adequate landto consider this partnership andpotential beneficial compromise.

In 2010-2011, the Ministry ofAgriculture took stock of land usein an ALR study: “The inventoryreveals that 50 per cent of ALRland is farmed. Of the remain-ing ALR land that is not farmed,25 per cent is available and haspotential for farming because it isnot impacted by significant physi-cal constraints or built areas. Theremaining 25 per cent is unavail-able to agriculture because ofexisting incompatible non-farmuses (residential, parks), site con-ditions (topography, flooding) orcannot be farmed (roads).”

Additionally, the report noted:“Agricultural land speculationexists, but to what extent is dif-ficult to determine. The datareveals that 3,848 ha (9,508 acres)of ALR land has no apparent use.”

There is a lot to stickhandlethrough on these thorny issues,but with Metro’s populationpegged to grow significantly,some cooperation and majorpolitical will needs to happen,and soon.Mike Schneider is founder of

It is heartening to readall the “benefits” thatPort Metro Vancouverhas enacted. I’m sure thehabitat banking programhas been beneficial to theworkers involved, perhapsnot so much to the wildlifethat has suffered loss ofhabitat and disruption.

Dredging may allow adeeper draft for boaters,but does it damage thebalance of fresh and salinewater in our sloughs andwaterways, and causeproblems for fish and theecosystem? Howmuchdredging will be requiredfor the new bridge?

Port Metro Vancouverhas frequently indicatedthat gaining access toindustrial land is crucialto the development of itsinfrastructure, businessproposals and to enhancethe viability of trade withinDelta. It seems it has avoracious appetite for ALRland that is disappearingat an alarming rate, withno real outcry or challengefrom the municipality.With food prices steadilyrising for vegetables, fruitsand grains, wouldn’t it benice if some of the bestgrowing soil in the countrycould be put to better usethan a parking lot or railsidings?

It seems that Delta isprime pickings for those

wishing to turn us into yetanother industrial areathat denies its citizens theopportunity of benefittingfrom less invasive prac-tices more suited to a ruralcommunity that values theefforts of generations offishers, farmers, agricul-turists and horticulturists.Yes, productivity is good,and business must thrive,but there also needs to bea balance of needs, bothof the economy and theecosystem.

We lose land at ourperil, we have fought formore sustainable loggingand fishing practices, wehave seen the devastationin other parts of our coun-try and the world when werefuse to take account of

the wider needs of thosewho choose to live in anarea that values a sustain-able balance.

Our federal govern-ment has signed a historicagreement to reduce glob-al warming. I do not seePort Metro Vancouver’sheadlong rush to embraceall things industrial asbeing a responsiblestakeholder in this initia-tive, more like a rush tomake the most amountof money for sharehold-ers and companies bothhome and abroad with noaccountability for the irre-versible damage they willdo to this unique part ofB.C. that many of us valuebeyond materialism.

The recent inter-view with Delta MPandMinister of Personswith Disabilities CarlaQualtrough was interest-ing in revealing her sup-port for a Canadians withDisabilities Act.

As a recent recruit to theranks of the paraplegic, Iam just beginning to expe-rience the obstacles weface in leading as normal alife as possible.

Medical issues aside,outside our homes weare faced with situationsthat are difficult and ofteninsurmountable. Buildingsthat are inaccessible bywheelchair are a hugeproblem and prevent usfrom entering restaurantswe formerly patronized.It is also often difficult toaccess business premisesto conduct our affairs andeven accommodation.

This last example is aridiculous anomaly in thata disabled person who

rents a property in a com-munal building is guaran-teed access to that prop-erty. However, a disabledperson who owns a prop-erty in a strata complex isnot guaranteed access inthe same manner as fellowowners.

Established strata cor-porations are exempt fromthe accessibility provisionsof building codes andhuman rights legislation.

The fact strata buildingsnow being constructedare compelled to provide

access recognizes the needfor accessibility exists andis being addressed.

Legislation is required atfederal and provincial lev-els to compel the currentlyexempt strata complexesto provide access because,as our new prime ministerdeclares, “...it is 2016.”

