Section 2containsgeneralinformationonthevariousCadetshipsonoffer,togetherwithdetailsofpayandconditionsofCadetsandOfficers.Cadetshipsmaybeavailableinthefollowing:AIRCORPS(Pilots)

IMPORTANT:A person who wishes to apply for a Cadetship in the Defence Forces should read thisdocumentcarefullypriortocompletingtheapplicationform.Anapplicationshouldonlybesubmittediftheapplicantissatisfied,thattheyfulfilallofthegoverningconditionsdetailedinthisdocument.Exceptionstothegoverningconditionscannotbemadeinindividualcircumstances.AlloftheCadetshipsareopentomaleandfemaleapplicantsonanequalbasis.SeparateApplicationsmustbemadeinrespectoftheArmyandNavalServiceCompetitions

SECTION1
CONDITIONSGOVERNINGTHEAWARDOF
CADETSHIPSINTHEPERMANENTDEFENCEFORCE(AirCorps)
1. GENERALQUALIFICATIONS
ToqualifyfortheawardofaCadetship,acandidateshall:
a. atthetimeofapplicationbe-(i) acitizenoftheState,
or
be any other person who has a lawful entitlement to reside andworkwithintheStatefortheperiodofenlistmentrequiredforthecourseof trainingasacadetand, if subsequentlycommissionedasanofficer, fortheadditionalperiodoftimethat isrequiredforthepurposeofanysuchappointment.
(ii) Beofgoodcharacterandsatisfyanysecurityclearancerequirement.
b. Be 18 years of age or aboveand under 26 years of age on 1 September2020.Where a candidate at the time of application, has not reached 18yearsofage, thepriorconsentof thecandidate’sparentsorguardian,orotherpersoninlocoparentis,willberequired.
2. MINIMUMEDUCATIONALQUALIFICATIONS1
SchoolLeaver/Non-GraduateCandidatesMustpossessaminimumofGradeH5in3HigherLevelpapers,and,GradeO6in3OrdinarylevelpapersorGradeH6in3Higherlevelpapers.CandidatesmusthaveobtainedthesegradesinasinglesittingoftheLeavingCertificateexaminationforCAOcomputationpurposes.
AND
1 TheequivalentMinimumEducationalQualificationsasregardsgrades,forthosecandidateswhosattheLeavingCertificateExaminationpriorto2017,aredetailedintheAddendumtothisdocument.
Acandidate’seducationalqualificationsmustincludeaminimumof:
(i) GradeO3inMathematicsinanOrdinaryLevelpaperorGradeH6in
aHigherLevelPaperandGrade06atOrdinaryLevelorH6atHigherlevelinthefollowingsubjects:
(ii) Irish.NUImatriculationexemptionsapply.
(iii) English.CandidateswhosefirstlanguageisnotEnglishmustsatisfytheEnglishlanguagerequirementsinaccordancewithNUIMatriculationsRegulations.
SubjecttomeetingthecriteriatohaveobtainedaminimumofGradeH5in3HigherLevelpapersandGradeO6in3OrdinarylevelpapersorGradeH6in3Higherlevelpapers,acandidatemayusetheresultsofanothersittingoftheLeavingCertificatefortheminimumeducationalrequirementsin(i)to(iii)above.
Graduate Candidates must have successfully completed a Bachelor DegreeprogrammeatLevel8oftheNationalFrameworkofQualifications.
PLEASENOTE:• Leaving Certificate Applied does not qualify for the Cadetship
competitions.
• Where applicable, applications for Cadetships are invited from personswhohaveapplied to sit for examinations in the competition year,whichwould enable them to satisfy the Minimum Educational Qualificationscriteria, as specified above. Original documentary evidence that acandidate meets the minimum educational qualifications, as outlinedabove, must be presented to the relevant Interview Board Secretary.Applicantswillbenotifiedofadateviaemailwhenthisevidencemustbeprovidedby.
