JUNE 2017 Delivered by the Residents’ Association THE BULLETIN The Voice of the Community Harold Wood, Hill, Park Residents’ Association Autism Strategy Update Over the last year, I have been working with Council Officers and external Autism organisations to put together a draft Autism Strategy document for Adults in Havering. The key themes are around Training/Awareness, Everyday life, Diagnosis and Signposting, Transition, Accommodation, Employment and Commissioning of services. The strategy has a timeline to 2022 but I believe it should be a longer term vision that future council administrations can adopt as Autism is for life and not for 4-5 years. There will be further iterations of the strategy as we continue to work through this and I will keep Residents updated on any news on this. Cllr DARREN WISE Parliamentary Elections In the next few days, on June 8, we will all experience another parliamentary election only two years after the last and locally we will experience the sight of a new MP for the Upminster and Hornchurch constituency. For years we have had MPs from the National Parties supposedly representing their constituents’ concerns, though they are more often controlled by central office to vote in line with what the Government of the day wants. We hope the new MP will be of an independent mind and will put the interests of residents ahead of party membership. Whilst many are seeing this as a Brexit vote on exiting the EU, there are still many day-to-day issues that affect us all. Whoever is elected, if they don't represent the people then we may as well vote next time for an independent who, unencumbered by a party political whip, will be a truly local voice! Following election she has served on a number of Council Committees and prior to being Deputy Mayor was Chairman of the Councils Licensing Committee. Many residents will also know Linda from being closely involved in stopping various planning applications to build on our local green belt countryside. Further details next month. Lock Up Your Cars It was reported to me at the Police Panel Meeting I attended that there has been an increase in break-ins and tampering with car doors in the Harold Wood Ward so please make sure you lock your car doors especially at night. Cllr BRIAN EAGLING Fly Tip Reporting There has been a large fly tip found in Harold Court Road. Please contact the police if you see fly tipping taking place, or if you have any information about fly tipping. Without putting yourself at risk, please try to get descriptions of the people involved, and the vehicles they are using (including registrations). This information is vital to identify perpetrators. In an emergency use 999. Council Tax Collection In 2016/17, Council Tax collection rate was 96.9% (96.7% in 2015/16) while Business Rate collection achieved a 98.6% rate (98.5% in 2015/16). These taxes all pay for important services provided by the Council and residents can be assured that deliberate non- payers are vigorously pursued. Members of the local Upminsterward panel together with Policeofficers, members from theCanadian Embassy and twoofficers dressed in World War 1clothing attended an unusual butpoignant ceremony with ahistorical link. Sergeant BradSwan from the Canadian policeforce came to Upminster toreturn a bottle of Johnny Walkerwhisky to replace the one his

grandfather Private AlfredStephen Swan from the Canadian4th Battalion, 1st Division C.E.Facquired after return from theVimy frontline in France 1917.Private Swan was visitingUpminster and popped intoVictoria Wines off-licence,nobody was around to serve himand as he needed to get on theapproaching steam train he tooka bottle of whisky. In his diary hewrote that if he ever returned hewould return the bottle he tookand his grandchildren Brad,Sylvia and Angie decided tohonour his word and hand back abottle.

Litter StrategyFalls Short

As details ofthegovernment’slong awaited‘litterstrategy’emerge, itseems thatsanctionssuggestedagainst flytippers will

be no more than being pressedinto litter picking duties, while

litterers face the prospect of finesof up to just £150! Fly-tippingcosts local authorities across thecountry some £100m per year. Itis an extreme example of anti-social behaviour and needs muchtougher sanctions than beingrequired to pick up litter for a fewhours on a Saturday afternoon. Itis tremendously frustrating forcouncils (and council tax payers)to constantly bear the cost ofcleaning up after fly-tippers, onlyfor the proposed sanctions to beso weak. The most sustainableanswer to the problem is longterm behavioural change. Muchlike drink-driving, we need tomake littering and fly-tippingabsolutely socially unacceptable.A more robust response from thecriminal justice system withtougher sentences, confiscation ofvehicles and full cost recovery,along with increased capacity foragencies to enforce, would sendthe right message to those whothink our roads and countrysideare civic dumps.

