While at the same time departments within Parks and Forestry and Fish and Wildlife continue to find obscure plants and animals and erect temporary and seasonal closures around them. It is amazing that there is money for that, but not for public services. Be aware of several new names – Seabeach amaranth, Seabeach wort and red knot. These are the new “piping plovers”. Seabeach amaranth and wort are very rare. They have hardly been seen in NJ in nearly 100 years. ONE sprig of amaranth was found at IBSP last spring and over 1 mile of beach parallel to the dune was staked and roped off. At times this restriction in effect closed access from ramp 23 to the jetty. All of this happened without any public notice or involvement. In August nearly the very same thing occurred at the northern end of Brigantine. A species inventory was made. A few rare plants were found. The re-opening of the north end to the public was delayed ~5 weeks, into September. When asked what was found and where, the DEP answered that it’s not their policy to make that information public. Why? Because the public can’t be trusted to respect the closures or not to damage the plants (my interpretation). Questions and complaints fell on deaf ears. So, be aware. In defense of the closures, in some ways the DEP was correct not to trust the beach driving public. At IBSP anglers that ventured to the jetty without paying attention to their surroundings and tides found themselves “cut-off”. The closure area occasionally restricted their travel at very high tides. So what did they do? Wait for the tide to go down? No, they drove right through the closure. Now how can we defend against that? As much as these closures seem arbitrary and unfair, violations of the closures are just more ammunition against the angler. It only takes a few to give us all a bad name. Along with service cutbacks there are usually fee increases. My advice is to buy your state beach permits as early as possible, especially IBSP. The NJAC has code in it that allows for annual fee increases at IBSP. They can be raised without public notice or input as long as they are within guidelines. Also, if fees aren’t raised each year they can be raised at one time up to the cumulative amount equal to five years. Read the code. It can be found at NJAC § 7:2-17.5, Adjustment of fees for services and facilities provided by the State Park Service”. With all that said, New Jersey still has a great amount of motorized beach access. Get out there and enjoy it. Be respectful of the environment and other beach goers. Wow, another year has almost gone. Where does it go? I must say that there was never a dull moment. NJBBA was busy all year. Things have changed all around us. Governor Corzine still has a hiring freeze in place for state employees. Resources are being stretched thinner and thinner. State park employees are not being replaced. 2009 most likely will see drastic cuts in services and probably elimination of many programs that the public looks forward to and enjoys. While at the same time departments within Parks and Forestry and Fish and Wildlife continue to find obscure plants and animals and erect temporary and seasonal closures around them. 2009 NJBBA Annual Meeting

All members are welcome and encouraged to attend. Coffee, donuts and bagels will be available at 9:00AM with the meeting scheduled to start at 10:00AM.

Lunch and beverages will be served at 12:00PM. The NJBBA has made some changes in 2008, with new ideas for the 2009 season.

Come to meet new members and reminisce with old friends.

Members in attendance will be entered into a drawing for a free buggy permit for the NJ beach of your choice for the 2009 season to be drawn at the end of the meeting. You must be over 18 and present to win.

2008 JCAA Youth Education Award Congratulations go to Paul Harris!

This year Paul Harris, New Jersey Beach Association (NJBBA) was selected by the JCAA Youth Education Committee to receive the 2008 JCAA Youth Education Award. Paul is a Member of the Berkeley Striper Club and Delegate to United Mobile Sportfishermen (UMS) for the Berkeley Striper Club. Mr. Harris holds a seat on the board of directors for the NJBBA and has volunteered his Time to teach youngsters the joy of sport fishing for many years. Mr. Harris has helped teach fishing clinics during the summer at Island Beach State Park (IBSP) for the past 5 years and is on the Hooked on Fishing Not on Drugs tournament committee. Over the years Mr. Harris has volunteered to teach Boy Scouts and Cub Scouts about fishing so they could earn their merit badges. He has worked with NJ state agencies to promote beach access and environmental enhance-ments along the coast of New Jersey. Paul also volunteered his time for the following programs: Governor’s Surf Fishing Tournament, Take a Disabled Veteran Fishing, Be-coming an Outdoors Woman Instructor, Coordinator for beach clean-ups at IBSP, Pro-moter for Mobile Sport Fishing at Outdoor Events, Chairperson of Hunting and Fishing Day for special needs children and assisted children and families with getting to the beach. He has given countless volunteer hours so children will have the opportunity to enjoy fishing in the future. On November 16th at the Jersey Coast Angler Association annual Sportsperson-of-the-year awards dinner Paul Harris received the 2008 JCAA Youth Education Award. The awards dinner took place at the Crystal Point Yacht Club.