• CandidatesmustprovidedocumentaryprooffromtheNationalUniversity
of Ireland, at Stage 1 of the selection procedure, for any educationalexemptions.Furtherinformationisavailableonwww.nui.ie
• Inorder tobeeligible toapply for aCadetship,holdersof Europeanand
International qualifications must satisfy the Matriculation Registrationrequirements as outlined in the current “NUI Matriculation Regulationsavailableonwww.nui.ie
3. MEDICALANDPHYSICALSTANDARDS
Candidatesmustbe ingoodmental andbodilyhealthand free fromanyphysicaldefect, abnormality, physiological condition or history of serious illness likely tointerferewiththeefficientperformanceoftheirduties.Thefollowingaretheminimumphysicalrequirements:
a.HeightAnAirCorpscandidate’sheightwillbedeterminedattheMedicalExamination–seePara.8.Weightandchestmeasurementsmustbeinkeepingwithheightandage.Min.height157.48cmMax.height187.96cmandcomplyingwithparagraphe.below.Note: BMI and weight will be determined at Stage 2, the Assessment Phase of thecompetition.
b.VisionColourvisionmustbenormal. Botheyesmustbefreefromdisfiguringorincapacitatingabnormalityandfreefromacuteorchronicdisease.Theremustbenoevidenceofsquintorlatentsquint.Theeligibilityof applicantswhohavehadprevious incisionalor laser treatment tocorrect visual acuity will be determined at the Medical Examination. Please seeAnnexC for further information. Visionnot less than 6/9 in each eyewith normalnightvision,withouttheuseofcorrectivelenses.
c.DentalCandidatesmustbefreefromanyseriousperiodontaldiseaseandpossessteethtoaspecificstandard,whichisnotlessthantheequivalentofelevenoverelevennaturalteeth functionally opposed. In certain circumstances, artificial teeth may beacceptable.d.HearingA good standard of unaided hearing is essential. Candidates will be required toundergoanaudiometrictestatwhich:
(1) Thesumofthehearingthresholdat1,2,3,4and6kHzshouldnotexceedthe
age and gender related warning levels contained in the "Guidelines onHearingChecksandAudiometryRegulations2007",issuedbytheHealthandSafetyAuthority.
(2) Candidatesunder25 yearsof agemustbeable tohear allmeasuredpure
tonesuptoandincluding8kHzat20dBineachear.Candidatesaged25andoldermustbeable tohear allmeasuredpure tonesup to and including8kHzat25dBineachear.Candidatesmustalsobefreefromacuteorchroniceardisorders.
Candidates are advised to avoid all sources of loud noise or music for a periodof48hourspriortothisaudiometrictest,asexposuretosuch noise may adverselyaffecttheresultsofthetest.
e. Special ConditionsAir Corps (Pilots):Candidates for theAir Corpsmust bewithinthefollowinglimits.

N.B. Candidates must satisfy these various medical and physical standards andrequirements in order to remain in the Competition. In addition, successfulCandidates will be required to undertake compulsory random drug testingthroughout their career in theDefence Forces in accordancewithDefence ForceRegulationA7.
4. APPLICATIONFORCADETSHIP
Candidates must apply online to www.military.ie using the Candidate Managersystem.CandidateswishingtoundertaketheassessmentsthroughIrishmustmakethisrequestknowntotheDefenceForcesRecruitmentSection.All correspondencewith candidateswill bedonebye-mail for thedurationof thecompetition. Candidates should ensure the e-mail address given is accurate andcorrect.Eachapplicationisacknowledgedautomaticallybythesystemwithin24hours.Ifanacknowledgement is not received within 48 hours of applying, candidates shouldimmediatelycontact theDefenceForcesRecruitmentSectionat:045492553/[email protected]
Likewise,ifanapplicant’semailaddressshouldchange,theonusisontheapplicanttomakecontactwiththeDefenceForcesRecruitmentSectionimmediatelyadvisingthemofthechangeofemail.ServingmembersofthePDFwillberequiredtoincludetheirServiceNumberontheapplicationform.All Candidates who are invited to attend for the Assessment Phase of thecompetition,asoutlinedunderSelectionProcedurebelow,willberequiredtobringvalididentification,i.e.PassportorDrivingLicenceasproofofidentity.In addition, Graduate candidates and candidates who have sat their LeavingCertificateexaminationpriorto2020willberequiredtobringoriginaldocumentaryevidencethattheymeettheminimumeducationalqualifications,asoutlinedabove.Candidates called to Stage 3 - the Interview - will be required to bring their longformBirthCertificate(Photocopiesarenotacceptable).
