Background and constraintsIn January 2010 South Cambridgeshire District Council identified land within South Cambridgeshire and adjoining Darwin Green One for residential development.
The aim is to provide a sustainable, housing-led urban extension which ensures separation from the villages of Girton, Histon and Impington. Barratt Homes has already submitted a Scoping Report to South Cambridgeshire District Council to agree the structure and content of the Environmental Impact Assessment which is required for any application of this nature.
It is anticipated that an outline application will be submitted to South Cambridgeshire District Council in July 2013.

The scheme is required by Policy to include:
• Approximately 1100 homes, with a good mix of house types, sizes and tenures, including the provision of affordable housing
• Community facilities and infrastructure, including a secondary school, primary school, local shopping, outdoor sports facilities, open space and allotments, some of which are already being provided in the Cambridge City Darwin Green One development
• Highway capacity on the A14 between Girton and Milton
• Access points on Huntingdon Road and Histon Road as already dealt with through the Darwin Green One development
• Sufficient parking provision in line with Planning Policy
• Use of sustainable transport modes with a strong network of cycle and footpath links to neighbouring areas
• Landscaping that respects the Green Belt setting of Cambridge and view of key features in the City
• A sustainable drainage system which links to the scheme already agreed for Darwin Green One
• Details of a management strategy for services and facilities provided
• Noise and air quality assessments of issues arising from traffic on the A14
• A construction strategy to avoid construction vehicles travelling through existing residential areas of Cambridge and nearby villages

Emerging landscape strategy Darwin Green Two promotes a significant quantity of public open space. Contained within the public open space are a series of water courses, woodlands, wildflower meadows and habitat corridors which connect with Darwin Green One and the wider landscape.
Within the landscape a variety of sports pitches, play facilities and allotments are further complimented by a generous Country Park for informal recreation. Existing water courses provide enhancement opportunities to promote new ecological habitats and improved biodiversity whilst a potential bund screening the A14 encourages opportunities for new viewpoints of the immediate and broader landscape.

Existing ecologyThe habitat map, produced by ecologists assessing the ecological and biodiversity importance of Darwin Green Two, shows that a majority of the site is intensively managed arable land that supports mainly cereal crops, temporary grassland and small areas of fallow arable land.
Much of the arable land possesses wide margins of uncultivated improved grassland that are often used as vehicle access tracks. Some of the field boundaries have intact hedgerows and/or drainage ditches. The majority of the hedgerows are species-poor, and in general terms the habitats present are of limited botanical and nature conservation value.
Animal species that have been shown to utilise the site include farmland birds such as sky lark, linnet and yellow hammer, and a breeding pair of barn owl that utilise a nest box within the site. Small numbers of badger commute across and forage within the site, and common and soprano pipistrelle bat species make regular use of hedgerows and tree lines for foraging.
Strategies for ecological mitigation and enhancement to minimise adverse development effects and enhance biodiversity are being developed in consultation with the South Cambridgeshire District Ecologist.

Emerging drainage strategySurface Water
• The surface water strategy for Darwin Green Two is based upon the stringent design parameters used and approved as part of the Darwin Green One development.
• The strategy is based upon a positive drainage system which restricts surface water runoff from the site during peak storm events to less than the natural Greenfield runoff. This is achieved by introducing flow controls in the system that reduce the peak flows during the storm event.
• Given the high ground water levels during certain times of the year, no allowance has been made for any infiltration. The surface water design will improve water quality and manage the flows through the system via a cascade of Sustainable Urban Drainage System facilities known as a treatment train.
• The surface water from the built development will discharge under gravity into Awarded Drain No.1 (164) following the existing topography via a series of drainage techniques consisting of permeable paving (at source), urban channels, traditional pipes and feature attenuation ponds which provide the final part of the treatment train. Awarded Drain 7 (359) located in the northwest corner of the site will be diverted together with the existing ditches within the sports pitch area to enhance the landscape.
• The Darwin Green One attenuation pond will be relocated forming part of the Darwin Green Two, pond 2.
Foul Drainage
• The foul drainage from the Darwin Green Two development will discharge under gravity via upgraded pipework along Blackhall Road to the existing Anglian Water pumping station in Hazelwood Close.
• The existing pumps will be upgraded and a new rising main provided along the Histon Road from the existing pumping station to the final discharge point which is located at the junction of Windsor Road/Histon Road.
• All offsite works will be designed and constructed by Anglian Water with the onsite new and modified works being undertaken by the Developer under S104 and S185 Agreements.

