Foreign-Born Population
This indicator reports the percentage of the population that is foreign-born. The
foreign-born population includes anyone who was not a U.S. citizen or a U.S. national
at birth. This includes any non-citizens, as well as persons born outside of the U.S.
who have become naturalized citizens. The native U.S. population includes any
person born in the United States, Puerto Rico, a U.S. Island Area (such as Guam), or
abroad of American (U.S. citizen) parent or parents. The latest figures from the U.S.
Census Bureau show that 857 persons in the report area are of foreign birth, which
represents 0.99% of the report area population. This percentage is less than the

Summary of Demographic Data
According to the U.S. Census Bureau American Community Survey 2011-15 there are
a total of 86, 736 people that reside in the 863.84 square mile report area of Auglaize
and Mercer Counties, with a total of 45, 873 in Auglaize County, and 40,863 in Mercer
County. Both Auglaize and Mercer Counties have seen a gradual increase in
population since 1970. In 1970, Mercer County only had a population of 35,265, and
Auglaize County only had a population of 38,602.
Both Auglaize and Mercer Counties are comprised of the age group 5 years to 17
years as their highest populated. Table 3 indicates that both counties also have
significantly more individuals over the age of 64, (14,271) than children under the age
of 4 (5,715). Auglaize and Mercer Counties are both predominantly white counties as
displayed in the graph titled “Total Population by Race Alone, Total”. A reported 55.1%
of Mercer County’s grandparents are responsible for their own grandchildren under the
age of 18 according to Mercer Health’s Community Health Needs Assessment.
An estimated 25.06% of the population in the report area is under the age of 18
according to the U.S. Census Bureau American Community Survey 2011-15, which is
greater than both the state and national average. Individuals 65 years and older is
16.45%, which is also greater than both the state and national average.
Between 2000 and 2010 the population of Mercer and Auglaize Counties fell by 772
persons, a change of -0.88%, according to the United States Census Bureau
Decennial Census. Auglaize County experienced a much more significant shift of a
total of -1.42% change in population, compared to only -0.27% in Mercer County as
shown in Table 6. Ohio’s population is projected to show little future growth, and the
age group of 65 years and older will account for a larger percentage of the total
population.
Of all occupied households in Auglaize and Mercer Counties, 29.58% are family
households with one or more child(ren) under the age of 18, according to the most
recent American Community Survey. Auglaize County is projected to experience a
slight increase of 0.02% of families per year for the next 5 years, while Mercer County
is projected at 0.27% increase per year. There is still a significant amount more of 2-
person households in both Auglaize and Mercer Counties than any other number
household with both counties averaging 36%. The Community Health Needs
Assessment completed by Mercer reported 58.7% of their population is married, higher

than Ohio’s reported 48.5%. Next highest is the population that has never married at
23.8%, and those who are divorced are separated are reported at 9.7%.
The report area’s highest percentage race of family households was Native
Hawaiian/Pacific Islander with 84.13%, and 100% of those individuals residing in
Mercer County. An article in the Daily Standard in Celina, OH states that many
Marshall Island Natives have found a new home in Mercer County due to the quality of
education, employment opportunities, and low cost of living. Caucasian was second to
last only accounting for 42.35% as households with families of one or more child(ren)
under the age of 18.
The report area also exhibits a population of limited English households, with it being
slightly more prominent in Mercer County as represented in Table 19. Table 21
demonstrates how distinct Pacific Islander Languages are in Mercer County compared
to none in Auglaize County. In contrast, Auglaize County contains languages such as
Chinese, Japanese, and Korean, while Mercer County reports zero for all categories.
Auglaize and Mercer Counties are comprised of a total of 5,861 Veterans, out of a total
possibility of 64, 996. The Veteran population in 2015 in Ohio was 818,000. The Ohio
Veteran population for 2045 is projected to only be 355,000, down 2.74%. Veterans
under the age of 40 years old is significantly less than those 40 years of age and older.
In the year 2020, it is projected that the Veteran population in Ohio for those under the
age of 40 will be 90,056, and Veterans 40 years of age and above will total 354,891.
Non-Hispanic White Veterans exceed the number of minority veterans by a large
margin. In 2015, there were 706,964 Non-Hispanic White Veterans compared to only
110, 876 minority Veterans.