5.SELECTIONPROCEDURE-AIRCORPS
ThefollowingcompetencieshavebeenidentifiedasbeingessentialforanAirCorps(Pilot)Cadet.Thesecompetencieswillbeassessedthroughoutthevariousstagesofthecompetition.Competency WhatthecandidatewillhavetodisplayPlanningandOrganising Theabilitytoplan,prioritiseand
organisepeopleandotherresources.DecisionMakingandProblemSolving Anabilitytocarefullyanalyseproblems,

Candidates, if selected, will be required to attend for the various stages of theselectionprocedureonthedatesandtimesasnotifiedbyemail.Candidateswhofailto attend for any stage of the selection procedure will be disqualified fromparticipationinanyfurtherstagesofthatcompetition.
Stage1–OnlinePsychometricTesting
Stage1oftheselectionprocedureinvolvesteststhatmeasurearangeofskillsandqualitiesthatarenecessaryinthejob.Thesetestsprovideaconsistentandsuitableway of screening candidates at the initial stage of the selection campaign. Thesetests are designed to identify themost suitable people to go forward to the nextstageoftheCadetshipCompetition.Thetestshavebeendesignedsothattheyarefair to all applicants and are objectively scored. Candidates will be required tocompleteanunsupervisedpsychometrictest.Candidateswillbesuppliedwithpsychometrictestfamiliarisationmaterial inordertointroducethemtotheformatofthetests.Candidateswillberequiredtocompletetheunsupervisedonlinepsychometrictestwithin the timeframe specified by the Defence Forces. Candidates should payparticularattentiontoensuringthatthecontactdetailsspecifiedontheirapplicationarecorrect.
Candidates, who have attained the requisite score in the unsupervised onlinepsychometrictestatStage1,willberequiredtoattendforasubsequentsupervisedonlinepsychometrictestatStage2.
Note:IfacandidatefailstomeettheminimumstandardatStage1,theywillnot
bepermittedtoproceedtothenextstageofthecompetition.Stage2–MilitaryandAviationAssessments
Air Corps candidates who have attained the requisite score at Stage 1 of thecompetition,willberequiredtoattendforMilitaryandAviationAssessmentsaspartoftheCompetition.
TheMilitaryAssessmentwillconsistofthefollowing:
Physical Fitness Test: In order to qualify for a Cadetship, candidates will berequired to undergo a physical fitness test, which is designed to assess theirpotential to undergo the rigours of military training. Candidates must attain theminimumstandard laiddown inorder toproceed in the competition.A candidatemustcompletethistestaspartoftheirAirCorpsCadetshipapplication;thistest isnotvalidforanyotherCadetshipapplicationsorotherDFcompetitions.(SeeAnnex‘D’fordetailsofthetestandsuggestedtrainingprogramme).Group Assessment: Candidates will be required to participate in a groupassessment.
TheAviationAssessmentwillconsistofthefollowing:
Supervised online Psychometric Test and Aviation Skills Test: If a candidate’sperformanceat a supervised test is outside theexpected scoring range from theirunsupervisedtest,atStage1,theymaybeexcludedfromsubsequentstagesoftheselectionprocess.PsychomotorandCognitiveTesting:Candidateswillberequiredtocompletebothpsychomotorandcognitivetesting.
TheRealisticJobPreview:Thiswillinvolvecandidatesinteractingwith Cadets and OfficersoftheAirCorps.
Note: If a candidate fails to meet the minimum standards of any part of theAviation orMilitary Assessments they will NOT be permitted to proceed to thenextstageofthecompetition.PersonalityQuestionnaire.CandidateswillalsoberequiredtocompleteapersonalityquestionnaireduringtheStage2AviationAssessmentphase,forsubsequentpsychologicalreview.
Stage3–TheInterview Successful candidates will be invited to attend a competency based interview where they will be required to demonstrate competency in a selection of the followingareas:
• Maturity• WorkingwithOthers• LeadershipandSupervising• PersonalMotivationandDiscipline• PlanningandOrganising• Communication• Resilience• TechnicalAptitude• DecisionMakingandProblemSolving
Inthecompetencybasedinterview,candidateswillbeaskedtogiveexamplesfromtheir own experiences of life, school, university hobbies, work, pastimes, etc., todemonstrateevidenceinseveraloftheaboveareas.CandidateswhofailanyofthecompetenciesatFinalInterviewwillbedeemedunsuccessfulinthecompetition.
CandidateswillalsoundertakeapsychologicalassessmentaspartofStage3of the selectionprocess.
6.BONUSMARKS.