Spring andSummerChallengeEach year Councillors receive callsand letters from residents with

concernsover blockedpathways. Weall enjoy thespring bulbs,blossom,greenness ofthe grass andthe pendingsummermonths. Onedown side is

the growth of shrubs and bushesthat may require maintenance. I,like others, have plants and shrubson my front boundary wall thatmay start to block the pavementoutside of my property; I canalready see that we need to dosome pruning! Please ensure youconsider any foliage that hasovergrown and restrictingpedestrians, motorised vehiclesand mothers with pushchairs andprams. Also be mindful of shrubsand plants that are sharp atchildren’s eyelevel that couldcause harm.

TreesI am often asked about trees,and if a TPO( tree preservationorder) can be considered forthem. Generally speaking, an

order can be placed on anindividual tree, a clump of treesor even an entire woodland, theyare not intended for highwaytrees, or those in our parks, asthey are Council owned, andunder the care of the Council.The tree must be considered asan asset - be clearly seen by thepublic and of a rare type or age.The tree must be healthy.Basically, if you think a tree wouldbe missed if it was felled, then anorder can be considered, Pleaselet me know of any that youconsider could have a TPO.

weeks. The sessions last about anhour and a half and are led bytrained facilitators. They are freeof charge and open to people of allfaiths and none. KINDASBy the time you read this articleKindas the Schoolwear shop thathas been a feature of Upminster lifefor well over 65 years will haveclosed. Readers may recall that itwas owned and operated by my latesister Claire Poulten from the mid1980’s until her sudden death inOctober 2015. My thanks once againto Cllr Linda Hawthorn for her kindremarks about my sister and tothose who made generousdonations to the British HeartFoundation. It proved impossible torun the shop beyond the short termand therefore it was with greatsadness that the family decided tosell up. Fortunately HaveringSchoolwear headed by MubashirTufail have taken over the businessand although the name of Kindaswill no longer be used and the shop

put to another use, we are very surethat Havering Schoolwear will beexcellent successors. Finally a bigthank you to the Schools, Parentsand Pupils who shopped at Kindasand who my late sister thoroughlyenjoyed serving

John PenroseJohn Penrose was well knownlocally where he owned a Tailorsshop in St Mary's Lane for manyyears. At that time he supportedSt Francis Hospice but inretirement he joined with PaulineObee and they opened theRainbow Trust Charity Shop inHarold Wood.Every Monday and Thursday for24yrs you would find him in thatsame charity shop and alwayswith a tape measure at the ready!Alas no longer, illness hit John onApril 18th the very day he was tohave received a CommunityAward from the Mayor ofHavering. He died at his home inBrentwood on Monday, April24th. Reliable and friendly agentleman of a by-gone era hewas very popular with thecustomers and can never bereplaced. Outside the shop hisskills as a Magician led him to

Maylands FieldA renewed application for acemetery on Maylands Fieldadjacent to Maylands golf courseon the north side has beenlodged. If allowed, thisdevelopment would over a 40year period contain up to 21,000individual plots.This is in addition to the Gardenof Peace planned development ofa 10,000 plot cemetery at Oakfarm, Maylands Field on thesouth side of the A12/ M25junctionIf permitted this will affecteveryone who uses the A12Northbound, the M25 aroundjunction 28, Brook Streetroundabout and Maylands golfcourse.The 500 plus members ofMaylands are against thisproposal – the narrow turninginto the golf club is alreadyhazardous in particular at peaktimes and to have extra trafficassociated with funeral cortegeswill make things even worse withpotential tail backs down thenorth- bound carriageway of theA12.Meetings were held in the TownHall from the 9th May to the 12thMay and hopefully the outcomewill be that this plan is rejected.I will keep you informed.
