DAYLIGHT REPORT

CROSS AVENUE RESIDENTIAL DEVELOPMENT

Executive Summary

The purpose of this report is to evaluate the predicted internal daylight and sunlight levels achieved by the

proposed Cross Avenue residential development. This study has been based on the guidance contained in BRE

guide ‘Site Layout Planning for Daylight and Sunlight’ (2nd edition) and BS 8206-2: 2008 – ‘Lighting for Buildings –

Part 2: Code of Practice for Daylighting’ as required by national planning guidance.

Three methodologies were employed in this evaluation

• Average Daylight Factor (ADF)

• Daylight Distribution – No Sky Line (NSL)

• Annual Probable Sunlit Hours (APSH)

This assessment analyses every apartment in each of the proposed apartment blocks. Details of the methodology

employed in this analysis are shown in Section 3 while a summary of results is contained in Section 5.

For ADF full compliance with BS 8206 is achieved in 90% of the rooms evaluated (519 rooms out of 578) against

the ADF of 1% for bedrooms and 2% for rooms such as Kitchen/Dining/Living spaces and Studios where they

serve more than one purpose. Of the 244 spaces with combined activities (kitchen/living/dining) 185 meet or

exceed BRE recommended minimum daylighting levels, equating to 76%. A further 50 will achieve 2% when the

galley kitchen is omitted from the evaluation while the remaining 9 will achieve the BS 8206 ADF of 1.5% for living

spaces, also with the galley kitchen omitted, indicating all spaces achieve adequate daylight levels.

As all of the kitchen/living/dining rooms are designed as open plan areas and in all cases the kitchens/food

preparation areas are located at the rear of deep plan space, it is intended that they will be predominantly

artificially lit given their location from the main window wall.

Where the galley kitchen areas to the rear of kitchen/living/dining rooms were removed from the daylight analysis

(see figure 5, Section 5) all of the living/dining areas achieve adequate daylight levels. These areas are indicated

in the results tables, appendix 1. The selected adjusted living/dining rooms were used for all of the remaining

simulations.

The “No-Sky Line” (NSL) was evaluated to determine the distribution of diffuse daylight within each space. Further

discussion of this is in Section 5.2. BS8206 states that in new developments no more than 20% of the working

plane should lie beyond the NSL. The results of the NSL analysis demonstrate that the vast majority of the

habitable rooms will have good daylight distribution with 457 of the total 578 room, or 79% meeting the BRE

numerical criteria. Of the 244 rooms with more than one activity (Kitchen/Dining/Living or Studio) 172 or 71% will

meet the target values and receive daylight to at least 80% of their floor area, meaning that daylight will be well

distributed across the open plan arrangement, while 86% of bedrooms (286 out of 334) comply. Of the 120 rooms

which fall short of the BRE numerical values, 48 are bedrooms. The BRE guide states that bedrooms do not need

as much daylight as living rooms and kitchens, and therefore these bedrooms which fall short are considered to

be in line with the guidance.

Access to sunlight was evaluated in relation to Annual Probable Sunlit Hours (APSH). Annual Probable Sunlit

Hours (APSH) is the total number of hours in the year that the sun is expected to shine on unobstructed ground

while allowing for average monthly levels of cloud cover for the specific location and is dependent on the latitude

and longitude of the location. BS 8206-2 states that a dwelling will appear reasonably sunlit provided that at least

one main window wall faces within 90° of due south, and the centre of at least one window to a main living room

can receive 25% of annual probable sunlight hours, including at least 5% of annual probable sunlight hours in the

winter months between 21st September and 21st March.

In compliance with the guidance we have evaluated all room types within the proposed units which have a main

window facing within 90° of due south. The sunlight results demonstrate that the majority of rooms within the

proposed development that have been assessed for APSH will receive levels of sunlight commensurate with the

recommendations of the BRE guide (73% will meet the numerical values). Of the 151 Living/Kitchen/Dining

spaces evaluated 114 comply fully with the guidance (75%). Of the total 229 bedrooms evaluated 165, equating to

72%, are fully compliant with the guidance values.

