Fair Funding for Council Budgets? The financial challenges faced by the Council is not just about making difficult decisions with reduced resources, but doing so when the funding formula is so inherently unfair. Take for example a house in Westminster worth £2.7m, the household would pay £755 per year in Council Tax and would receive government funding of £248 per head of population. Contrast that with a house in Havering worth £270,000, which would pay £1,062 in Council Tax but receive only £85 per head in government funding! In addition, by 2019 Havering will see its government grant reduce by 96% compared with a 59% cut in Westminster. Challenging this warped way of funding is an ongoing battle, but our focus is always to place the interests of our residents’ first and foremost and to provide the best services we can within the resources available. More budget updates from me over the coming months. Cllr CLARENCE BARRETT Romleighs Car Parking Update Following complaints from residents with regards to appalling parking problems in the Romleighs area, Councillors and Officers visited this area and the Officers are recommending that a Residents Parking Scheme be implemented which will prevent students from the University campus on the Kings Park Estate and commuters parking there. Consultation letters will be issued and the scheme being proposed is for the following roads: Lister Ave, Fleming Gardens, Bartholomew Drive, Chadwick Drive, Ormond Close, Whitmore Ave, Ward Gardens, Mason Drive, Nightingale Crescent. We wish all our deliverers and supporters a very Merry Christmas and aHappy New Year.

Fair Funding for Council Budgets?The financial challenges faced by the Council is not just about making difficult decisions withreduced resources, but doing so when the funding formula is so inherently unfair. Take forexample a house in Westminster worth £2.7m, the household would pay £755 per year inCouncil Tax and would receive government funding of £248 per head of population. Solar Farm inDagnam ParkAs councillors for Harold Wood wehave been discussing views withour residents and others includingthe 'Friends of Dagnam Park'committee when visiting the sitewith regards to the proposed solarpark that the council is consultingupon for Dagnam Park which issituated in our neighbouring ward(Gooshays).We are concerned that theproposal will impact the localenvironment, the wildlife, the deerand will be an intrusion on thegreen belt which this council soproudly claims to be one of its keyattributes.Whilst we believe there may beeconomic benefits over the longterm with Solar Panels, our viewon this occasion for this particularsite is that the council should lookat other alternative options.

FootballFacilities inHaveringWe recently learned of the plight oflocal kids’ football clubs who useBretons fields, Upper RainhamRoad. Many local residents havechildren playing without adequatefacilities. A proposal had beensuggested to convert a disused

stable block into a changing roomwith toilet facilities and we will belooking into this as we feel that thisis an underdeveloped andmuchused part of our area. - John Stone.

TravellersI recently witnessed a large numberof travellers setting up camp at theAustin hotel on the A127. Iimmediately contacted Cllr Eagling

and passed on the information,even though it was not part of hisresponsibility. I’m glad to say thatby lunchtime the following day thesite had been clearedwith theassistance of Police and the tons ofrubbish that had appearedovernight was being cleared.Thanks to Councillor Eagling s swiftintervention, another unauthorisedsite was unable to establish itselfwithin the Borough. Dog FoulingPenaltiesDog fouling continues to be aproblem that not only leaves a nastymess but can be a danger to health.While most dog owners are veryresponsible and do pick up aftertheir pets, there are some whochoose to ignore the rules –

including those who do use a bag,but then throw it into a bush to hanglike a Christmas tree decoration!
