Looking like Santa Claus in his younger days, the Mercer brothers have more in common than their love of a manly beard. The two Morinville residents and their families have a great love of the Christmas season and decorating their homes for the holidays.

Older brother Chris has been doing a display for the past five years and won the Town’s Best Lights Contest for several of those years. Younger brother Kurtis has been at it for three years and took second place in this year’s event. Both are carrying on a tradition of lighting and decorating for the season that was a big part of their childhood.

Whether it’s a 14-foot tall artificial tree, a tree full of illuminated candy canes, inflatable Disney characters, or hand-painted icons from Christmas cartoons of years gone by, the Mercer homes are stopping cars in their tracks for a festive gawk at the holiday homes.

“My dad started when we were kids,” Chris Mercer said. Since my brother got his place, he’s started as well, and we’ve kind of carried it on throughout town.”

Having a little more experience, the elder Mercer has not hesitated to offer some tips. “I gave him a few pointers this year, and he actually lis-tened and finished second. So he did okay.”

Kurtis has been appreciative of the tips. “I’d have to give him a pat on the back because he’s always had an amazing display,” he said, adding with a laugh that the two never fight about their prowess in setting up displays.

But no matter how elaborate each display gets, it does take a lot of work. Chris Mercer got started this year in October setting up his display. For brother Kurtis, it’s often right after Remembrance Day, but sometimes he starts earlier to be sure everything gets done in time for lighting up the property.

“It’s probably a good two weeks’ of work by the time the inside and out-side is complete,” Chris Mercer said.

Chris’ favourite piece remains the yard’s North Pole centrepiece and some painted Disney Dalmatians hanging from the tree. Kurtis says his favourite is also his yard’s North Pole and the illuminated 14-foot tree.

But both brothers realize passersby will have their own favourites. They and their families do it for the love of Christmas and the joy of seeing peo-

Old Guys in Action raise $44,000by Lucie Roy

Morinville lawyer Andrew Lawson and a group of friends from Calgary, riding under the name Old Guys in Action, have raised $44,000 for Cause Canada’s (Christian Aid for Under-Assisted Soci-eties Everywhere) efforts with maternal health in Guatemala.

Lawson made a presentation on his fundraising trip to Guatemala at the Mo-rinville & District Chamber of Commerce Christmas Luncheon Dec. 2.

The lawyer and avid runner/cyclist said the $44,000 raised by Old Guys in Action will multiply to $260,000 due to 6.5 times matching contribution from the federal government.

In October, the four guys cycled 320 kilometres through the mountains of Guatemala. The challenge was not so much the distance but what it that dis-tance includes: the ups and downs of the terrain, valleys, volcanoes and an elevation equivalent to Mount Everest, both up and down.

The Gateway to Heaven portion drops roughly 1000 feet. Lawson dubbed Day Two as “thrills, spills and never ending hills.“ On the sixth day, the roup came across a road closure that had a nine marching band com-petition taking place. Wanting to reach their destination of Antigua before dark, they walked their bikes through it.

Lawson said they encountered varying elevations and climate during the trip. “They started off at 12,000 feet and about 10 degrees and raining, down to 35 de-grees with no wind and blistering sun,” he said. “So [it was a] great variety.”

But the physical efforts were worth it.“Why are we there? The purpose is to raise aware-

ness and support for the program across Canada, im-plementing or addressing the levels of maternal health needs,” Lawson said, adding there is only one auxiliary nurse that visits the satellite clinics in different outlying areas, often high in the mountains where the needs are greater. “The second challenge is the primary clinics are under equipped. One clinic only had a chair and baby weight. The third challenge is government provides enriched powdered milk for mothers that are feeding their babies, but there is not enough to go around. The fourth challenge is that to be entitled to a supplement, you must be under-nourished. But by that time [it is] often too late.”

The current need, Lawson said, is for more and bet-ter equipment as well as more personnel to assist. The program will renovate and staff 57 Maternal Newborn

Child Health (MNCH) centres by 2020, institute health training programs through local women’s MNCH committees, and provide pre-and post-natal counselling.

Cause Canada has been working in Guatemala for 30 years and are entrusted by the Canadian Government to manage a $4.4 million, four- to five-year program that will directly benefit 68,000 mothers and babies, and directly and indirectly benefit another 160,000 men, women and children.

While both brothers enjoy the fact their efforts draw the com-munity to their homes for a look, it is a different drawing together that is at the core.

“I think it’s just that it brings all our family together,” Kurtis said. “Everybody loves it.”

... valid issues sure to bring a fair share of opin-ion on both sides ... a bike tour report, a seem-ingly endless list of by-law updates.

Budget 2016 was tagged on at the very end. Very last … and very late. Very odd.

What about that December 2014 Operational Effectiveness and Efficiency Review:

Meeting Management? “The Mayor needs to take a greater role in agenda development. It is critically important that agendas enable Council to focus on ‘big picture’ strategic issues.”(p.56). Uhh... Budget?