2008 30th Annual Great Fall Classic By Eric Paulson #1665

The weekend of October 11 & 12, 2008 saw our 30th annual Great Fall Classic at North Wildwood.

It was perfect weekend weather wise, sunny and clear with seasonable temperatures. The team turnout and individual participation was one of the best we’ve had in recent years. Attendance at the ASAC event on Saturday numbered over 30 teams. The individual event from Saturday afternoon through to Sunday had over 85 participants. As usual the fishing at North Wildwood was slim. Small bluefish dominated the catch except for a lone, lost striper.

The team ASAC tournament results were as follows:

First place: South Jersey Surfcasters B, with 349.5 points. Second place: Angelsea “A”, with 228.75 points. Third Place: Ocean City Fishing Club, with 208.5 points.

Largest Fish: Mike Paladino (NWBR), 28-1/2" Striper. Most Fish Points: Bob Rinier (SJ Surfcasters B) 73-1/2 points.

The Individual tournament was also a tough one. To make matters worse an abundance of 16” bluefish caused a multi-way tie for first that was sorted out by girth measurements.

First place: Charles LaBar. Second place: Bill Macintosh. Third place: Tie between Mam Bolli and Ralph DeLuca.

This year we tried something new, for us, a Chinese Auction. It was well received. In addition to tackle there were Penn, Okuma and Shimano reels and an Aquaskinz plug bag, donated by Backlash Sportfishing, filled with assorted plugs. A silent auction for a “Surf Rocket” was run. Two rods were auctioned off as well, a Breakaway LDX spinning rod, donated by Jersey Bait & Tackle, and a custom wrapped Lami 1081L spinning rod. Thanks to all that came down and fished and to the many members that donated their time and effort to make this event a success. Over the weekend we had 20 members come down and volunteer. Without them we wouldn’t have been as successful.

NJBBA Nominating Committee - Search for Candidate By Tom Valentino #556

It’s that time of year again. The Nominating Committee is looking for members that would like to be candidates for officers and directors in 2009. All offices are open for nominations except for Membership Secretary. We are putting a slate together. As per the NJBBA By-Laws, Article 3, Section 2, the official nominations and elections will occur at the Annual Meet-ing on February 8, 2009. If you are interested please get in touch with us. You can contact any Board member or send me an email directly at [email protected]. The following offices are open for election next year: President, 1st Vice-President, 2nd Vice-President, Recording Secretary, Corresponding Secretary and Treasurer. There are five (5) Directors slots open. They are: three (3) for a term of three (3) years and two (2) for a term of one (1) year. Any-one interested in the survival of your association and the continued access that we all still en-joy need to pitch in. There are many worthwhile and satisfying events sponsored by NJBBA. In addition, we need a dedicated group of members to watch out for our beaches and keep dialog open with state and local officials. A handful of board members can’t do it all. Get in-volved!

NJBBA Receives Conservation Award On December 9, 2008 NJBBA President Eric Paulson was presented with an award from the National Gypsum Company to help NJBBA continue its beach conservation projects. This award stemmed from the fact that National Gypsum Company’s plant in Delair, NJ won the company’s 2007 Environmental Award for significantly reducing the waste it sent to landfills. Along with the plant’s award came a $5000 donation to a local non-profit group involved in environmental or conservation work. NJBBA submitted an entry and was selected. The award will be used to procure supplies to be used for dune stabilization and restoration at our state beaches.

