WARRINGTON BoroughCouncil spends £42 millionwith businesses in the town -38 per cent of its discretionaryspend.This was revealed by council
leader Ian Marks in response toa question by Conservativecouncillor Paul Kennedy, at ameeting of the council.More than half the money is
spent with smaller to mediumsized businesses.The council spends £11.2
million with Prms employing upto 49 people, £6.7 million withPrms employing between 50-99people and £6.2 million withPrms employing between 100-250 people.

As I write, the wind is blowing, therain is heavy, the temperature isdropping, and I think back toyesterday’s blue skies and lovelysunshine. I think back further intothe summer and late springsunshine, and how long ago thosedays now seem.
Reflecting on the year, as I doevery December, I recall all the thingsI have achieved, the people I havemet, the times of happiness and joy,and the important people in my life.I recall, too, the times that were notso easy, some things that are stillbeing worked through, and thosethat simply need a push in the rightdirection.
Happily, I have made somechanges in my life as I have beengetting more exercise and sharingexperiences and knowledge withlike-minded people, which is a longoverdue improvement of my work-lifebalance which has eluded me formany years.
I reflect too on the things that Ihave not achieved, and for whatreasons they were not completed.Looking at the reasons why is not aseasy as it may first seem. Were some
of them due to a shift in my work–lifebalance, and if so, do I take toomuch time for me now? Or was itsimply that the circumstances werenot right, and that a little more focusis needed? Or were they simplyunrealistic? All these questions havebeen answered and overall, I amcomfortable with them.
As you take a few minutes to readthis article, you are doing sobecause you made a choice. We allmake thousands of choices everyday on both a conscious andsubconscious level. When you thinkback on 2010 as you reflect on thethings you have not achieved, lookwithin yourself to see where perhapsyou could have made differentchoices or honestly determine ifothers or circumstances account foryour lack of progress. Whatever wayyou look at things, it is best to searchhonestly for your answers for onlythen can you truthfully look forwardto achieving your goals in the future.
As we begin to look forward tothe Christmas season and theholiday, it might actually create someanticipated excitement for you, if youwould consider taking some time
between now and the end of theyear, to reflect on both yourachievements, as well as on thethings you didn’t achieve and thereasons why.
This honest reflection will help toprepare you well with clear goalsand a renewed determination for thenew year of 2011. To help you,consider spending a little timethinking about how things will be inthe future when you have made yourchanges, and the benefits youreceive from them. Picture yourself inthe future, having made thosewonderful positive changes andcreate those feelings now toencourage yourself to get there!
So dear reader, as always, pleaseknow that if you need any help toachieve your goals I am here to help!I wish you and all those you love, aHappy Christmas, and a healthyNew Year!