I wish Qualtrough allsuccess in her ministryand her representation ofDelta; particularly in herefforts on behalf of thedisabled.

The recently dissolvedKiwanis Club of Ladner/Tsawwassen made its lastdonation to a communitygroup it has been support-ing for years.

The club’s desire wasto give the last of its fundsto a group that servesindividuals and familiesin their final days. Thepartnership with DeltaHospice in this wayseemed ideal in represent-ing the final actions taken

by Kiwanis.Kiwanis has always

focused on supportingchildren and youth andfunding Delta Hospice’s

programs for grieving chil-dren has been particularlyclose to the club’s heart.Funding enabled the soci-ety to initially set up a spe-

cial children’s art therapymulti-use room.

It is with regret thatKiwanis members will nolonger be able to provideservices to local non-profitgroups to assist their ser-vices but they hope theyhave been able to make adifference in the lives ofpeople who benefit fromthe good work of the manywonderful charitableorganizations in Delta.

For those interested,Kiwanis is donating all itsmemorabilia to the DeltaMuseum for future histori-cal research of 50 years ofservice to Delta residentsand groups providing sup-port to them.

Pneuma Church inLadner has a new streetministry serving theDowntown Eastside.

Senior pastor AndreasBasson said the PneumaChurch Street Ministry’sfocus is specifically on sextrade workers.

The ministry, whichsees a group of mostlywomen from the churchhead to Vancouver onWednesday nights, startedin September.

The goal of the ministryisn’t to go out and give

things away but to lovepeople, Basson said. Thatincludes sitting and havingconversations, finding outwhat they’re going throughand where they’re comingfrom.

The hope of the minis-try is to impact their lives,Basson said.

He noted that whilerelationships are built up,the ministry does help outwith clothing like gloves,toques, scarves and socks.

A greatly expandedrecycling program in allDelta schools has meantthe school district is nowdiverting much of its wastefrom the landfill.

At the start of the lastschool year the district ini-tiated a big shift in the waywaste is handled. Garbagecans were removed fromclassrooms and offices,replaced with centralreceptacles that requirestudents and staff to sorttheir waste into cans andbottles, other recyclables,paper products, organicsand other waste.

In 2006, MetroVancouver voted in favourof adopting a zero wastephilosophy. In 2009, itlaunched the Zero WasteChallenge that outlined a

goal of 70 per cent wastediversion from landfills. Asa result of the school dis-trict’s expanded recyclingprogram, it has now nearlyreached that target.

Prior to the expandedrecycling program, 87 percent of waste collectedfrom Delta schools wentto the landfill, a figure thathas now been reduced tojust 31 per cent.

The goal is to increasethat number to as close to100 per cent as possible.

It’s hard to believe thatit is already 2016. I mean,where did 2015 go? As I getolder, the years seem topass more quickly, but atthe start of each new yearthere is a chance for a newstart.

I think the reason peo-ple celebrate so hardilyon New Year’s Eve is theyhold great hope the nextyear will bring somethingnew and wonderful intotheir lives.

As a pastor, this ritualreminds me of new lifethat is provided by Jesus.All of us long for some-thing better. All of us wantour lives to make a dif-ference. This is availablethrough a relationshipwith the Son of God.

In Ephesians 2:5, theApostle Paul tells us that

God wants us to experi-ence something new andbetter: “So he gave us newlife because of what Christhas done. He gave us lifeeven when we were deadin sin. God’s grace hassaved you.”

Not only does a rela-

tionship with Jesus offera new beginning but alsoeternal life. When Pauluses the term “what Christhas done,” he is referringto the Lord’s sacrifice onthe cross that served aspayment for sin. Thus,through simple belief inhim and repentance ofsin, we can be saved frometernal separation fromGod and experience a newand exciting life that lastsforever!

The rituals that sur-round the end of oneyear and the beginningof another give us hopethere is something excit-ing around the corner.Thankfully, God hasoffered us hope for a newbeginning that comesthrough an eternal rela-tionship with Jesus Christ.

Delta Big Quiz Night takesplace later this month inTsawwassen.