Budget Process? Morinville needs a review of base budgets and a new results-based approach to budgeting. (Pgs. 51,136). Happening? Not happening? Unclear.

Building Capacity? Administration’s “asks” seemed to interpret “building capacity” as hiring new staff. “Building capacity” usually does not equate to hiring new staff, but to further de-veloping the skills and abilities of the staff you already have. The Review states that “the CAO is well positioned to meet her leadership re-sponsibilities … without an additional executive position” and categorically rejects the need for a Deputy CAO position. (p.61). Oddly, a $93,000 “Strategic Initiatives Coordinator” position … requested by the CAO, for the Office of the CAO … is umm … somehow... not a Deputy CAO posi-tion?

New Positions? Only three additional posi-tions are identified in the Review Implementation Summary: A clerical resource to augment admin-istrative and legislative services (#3, p.139), a clerical resource to provide transactional HR ser-vices (#4, p.139), and a temporary resource to relieve the workload of the Director of Planning and Development. (#10, p.140). No other posi-tions are recommended for 2016. The Executive Summary suggests additional resources in future

for Finance... to improve long-term budgeting and the budgeting process. (p.15). Fair enough.

Core Information? Oodles. A 242 page Pot of Stuff assortment…just days before the meeting.

Council might want to direct Administration to prepare a one page Operational Budget Summa-ry that compares dollar and percentage increas-es… or decreases…across five major categories from 2013-2018 inclusively:

1. Salaries, Wages and Benefits2. Contracted and General Services3. Materials, Goods and Utilities4. Operational and Capital Reserves5. Other Expenses. ($526,000 for 2016)

Comparative bar graphs are a standard best practice in financial reports. This task should take one hour tops. Administration should also be asked to prepare an “at a glance” Capital Plan for years 2016 -2021.

Core information builds Council and Commu-nity awareness by tracking organizational trends, identifying key challenges, and informing “big picture” discussions.Conclusion:

Strategic issues can be easily obscured when people are buried in piles of ... items. Like cats, chickens, organic waste collection … and … bike tours … and …

This is not to say that these items are not important.

This is not to say that Citizens’ interests and passions on these concerns don’t matter.

It is to say, that a teeming agenda, that starts Budget discussions at 10:30 at night, is dizzying-ly incomprehensible at best, and seriously trou-bling at worst.

Councillors, to their immense credit, were nei-ther dazzled nor distracted.

They called it for what it was …They also called for better information and a

December 8th Agenda devoted to Budget 2016.Good call.

Chimney believed to be cause of house fire

A chimney fire is believed to be the cause of a house fire at 10608 — 86 Street in Moriville Monday night that caused damage to the home’s exterior and second floor.

Fire crews were called to the scene in the Sunshine neighbourhood at approximately 10:44 p.m. Nov. 30.

Fire Chief Brad Boddez said crews from Morin-ville, Legal and Bon Accord responded.

“Initial investigations is leading towards a chimney fire and the extent of damage is con-tained to the exterior and second floor,” Boddez

said. “The occupants were a family of four who were home at the time and sustained no inju-ries.”

Boddez praised the 18 members from Morin-ville, the eight Legal firefighters and the seven members from Bon Accord for a job well done. “The mutual aid and relationships between de-partments certainly helped contain this blaze and minimize property loss,” he said.

Crews had secured the scene and placed all apparatus back in service shortly after 3 a.m. Dec. 1.

Estimated damage value is not known at this time.

December is Impaired Driving Awareness Monthby Morinville News Staff

“Know the limit - Know your limit” is the message Morinville RCMP are unveiling this month as they remind residents impaired driving is a crime and will be treated as such. The Detachment, in conjunction with the Alber-ta Traffic Safety Action Plan, will be focusing attention on impaired driving this month.

Drivers with a Criminal Code charge (blood alcohol concentration greater than .08) have their licences immediately suspended until the charge is re-solved, and their vehicle is seized for three days on a first charge. Second and subsequent charges result in immediate licence suspension until the criminal charge is resolved and a seven-day vehicle seizure.

Additionally, addictions assessment may be required.

If convicted, drivers licences are suspended for one year on a first of-fence, three years on a second offence, and five years on a third offence.

Drivers with a blood alcohol concentration of .05 to .08 receive three-day licence and vehicle suspension on a first offence. They receive a 15-day licence and a seven-day vehicle seizure on a second offence along with remedial course and a possible hearing with the Alberta Transportation Safety Board. Third and subsequent offences result in immediate 30-day licence suspensions, seven-day vehicle seizures, remedial course and a mandatory hearing with Alberta Transportation Safety Board.

Police caution parents who let their children who are in the Graduated Driver’s Licence program drive their vehicles.

The program’s zero tolerance results in an immediate 30-day licence suspension and seven-day vehicle seizure.

The hardship of losing the family vehicle because of an impaired child is not grounds for appeal on a vehicle seizure, police say.

Police say almost 90 people were killed and another 1,330 injured an-nually from 2009 to 2013 in collisions involving at least one driver who had consumed alcohol prior to the crash.

