Join peers from 8:30-11 am as you learn the history and the development of the Bend Whitewater Park. The tour will include a half hour technical presentation by Kevin Timmins, OTAK, before leaving the conference center. Transportation is being provided

and even though there are a limited number of spaces and you are required to sign up for this tour, there is no additional fee.

The park was created and is operated by the Bend Parks and Recreation District (BPRD). This river recreation park was conceived through a partnership between Bend Parks and Recreation District and the Bend Paddle Trail Alliance in 2007. Prior to the construction of the facility in 2014-15, floaters and paddlers had to exit the river before the Colorado Avenue dam to avoid

entanglement in dangerous dam under-structure.

The concept was two-fold: to provide a way for river floaters to pass over the dam and to enhance the river recreation experience for locals and tourists alike. Tenacious dedication, community support through a 2012 bond measure, general fund tax revenues, grants and private contributions have resulted in this legacy project. Total funding: $9,681,985 paid through the bond measure and general tax revenues, including 1.13 million dollars in community fundraising by the Bend Paddle Trail Alliance. Located in the Deschutes River near the Old Mill District in Bend, Oregon, this in-water amenity offers a variety of river recreation opportunities including tubing, kayaking, and surfing. You might want to just stay for the weekend and enjoy some river time!

The City of Bend is fortunate to have protected dual water

supplies producing award winning water. The City of Bend’s

primary drinking water source is surface water from the Bridge

Creek Municipal Watershed deep in the Deschutes National

Forest. During peak summer demand the City has available 22

groundwater wells available for supply and as a back-up water

source.

In the spring of 2016, the City celebrated the completion of the

new Bridge Creek water supply system including the Heidi

Lansdowne Water Intake Facility, 10-miles of pipeline, and the

new Water Filtration Facility at the Outback Site. This tour

provides a look at the Water Filtration Facility which uses

membrane filtration and chlorine to treat water, up to 11.8

million gallons a day, for the City’s water system.

This tour will be held Wednesday, October 12th, 2:00 - 4:30 pm.

Transportation will be provided roundtrip from the Riverhouse

Conference Center. The fee to pre-register and attend this tour

is $25.00. Rod Mingus, City of Bend PW Utility Department

Water Operations Supervisor will facilitate this tour.

Improving Water Supply Reliability - Rebuilding a Second Supply Since 2010, HDR collaborated with City of Bend to increase water supply reliability in Central Oregon. The second source of supply included: renovation of the Intake; a new 10-mile water supply pipeline, design of hydropower, and a new water filtration facility. The total project cost was $70M. The facility was placed into operation, with a

ribbon cutting celebration, in the Spring of 2016. Bryan Black

Leveraging Bonds for Public Improvement Projects As part of a $9,400,000 capital improvement project funded by the residents of Bend, Oregon through a general obligation bond, two miles of Reed Market Road were re-constructed. Learn about the special design accommodations that were developed to handle the differing operational characteristics of each facility type to provide a

corridor that moves people efficiently and safely. Stephanie Serpico

Steps Toward Walkability Tigard, like many communities, has big walkability dreams but little funding, and a public largely used to driving. This presentation covers low-cost, low-impact ways we are becoming more walkable while meeting traffic needs within budget. Topics include traffic control, safety, crosswalks, roadway geometry, striping, maps, public input, user

data, traffic calming, and small pedestrian projects. Mike McCarthy, PE

Mini-Roundabouts for Temporary Traffic Control This presentation will discuss the City of Albany’s recent experience using a temporary mini-roundabout to accommodate a large increase in traffic through an intersection during a detour around a street reconstruction project. While mini-roundabouts are new to the United States, they are attracting more interest due to advantages that they can provide over traditional intersection treatments. Chris

Hood River WWTP Outfall Upgrade: River Hydraulics This presentation will review the analysis, design, and construction methods for the in-water portions of the project. The original outfall discharged to the Columbia River just downstream from the Hood River Delta. Mixing conditions were being hindered by the outfall configuration and local river hydraulics. The project relocated and replaced the

single pipe outfall with a new multiport diffuser. Ryan Makie, PE; CPSWQ

October 14, 2016 Concrete Intersections Intersection pavements experience stopping/starting loads which may result in early failures. Reconstruction with concrete or rehabilitation with a concrete overlay may be used for repair. This presentation will cover thickness and materials design, traffic maintenance during paving, and discuss other cement based materials as alternatives

to concrete in intersections. Brian Killingsworth, PE

Full Depth Reclamation with Cement for Weak Subgrade Conditions Two studies are presented on FDR w/ cement of existing HMA and PCC pavements. Reconstruction involves constructing a cement-treated base by mixing in-place native aggregate base rock and subgrade with cement and compacting it to its maximum dry density (following ASTM D-558). Cement content is determined from UC strength tests, based on a 7-day strength of 250 psi after curing of the CTB layer. Rohit

Providing Emergency Services - An Approach to Drinking Water This presentation focuses on the City of Grants Pass’ approach to providing potable water in the event of a catastrophic failure of its water filtration plant. The program will focus on the evaluation and selection of various portable filtration equipment, design and construction of an emergency treatment supply and development of an alternate

supply for increased resiliency. Jason M. Canady

Elevating Expectations: Taking our Water Projects to New Heights The first composite elevated water tank built in Oregon is owned and operated by Crooked River Ranch Water Company. Commissioned in 2016, the project provides a 1,100-foot supply well, one-million gallons of low-maintenance, reliable storage, and a system-wide SCADA overhaul. We highlight planning, USDA-RD funding, design, and operational elements, as well as similarities to other projects. Cedar Simmons, PE;