When comparing results 556 of 578 rooms comply with at least one of the ADF, NSL and APSH guidelines

(96.2%) the following rooms fail to meet the guidelines in all three methodologies:

Given the scale of this development it is almost certain that a small number of rooms will fall below the baseline

BRE targets however the analysis illustrates that adequate levels of daylight, distribution of daylight and access to

sunlight are achieved within the proposed development.

The BRE guidance in itself aims to help rather than constrain the designer. Although it gives numerical guidelines,

it suggests these should be interpreted flexibly since natural lighting is only one of many factors which influence

site layout and fenestration design.

The design team has sought to find an acceptable compromise between the need to maximize daylight levels and

other relevant factors such as density, building form, overheating risk, privacy and the provision of balconies.

The building massing has been designed to maximise light and every effort has been taken to design these units

to maximise daylight within the units. The orientation of the buildings has been designed to ensure that most

apartments have a westerly, southerly or easterly aspect. There are no single aspect north facing apartments

proposed, 56% of the apartments are dual aspect and glazing has been increased to maximise daylight. The

internal layouts have also been design to locate the Kitchen/living spaces in the best location to maximise daylight

within the space. The proposed development provides a generous provision of communal amenity space and

each of the apartments has either ground floor terrace or a balcony that meets or exceeds the minimum

requirements. Balcony locations have also been considered to allow more sunlight into the units. The provision of

the public open space on the site is of benefit to the amenity of the residents.

We are satisfied that occupants will enjoy a high standard of accommodation in this regard.

Introduction

The purpose of this report is to evaluate the predicted daylight levels achieved by the proposed Cross Avenue

residential development in Blackrock, Dublin. The site is located to the south of Blackrock College and on the

north side of Cross Avenue. This study is based on the guidance contained in BRE guide ‘Site Layout Planning for

Daylight and Sunlight’ (2nd edition) and BS 8206-2: 2008 – ‘Lighting for Buildings – Part 2: Code of Practice for

Daylighting’ as required by national planning guidance.

The development will comprise a ‘Build to Rent’ (BTR) apartment development consisting of 3 no. blocks ranging

in height up to 9 storeys (over basement). The apartment development will provide for 244 no. apartments

(comprising 18 no. studios, 122 no.1 -beds, 100 no. 2-beds & 4 no. 3-beds). All residential units provided with

private balconies/terraces to the north/south/east/west elevations. The BTR development will also include

Resident Support Facilities & Resident Services & Amenities. The development will also include a car, cycle and

motorcycle parking spaces, bin storage and plant areas. Vehicular/pedestrian/cyclist accesses including to/from

Cross Avenue. All associated site development works, open spaces, landscaping, boundary treatments, and

services provision (including ESB substations).

The BRE expect to publish updated BRE Guidelines in 2022, they consider it reasonable and acceptable to

continue using the current BRE Guidelines (i.e. ‘Site Layout Planning for Daylight and Sunlight’ 2nd edition,

published 2011 and referenced in the ‘Sustainable Urban Housing: Design Standards for New Apartments’

document), until such time as BRE publish an update to reflect BS EN17037.

On This Basis the daylight performance of this development was assessed against the BRE Guidelines and BS

8206-2.

Compliance with the recommendations of these documents is considered best practice for evaluation of site

layouts for planning. The BRE guidance advises on planning developments for good access to daylight and

sunlight, and is widely used by local authorities during planning permission to help determine the impacts of new

developments.

The introduction of natural daylight provides a number of benefits including minimising the use of artificial lighting

and hence reducing the energy consumption and CO₂ emissions of the building. In addition people value the

variety of daylight and benefit from a view of the external environment. Daylight therefore has a beneficial effect

on occupant wellbeing. The proposed development which is the subject of this report was modelled in IES <Virtual

Environmental> and the geometry was based on drawings received from the project architect.

Throughout this daylight study a number of assessments were simulated in order to find the best solution to

maximize the natural daylight in each unit. These assessments highlighted some opportunities to improve

daylighting and the design team subsequently revised the design in response.

The design revisions included:

• Changes to some apartment layouts including swapping the locations of living rooms and bedrooms.