Candidates who are members of the Defence Forces and who satisfy therequirementsatparagraph11(a)or11(b)oftheseconditionswillreceivea%bonusmarkofthetotalmarksatthefinalinterview.Thesebonusmarksareasfollows:
ServingNCOinthePermanentDefenceForce 8%ServingPrivateinthePermanentDefenceForce 6%ServingOfficerorNCOintheReserveDefenceForce 3%ServingPrivateintheReserveDefenceForce 2%
The process of awarding bonus marks may be subject to review in advance offutureCadetCompetitions.
7. EMPLOYEEVETTINGBYANGARDASÍOCHÁNA.
CandidateswhoareinvitedtoattendbeforeanInterviewBoardwillberequiredtocompleteandsignaGardaVettingApplicationForm.Thiswill,pursuanttotheDataProtection Act of 2018, authorise An Garda Síochána to furnish to the MilitaryAuthorities, a statement that there are no convictions recorded against thecandidateor,ifapplicable,astatementofconvictions.
8. MEDICALANDPHYSICALEXAMINATIONS
ApanelwillbeformedfromCandidateswhoaresuccessfulatinterview.Candidatesonthispanelwillberequiredtoundergoandpassadetailedmedicalexamination,whichincludesanaudiometrictestandx-rays(Seeparagraph3).Candidateswhodonotpassthemedicalexaminationowingtoamedicalconditionthat, intheopinionoftheExaminingMedicalOfficer, iscapableofbeingremediedby treatment, may be afforded the opportunity of having the condition rectifiedwithinoneweekoftheirexamination. Suchcandidateswillberequiredtosubmitmedical evidence indicating that the condition has been remedied. They may berequired to undergo further medical examination, by another Medical Officer.MedicalfitnesswillnotbeconfirmeduntiltheresultsofalltestsareavailabletotheMedicalOfficer.
9. AWARDOFCADETSHIPS
TheMinister forDefence,whosedecision is final, awards Cadetships to successfulcandidates.TheawardofCadetshipswillbesubjecttosuccessfulcandidatespassinga pre-enlistment medical examination that is in addition to the detailed medicalexaminationasoutlinedatparagraph8.AcandidatewhoisawardedaCadetshipmustreportforenlistmentattherequiredtime and place. Failure to report for enlistmentwill result in the Cadetship beingforfeited.
10. EXPENSES
Candidates,otherthanamemberoftheDefenceForces,areliableforallexpensesincurredinconnectionwiththeirparticipationintheCadetshipcompetitionandonreportingforenlistment.
11. PROVISIONSFORCERTAINMEMBERSOFTHEDEFENCEFORCES
The following personnel of the Defence Forces will be eligible for the award ofadditionalmarksasspecifiedinparagraph6oftheseconditions:a. Membersof thePermanentDefenceForcewhoareservingon thedateof
commencementofinterviewsbytheFinalInterviewBoard.Note: Before entering upon the prescribed course of Cadet training successful
candidateswhoareNon-CommissionedOfficersof thePermanentDefenceForcewillreverttotherankofPrivateThreeStar.
b. MembersoftheArmyReserveortheNavalReservewhohavebeenonthe
effectivestrengthoftheirUnitsfrom1January,oftheyearprevioustothecompetitionyear,andwhocontinuetoremainonsucheffectivestrengthupto the date of commencement of interviews by the Final InterviewBoard,andwhohaveCompletedacourse(s)oftrainingorinstructionamountingtoaminimumtotalperiodof fourteendays,asprescribed inparagraph40ofDefenceForceRegulationsR.5.
Note: SuccessfulcandidateswhoaremembersoftheReserveDefenceForcemust,
before entering upon the prescribed course of Cadet training, tender theresignationof theircommissions if theyareOfficersorbedischarged fromtheReserveDefenceForceiftheyareNon-Commissionedpersonnel.
12. TERMSOFENLISTMENT
CandidatestowhomCadetshipshavebeenawarded,exceptforcandidateswhoarealreadyserving in thePermanentDefenceForce,areenlistedasaPrivate for suchperiodsasarenecessarytocompletetheprescribedcourseoftraining.
13. OVERSEASSERVICE
UnderthetermsoftheDefenceAmendmentAct2006,allDefenceForcespersonnel,ifselected,areexpectedtoserveoverseasfromtimetotime.