NJBBA President’s Cup Tournament Results

This year the NJBBA President’s Cup Tournament was be held on Sunday, November 2, 2008. This was a free event for all NJBBA members. Again, the fishing was a major disappointment. There were only four fish entered. IBSP saw the most anglers signed in at 17. The other beaches fished were Brigantine and Corson’s Inlet SP, three and two anglers respectively. The four fish were bluefish and they were all caught at IBSP. Sonny Runyon had the largest fish at 31”. John Convenio had the second largest blue at 29-3/4”. Stephen Farrell had the most with 2 blues at 29½” each. Thanks to all that participated and to the beach captains for their time.

2009 Veteran’s Outing

Every summer the NJBBA sponsors two fishing and picnic outings for the disabled veterans from the Vineland Veterans Home to show we remember the patriots who fought for the freedom we know today.These are brave solders that volunteered their service to our country and paid a terrible price for their patriotism. The veterans are transported to Stone Harbor, NJ by the Vineland Home bus. The veterans enjoy a day of exercise, fishing and a picnic with the NJBBA members and always look forward to the next outing. The 2009 dates have been selected. They are July 18, 2009 and August 15, 2009. Event set up is at 9am and the vets arrive at 10am. Mark your calendars and plan on joining other NJBBA members and the vets for a satisfying day.

At the August 2008 event, Ron Patten issued lap blankets to our vets with an embroidered message and our NJBBA Logo. We hope to give sweat pants for the 2009 events. Donations are always welcome to help offset the cost of gifts for our veterans.

The New Jersey Beach Buggy Association 15th Annual

“Hooked on Fishing not Drugs” Youth Tournament

Our annual Youth Tournament was held on September 14, 2008 at Island Beach State Park. The weather was sunny and the temperature was in the 80s. The contestants started regis-tering at 6:30 AM. Once again Sarah Bailey kept the children’s attention with her knot tying. Bob Conover did the same with his display of lures and plugs. The Seaside Park Fire Depart-ment displayed their rescue boat and scuba team with Tom Valentino instigating the children into asking questions to the scuba team. The Marine Consortium (Sea Grant), a dependable supporter to our tee shirt ads, manned a table passing out brochures. Casting instructions were given by Paul Harris. However, the children came to fish. 110 children were registered. 41 fish were caught not counting the short bass and out of season fluke. The children had a good time with the free auction table, winning many fine prizes. Grumpy’s Tackle was very generous with donations valued at $500.00 in prizes. The donation can on Grumpy’s counter collected $800.00 for this event. A thank you is in order for the members that helped with the judging: Eric Paulson, Tom Pinto, Tom Valentino, Joe & Eleanor Chrzanowski, Aimee Ter-ranova, Steve Marshal and Ken Hollins. New member Aimee Terranova came with coffee and donuts and helped with the registrations and judging. Thank you to Carole Harris, Diane Far-rell and Joan D’Alessio with their help on the food table and also Eric Paulson, Chris Farrell and Kip Muha for their help distributing the shirts, rigs and bait. Becky Jones sold $250.00 in club apparel and passed out 27 loaner rods. All the contestants for the past two years are now entered in the computer. Next year they will receive a reminder letter for this event, hopefully increasing the amount of participation. (Great job Pete)

ATTENTION: OFFICIAL NOTICE !!!!

An NJBBA By-Laws Amendment has been proposed. In accordance with the NJBBA By-Laws; Article 7, By-Laws; Section 1, Amendments; Part B “Such amendments shall be printed in the NJBBA News or other publication, to be considered as the first reading, and shall be read prior to voting.” Part C “The meeting where the proposed by-law changes are to be voted shall be properly advertised to all members in writing either by the NJBBA News or by a special mailing noting such and sent at least seven (7) days prior to such meeting.” These submittals will be voted on by the membership in attendance at the Annual Meeting to be held in February 2009. At that time the proposals will be read again and either approved or rejected in accordance with the procedure in Article 7 of the By-Laws. The following changes are hereby printed and considered the first reading. ====================================================== 1) This is a change to an existing by-law. It would appear as Article 5 – Membership, Section 8-Sustaining Member, Paragraph A; The following change is the proposed: Change the phrase “fully paid for two (2) consecutive years” to “fully paid for ten (10) consecutive years”. This is found in the first line of paragraph A. =============================================================== 2) This is a change to an existing by law. It would appear as Article 9 – Jeff Paul Scholarship Fund, Section 1-Purpose.