• Increased window sizes

• Changing of internal finishes specifications

This report is based on the design incorporating the above changes. The BRE guidance in itself aims to help

rather than constrain the designer. Although it gives numerical guidelines, it suggests these should be interpreted

flexibly since natural lighting is only one of many factors which influence site layout and fenestration design.

The development was modelled in IES <Virtual Environmental> and the geometry was based drawings received

from the project architect. All of the units in the development were assessed for natural daylight.

Methodology

The primary goal of daylight analysis is the evaluation of the potential design to provide useful levels of natural

illumination. This analysis was carried out using the FlucsPro module of the IES VE-Pro2019 suite of simulation

software.

Average Daylight Factor (ADF)

The average daylight factor is a numerical measure for the subjective daylight quality in a space. It describes the

ratio of outside illuminance over inside illuminance, expressed in per cent. The higher the DF, the more natural

light is available in the room. It is determined as the mean daylight factor over a horizontal working plane. The

results for ADF are contained in Appendix 1, note the images are illustrative and the tabulated results take

precedence.

BS 8206-2: 2008 – ‘Lighting for Buildings – Part 2: Code of Practice for Daylighting’, British Standards Institute,

2008 advises that a predominantly day lit appearance can be expected in rooms where an average daylight factor

above 2% is achieved.

ADF is expressed as follows;

ADF = 100 * e / E

Where: e inside illuminance at a fixed point E outside horizontal illuminance under an overcast (CIE sky) or uniform sky.

The daylight factor at any point is the ratio of the interior illuminance at that point to the global horizontal

illuminance under CIE standard overcast sky conditions. The interior illuminance is usually evaluated at working

plane height.

Sky Model

Standard CIE overcast sky, as described by the International Commission on illumination, was used to analyse

the design to ensure compliance with statutory minimum daylight provision and predict the daylight factor

reduction caused by introducing new external obstructions to the local environment, such as a proposed nearby

building.

Because overcast skies will generally be the dullest, the daylight factor method should be considered a “worst

case” evaluation, primarily suited to calculating minimum values. As the sky luminance does not vary with

azimuth, the orientation of the scene about the z-axis has no effect on the Daylight Factor which means that the

calculation is independent of window orientation.

Internal Environment

Daylight factors are usually evaluated for uncluttered spaces. Since we are not interested in visualisation, the

scene description usually accounts for only the important structural features of the space, and furniture etc. is

excluded. The calculation takes into account the direct and reflected, internal and external, component of daylight

to determine the daylight factors within the calculated space. The surface reflectances used in this analysis are

shown in Table 2.

Calculations have not taken account of reflectance of external surfaces.

Clean, clear double glazing with low emissivity coating was assumed with a diffuse visible transmittance of 0.7,

internal and external reflectance of 0.15.

The working plane, or plane at which the visual task takes place, represents the average height of work surfaces

from the floor. This was set at a height of 0.85m above the floor as per BRE guidance for dwellings.

To avoid inclusion of potentially misleading illuminance data close to walls and windows a margin of 0.5m was

used as recommended by CIBSE (Chartered Institution of Building Services Engineers).

Daylight Distr ibution – No Sky Line

The “No-Sky Line” (NSL) is the line that divides the points on the working plane (0.85m in Dwellings) which can

and cannot see the sky and provides a measure of the distribution of diffuse daylight within a room.

If from a point in a room on the working plane it is possible to see some sky then that point will lie inside the NSL

contour. Conversely, if no sky is visible from that point then it would lie outside the contour.

The BRE guide suggests that areas beyond the NSL may look dark and gloomy compared with the rest of the

room and BS8206 states that in new developments no more than 20% of the working plane lies beyond the NSL.

The guide suggests that in houses, living rooms, dining rooms and kitchens should be tested: bedrooms are

deemed less important, although should nevertheless be analysed. For this evaluation every room in the proposed

development was evaluated and the corresponding results are shown in Appendix 2.