Teams of four willtackle questions from 10categories at the event,which will be held at theKinVillage CommunityCentre. Examples of cat-egories include Canada,geography, history andmovies.

Organizer Ivor Hewittsays he picked questionsfrom lots of different plac-es, including books andthe Internet.

“I think there’s some-thing there for everybody,”he says.

He’s tried to vary the dif-ficulty as well.

“I think … if you havelots of questions whichare hard and nobody cananswer them, you’ll havea situation where no onewill enjoy it,” he says. “I’vetried to vary it betweeneasy and hard so people

can actually stretch them-selves a bit.”

As of earlier this week,

about 15 teams hadregistered to take part.Hewitt, who volunteers

at KinVillage and withDeltassist, estimates about20 to 30 will compete at

Ladner author and illus-trator Ashely Spires has anew children’s book out.

The moral of the storyin Over-Scheduled Andrewis one she needs to learnherself, Spires explains.

“Everyone takes on toomuch these days, includ-ing children,” she told theOptimist. “Whether it’srushing from school, tolessons, to sports events,or what have you, it seemsthat everyone is too busythese days. I’ve heard froma lot of schools that I visitthat they are teaching‘life balance’ to elemen-tary students. This bookis about that, figuring outhow to pursue the thingsyou love while still leavingroom for downtime.”

Spires has also illustrat-ed another kids’ book—Spare Dog Parts — due forrelease later this month.She’s worked digitally for

her last three books andsays it was wonderful toget back to watercolourpainting again for AlisonHughes’ story.

She is working to organ-ize a local book releaseevent.

Spires, who receiveda nomination for lastyear’s B.C. Book Prize,has won numerousawards for her work,including Ontario’s SilverBirch Express, AtlanticCanada’s Hackmatack,Saskatchewan’s ShiningWillow and B.C.’sChocolate Lily Award.

Her work includes theBinky the Space Cat seriesof graphic novels.

Howtomake those resolutionsstick

Did you make aresolution to starteating better and

exercising so you can losesome inches off the ol’body this year?

If you did, you are notalone. The Journal ofClinical Psychology claimsthat losing weight is thenumber one resolutionmade by people every Jan.1.

However, sadly onlyeight per cent of us actu-ally succeed in achievingthat resolution.

For the other 92 per centof us, it’s another year ofbroken promises to our-

selves.This is dangerous too.

Not succeeding in a taskwe set for ourselves canlead to feelings of dis-appointment, low self-esteem, failure and, even-tually, defeat.

Once we feel defeatedit’s hard to want to makeany change in our lives —even if we need to.

So, what makes thoseeight per cent special, theones that succeed withtheir weight loss goals?

Well, first they startwith small steps and theyfocus on building a pow-erful foundation. Theyview their weight loss asa measure of good healthand well-being, not as ameans to an end.

I know it’s not sexy, andthis small steps idea is notgoing to produce instan-taneous results. It will,however, produce healthyhabits for life as well asslow and steady change tothe body.

Successful people alsohave a plan when theystart a new goal or resolu-

tion.They start with a spe-

cific goal in mind (exam-ple, lose 10 pounds in onemonth), and from therethey work backwards tocreate a plan, or a list ofsmall, attainable steps thatwill help them achievethat goal.

A plan is crucial. It willhelp you navigate thetwisty roads of weight loss.

In your plan I suggestadding when and whereyou are going to exercise.

I want you to scheduleyour workouts just likeyou would an importantappointment.

For your diet, start plan-ning on using one day, ornight, a week to plan outyour weekly meals.

Write on a calendarexactly what you are goingto make, for all your meals,and then spend one or twohours prepping as muchas you can (I always startevery Monday with fivebreakfasts, four lunches

and one dinner prepped).This prep process could

be cooking a whole chick-en, or chopping your veg-gies, makinga big salad, ormaking a bigpot of oat-meal to re-heat throughthe week.

Makehealthy eat-ing as fastand as easyas you can,then turf all the crap thatcould have you regrettingthat you ate. You knowwhat crap food is. I don’thave to nag you about this.