14. WITHDRAWALOFCADETSHIP
ACadetshipwillbewithdrawnfromaCadetif:a. oncompletionof theprescribedcourseof training, theydonotqualify for
nominationbytheChiefofStaffforappointmenttobeanofficerandisnotpermittedtorepeatanyofthestagesofthecourseortoextendtheperiodoftraining;or
b. they fail to show satisfactory progress at any time during the course oftraining or fail to develop the qualities requisite for the satisfactorycompletionofthecourseoriftheirconductorserviceisunsatisfactory;or
c. as a result of examination by aMedical Board, appointedby theDirector,Medical Branch, they are, at any time, found to be in amedical categorylowerthanthatprescribed;or
d. attheirownwrittenrequest:ore. intheinterestsoftheservice.ACadetfromwhomaCadetshiphasbeenwithdrawn(exceptasaresultofc.above)may, if they were a member of the Defence Forces before being awarded theCadetship,bepermittedtoreverttotheirpreviousserviceengagementandrank,orbedischargedfromtheDefenceForces.In relation to the above, a Cadet may seek advice and support from theRepresentativeAssociationofCommissionedOfficers(RACO).
SECTION2
CADETSHIPSINTHEDEFENCEFORCES
15. THEROLESOFTHEPERMANENTDEFENCEFORCE
• ToprovideforthemilitarydefenceoftheStatefromarmedaggression;• Toparticipateinmulti-nationalpeacesupport,crisismanagementandhumanitarian
reliefoperationsinaccordancewithGovernmentdirectionandlegislativeprovision;• To aid the civil power –meaning in practice to assist, when requested, AnGarda
Síochána, who have primary responsibility for law and order, including theprotectionoftheinternalsecurityoftheState;
• Tocontributetomaritimesecurityencompassingthedeliveryofafisheryprotectionservice and the operation of the State’s Fishery Monitoring Centre and, in co-operation with other agencies with responsibilities in the maritime domain, tocontributetoasharedcommonmaritimeoperationalpicture;
• ToparticipateintheJointTaskforceonDrugsinterdiction;• Tocontributetonationalresiliencethroughtheprovisionofspecifieddefenceaidto
the civil authority (ATCA) supports to lead agencies in response to majoremergencies, including cyber security emergencies, and in the maintenance ofessential services, as set out in MOUs and SLAs agreed by the Department ofDefence;
• ToprovideaMinisterialairtransportservice(MATS);• ToprovideceremonialservicesonbehalfofGovernment;• Toprovidea rangeofother supports togovernmentdepartmentsandagencies in
line with MOUs and SLAs agreed by the Department of Defence e.g. search andrescueandairambulanceservices;
• To contribute to Ireland’s economicwellbeing through engagementwith industry,researchanddevelopmentandjobinitiatives,insupportofgovernmentpolicy;
• TofulfilanyothertasksthatGovernmentmayassignfromtimetotime.TheDefenceForceshaveaproudrecordofparticipation inPeacekeepingMissionsand members of the Defence Forces are currently serving with approximatelyfourteenmissionsthroughouttheworld.
16. THEAIRCORPS(Pilot)
TheAirCorpsisthemilitaryaircomponentoftheDefenceForces.TheAirCorpsistaskedwithamultitudeofoperationalmissions,operatingbothathomeandabroadinsupportoftheState.TasksincludetheEmergencyAeromedicalService,maritimepatrols, theMinisterial Air Transport Service, Garda air support, inter-hospital airambulance,specialforcessupport,fire-fighting,floodandsnowrelief,andArmyandNaval Service support. Support of these daily operational outputs is achievedthrough a diverse range of specialised and intensive continuous training, withstandards in all areas of training matched to or exceeding international bestpractice.ThecurrentAirCorpsfleetconsistsofeightPilatusPC-9Mfixed-wingtraining/light-strike aircraft, six AW139 medium-utility helicopters, a Learjet 45 ministerialtransport aircraft, three Pilatus PC-12 ISR aircraft, two Casa CN-235MP maritimepatrol aircraft (due to be replaced by larger aircraft in the near future), and two
AirbusEC-135P2light-utilityhelicopters.TheAirCorpsalsooperatestwoAirbusEC-135T2helicoptersandoneBNDefender (due tobereplacedbyaPilatusPC-12) insupportofAnGardaSíochána.TheAirCorpsCadet
Air Corps Cadets will complete a course of military training in the Cadet School,Military College, DFTC, Curragh Camp. The course is of approximately 17 monthsduration.DuringthistimetheCadetisinstructedinweaponshandling(toinstructorlevel), tactics (conventional, internal security and counter–insurgency), arms andfootdrill,basicmilitaryengineering,humanresourcemanagement,communicationsskills,militarylaw,andacademicstudieswhichincludeleadership,Irishandmilitaryhistory,politicsandaccountancyThepurposeofCadettrainingistodevelopcharacterandleadershipskillsandinstilasenseofdutyandresponsibilityintheCadets.Tobenefitfromthattraining,whichis conducted in anenvironmentof strict discipline, theCadetneedsmental acuityandphysicalagility.Once military training is completed the Air Corps Cadet will be commissioned asoutlinedinparagraph17below.Thisisapplicableforthe2020Competitiononlyandissubjecttoreviewinadvanceoffuturecompetitions.