Annual Probable Sunlit Hours

Access to sunlight is evaluated in relation to Annual Probable Sunlit Hours (APSH). Annual Probable Sunlit Hours

(APSH) is the total number of hours in the year that the sun is expected to shine on unobstructed ground while

allowing for average monthly levels of cloud cover for the specific location and is dependent on the latitude and

longitude of the location. BS 8206-2 states that a dwelling will appear reasonably sunlit provided that at least one

main window faces within 90° of due south, and the centre of at least one window to a main living room can

receive 25% of annual probable sunlight hours, including at least 5% of annual probable sunlight hours in the

winter months between 21st September and 21st March.

In compliance with the guidance we have evaluated all room types within the proposed units which have a main

window facing within 90° of due south but have presented the results for every room, regardless of orientation in

Appendix 3.

BRE Site Layout Planning for Daylight and Sunlight (paragraphs 3.2.4 & 3.2.5) states:

“A point at the centre of the window on the outside face of the window wall may be taken. In the case of a

floor to ceiling window such as a patio door, a point on the centre line of the window 1.6m above the

ground (or balcony level in the case of an upper storey window) may be used, again on the plane of the

outside surface of the wall. If the main living room to a dwelling has a main window facing 90º of due

north, but a secondary window facing within 90º of due south, sunlight to the secondary window should be

checked.”

“If this window point can receive more than one quarter of APSH, including at least 5% of APSH in the

winter months between 21 September and 21 March, then the room should still receive enough sunlight”

Daylight & Sunlight Context

Daylight is defined as the visible part of global solar radiation and consists of a combination of sunlight and

skylight. In effect this is direct light from the sun that reaches the earth’s surface as after selective attenuation by

the atmosphere.

All of the following documents reference BS 8206-2: 2008 – ‘Lighting for Buildings – Part 2: Code of Practice for

Daylighting’ and BRE guidelines ‘Site Layout Planning for Daylight and Sunlight’ (2nd edition):

• Building Regulations Part L 2019 Conservation of fuel and energy – dwellings.

• Sustainable Urban Housing: Design Standards for New Apartments (2020).

• Urban Development and Building Heights: Guidelines for Planning Authorities (2018).

Guidance on daylight and sunlight provision is contained in BS 8206-2: 2008 – ‘Lighting for Buildings – Part 2:

Code of Practice for Daylighting’, with supplementary guidance in the BRE guide ‘Site Layout Planning for

Daylight and Sunlight’ (2nd edition).

BS 8206-2 referenced in Sustainable Urban Housing: Design Standards for New Apartments was removed in

2018 and replaced with EN17037. However, no reference to EN17037 is mentioned in the ‘Design Standards for

New Apartments’ released in December 2020.

As already noted in this report the BRE expect to publish updated BRE Guidelines in 2022, they consider it

reasonable and acceptable to continue using the current BRE Guidelines (i.e. ‘Site Layout Planning for Daylight

and Sunlight’ 2nd edition, published 2011 and referenced in the ‘Sustainable Urban Housing: Design Standards

for New Apartments’ document), until such time as BRE publish an update to reflect BS EN17037.

On This Basis the daylight performance of this development was assessed against the BRE Guidelines and BS

8206-2.

BS 8206-2: 2008 – ‘Lighting for Buildings – Part 2: Code of Practice for

Daylighting’

The British Standard 8206 provides recommendations for daylight standards in dwellings. The document states:

‘’Daylighting gives to a building a unique variety and interest. An interior which looks gloomy, or which does not

have a satisfactory view to the outside which could reasonably be expected, will be considered unsatisfactory by

its users’’.

BS 8206 Part 2 contains guidance on daylight and sunlight for new dwellings, including recommended minimum

values for Average Daylight Factor (ADF). For daylight provision in new dwellings, the British Standard

recommends the following minimum values for ADF:

These are minimum values. Where a room has a shared use, the British Standard states that the higher minimum

value should apply. The Standard also states that if a space has an ADF of 5%, it will not normally need

supplementary electric lighting provided the uniformity is satisfactory, and that an ADF of 2-5% will normally need

supplementary electric lighting.

BRE guide ‘Site Layout Planning for Daylight and Sunlight’ (2nd edit ion)

The BRE guide, contains guidance on how to design developments, whilst minimising the impacts on existing

buildings from overshadowing and reduced levels of daylight and sunlight. In addition, The BRE report provides

advice on how to design buildings to ensure that good practice levels of daylight and sunlight are provided.