Children Eligible for Free/Reduced Price Lunch
Within the report area 4,645 public school students or 29.19% are eligible for
Free/Reduced Price lunch out of 15,912 total students enrolled. This indicator is
relevant because it assesses vulnerable populations which are more likely to have
multiple health access, health status, and social support needs. Additionally, when
combined with poverty data, providers can use this measure to identify gaps in
eligibility and enrollment.

Summary of Education Data
The National School Lunch Program is a federally assisted meal program operating
in public and nonprofit private schools and residential child care institutions. Children
from families with incomes at or below 130% of the poverty level are eligible for free
meals, and those between 130-185% of the poverty level are eligible for reduced-
price meals. Between the two counties there are 4,645 public school students, or
29.19%, who are eligible for Free/Reduced Price Lunch out of 15, 912 total students
enrolled. This number has risen for both counties each year since the 2010 census,
with a slight decrease between the years 2013-2014.
The largest school district in Mercer County is Celina City Schools with 2,720
students. 42.4% of the K-12 public school students in Celina City School District
participate in the National School Lunch Program (NSLP). Of these students, 33.5%
receive free lunch and 8.9% receive reduced lunch. This accounts for higher than
the average number of students on NSLP in Mercer County, but less than the
average for Ohio and United States. The largest school district in Auglaize County is
Wapakoneta Public Schools with 2,831 students. 43.9% of the K-12 public school
students in Wapakoneta participate in NSLP. Of these students, 33.2% receive free
lunch and 10.7% receive reduced lunch. This accounts for higher than the average
for Auglaize County, roughly average for Ohio, and lower than the average for United
States.
Mercer County is comprised of 2 Head Start programs and Auglaize County only has
1 Head Start program as displayed in Table 28. 95.8% of students in both Mercer
and Auglaize Counties are receiving their high school diploma within four years,
being greater than the Healthy People 2020 target of 82.4%. Both counties
experience a lower than average number of individuals who possess an associate’s
or bachelor’s degree when compared to the state and national level.

Summary of Income Data
A reported 4.85% of households in Mercer and Auglaize Counties include individuals
who do not have a motor vehicle. Renter-occupied households with no motor vehicle
(1,147), doubles the amount of owner-occupied households with no motor vehicle
(508).
Table 36 exhibits the number of households where housing costs exceed 30% of total
household income. The Department of Housing and Urban Development considers
housing costs that exceeds 30% to be burdensome. For Auglaize and Mercer County
this number reaches 7, 182, with majority of those pertaining to owner-occupied
households with a mortgage at the amount of 3,126 households.
The median family income based on the latest 5-year American Community Survey
estimates Auglaize and Mercer County at an average of $67,000. This amount is
higher than the $62,817 average for the state of Ohio. According to the Community
Health Improvement Plan completed by Mercer County, the county’s median
household income has dropped almost $3,000 since 2010. The median family income
is projected to increase by 1.77% per year in Mercer County and 1.47% per year in
Auglaize County for the next five years according to Ohio HomeTown Locator Data &
Group Rankings.
As of July 1, 2017, Mercer County was ranked #20 for median family income when
compared to the other 88 counties in Ohio, while Auglaize County was ranked #18.
Table 42 indicates the difference of the median family income when considering family
composition. Those with the highest earnings were married couples with children and
then married couples without children. The category with the least median family
income was single females with children.
Table 43 indicates the percentage of households receiving public assistance income.
Mercer and Auglaize Counties constitute 1.95% of the population receiving public
assistance income, still less than that of Ohio and the United States. On the other
hand, 42.79%, or 10, 082 families report a total annual income of $75,000 or greater in
both Auglaize and Mercer Counties as designated in Table 39.