17. APPOINTMENTTOCOMMISSIONEDRANK
A Graduate Cadet who satisfactorily completes the prescribed course of militarytrainingandwhopasses suchexaminations and tests asmaybe laiddownwill beeligible for appointment as a commissioned officer in the Air Corps rank ofLieutenantA non-Graduate Cadet who and satisfactorily completes the prescribed course ofmilitarytrainingandwhopassessuchexaminationsandtestsasmaybe laiddownwillbeeligible forappointmentasacommissionedofficer in theAirCorps rankofSecondLieutenant.On being commissioned as a Lt or 2/Lt, Young Officers will be posted to the AirCorps,CasementAerodrome,Baldonnel,Dublin22tocommenceflighttraining.Thiscourseprogressesfromgroundschooltoflyingtrainingwhichconsistsofelementaryandbasictoadvancedflying.Itshouldbenotedthat,subjecttotheexigenciesoftheservice,youngofficersmayundertakesomeoralloftheirflighttrainingabroadinarecognisedmilitaryflighttrainingschool.IntheeventthataYoungOfficerfailstosuccessfullycompletehisorhertrainingasanAirCorpsPilottheymayberetainedintheAirCorpsasaLineOfficer;ormaybepostedtoanotherCorpsoftheArmy;ortheymayseektoresigntheirCommission.
18. THIRDLEVELEDUCATION/UNDERTAKINGS/FEES
Tuition and examination fees in respect of Cadets/Officers attending 3rd LevelInstitutionwillbemetfrompublicfunds.Textbooks,instrumentsetc.,willbemadeavailablewithout chargebutwill remain thepropertyof theMinister forDefence.
During attendance at college, Cadets/Officers will normally be accommodated inMilitaryBarracksandwillbeinreceiptofnormalpayandallowances.Prior to commencing flight training, cadets are required to complete a writtenundertaking,thatintheeventoftheirresignationorvoluntaryretirementfromthePermanent Defence Force, before the expiration of the time specified by theMinister (twelveyears fromcompletionof theWingsCourse), theywill refund theamount set by theMinister in respect of the cost of flying training. This amountincludesthetotalpayandallowancespaidwhileundergoingpilottraining,costsoftuitionandtraining,costsoftheuseofaircraftandequipmentduringtrainingandallotherchargesarisingfromtrainingasanaircraftpilot2.In addition, Commissioned Officers who undertake certain courses, which areundertaken at public expense,will be required to subscribe to an undertaking (orundertakings), copies of which are available on request, that before leaving thePermanentDefence Force voluntarily at any timeafter theyhave commenced thecourseandbeforetheyhaveservedintheDefenceForcesforaminimumnumberofyearsreckonedfromthedateofcompletionoftheirthirdleveltraining,theywillrefundthecostofsuchtrainingtotheMinisterforDefenceincludingthecostofpayandallowancespaidtothemduringtheperiodofattendanceatthecourse.Paymentoftheamountinvolved,includingthecostofanypayandallowancespaidtothemduringtheattendanceatthecourse,mustbemadeinfullandup-fronti.e.before theactualdateof their retirement.However, ineverycase, thegrantingofpermissiontoaCommissionedOfficertoretireorresignfromtheDefenceForcesisamatterfortheappropriateauthorityinaccordancewiththerelevantprovisionsoftheDefenceAct.