As well as advice, the report contains a methodology to assess levels of daylight, sunlight and overshadowing,

and specifies criteria to determine the potential impacts of new development on surrounding buildings, and also to

determine whether new developments are well lit internally.

The BRE Report states that its own numerical guidelines ‘should be interpreted flexibly since natural lighting is

only one of many factors in site layout design. In special circumstances, the developer or planning authority may

wish to use different target values. For example, in a historic city centre, a higher degree of obstruction may be

unavoidable if new developments are to match the height and proportions of existing buildings.

Urban Development and Building Heights: Guidelines for Planning Authorit ies

The ‘Urban Development and Building Heights Guidelines for Planning Authorities’ published by the Department

of Housing, Planning and Local Government identify that as reflected in the National Planning Framework:

“that there is significant scope to accommodate anticipated population growth and development needs,

whether for housing, employment or other purposes, by building up and consolidating the development of

our existing urban areas’ and that ‘securing compact and sustainable urban growth means focusing on

reusing previously developed ‘brownfield’ land, building up infill sites (which may not have been built on

before) and either reusing or redeveloping existing sites and buildings, in well-serviced urban locations,

particularly those served by good public transport and supporting services, including employment

opportunities”.

The Guidelines reference NPO 13 (from the NPF) which states that

“In urban areas, planning and related standards, including in particular building height and car parking will

be based on performance criteria that seek to achieve well-designed high-quality outcomes in order to

achieve targeted growth. These standards will be subject to a range of tolerance that enables alternative

solutions to be proposed to achieve stated outcomes, provided public safety is not compromised and the

environment is suitably protected’.

One of the key performance indicators identified in these statutory guidelines relates to daylight and sunlight

standards. Section 3.0 of the Urban Building Height Guidelines provide guidance for Planning Authorities and An

Bord Pleanala in considering development proposals for buildings taller than prevailing building heights in pursuit

of the Guidelines. In respect of the site/buildings scale the guidelines require consideration of:

• The form, massing and height of proposed developments should be carefully modulated so as to

maximise access to natural daylight, ventilation and views and minimise overshadowing and loss of light.

• Appropriate and reasonable regard should be taken of quantitative performance approaches to daylight

provision outlined in guides like the Building Research Establishment’s ‘Site Layout Planning for Daylight

and Sunlight (2nd Edition or BS 8206-2:2008 – ‘Lighting for Buildings- Part Local Planning Policy and

Guidelines

Sustainable Urban Housing: Design Standards for New Apartments

The Department of Housing, Planning and Local Government published this guideline which sets out apartment

design parameters for the Planning Authorities to consider.

The Sustainable Urban Housing: Design Standards for Apartment Guidelines, Guidelines for Planning Authorities

states the following (paragraphs 3.36 & 3.37) which relate to daylight and sunlight provision within such buildings:

“Balconies should adjoin and have a functional relationship with the main living areas of the apartment. In

certain circumstances, glass-screened ‘winter gardens’ may be provided. The minimum required areas for

private amenity space are set out in Appendix 1. A minimum depth of 1.5 metres is required for balconies,

in one useable length to meet the minimum floor area requirement under these guidelines. While deeper

balconies might be desirable in certain cases, this has to be balanced against the need to avoid

overshadowing.”

Having regard for the above, it is noted that a balance must be achieved between providing usable balcony depths

and achieving sufficient levels of daylight. A level of compromise between these factors is required to ensure a

high level of residential amenity

Summary of Results

Full compliance with BS 8206 is achieved in 90% of the rooms evaluated (519 rooms out of 578), and taking into

consideration site specific constraints and previously discussed sections of relevant planning guidelines, results

show that adequate levels of daylight can be achieved in 100% of spaces in the proposed scheme.

Given the scale and density of this development it is almost certain that a small number of rooms will fall below the

baseline BRE targets. The rooms that do fall below the target criteria are all shared kitchen/living/dining spaces

that are located in partly shaded areas of the building and below overhanging balconies. These rooms have been

analysed further.