Council ready for a hard winter
200 years to deal with ‘fuel poverty’
THE lakeside shore and paths off Delph Lane, Winwick are nowlitter free following a two and a half hour litter pick organisedby Warrington Nature Conservation Forum.Eleven full bin bags were collected
containing bottles, cans and assortedrubbish. In addition the remains oftwo rubber dinghies, a couple of
roadwork signs and several pairs ofbathers used for swimming wereadded to the growing pile.Organiser Councillor Geoff Settle
was very pleased with the outcomebut was worn out at the end."It took me as long as my best
Marathon time of 2hrs 42 minutesand I felt just as worn out at the end."
He appealed to everyone whouses the lakeside paths in future totake their rubbish home with themespecially dog bags.
"The land is privately owned andalthough we all have a right of wayaccess we should not abuse theprivilege.Geoff added: "I would like to thank
Warrington Borough Council forproviding the litter picker sticks andrubbish bags and also for the facilitiesto collect all the rubbish found aroundthe lake after the event."
WARRINGTON Borough Council has doubled its stock of grit in case thesevere weather conditions experienced last winter are repeated.OfPcers say that in a typical winter season (November to February)
approximately 1,200 tonnes of grit would be used on the town's roads. Last yearalmost double that was used in just three weeks.Now a stockpile 2,000 tonnes of grit is now waiting at the highways depot
to be dispatched at the Prst sign of frost. More is also on order.Coun Alan Litton, the council's executive member for environment and
transport, said: "The council's highways team is constantly monitoring the weathersituation and we feel we are better prepared than ever before."The wintry conditions we experienced both locally and nationally last year
were unprecedented. We haven't seen a prolonged period of cold weather likethat in a very long time. Hopefully we won't again this year, but if we do we areready for the worst and our team of gritters can be out on the roads within anhour."
MORE than 7,000 families inprivate sector homes in Warringtonare living in ‘fuel poverty’ it isbelieved - and it will take more than200 years to deal with the problem.This is the conclusion of a report to
the borough council's environment andhousing overview and scrutinycommittee. A household is in fuelpoverty if it has to spend more than 10per cent of its income on heating thehome to an adequate level.The main causes of cold homes are
poor insulation or inefPcient heatingsystems, low income, fuel prices andunder-occupation.Climate change forecasts indicate
that Warrington can expect moreQooding, more unpredictable or violentweather, average temperature increaseof two per cent by 2050, along withdrier summers and wetter winters.Fuel poverty, poor housing and
providing affordable warmth areassociated problems.An average house emits 11 tonnes
of carbon dioxide a year which meansin Warrington, housing is responsiblefor emitting 550,000 tonnes a year.
One way of improving the situation isto bring houses up to the "decenthomes standard."The council's housing stock was
brought up to this standard in 2008,the report claims, and the transfer ofproperty to the Golden Gates HousingTrust should ensure it is maintained tothis standard in future. But 24,000private sector houses - 31.4 per cent -do not meet the decent homesstandard - mainly due to heatingproblems.The borough council has
implemented a wide range of initiativesto educate households, provide adviceand Pnancial assistance to tackleenergy efPciency and fuel poverty.Last year, 1,434 households were
given energy efPciency advice and344 were provided with grants for loftand cavity wall insulation until theprogramme had to be stopped toprevent an overspend.It is estimated the cost of bringing
private sector homes up to the decenthomes standard would be £80.2million - and that with the current levelof resources available it would takemore than 200 years.

A NEW group has formed in Warrington aimed at improving alocal cemetery.Members of Great Sankey Parish
Council, together with residents fromthe parish and Penketh met at StMary’s Church, Great Sankey, todiscuss the church’s cemetery.They formed a new group, Friends
of St Mary’s Cemetery, aimed atrestoring respect and the appearanceof the facility.Chairperson Coun Trudi Wood has
previously fronted a working group
that instigated many projects in thecemetery including pruning trees,cutting back shrubs, erecting a fence,Pxing headstones and clearing theraised bed.She said: “I am very grateful to

Youth councilunveils its manifestoIMPACT - Warrington's youth council - has unveiled itsmanifesto for the next two years.It includes making public transport
accessible and affordable for youngpeople, making teenagers aware ofthe provisions available to them anddeveloping relationships withWarrington's twin towns.The group also raised issues about
the relationship young people havewith the police and how workingmore closely with them could help.IMPACT was formed in 2006 and
has since become involved indemocratic decision making bothlocally and nationally.Kath O'Dwyer, Warrington
Borough Council's executive directorfor children and young people'sservices, said: "IMPACT are not onlythe voice of young people in theborough, they are the voice of thefuture. They meet regularly with senior

THE Gallery at Bank Quay Housewas the setting for a special artsfestival, run by the WolvesFoundation, which providedentertaining activities for childrenin the town.The festival involved a week of
creative workshops, where childrenenjoyed getting stuck into a varietyof crafts, including lantern makingand printmaking, as well as havinga go at drama, dance anddrumming. There was even achance for teenagers to try standup comedy.The week was rounded off with

Unnecessary A&E visits cost £9 millionUNNECESSARY visits to the Accident and Emergencydepartment at Warrington Hospital are costing the NHS around£9.25 million a year - and the @gure is rising.Seven out of every 10 people who
go to the department are not admittedto a hospital bed and almost half areclassed as a minor injury or illness.Every day, the highly specialist
A&E teams are faced with having todeal with minor illnesses such ascoughs and colds, backache andupset stomachs.
New research by NHSWarrington has revealed the trueextent of the problem.In the last 12 months, there were
85 patients who attended A&Edepartments 1,123 times, averagingone visit per month between them.The same patients were alsoresponsible for 664 ambulance call
outs in the same period.Now a new campaign is
reminding local people to stop andthink and "Choose Well" before theyset off for hospital.Dr Rita Robertson, director of public
health for Warrington said: "ThesePgures are alarming. It seems thatpeople are forgetting the purpose ofA&E departments."I think that we need to get back to
the message that A&E departments
are for life-threatening and emergencyconditions, such as heart attacks,strokes, breathing problems andserious accidents."We need to make sure that our
hospital A&E teams are caring forpeople with serious or life threateningconditions."Through our Choose Well
campaign we want to re-educatepeople about using the right serviceto get the right treatment."