Summary of Insurance & Benefits Data
The lack of health insurance is considered a key driver of health status. A reported
7.23% of individuals between the ages of 18-64 do not have medical insurance, with
the Hispanic/Latino ethnicity group leading this category by almost double for Ohio and
the United States, compared to Non-Hispanic Whites and Non-Hispanic Blacks as
demonstrated in Table 48.
Table 49 goes further to present the information of how the uninsured population
between the ages of 18-64 has been at a steady decline since 2010. However, there
is a national Healthy People 2020 for 100% of residents under the age of 65 to have
health insurance, and both counties are striving to meet this. After reviewing Auglaize
County’s Community Health Improvement Plan, it was found that 24% of those who
visit the ER had no primary care provider, and 7% used hospital ER as their usual
place of health care. The individuals most at risk are those earning an income of less
than $25,000, which makes up 17% of the population finding access to care.
Children under the age of 19 are also experiencing lack of medical insurance, but not
near as much as adults. Auglaize and Mercer Counties report 4.46% of the population
as being uninsured children. The transgression of uninsured children has decreased
since 2010 for not only the two counties, but for the state and national levels as well.
According to Table 53, all individuals 65 and older are insured in Auglaize and Mercer
Counties.
Of the 85, 854 individuals in the report area, 11, 397 individuals are receiving Medicaid
with a vast majority of those under the age of 18 as evidenced in Table 46. This is
exhibited with an average of 27.14% between the two counties, compared to 8.5% and
8.86% for the other two age categories of 18-64 and 65 and older respectively. After
review of Mercer County’s Community Health Needs Assessment, majority of the
residents with health insurance are receiving this through employment-based at a
reported 67.9%.
Ohio is ranked 40th in food insecurity, with 14.8% of households labeled food insecure.
This number has increased from the 10% reported for Auglaize County in 2012 by
Auglaize County’s Community Health Improvement Plan. The U.S. Department of
Agriculture says a household is food insecure when lack of money or other resources
reduced the food intake or disrupted the eating patterns of one or more household
members during the year. To help eliminate food insecure households nationwide, the
Supplemental Nutrition Assistance Program (SNAP) was established.

SNAP is a critical program for helping working families put food on the table. Just this
year in 2017, 714,319 households in the state of Ohio received SNAP. This is a
decrease from the 777,069 households just one year ago. 42% of SNAP recipients in
the year 2015 were children. In Auglaize and Mercer counties, it was reported that
9.34% of households were receiving SNAP benefits, lower than the state average of
15.03%.
The future of SNAP benefits for families and individuals in Ohio is looking unfavorable
and deficient anticipating the federal budget cuts totaling $193 billion over a 10 year
span. For the state of Ohio, the shift of fiscal responsibility would cost $599 million in
2023. This would especially harm large families, elderly people and people living in
areas with high unemployment. The House cuts are to appear in two phases:
immediately in 2018 and long term to 2027. If there are budget cuts, SNAP will not
support the local economy as efficiently as in the past. Households receiving SNAP
spend their benefits at local groceries, convenience stores, superstores, and farmers’
markets. SNAP retailers and businesses accepting SNAP benefits in Auglaize and
Mercer Counties, benefit from this business. In 2016, Ohio redeemed $2.4 billion in
benefits from SNAP retailers and businesses that accepted SNAP benefits.

Poverty is considered a key driver of health status. The following indicators are
relevant because poverty creates barriers to access including health services, healthy
food, and other necessities that contribute to poor health status. The Federal Poverty
Line (FPL) is a measure of income issued every year by the Department of Health and
Human Services (HHS). Federal poverty levels are used to determine your eligibility
for certain programs and benefits.
In Auglaize and Mercer Counties, 8.67% or 7,409 individuals are living in households
with income below 100% of the Federal Poverty Level (FPL). Of those 7,409
individuals, 2,317 of them are children. Individuals residing in households with
incomes below 200% of the FPL totaled 27.67% or 26,653 individuals for both counties
combined. This number is just slightly lower than the state average of 33.92%. Of
those 26,653 people living below 200% of the FPL, 7,264 or 34.01% of them are
children. Lastly, Table 60 illustrates the population of households with income below
50% of the FPL. For Auglaize and Mercer Counties this amount is reported at 3.26%.
Table 58 reflects on the population in poverty by race for the counties, state, and
United States. Both counties have small numbers of minority populations, however,
white individuals are the largest race with 6,994 individuals and next is African
Americans with 115. Of those 115, 44 of them are children and mainly all reside in
Auglaize County besides three. The next largest minority is Native Hawaiian/Pacific
Islanders with a total of 99 and 47 of them being children. It is important to note that all
99 of this population reside in Mercer County.
In Auglaize County married-couple families below the FPL is 3.0% compared to 22.9%
for female householders with no husband present. Similarly, in Mercer County married-
couple families below the FPL totaled 2.4% compared to 27.5% for female
householders with no husband present. The percentage of female householders with
young children under the age of 5 increased vastly to 52.0% and 48.3% for Auglaize
and Mercer Counties respectively.
Data shows that householders below the poverty level who are working in both
counties was a significantly higher number for a female headed householder versus a
married-couple family, whether part time, full time, or over the age of 65. For example,
in Mercer County a female householder who worked was 25.5% compared to a
householder in a married-couple family which came to 1.9%.
Historically, Ohio experienced its highest unemployment rate in January of 1983 with a
rate of 14.0. On the other hand, Ohio experienced their lowest rate of unemployment