19. PAY,ALLOWANCES&PRSI
a. PayandAllowancesSeeAnnexA.ItshouldbenotedthatthepaymentincludingtherateofpaymentoftheseallowancesaresubjecttoreviewandadjustmentonanongoingbasisunderGovernmentpolicy.
b. Onenlistment to thePDF (seeparagraph12)Cadets are liable topayPRSI
contributions at the Class H rate. On appointment as an Officer (seeparagraph 17, they pay PRSI at the Class A rate. In both cases, they arecoveredfortherangeofbenefitsundertheSocialInsurancecode,includingthe State Pension (Contributory) subject tomeeting the qualified criteriaundertheSocialWelfareActs–seeparagraph20andAnnexB.
c. MethodofPay
2 'thisrepresentsasubstantialundertakinginfinancialtermsandwillinvolveaformalcommunicationwithanofficerdesignatedbytheDirectorofJ7whowillgiveanoutlineoftheamountofmoniesduetotheMinister.
CadetsandOfficersarepaidonamonthlybasisbymeansofelectronicfundstransfertoadesignatedfinancialinstitution.
20. RETIREMENTBENEFITS
This shouldbe read in conjunctionwithParagraph19 (Pay,AllowancesandPRSI)andAnnexAandB.MembersofthePermanentDefenceForce(PDF)mayqualifyforretirementbenefits(also called superannuation benefits), provided they meet certain terms andconditions.ThesuperannuationarrangementsformembersofthePDFaredefinedbenefitpensionschemes.Themainbenefitsare:
• aretirementpension,• aretirementlumpsum(gratuity)ordeathinservicelumpsum,and• spouses’/civilpartner’sandchildren’scontributorypensions.
Pension contributions are payable by the scheme members from their DefenceForcessalarytowardstheirretirementanddependantsbenefits.In general, Cadets joining the PDF and who are commissioned as Officers may,subjecttocertainconditions,qualifyforpaymentofretirementbenefitsfromage50(minimumpensionage).As indicated in Paragraph 23 below, the mandatory retirement age for Officersvariesdependingonretiringrank.Membership of the relevant pension scheme is compulsory. The specific pensionscheme that applies tonew entrant PDF personnel depends primarily onwhetherthepersonisjoiningthePublicServiceforthefirsttime.
• SinglePublicServicePensionScheme
In general, anyone joining pensionable public service employment on orafter 1 January 2013 is a member of the Single Public Service PensionScheme. This scheme applies to all military personnel who join the PDFfrom 1 January 2013 onwards as first-time new entrants to the publicservice. Thosearrangementsareprovidedunder thePublicService (SingleSchemeandOtherProvisions)Act2012(‘theSingleScheme’).Annex B below summarises the Single Scheme pension terms for newentrants joining the PDF, with no previous public service employmenthistory,from1January2013onwards.
21. ANNUALLEAVEANDHOLIDAYS
Annualleavetotheextentof31daysmaybegrantedtoCadetsandJuniorOfficers.Senior Officers (Commandant and higher ranks)may be granted 43 days leave inaccordancewiththeprovisionsofDefenceForceRegulation(DFR)A.11.
Itshouldbenotedthatthisannualleaveprovisioniscurrentlycalculatedona7daybasis.Leaveentitlementsmaybesubjecttoreviewandadjustment.
22. SICKLEAVE
Sick Leave may be granted in accordance with the provisions of Defence ForceRegulation A.12 (Medical Treatment) and Defence Forces Regulation S.3 (Pay andAllowances).ItshouldbenotedthatthesickleaveprovisioniscurrentlybeingreviewedaspartofawiderreviewandstandardisationofsickleaveinthePublicServicegenerallyand,inthatregard,maybesubjecttoadjustmentonanongoingbasisinaccordancewithchangesapplicableacrossthePublicServiceasperGovernmentpolicy.
23. PROMOTIONANDRETIREMENT
Subject to the terms of Defence Forces Regulations, Officers are eligible forconsideration for promotion through the commissioned ranks. The age forretirementofOfficersrangesfrom47yearsofage(SecondLieutenant/Ensign)to63yearsofage(LieutenantGeneral),dependingonrank.