Next, hold yourselfaccountable by tellingyour family, friends andco-workers about yournew plan.

You can also furtheryour success and find aworkout buddy, or weightloss buddy, or hire atrainer.

And, finally, take it oneday at a time.

You are not a robot thatcan be reset to magically

roll out of bed onMondayand start eating well andexercising.

Take it one meal at atime, oneminute ata time, orheck, evenone breath ata time if youhave to.

By notfocusing onthe future,you will notget over-

whelmed.When you do slip up

(because we all do, we areonly human), learn from it.Understand that this is notequal a complete failure.

With the sale of 22original paintings at theirpre-Christmas Gallery1710 show, South DeltaArtists Guild members cel-ebrated a highly successful2015, including their 40thanniversary, then immedi-ately set to work betweenChristmas and New Yearto initiate more creativemagic in 2016.

As a result, a volunteer,pizza-fuelled crew beganrefurbishing the guild’svital and always busystudio/workshop, whichhouses daily drop-ingroups, various workshopprograms and also collectsthe dozens of paintingsdestined for show at sever-al local facilities, includingDelta Hospital.

This thermal adjust-ment could be due toMother Nature and theeffect that her surround-ing beauty has on me. Orit might be triggered bythe anticipation I feel justbefore launching off onmy downhill journey. It’shard to say, but this magi-cal phenomenon happensevery time I escalate to anyof the mile-high pinnaclesthat hover over the resorttown of Whistler.

Aptly named, SeventhHeaven is the first of manyscenic perches that I revelfrom during my visit to thisfavourite North Americanplayground. Jagged pow-der peaks embrace herdivine summit and onthis crisp, clear day, theycontrast vividly with cobaltblue skies.

Blackcomb lookout I alsohave vistas of her neigh-bouring sister, WhistlerMountain, where similarparadise pathways alsoattract die-hard skiers andsnowboarders. Being a Vancouverite,I’d had the privilege ofskiing these slopes as ayoungster, and watchingWhistler evolve over thepast four decades fromwhat was once the town

Early settlers firsttrekked the three-day jour-ney to the shores of nearbyAlta Lake, and in 1911 Alexand Myrtle Philip followedtheir dream after pur-chasing four hectares for$700. Their remote fishingresort, Rainbow Lodge,attracted enthusiasts to theisolated area.

This remote destinationreached its prime in the

1940s, but outnumberedby other resort options theenthusiasm faded and itwasn’t until the 1960s thearea became alive again.

With a passion for pow-der and an insight intothe big picture, a groupof Vancouver business-men developed what wasthen known as LondonMountain into an alpineski area in hopes of host-ing the 1968 Olympics.Runs were carved into thehillside and in honour ofthe whistling hoary mar-mots that resided in rocky

outcroppings, the nameWhistler was contrived.

Tips for stayingsafe in thegarden thisyear

My credentials foradvising on safetyin the garden are,

frankly, a little dodgy sinceI’ve had more garden acci-dents than most people.

But that’s how I learnedwhat actions are bestavoided— and their con-sequences.

It’s so important towear safety glasses out-side, but it took me two

scratched corneas to doso. Dangerous neighbour-hoods for eyes includetrees and shrubs thatspring back in your facewhen you work on themand tough weeds thatrelease violently andshower your face withearth.

Face-height plant stakesare another nasty forunprotected eyes.

Topping them withsmall jars looks ugly, pilland film containers blowaway. Wine corks lookgreat, but drilling theholes puts fingers at risk.Until the perfect solutionemerges, glasses are safer.

In the years I was clear-ing rocks to enlarge thevegetable garden, I hadgardener’s back two orthree times a year becauseI was determined to be agardening hero.

The gardening heroworks on after they gettired, focuses on one taskuntil it’s finished andnever takesa break byturning tosomethingthat works adifferent partof the body.Gardeningheroes persistusing metalwheelbarrowsuntil they’re soold their jointsstop co-operating.

The problem with liftinginjuries is it’s so easy tounderestimate how heavysomething is. My mostmemorable accident camefrom lifting a small tubof water lilies. I still don’tunderstand why I didn’ttip the water out first.