WARRINGTON Wolves' Halliwell Jones Stadium will be the starting point fornext year's St Rocco’s Starlight Walk when hundreds of women will take to thestreets to raise funds for the hospice.Warrington town centre will turn pink as women take part in a 13-mile walk on
Friday, June 17. The Starlight Walk is the single biggest event of the year for thecharity so everyone at the Wolves is keen to support in anyway they can. Sincelaunching the event in 2006 thousands of ladies have taken part, one year 2000participated. Warrington Wolves would like to set you a challenge to make the 2011walk the best yet and top the 2000 mark.Beth Eccles, St Rocco’s Hospice Matron, said: “We are very excited about hosting
the Starlight Walk 2011 at the home of Warrington Wolves. Having this extrasupport will be fantastic for our patients by helping to get more people involved andraising more money to help provide care and treatments.”Dave Hutchinson, Wolves’ Sales and Marketing Controller, added: “Warrington

shaved off to raise money in memoryof Private Tom Sephton of the 1stBattalion Mercian Regiment who diedfrom injuries sustained in Afghanistan.His sponsored shave is alreadyguaranteed to raise more than £600and there is still some cash to comein.Tom lived only a few yards away
from Eric's home in Formby Drive,Penketh, Warrington. When they Prstmet Tom was a small boy andchristened him "Eric the Viking"because of his beard.Eric said that because the regiment
had been so good to Tom's family hewanted to do something for it inmemory of Tom and will donate themoney raised to the regiment'swelfare fund.""Tom was such a great lad," said
Eric. "We watched him grow up andhis death is such a tragedy."Eric could not think of anything
more appropriate than a sponsored
beard shave which all his family,friends and neighbours could notbelieve as they had never seen himwithout facial hair.After seeing her clean-shaven

WARRIORS of Warrington's season kicked off in Septemberwith a busy programme of swimming meets all the way up toChristmas.A fantastic start to the season was
made in team and individual galaswith four swimmers already achievingBritish National Qualifying Times in12 events, Jordan Barlow 16,Rebecca Pye 15, Bethany Young, 13and Kathleen Dawson, 13 andhopefully many more to follow as lastseason 25 Warriors swimmerscompeted nationally with swimmerseven making National Pnals.The National Arena League kicked

A VETERAN community workerraised £30,000 to help renovatethe Baptist Church Hall in SankeyStreet, Warrington.Alf Clemo, 82, is treasurer of the
Older People's Forum and has beenworking for the local community formore than 20 years.Last year he was rewarded by an
invitation from the Queen to aBuckingham Palace garden party.Joan Penrith, secretary of the Older
People's Forum, said: "Alf is afantastic man who has worked
tirelessly for the community."He is our treasurer and he alone
is responsible for the fund-raising. Hehas opened up the church hall toanyone in our community who wish touse it and a number of groups arenow using it.."The Older People's Forum has
more than 500 members and meetsat the church hall on the Prst Mondayof each month with the aim of gettingolder people out and about andenjoying life. It is open to anyoneover 50.
SISTER Ann Bebbington hasclocked up 30 years inWarrington Hospital's Accidentand Emergency department andis planning many more to come!Sister Ann started at Warrington
Hospital, or rather the BoroughHospital as it was known onNovember 1 1980 in the brandnew Accident and EmergencyDepartment.Warrington InPrmary had closed
its doors on January 3 1980 andamalgamated with the Boroughand started recruiting staff for itsnew Casualty unit to open inNovember of that year. Ann wasworking at the Manchester Royalhaving just completed her nursetraining in March 1980 to becomea State Enrolled Nurse (somethingthat no longer exists today).Coming from Burtonwood, Anndecided to apply to her localhospital and as they say the rest ishistory!In September 1997 she took the
step to becoming a Sister by takingthe conversion course at LiverpoolJohn Moores University and twoyears later in 1999 qualiPed. Shehas always worked in the A&Edepartment, but has takensecondments in different areas ofthe hospital to gain experience ofhow other teams work.Ann recalls some of the more
interesting moments at work, "I haveso many memories but the 1982nursing strikes is one that springs tomind, when we travelled down toLiverpool Docks and I stood up andmade a speech in support ofUnison. I am passionate about myrole as a nurse and have beenthrough many changes; good andbad, but feel it is important tospeak up."
Ann also remembers a rathereventful shift,"It was when we weremodernising Appleton Wing andchanging the A&E departmentaround, they cut through the wireand we were in complete darknessand had to work with minerstorches on our heads. Thedepartment was closed to patientsthat day, but we did have tomanage the walk up patients, nowthat was a challenge with nopower!"It has not been all work on the
department for Ann, romanceblossomed on A&E as well; Shemet her partner of 20 years, Kenwho was an ambulance man at thetime.Commenting on her 30 years
Ann explained,"I'm passionateabout Emergency Care, I lovepeople and the fast pace of thedepartment. I'm looking forward tothe coming years and helpingbring about more changes. "I'vehad fun, met some fun people andmade a lot of lifelong friends andwouldn't have it any other way. I'velaughed, cried, sang, danced,studied and even argued along theway."