BRE guideline section 2.1.14:

“Non-daylit internal kitchens should be avoided wherever possible, especially if the kitchen is used as a

dining area too. If the layout means that a small internal galley-type kitchen is inevitable, it should be

directly linked to a well daylit living room.”

As stated previously in this report all of the kitchen/living/dining rooms are designed as open plan areas and in all

cases the kitchens/food preparation areas are located at the rear of deep plan space, it is intended that they will

Where floor plans indicate galley type kitchen areas to the rear of kitchen/living/dining rooms and fail to meets

BRE guidelines, we have removed the kitchen area from the daylight calculations, and assessed the remaining

living/dining space against BRE target values see figure 5. These areas are identified in the results tables,

appendix 1 (see column “ADF% Galley Kitchen Discounted”)

Average Daylight Factor (ADF)

BS 8206 minimum Average Daylight Factor (ADF) values of 1% for bedrooms, 1.5% for living spaces and 2% for

kitchens. Where a room has a shared use, the British Standard states that the higher minimum value should

apply.

In total 578 spaces were evaluated comprising bedrooms and combined spaces such as Kitchen/Living/Dining

areas and Studios. Of these spaces 519, equating to 90%, meet or exceed BRE recommended minimum

daylighting levels. Of the 244 spaces with combined activities (kitchen/living/dining) 185 meet or exceed BRE

recommended minimum daylighting levels, equating to 76%.

We have strictly adhered to the Average Daylight Factor (ADF) target values of BS 8206 in this evaluation which

states that "Where one room serves more than one purpose, the minimum ADF should be that for the room type

with the highest value." However the ADF determines the amount of daylight in a room as a whole and does not

indicate the levels of daylight in the different areas of a large combined area such as the living/dining/kitchen area

in a typical apartment. While average daylight levels are predicted to fall short of advisory minimums in 59 of the

combined kitchen/living/dining room’s results indicate that adequate levels of daylight will be available in all of

these rooms, based on them achieving or exceeding the 1.5% advised for living rooms. In addition balconies and

high quality landscaped external amenity spaces are provided. Sections 5 and 6 expand on this approach. The

lower level of daylight in these rooms is attributed to the combination of the plan layout, balconies above and

shading from stepped areas of the building.

The living/dining areas are closer to the windows and therefore receive greater natural daylight levels. The

kitchens are designed as galley kitchens and by design are not intended to be an "occupied" space over a long

period of time. The BRE Guidelines (Paragraph 2.1.14) state in respect of galley kitchens that if these spaces are

not receiving direct daylight they should be adjoined to a well-lit living area. Where floor plans indicate galley type

kitchen areas to the rear of kitchen/living/dining rooms, we have removed the kitchen area from the daylight

calculations, and assessed the remaining living/dining (L/D) space against BRE target value of 1.5%.

• All 116 (100%) bedrooms simulated achieve or exceed the BS 8206 average daylight factor of 1% for bedrooms;

• 72 (94%) kitchen/living/dining spaces simulated achieve or exceed the BS 8206 average daylight factor of 2% for spaces serving more than one purpose.

• All 5 of the adjusted living/dining areas where the galley kitchen will achieve a minimum 2.0% average

daylight factor for spaces with more than one purpose.

Daylight Distr ibution (No Sky Line)

The “No-Sky Line” (NSL) is the line that divides the points on the working plane (0.85m in Dwellings) which can

and cannot see the sky. The BRE guide suggests that areas beyond the NSL may look dark and gloomy

compared with the rest of the room and BS8206 states that in new developments no more than 20% of the

working plane lies beyond the NSL. The guide suggests that in houses, living rooms, dining rooms and kitchens

should be tested: bedrooms are deemed less important, although should nevertheless be analysed. The table

below summaries compliance with BRE guidelines across all room types in each block. See Appendix 2 for a full

set of results.

The results of the NSL analysis demonstrate that the vast majority of the habitable rooms will have good daylight

distribution with 457 of the total 578 room, or 79% meeting the BRE numerical criteria.