Outside, one can slip at

any time of year on mossylawns, steps and walk-ways. Algae-covered decksand stairs are even more

dangerous.Round slicesof tree-trunksas walkwaysin gardens arelovely in sum-mer but theiralgae coatingin winter is aninvitation tothe bone clinic.

In summer,gardens have

other slipping hazards,especially on slopes of drygrass. Chances increasewhen people wear shoeswith thin, flexible treads.That’s why I had severalclose encounters with alawnmower at the foot ofour steepest slope. Whatis safest (though difficult)is to stay covered up in

summer while gardening.Ideally this means long-sleeved shirts to protectagainst sunburn and hatsto shield heads.

Gardeners close toforested areas might addtall rubber boots if they’reamong trees and shrubsbecause ticks are out thereattacking silently andpainlessly. I didn’t knowI was bitten until one fellout of my hair.

Even relatively benigngarden products needcare. Lime sulphur andinsecticidal soap are ago-nizing if they get into eyes.Mixing dusty fertilizersis a lung hazard unlessyou wear a mask or dothe mixing outside whilestanding upwind.

But most injuries are thesmall, everyday slivers andscratches that occasion-ally get infected. That’s

why wearing garden glovescan solve problems beforethey start. Unfortunately,many are stiff and clumsy.Thin leather gloves arethorn-proof and flexiblebut expensive. Alternativesinclude closely-wovenfabric gloves such asFoxgloves that protectagainst all but large, deter-mined thorns.

One vital protection forgardeners is the tetanusshot, which should beboosted every 10 years.Medical attention for anydeep puncture wound isalso vital.

Environmental Assessment of the Proposed George MasseyTunnel Replacement Project

Open House and Invitation to CommentThe British Columbia Ministry of Transportation and Infrastructure (Ministry)is proposing to replace the George Massey Tunnel with a new bridge,improveHighway 99 fromBridgeport Road in Richmond toHighway 91 inDelta,and replace interchanges atWestminster Highway, Steveston Highway andHighway 17A (proposed Project). The proposed Project is subject to reviewunder British Columbia’s Environmental Assessment Act.

The Ministry must obtain an environmental assessment certificate beforeany work can be undertaken on the proposed Project. However, prior tosubmission of an application (Application) for an environmental assessmentcertificate by the Ministry, the Environmental Assessment Office ofBritish Columbia (EAO)must first approve Application Information Requirements.

Key to the Application Information Requirements is the identification ofvalued components to be studied and the areas within which the studieswould occur. The selected valued components are presented in theProject Description and Key Areas of Study document that the Ministryhas prepared, and EAO invites the public to submit comments on.

The alumni group has teamedup with Split Second Basketballto offer a pair of free camps forLadner area elementary schoolstudents currently in Grades 4-7,starting Saturday Jan. 16 from9 a.m. to noon. A second three-hour session will follow Jan. 23.

Both will take place in the eastgym at DSS and be led by for-mer national team standout JoeyVickery — considered one of thiscountry’s greatest ever pure shoot-ers.

Pacer grad and current juniorboys coach Donavon Britten hasbeen busy contacting and dis-tributing information flyers to allLadner elementary schools. Thewhole idea is to introduce thegame to potential players in the

years ahead.“This is more about basketball

awareness than it is skill develop-ment,” explained DPBA executivemember Dean Bauck. “We havebeen fund raising for eight years so

lets start to spend it. We do have abudget, we are prepared to spendit and this is the type of thing wewant to spend it on where we aregiving back to the community.”

Navi Sekhon added gettingVickery to lead the camps is a sig-nificant boon for the association.

“Parents need to realize (atelementary age) their kids will notsee this type of coaching for a longtime, maybe their entire career,”explained the former star for the’93 Pacers team. “Joey has beenthere and done it all. His basket-ball knowledge is second to none.”

The elementary camp is part ofa busy stretch for the DPBA thatwill conclude with the 27th annualPacer Alumni Tournament at theend of the month.

