ORDER

On scrutiny of documents/data collected (Biometric Data and PhotographCaptured before and after completion of exam etc.) at the time of conduct ofexamination for Post Code-89/ 17 (Asst. Teacher) by DSSSB, it has been found thatMr.y Ms. Sachin, whose details are mentioned in table below, was found indulging inunfair means, malpractices and criminal activity like Cheating, Impersonation,Forgery, Conspiracy etc. during the above said post code exam.

Further, it is not out of place to mention here that the Candidates appearing invarious examinations being conducted by the DSSSB have repeatedly been warned notto resort to any unfair means/ malpractices and further, that:

"Any attempt to commit or abet, as the case may be all or any of the actssuch as (i) Impersonating, and (ii).Procuring impersonation by any person, may inaddition to render himself/ herself liable to criminal prosecution, be liable:"

a) To be disqualified by the Board from the examination for which he /she is a candidate as also from any other examination/ selection ofthe Board in which he/ she might have appeared by the final result/selection has not been declared/ made and or

b) To be debarred either permanently or for a specified period from anyexamination held or selection made by them and or,

c) To take disciplinary action if he / she is already in service underGovernment and or,

d) To take any other legal action'

Further, attention is drawn to the following prOVISIOns of the "GeneralInstruction" for. candidates for the various post Codes in online, offline & PETexaminations.

"If any case oj impersonaiiori comes to notice the~ Ov~rall In-charge & Observershall lodge FIR against both persons i.e. candidates who applied and theimpersonator under relevant sections. These persons shall also be debarred fromappearing in future exams of DSSSB and other Board/ Commissions."

Thus, it is clear that the candidate had arranged to have another person takingexaminations in place of him/her. Thus, the candidate and the impersonator haveiridulged in th fol.lowirrgactiviti a amo jntifl'ij to imp racriation:

i) Appearing for examination for another candidate or arranging to haveanother person taken an examination for the candidate.

ii) Allowing/Making somebody else to write answers on candidate's behalfduring examination.

iii) Helping or receiving help from other candidates to impersonate. ~ 5-

iv) Signing/ getting signed the attendance sheet and other examinationdocuments on somebody else's behalf either partially or completely.

v) Providing' admit card to another person to enable him to appear onbehalf of the candidate.

Further, These candidates have also indulged in the act of FORGERY byaltering the identity proof of candidates, admit cards etc, and produced thesedocuments to the examination conducting functionaries with the intent to defraud, asthe documents produced are materially different from the records available with theDSSSB.

Therefore, it is evident that the candidate along with impersonator, wereactively involved in the crime related to impersonation, cheating, forgery, connivanceand conspiracy as specified in Indian Penal Code.

In' view of above facts and circumstances, the DSSSB has corne to theconclusion that, prima facie, a case of impersonation, cheating, forgery, connivanceand conspiracy is made out against the candidates.

The DSSSB adheres to ZERO TOLERANCE POLICY TOWARDS ANYMISCONDUCT by any candidate or any persons. Therefore, in view of the above factsand circumstances, the candidature of the above candidate(s) who have appeared inthe examination has already been cancelled vide Notice No. 915 endorsed vide F.No.4(500)/DSSSB/CC-I/20 19/ 5541-50 Dated- 04.12.2019. on finding him/her involvedin the acts as mentioned above in the table. Further, the candidature of Mr.y Ms.Sachin was declared deemed to ..be cancelled if he/she has appeared in any examconducted by DSSSB prior to above date.

Therefore, in view the above Mr./Ms. Sachin S/D/o Jaipal Singh having Dateof Birth: 20/11/1986 bearing Roll No. : 110808906814 of Post Code 89/17 is herebydebarred from any examination conducted/to be conducted by the DSSSB for aperiod of 15 years w.e.f, 10 Nov 2018.

This issues with the prior approval of Competent Authority.