The following change is the proposed: Change the phrase “The yearly interest of this fund will be awarded…” to “The yearly interest of this fund or $500 whichever is greater will be awarded…” This is found in the third sentence of the section 1. ===============================================================

Plum Festival at Island Beach State Park By Paul Harris #239

On Sunday September 7th, the Plum Festival was held at Island Beach State Park. We took our Mascot over and it was hit. We had a first Debut of our DVD, its showed the first beach buggy and our mascot on the beach. Also two passed presidents met up with each other after along time Bob Lick and Bob DeLeonard.

2008 NJBBA Beach Driving Class Eric Paulson #1665

On Nov. 23rd we held a beach driving class at IBSP. We hosted 10 new beach drivers for classroom and on the beach instruction and demonstration. After two hours inside we went onto the beach. The participants learned first hand the importance of tire pressure and how to feel that you’re getting stuck. We plan to have another class early in 2009. Thanks to all our members that helped out. Also, thanks to Supt. Pitchell and Sgt. Lynch at IBSP for their support and use of the park office.

We were also saddened to hear of the passing of the mothers of long time members and past directors Mary Hackett #470 and Al Ott #123.

ASAC - Hudson River and Shaner Fishing Tournaments On November 1st we were able to put 2 fishing teams together to fish the Hudson River Tour-nament, Team A finished 7th place out of over 40 teams. With 2 bluefish, Kaitlyn Bach winning the youth under 13 with an 18” bluefish. On November 8th we put 2 teams in the Shaner tournament, neither teams caught fish that scored.

Mascot Paul Harris #239

This year we took our mascot to the Somerset Fishing Expo show, Ocean Fund Day and Plum Festival. It was used for judging on the beach for the Governor's tournament and the Great Fall Classic in Wildwood. We now have a DVD that shows the first beach buggy's and our mascot along with some interesting interviews about the “beginning of beach buggy’s”. We are asking for a $20.00 donation for the DVD. Courtesy Patrol 3 Paul Harris—Coordinator

This year the members of the courtesy patrol 3 Island Beach State Park did a good job with a total of 2,622 hours. Patrolling the beach and keeping an eye on things and informing

authorities on in fractions that occur on the beach and in the park. I would like to Thank all the members of the Patrol 3 for a job well done. We are looking forward to putting a few new members to the patrol next year.

NJBBA and Becoming an Outdoors Woman By Paul Harris #239

On Saturday, October 4th the New Jersey Beach Association was asked to help with “Becoming an Outdoors Woman Program” (Fishing Segment). Bill Mackintosh, Sherry McAllister, Bob Conover and Paul Harris all helped in teaching the women how to tie fishing knots. NJBBA received a thank you letter from Karen Leskie of the Division of Fish and

Wildlife Education Office on a job well done.

We need more weigh ins by December 31st. It will be here before you know it. Remember when you catch a fish you must send in your affidavit within 5 days of the date you caught your fish! Otherwise it will be late and not counted in the pool.

Hunting and Fishing Day It was to our disappointment that we had to cancel Hunting and Fishing Day this year. Mother nature dealt us bad weather, rain, high winds and beach erosion. Due to the busy schedule we had we were not able to reschedule for this year. We would like to thank all the members that have volunteered there time to come out over the years to help make this event such a suc-cess. To those that were coming this year it is the first time in years we had to cancel.

NJBBA and the Scouts

The NJBBA was asked to teach a class on fishing and the safety while fishing. The Boy Scouts and Cub Scouts at there jamboree that was held at Island Beach State Park on Saturday Sep-tember 20th so they can get credit towards there fishing merit badge. We had 8 members volunteer. There were about 1500 boy scouts and cub scouts at the jamboree. We had 80 scouts go thru the classes that we set up-knot tying and fishing safety. Members in atten-dance were; Bill Mackintosh, Sherry McAllister, Bob Conover, Mike Bach, Kaitlyn Bach, Tom Val-entino, Kenny Hollins and Paul and Carole Harris.