The DPBA will also be hostingits first-ever Alumni Night nextFriday (Jan. 15) for a scheduleddoubleheader featuring the seniorgirls and boys teams, starting at6 p.m. Past players are encour-aged to take in the games thenjoin former teammates, along withparents and current players, for a

social in the gym loft.“This is something we want to

do every year and get (the alumni)use to it,” added Bauck. “We reallywant the parents and players theretoo. The whole idea is to create abridge between the families andthe association.”

The DPBA has also been activein providing coaching for all sixteams at DSS this season. At leastone DSS alumni is involved withevery one of them as a head or anassistant coach including RachelBock (senior girls), Ryan Cowley(junior girls), Jessie Lynes (Grade8 girls), Kenny Ryan (Grade 8 boysand senior boys) and Britten.

It is with great sadness that we announce thepassing of our loving husband, father &grandfather. Born to William & Evelyn Cox in ThePas Manitoba, Cliff lived in The Pas & worked forthe CNR as a brakeman. In 1953 he went toUranium City as a uranium prospector/assayer untiljoining the RCAF in 1954 as a radio tech. Whilestationed in France he met his future wife Sheila.They moved to Ottawa where their daughter wasborn & a year later while stationed in Germany,their son arrived. On their return to Canada in 1966,they lived in Vancouver & Richmond. After hisretirement from the RCAF in 1973, the familytoured Europe for a year in a camper. He thenjoined CP Air as an avionics tech. They moved toWhite Rock and finally to Ladner. Cliff & Sheilacovered many miles in their RV & enjoyed cruising& exotic trips. Cliff was a kind, caring man with aquiet sense of humour, who was loved &respected by all who knew him. Cliff is survived bywife Sheila, daughter Kerri (Greg), son Rob (Ruth)& grandchildren Connor, Taylor, Catrionagh & Liamas well as his three sisters & many nieces &nephews. He was predeceased by his two brothers.Our grateful thanks to the caring staff of DeltaHospital, Augustine House, Mountain View Manor &especially to Dr Kordic. In lieu of flowers, donationscan be made to the Delta Hospital Foundation orCanadian Cancer Society. A celebration of life will beannounced at a later date.

love and I married her,” also his daughter PennyThorbeck (Marty deceased), son Bill (Janis), grand-children Scott, Jenny (Brian), Warren (Carley),Cindy (Connie), great-grandchildren Kristy (Raynar),Candice (Ryan), Katey (Soonbum), Matthew, Madisonand McKenzie as well as two great-great-grand-sons Levi and Fischer.

Bill married Audrey August 2, 1941, while in the RCAF.They settled in the family home in Richmond afterthe war, where gardening was a passion. He wasan avid outdoorsman and enjoyed fishing andhunting. Audrey and Bill left their family home tomake a new one in Ladner, later to a townhouse,then to Augustine House.

Bill was a loving, caring man whose life was centeredaround family, who enjoyed all the fruits of Mumand Dad’s labor in the garden.

Bill retired from Woodward’s meat department after 40years of dedicated service. He will be rememberedby many children as “Uncle Bill, the wiener man” ashe gave awaymany to keep children happy.

(Simon), Alex and Morgan. Granny to great-grand-children Logan and Lily. She will be rememberedby many friends and relatives in Canada and theNetherlands. Lynn was predeceased by her formerhusband, Teunis in 2003.

Mom lived in Richmond from 1963 until her moveto Ladner in 1994. She moved to Tsawwassen in2010 to KinVillage – Assisted Living and later to theCare Home.

Mom was a beautiful woman with an infectioussmile. She had a sense of humor that could lightup a room. Lynn’s passions were her children,grandchildren and great-grandchildren. She wasfor many years involved with the Science of MindChurch in Vancouver. Her past hobbies includedsquare dancing, 5 pin bowling, knitting – includingvery beautiful Cowichan - style sweaters and playingthe organ. In addition to being an excellent home-maker, she was at one time a crossing guard atboth Blundell and Cook schools. Mom proudlybecame a Canadian Citizen in 1977.

We wish to thank Dr. Long and the staff at KinVillage- Assisted Living and KinVillage Care Home for theirattention and care to our Mom, Oma and Granny.