in April of 2001. Employment is projected to increase to 609,400 for West Ohio, the
area containing both Auglaize and Mercer Counties. If this prediction is correct, this
would mean a 5.0% increase since the year 2014.
For ages 16 and older, the total unemployment in Auglaize and Mercer Counties was
1,722 people or 3.6%. Table 62 illustrates the average monthly unemployment rate for
July 2016-July 2017. As indicated in table, the months of January and February 2017
experienced the highest rates of unemployment for both counties and the lowest being
April and May 2017. With a rise in the unemployment rates for both counties in 2009-
2011, the counties have experienced a steady decline in the years since.

Physical Environment
A community’s health also is affected by the physical environment. A safe, clean
environment that provides access to healthy food and recreational opportunities is
important to maintaining and improving community health.
Food Access - Grocery Stores
This indicator reports the number of grocery stores per 100,000 population. Grocery
stores are defined as supermarkets and smaller grocery stores primarily engaged in
retailing a general line of food, such as canned and frozen foods; fresh fruits and
vegetables; and fresh and prepared meats, fish, and poultry. Included are
delicatessen-type establishments. Convenience stores and large general
merchandise stores that also retail food, such as supercenters and warehouse club
stores are excluded. This indicator is relevant because it provides a measure of
healthy food access and environmental influences on dietary behaviors.

Summary of Food Access Data
To examine food access we need to determine the number of grocery stores
accessible to the population in both Auglaize and Mercer Counties. Grocery stores are
defined as supermarkets and smaller grocery stores primarily engaged in retailing a
general line of food. Auglaize County has a total of 6 establishments and similarly
Mercer County has a total of 7 establishments. There are currently only 2 food banks
within Mercer County that provide fresh produce, after review of Mercer County’s
Community Health Improvement Plan.
The rate of grocery stores and supermarkets per 100,000 population from 2010-2015
remained the same for Mercer County at 17.15 and slowly declined each year for
Auglaize County. The number of SNAP-authorized food stores exceeds the number of
WIC-authorized food stores in both Auglaize and Mercer Counties. The WIC program
is a special supplemental nutrition program for women, infants, and children. While
Auglaize County has 30 retailers that accept SNAP benefits, the county only has 9 that
accept WIC benefits. Much like Auglaize County, Mercer County has 22 retailers who
accept SNAP benefits and also only 9 that accept WIC benefits.
Some of the population is known to be living in census tracts with no or low access to
healthy retail food stores. This is indicated in Table 67 and is referred to as the
Modified Retail Food Environment Index. As seen in the table, there are portions of
Mercer County that have no access to food, but Auglaize County does not experience
this problem. Auglaize County does however encounter a problem with access to
healthy food outlets, but Mercer County surpasses Auglaize County by double in this
area. Even though Mercer County has more healthy food outlets, their Community
Health Improvement Plan reports a total of 38.4% obesity rate, with a Healthy People
2020 goal of 30.5%.

Housing - Housing Unit Age
This indicator reports, for a given geographic area, the median year in which all
housing units (vacant and occupied) were first constructed. The year the structure was
built provides information on the age of housing units. These data help identify new
housing construction and measures the disappearance of old housing from the
inventory, when used in combination with data from previous years. This data also
serves to aid in the development of formulas to determine substandard housing and
provide assistance in forecasting future services, such as energy consumption and fire
protection.