Over the past five years, approximately 8,600 people were convicted of impaired driving in Alberta each year.

In addition to appealing to the public to make wise choices, the Morin-ville RCMP encourage motorists to assist them in keeping impaired drivers off the road by pulling over and recording vehicle licence plate number of suspected impaired drivers and calling 911.

Mary Poppins (played by Elizabeth Turner) is a magical nanny in the works of P. L. Travers. She finds herself on Cherry Tree Lane in London where she is employed by the Banks fam-ily (played by Mitchell Fraser and Kali MacDonald) to look after their children Jane and Michael (played by Michaela Siemens and Scott Piec).

Morinville Community High School assembled a cast of 30 and a crew of 14 to put on the production, along with vocal coaches Riley Quinn and former MCHS student Rory Turner.

Co-director Vanessa King said she was pleased with the work and efforts put into this year’s production.

“It’s been a very challenging show — to be honest — because the set is so demanding,” King said. “There’s six or seven different locations, and they all had to be built. The hardest part over the last week has been getting the crew to learn all the different sets and putting it together in 20 seconds. They’ve nailed it. It’s very impressive.”

King said the production began the second week of September with audi-tions and that those involved worked tirelessly since that time in preparation for last Wednesday’s first performance and the two that followed.

Local Moms working the Christmas magic once again this yearby Stephen Dafoe

What began as a way for a couple local mothers to connect over coffee and the Internet has expanded to a network of 1400 Morinville and area moms who are uniting once again for a noble purpose — making sure no family is left behind this Christmas season. The marvelous idea reinforces the groups self-chosen name of Marvelous Moms.

The group recently kicked off their Fourth Annual MMM Adopt-a-Family program and are looking for new, unwrapped items for gifts as well as food items to build hampers. Donations to the cause are accepted through the group's large donation boxes at local businesses, including Higher Grounds on Main Street. Items will be distributed once sorted and earmarked for adopted families.

The program helps families in need who do not necessarily qualify for assistance through government agencies. Instead, the Moms look at each family situation on a case by case basis: job loss, fire, domestic violence, health, etc.

Marvelous Mom Sarah Hall said the initiative was important for the com-munity. "I believe that this is important because there are people in our community that desperately ned help at Christmas, and they may not have access to some of the supports they need," she said, adding some families may not qualify for traditional government assistance. "I think that it is important that we fill that gap."

A big part of the Marvelous Moms initiative is making sure the entire family is looked after, something Hall says is one of the things that makes their hamper program unique.

Donating families have the opportunity to shop for more personal items for their adopted family, mak-ing a more personalized connection.

The Moms like to set families up for a day or eve-ning out together, providing an opportunity for fami-lies to do something they otherwise could not afford. The group looks for unique ideas for donations to create some special Christ-mas magic. Some of the gifts considered for parents include things as simple as haircuts or movie tickets. In the past, local teens and Moms have got into the spirit by offering to gift their services as babysitters.

Hall said she is confident the network of local moms will come through this sea-son as they do throughout the year.

"What's amazing is if you ask for help, there are literally thousands of women in town that will help you," Hall said. "That's what is amazing about it. If someone is willing to ask, everybody steps up. That's what I love about this town."

Jets ResultsThe Morinville Jets hit the road Friday night to take on the Stony Plain

Flyers. The Jets fell 3-2 in overtime to earn a point. Both teams scored evenly throughout regular play - ending the first 1-1, scoreless in the sec-ond, and tied 2-2 by the end of the third. The Flyers took it 49 seconds into overtime.

As of Saturday night, the Jets sat in fifth place in the CJHL West Division with a 9-13-1 record. Sunday saw the boys hit the ice at home to take on the Regals. Game results were not available by our print edtion deadline.

The Jets face the Hawks on the road Dec. 11 and return home to face the Merchants Dec. 13 at 6:45 p.m. The last game of 2015 will be Dec. 20 at 6:45 p.m. against the North Edmonton Red Wings.

Kings ResultsThe Kings had a single game over the weekend, a road trip to take on

the Slave Lake Winter Hawks. The Senior AA club returned to Morinville with a 4-1 win for their efforts.

They play Toefield Saturday night at 8:30 p.m. at home and take on Bonnyville on the road Sunday at 4:40 p.m.

The Kings are currently sitting in third slot in the North Central Hockey Leagues North Division with a 5-4-1 record this season.

The club’s last game for 2015 will be Dec. 19 against the visiting West-lock Warriors. Game time is 8:30 p.m. at the Ray McDonald Sports Center.

The Ray McDonald Sports Centre was taken over on the weekend by 120 girls trying out for a spot on one of the various Zone 5 teams competing in the upcoming Alberta Winter Games in Medicine Hat this February.

The players ranged from PeeWee up. Competitions began Friday with skills, and were followed Saturday wih another skills session and a series of games between the six colour teams.

They started Friday with skills sessions, today another skills session and then a second ice time that will be a game. Sunday will be another game.
