2017 The Year In Review

It is an honor to report the activities of the Delaware Thoroughbred Racing Commission for calendar year 2017. The Delaware Handicap continued to be the showcase event of the summer with the National Champion and winner, “SONGBIRD” getting the win. The Delaware Handicap continues to be a major summer focus for fillies and mares on their way to national championships such as the efforts of “BLIND LUCK”. “HAVRE De GRACE” and “ROYAL DELTA” which were realized.
The Commission continued to set the tone for uniformity in the Mid Atlantic region as well as nationally. DTRC Chairman, W. Duncan Patterson and past Chairman of the Association of Racing Commissioners International (ARCI) and Chairman of the Drug Testing Standards and Practices Committee, continued to advocate for medication uniformity. The Commission was one of the first jurisdictions to adopt the Multiple Medication Policy (MMV) on those participants that continue to violate medication rules. Those enhanced penalties will ensure that violations will carry a stiffer penalty and hopefully accomplish the mission of eliminating those that can not race their horses honestly. Of course those efforts to adopt those stringent policies also garnered the support of the Delaware Horsemen’s Association and Delaware Park Race Track.
Competition from neighboring jurisdictions continues to impact all of the Delaware Race Tracks. Those statistics are well documented and racing associations have to find ways to make their facilities end point destinations by continuing to offer their customers incentives to ensure their return. “Hope can not be your only strategy,” a phrase used at the University of Arizona Racing Symposium, was a reminder that racing needs to finds ways to grow their customer base if they want to survive in this competitive market.
Two economic studies conducted recently displayed the positive impact that horse racing has on the State’s economy. As you know, horse racing is a broad based industry that not only benefits the racing participants, but farmers and merchants that provide services and goods to racing’s participants and fans.
Lastly, the information contained in this report will give you an overview of the various programs that the Delaware Thoroughbred Racing Commission oversees with its ultimate goal of providing the very best efforts in regulating this industry.

Thoroughbred Racing Commission Mission Statement
The Delaware Thoroughbred Racing Commission regulates and oversees the sport of Thoroughbred and Arabian racing in the State. Its primary objectives and principles are to protect, preserve and promote agriculture and horse racing. This is accomplished through efforts to prevent and eliminate corrupt practices; ensure fairness in decisions affecting licensees and patrons; ensure due process in administrative proceedings; facilitate the promulgation of rules and regulations that allow the Racing Association and Horsemen to remain competitive with surrounding jurisdictions to achieve and maintain profitability; and provide information concerning the industry and Commission operations. The Commission is also responsible for ensuring that the State and the betting public receive their fair percentages of the wagering dollar by overseeing periodic accounting audits.

In accordance with an initiative on the part of the Delaware Department of Agriculture, the Commission’s transparency was increased to improve data available to the public. Those initiatives included the posting of the Stewards’ Daily Reports, Veterinarian Scratch Reports and all Administrative Rulings on disciplinary actions. Also a navigation pane was added titled “Trainer’s Shed Row” which displays important industry updates and worthwhile links. Veterinarians, Sample Collection Preparations and Activities
Collection of Equine Samples Out of Competition Testing
During the course of the 2017 racing season, the DTRC continued their Out of Competition Testing program. Randomly selected horses were subject to having blood samples drawn and tested for blood doping agents. When the NTRA Safety and Integrity Alliance required mandatory Out of Competition Testing as one of the criteria for accreditation, the DTRC already had their program in place. All horses tested during 2017 were found to be free of blood-doping agents. Testing protocols were changed during 2017 to include other substances that are considered to be banned from horses that are actively racing or training. 211 OCT samples were collected which represented 12.38 % of the total number of samples during 2017.

Costs of regulation (Administration, Stewards, Veterinarians Salaries, and benefits plus 100% costs of equine drug testing are borne by the Delaware Racing Association – Delaware Park). No
general fund money is used in the operation of the Delaware Thoroughbred Racing Commission.

Permanently Disabled Jockeys Recognition Day
The Permanently Disabled Jockeys Fund (PDJF) is a 501(c)(3) public charity that provides financial assistance to some 60 former jockeys who have suffered catastrophic on-track injuries. Since its founding in 2006, the fund has disbursed over $5 million to permanently disabled jockeys, most of whom have sustained paralysis or brain injuries.

Organization of Racing Investigators
The Delaware Commission is a proud supporter of the Organization of Racing Investigators. ORI provides training conferences yearly and the Delaware Commission is also a member sending their representatives to assist at major racing events throughout the yearly calendar to uphold the integrity of racing.
Racing Officials Accreditation Program Continuing Education Class at Delaware Park
Spring – 2017 Class
The DTRC has been coordinating regular meetings at Delaware Park focusing on the ROAP “Points of Emphasis” established under the program. Attending officials have attended a formal curriculum at either the University of Louisville or University of Arizona. They can receive “continuing education” credits by attending the Delaware meetings. Meetings have been well attended making Delaware an educational hub for racing officials.

In Memoriam and Recognition William Monroe Rickman Sr.
1921 - 2005 Mr. Rickman was a great friend of racing and was able to bring Delaware Park back from a struggling marginal operation to the state-of-the-art facility that it is today. His participation as a lover of the sport as owner, breeder and race track owner, and fan is greatly missed by all.