Of the 244 rooms with more than one activity (Kitchen/Dining/Living or Studio) 172 or 71% will meet the target

values and receive daylight to at least 80% of their floor area, meaning that daylight will be well distributed across

the open plan arrangement. Of the 72 K/L/Ds which falls short of the threshold 14 have a NSL of 70% to 80%

while a further 20 achieve between 60% and 70% and 8 achieve 50% to 60%. Of the remaining 30 rooms 29

achieves between 31% and 49% while 1 achieved 22%

Of the 120 rooms which fall short of the BRE numerical values, 48 are bedrooms. The BRE guide (paragraph

2.1.13) states that bedrooms do not need as much daylight as living rooms and kitchens, and therefore these

bedrooms which fall short are considered to be in line with the guidance.

Annual Probable Sunlit Hours (APSH)

Access to sunlight is evaluated in relation to Annual Probable Sunlit Hours (APSH). Annual Probable Sunlit Hours

(APSH) is the total number of hours in the year that the sun is expected to shine on unobstructed ground while

allowing for average monthly levels of cloud cover for the specific location and is dependent on the latitude and

longitude of the location. BS 8206-2 states that a dwelling will appear reasonably sunlit provided that at least one

main window wall faces within 90° of due south, and the centre of at least one window to a main living room can

receive 25% of annual probable sunlight hours, including at least 5% of annual probable sunlight hours in the

winter months between 21st September and 21st March. Both criteria must be achieved in order to comply with

BRE guidelines.

In compliance with the guidance we have evaluated all room types within the proposed units which have a main

window facing within 90° of due south. The sunlight results demonstrate that the majority of rooms within the

proposed development that have been assessed for APSH will receive levels of sunlight commensurate with the

recommendations of the BRE guide (73% will meet the numerical values). The table below summaries compliance

with BRE guidelines across all room types in each block. See Appendix 3 for a full set of results.

Of the 151 Living/Kitchen/Dining spaces evaluated 114 comply fully with the guidance (75%). Of the 37 which fall

short of the guidelines target, 20 achieve an APSH of between 20% and 25% will provide adequate levels of

sunlight. 16 achieve between 10% and 20% and only one is less than 10%. 18 of these rooms comfortably exceed

the WSPH criteria achieving values of between 5% and 16%.

Although BRE states that sunlight is viewed as less important in bedrooms (and kitchens), where people prefer it

in the morning rather than the afternoon we have also evaluated all applicable bedrooms. Of the total 229

bedrooms evaluated 165, equating to 72%, are fully compliant with the guidance values. Of the 64 bedrooms

which fall short of the guidelines target, 21 of these rooms comfortably exceed the WPSH criteria achieving values

of between 5% and 16%. In terms of APSH 33 achieve an APSH of greater than 20% which will provide adequate

levels of sunlight. A further 15 will achieve an APSH of between 10% and 20%.

Conclusions

22 rooms in total fail ADF, NSL and APSH guidelines (3.8%). Where the galley kitchen areas to the rear of

kitchen/living/dining rooms were removed from the analysis (see figure 5, Section 5) all of the living/dining areas

achieve adequate daylight levels. These areas are indicated in the results tables, appendix 1.

BS 8206 states that “Where one room serves more than one purpose, the minimum average daylight factor should

be that for the room type with the highest value” In this case combined kitchen/living/dining rooms have targeted

the minimum average daylight factor of 2%” however in a number of rooms (59 from a total of 244

kitchen/living/dining spaces) the lower value of 1.5% was used as an acceptable level of daylight based on a

number of factors including the following sections of the “Sustainable Urban Housing: Design Standards for New

Apartments” published by the Dept of Housing, Local Government and Heritage in 2020;

“6.5 - The provision of acceptable levels of natural light in new apartment developments is an important

planning consideration as it contributes to the liveability and amenity enjoyed by apartment residents. In

assessing development proposals, planning authorities must however weigh up the overall quality of the

design and layout of the scheme and the measures proposed to maximise daylight provision with the

location of the site and the need to ensure an appropriate scale of urban residential development”

“6.6 - Planning authorities should have regard to quantitative performance approaches to daylight

provision outlined in guides like the BRE guide ‘Site Layout Planning for Daylight and Sunlight’ (2nd

edition) or BS 8206-2: 2008 – ‘Lighting for Buildings – Part 2: Code of Practice for Daylighting’ when

undertaken by development proposers which offer the capability to satisfy minimum standards of daylight

provision”.