Housing - LIHTC
The Low Income Housing Tax Credit (LIHTC) program gives State and local LIHTC-
allocating agencies the equivalent of nearly $8 billion in annual budget authority to
issue tax credits for the acquisition, rehabilitation, or new construction of rental housing
targeted to lower-income households. This indicator reports the total number of

Summary of Housing Data
The median home value of a home in Mercer County is valued at $141,846. According
to American FactFinder, the median monthly cost of rent in Mercer County is $653 and
the median monthly cost for an owner-occupied unit is $738. Majority, or 50.8% of the
rental units in Mercer County range between $500 to$799. A total of 47.4% of the
renters in Mercer County are female headed households who rent their homes and are
below the Federal Poverty Level. This is compared to only 6.3% of female headed
households that own their homes.
In Auglaize County, the median home value of a home is valued at $139, 260.
According to American FactFinder the median monthly cost of rent in Auglaize County
is $642 and the median monthly cost for an owner-occupied unit is $798. Same as
Mercer County, Auglaize County has a distinguished number of 48.6%, of renters who
pay the range of rent between $500-$799. The largest percentage of owner-occupied
housing units in Auglaize County pay between $1,000-$1,499. A total of 34.6% of the
renters in Auglaize County are female headed households who rent their homes and
are below the Federal Poverty Level. This is compared to the 10.9% of the females
who are head of their household and own their own home.
The Department of Housing and Urban Development reported the total number of
HUD-assisted housing units available to eligible renters as 367 for Auglaize and
Mercer Counties. The Section 8 Units was the majority of the assistance program that
was utilized for both counties with a total of 316 units or 0.43%.
The median year in which a housing structure, whether vacant or occupied, was built in
Auglaize County is the year 1968. Mercer County’s median year for housing units
being built is 1972. Table 72 illustrates that most of the homes in both counties were
constructed before 1960 and with under 300 per county after 2010.
The approval rate for loans originations for both Auglaize and Mercer Counties is
almost identical to the State and National Level rates of between 51.57%-55.72% as
seen on Table 76. The loan amount for these loans is also similar to the state average
as well. The highest percentage of home purchase loan originations for both Auglaize
and Mercer Counties fall into the category amount of $60,000-$119,999.
According to the American Community Survey Auglaize and Mercer Counties are both experiencing overcrowded housing. Crowded units for this report are considered crowded if any units have more than one occupant per room. In some instances,

households are having two or more persons per room. There are 232 overcrowded housing units in Auglaize County, and 178 in Mercer County.
In Auglaize and Mercer Counties, occupied housing units by both owners and renters
have reported a percentage of one or more substandard conditions. Auglaize County
is comprised of 21.56% of these housing units, while Mercer County is comprised of
20.94%. Majority of the housing units only had one condition, but an average of .64%
between the two counties had two or three conditions.
No housing units in Auglaize County contain 4 conditions, but there is 0.05% of
housing units in Mercer County under this number of substandard conditions. The
highest substandard condition occurring in the housing units was lacking complete
kitchen facilities. The second highest was lacking telephone service and the lowest
was lacking plumbing facilities. There is a reported 3,174 vacant housing units
between the two counties.

Summary of Transportation Data
Auglaize and Mercer Counties reported on the usage of the population using public
transportation as their primary means of commute to work. Auglaize County reported a
total of 50 individuals using public transportation to commute to work, while Mercer
County reported a total of 77. The two counties averaged 0.3%, which is much lower
than the 1.66% and 5.13% reported for Ohio and the United States respectively.
Auglaize and Mercer Counties have no public transportation options. The largest
provider for transportation in these two counties is WOCAP’s Colt Transportation.
WOCAP currently does not have the capacity to transport everyone to where they
need to go, and it is also very expensive. A Medicaid transport costs taxpayers $3.98
per mile, and a work transport cost $2.60 per mile. The ACS reports a total of 24,138
transportation dependent individuals in the report area.
The Transportation Coordination Plan (2017) prepared by the Regional Planning
Commission identified 25 public and private not-for-profit service transportation
providers operating within Allen, Auglaize and Mercer counties in 2016. The number of
demand response trips between Auglaize and Mercer counties totaled 249,591. The
number that was actually provided totaled 89,476 trips. There is a need in these
counties for on-demand transportation, such as Liberty Mobility, that is more cost
effective and that can operate 24/7 for individuals needing to meet requirements of the
local employment industries work schedules for entry level positions. The cost for this
service is only $1.00 per mile and individuals can share the cost of those miles.