Fairtrade supporters in Warrington have plenty to celebrateafter the town's Fairtrade Steering Group was voted overallwinner of the 2010 Fairtrade Fortnight Awards.During Fairtrade Fortnight
Warrington had a Mad Hatter'sFairtrade Tea Party in the GoldenSquare attended by local VIP's whereover 500 people enjoyed a free cupof Fairtrade tea.Warrington Market was the venue
for the other two main events; The BigTea Swap Shop and a StrictlyFairtrade Tea Dance. A number ofschools also had Fairtradeassemblies, lessons and Fairtrade tuckshops while lots of churches in thetown held their own Fairtrade teaevents; learning how Fairtrade istransforming the lives of tea pickers,guaranteeing them good workingconditions and a fair wage, whichenables them to provide for theirfamilies and have hope of a betterfuture.Jackie Hancock, Chair of the
Steering Group said: "We decided toenter the awards for the Prst time andhoped we might win one of the threecategories we submitted evidence for.So you can imagine my amazementand delight when I opened an e-mailfrom the Fairtrade Foundation sayingthe judges had given us their topaward, over all the categories, of
Outstanding Achievement because ofthe "brilliant events, fantastic mediacoverage and the wide variety ofaudiences that supporters hadengaged with."Warrington Fairtrade Steering

Once again Christmas is upon us, andas usual Christmas is quickly followedby the tax return deadline of 31stJanuary. We are currently working hardto ensure that all of our clients’ returnsare submitted on time provided that theinformation to do so is available to us.
Meeting the deadline is important fortwo reasons.
1. Any tax return submitted late willincur an automatic penalty of up to £100,followed by a further £100 if the returnremains outstanding six months later.Currently, the penalty cannot exceed theamount of any tax due, but there is aproposal to remove this limitation in thefuture.
2. If you are in business then failure tomeet the deadline will both increase therisk of your return being selected for furtherinspection by the tax office and alsoinvalidate any insurance that you haveagainst the additional professional coststhat you will incur if you are selected.
So do you need to complete a return?The short answer is, again, in two parts.
1. If you are issued with a return then,whatever your personal circumstances are,you must complete and submit it. Failure todo so will incur the above penalty. It will
also lead to the tax office at some pointissuing a determination of your tax liability,which can then only be overturned bysubmitting the outstanding return.
2. If you have any income that is nottaxed at source, or your circumstancesalter in such a way that you may not bepaying the correct amount of tax, it is yourresponsibility to inform the tax office so thatthey can issue you with a return. This is themeaning of self assessment, and if you failto do so by the relevant deadline then afurther penalty will be incurred.
But enough talk of penalties. This year,if you are in business and VAT registered,there is the further complication of theincrease in the standard VAT rate on 1stJanuary from 17.5% to 20%. There isdetailed guidance on how to deal with thischange, as well as detailed guidance onthe anti-avoidance provisions covering theperiod of the change, on the tax office’swebsite.
We do not have space to deal withthese provision here, but we are pleasedto advise further if required. One importantprovision, however, that will affect manysmall traders is that if you operate the flatrate scheme then the percentage to beused in calculating your liability will
increase, and our understanding is that thetax office will be watching this veryclosely.