24. UNIFORMSANDACCOMMODATION
ACadet is issueduniformsandaccessories.CommissionedOfficersreceiveagrant,in accordance with the scales laid down, to assist towards the cost of providingthemselves with uniform and equipment. An allowance is currently paid to aCommissionedOfficertowardsthepurposeofreplenishingtheirkit.Itshouldbenotedthattheallowanceprovidedforoncommissioning,shallbepaidon the basis of a submission by the officer of certified receipts up to but notexceeding the valueof the initial allowance to theFinanceBranch,DepartmentofDefence,Renmore,Galway.Theinitialallowanceisexemptfromtaxation,whilethereplenishmentallowancepaid insubsequentyears issubject to taxationunder thetaxation arrangements in place at the time, currently 40% is taxable and 60%nottaxable.A Cadet is entitled to accommodation and meals without charge subject to theterms of Defence Forces Regulations. Single Living-In Commissioned Officers, areprovidedwithofficialaccommodation,inrespectofwhichadeductionmaybemadefrompay.
25. MEDICALATTENDANCEANDHOSPITALTREATMENT
Primaryhealthcarei.e.medicalattendanceatandtreatmentbyadoctororprimarycare medical team in the Defence Forces, including e.g. physiotherapy, routinedental treatment etc., some limited in-house secondary care and the provision ofmedicationprescribed by a Medical Officer, are provided without charge, subject to anylimitationsasrequiredbylaw.InaccordancewithDefenceForceAdministrativeInstructions,cadetswhodevelopamedical conditionpreventing them fromcontinuingor completing their cadetship,maybereferredbytheDefenceForcesMedicalOfficerortheattendingdoctorforsecondarytreatmentasaprivatepatienttoaconsultantorforprivatetreatmentinhospital, subject to financial sanction and any other limitations as required bylaw.ThemedicalserviceprovidedtomembersoftheDefenceForcesisbynatureanoccupationalmedicalserviceandassuch,servicessuchascosmeticsurgery(wheresuchdoesnotarisefromoccupationalinjury),etc.arenotprovided.
26. PAYANDALLOWANCE-BENEFITINKIND
Thetaxstatusandtaxationofanybenefit,paymentorallowancepaidtomembersoftheDefenceForcesisamatterbetweentheindividualtaxpayerandtheRevenueCommissioners and must be disclosed by the individual to the RevenueCommissioners.TheDepartmentwillnotbeliableforthefinancialimpact,positiveornegative,of any change in the tax statusof any currentpayment, allowanceorbenefit paid or made available to members of the Defence Forces, or anydeterminationoftheirtaxstatus,asmaybedirectedbytheRevenueCommissionersfromtimetotime.

(b) IntegrationofretirementpensionwiththeSocialInsurancesystem:
NewentrantstothePublicServiceonorafter6April1995,includingCommissionedOfficers in the PDF, are insurable for full PRSI. For this reason, public serviceretirement(orspouse's/civilpartner’s)pensionsaresubjecttointegrationwiththeState Social Insurance system in accordance with standard Public Servicearrangements.This means that a person’s entitlement to the range of Social Insurance benefits(includingtheContributoryStatePension)istakenintoaccountwhencalculatingtheamount of retirement pension payable. In an integrated pension scheme, theContributoryStatePension(CSP)isregardedaspartoftheemployee’stotalpensionpackage. Under standard Public Service arrangements, this integration ofretirement pension with the Social Insurance system applies from the time theretirement(orspouse’s/civilpartner’s)pensioncommencespayment.Thismeanstheretirementpension isadjusted(reduced) fromthestartbyaSocialInsurance State Pension offset, regardless of whether the person has reachedContributory StatePensionage (66-68). Integrationapplies to retirementpensionandalsotoemployeecontributions,butnottoretirementlumpsum.A Contributory State Pension (CSP) becomespayable upon reaching thequalifyingage(referencedabove).ThePublicService(SingleSchemeandOtherProvisions)Act2012 (the 2012 Act), does not currently provide for the payment of a‘supplementary retirement pension’ in the period between Defence ForcesmandatoryretirementageandStatePensionage.
(c) Employeepensioncontributions:
Note 1 – The 7.5% Single Scheme contribution is comprised of 4.2% of netpensionable remuneration (whichmeans pensionable remuneration less twice themaximumrateofStatePensionContributorypayablefromtimetotimetoapersonwhohasnoadultorchilddependants)plus3.3%ofpensionableremuneration.
Note 2 – Subject to certain exemption thresholds, all Public Servants who are inpensionableemployment–includingmembersofthePDF–arealsoliabletopayanAdditional Superannuation Contribution (ASC). The ASC is separate from thestandard employee pension contributions mentioned above. No additionalsuperannuation benefits are earned as a result of the ASC.