“6.7 - Where an applicant cannot fully meet all of the requirements of the daylight provisions above, this

must be clearly identified and a rationale for any alternative, compensatory design solutions must be set

out, which planning authorities should apply their discretion in accepting taking account of its assessment

of specific. This may arise due to a design constraints associated with the site or location and the

balancing of that assessment against the desirability of achieving wider planning objectives. Such

objectives might include securing comprehensive urban regeneration and or an effective urban design and

streetscape solution.”

The BRE guidance in itself aims to help rather than constrain the designer. Although it gives numerical guidelines,

it suggests these should be interpreted flexibly since natural lighting is only one of many factors which influence

site layout and fenestration design

The design team also took into consideration this section from the “Urban Development and Building Heights –

Guidelines for Planning Authorities” published by the Department of Environment Housing and Local Government

in 2018, which is relevant to the scale of the site;

“Appropriate and reasonable regard should be taken of quantitative performance approaches to daylight

provision outlined in guides like the Building Research Establishment’s ‘Site Layout Planning for Daylight

and Sunlight’ (2nd edition) or BS 8206-2: 2008 – ‘Lighting for Buildings – Part 2: Code of Practice for

Daylighting’”

“Where a proposal may not be able to fully meet all the requirements of the daylight provisions above, this

must be clearly identified and a rationale for any alternative, compensatory design solutions must be set

out, in respect of which the planning authority or An Bord Pleanála should apply their discretion, having

regard to local factors including specific site constraints and the balancing of that assessment against the

desirability of achieving wider planning objectives. Such objectives might include securing comprehensive

urban regeneration and or an effective urban design and streetscape solution”

As required by the Urban Development and Building Heights – Guidelines for Planning Authorities,

“The form, massing and height of proposed developments should be carefully modulated so as to

maximise access to natural daylight, ventilation and views and minimise overshadowing and loss of light”

The design team has sought to find an acceptable compromise between the need to maximize daylight levels and

other relevant factors such as density, building form, overheating risk, privacy and the provision of balconies.

Full compliance with BS 8206 is achieved in 90% of the room’s evaluated (519 rooms out of 578) and taking into

consideration the site specific constraints and previously discussed sections of the relevant Guidelines we have

shown that adequate levels of daylight can be achieved in 100% of the spaces in the proposed development.

Should full compliance for the higher target value be sought, design changes would be needed, such as the

removal of balconies or a reduction of unit sizes. Such measures could reduce the quality of living within the

proposed units to a greater degree than the improvements that would be gained with increased ADF values.

It is difficult to achieve full compliance with the ADF target value of 2% while at the same time providing for

compliance with other development management standards that contribute to residential amenity, including the

provision of balconies to meet private open space requirements. It is relevant in this context to note that the

primary living space in the context of KLDs is, in a high proportion of cases, the living/dining area, rather than the

kitchen areas, particularly in the case of those apartments in which a small working kitchen is provided. In

recognition of the fact that the ADF target value of 2% has not been achieved in respect of 3.7% of apartments,

appropriate regard should be had to a number of compensatory design measures that have been provided, which

are described below.

The building massing has been designed to maximise light and every effort has been taken to design these units

to maximise daylight within the units. The orientation of the buildings has been designed to ensure that most

apartments have a westerly, southerly or easterly aspect. There are no single aspect north facing apartments

proposed, 56% of the apartments are dual aspect and glazing has been increased to maximise daylight. The

internal layouts have also been design to locate the Kitchen/living spaces in the best location to maximise daylight

within the space. The proposed development provides a generous provision of communal amenity space and

each of the apartments has either ground floor terrace or a balcony that meets or exceeds the minimum

requirements. Balcony locations have also been considered to allow more sunlight into the units. The provision of

the public open space on the site is of benefit to the amenity of the residents.

We are satisfied that occupants will enjoy a high standard of accommodation in this regard.