Transport Pedestrian Routes
• The routes proposed will provide safe and attractive corridors free of obstacles.
• Pedestrian links will be provided to Girton, Histon and Cambridge via the Darwin Green One links at Blackhall Road, Brownlow Road, the Histon Road Link, Windsor Road, Whitehouse Lane and the Huntingdon Road non-vehicular link. These routes within the development will take priority over motor vehicles that will be restricted to a maximum 20mph speed.
Cycle Routes
• Darwin Green Two will provide direct routes for commuter cyclists to key destinations and direct cycleway linkage to Girton, Histon and Cambridge via the orbital cycleway which forms the boundary between Darwin Green One and Darwin Green Two.
Street Network
• The sites road network will be designed in accordance with Manual for Streets with a target design speed of 20mph (maximum). Vehicle speeds will be limited with the introduction of safe, legible traffic calming features.
• The detailed geometry will be based upon road cross-sections agreed with Cambridgeshire County Council for Darwin Green One with widening being provided to suit vehicle tracking requirements. The road network will consist of a clear hierarchy of streets linking into Darwin Green One at two locations.
Public Transport
• The proposed direct bus route from Histon Road to the Huntingdon Road running through the Darwin Green One development will be extended into Darwin Green Two utilising the Primary Street Loop. This will provide easy access encouraging its use particularly for the schools which benefit from public transport frontage.

Noise and air qualityNoise
The site will have an appropriate buffer zone and landscaped bounding separating it from the A14, and it is also largely screened from other local sources of traffic noise, which will minimise noise effects. The new development will also provide additional screening for some existing dwellings against distant noise from the A14.
The site layout will place sensitive garden areas behind the new dwellings, which will further reduce the outdoor noise levels within private amenity areas and enable relevant noise standards to be met.
Internal noise levels will be mitigated using appropriate window designs coupled with acoustic ventilation where necessary, thereby enabling a ‘good’ internal standard as defined by British Standard 8233.
All noise calculations have been based upon worst case 15-year design factor for traffic growth and assume that the existing noise contribution from the A14 will increase.
Air Quality
The allocated land at Darwin Green Two lies entirely outside the Council’s designated Air Quality Management Area (AQMA) alongside the A14, even under worst case weather conditions. Therefore, the air quality on the site is fully acceptable for residential development as all air quality objectives are met across the entire site and there is no requirement for any mitigation measures.
Public footpaths would be acceptable at various locations within the landscaped buffer area, including land within the AQMA, since users of such paths would only be present for relatively short periods of any day and would not be exposed to air pollution over the time periods that air quality objectives might be exceeded, i.e. 1 year in the case of the annual mean nitrogen dioxide (NO2) or 24-hours in the case of particulate matter (PM10).

Health and Community benefitsDarwin Green Two will provide a number of community benefits and facilities both in the development itself and within the wider area which are currently the subject of detailed discussions with South Cambridgeshire District Council. The facilities such as sport pitches, public open space, and well integrated pedestrian and cycle routes will facilitate and encourage residents to maintain an active and healthy lifestyle. The benefits are likely to include the on-site provision of:

Darwin Green One updateThe Cambridge Fringes Joint Development Control Committee first resolved to grant planning permission for Darwin Green in July 2010.
Although a resolution to grant was given by the Committee in 2010, the planning permissions will not be issued until Barratt Homes, the landowners and the three local authorities sign a Section 106 agreement. Discussions remain ongoing and will be completed imminently.
The outline planning application submitted to Cambridge City Council and the detailed planning application submitted to South Cambridgeshire District Council include:
• 1,593 homes, including 40% affordable homes
• Primary school with Children’s Centre
• Up to six small units for mixed retail / service use
• A centrally located park with open space for both informal use and outdoor sport facilities.

• Vehicular access from Huntingdon Road and Histon Road
• A balancing pond
Following the results of a trenching exercise carried out on the Darwin Green One (NIAB 1) site in early 2008, areas of archaeological interest were identified which would need to be subject to additional investigation.
In September last year, Albion Archaeology began the further investigations across the site. So far the findings have been interesting and include Roman coins, a fully intact Roman pot, a selection of iron and bronze age objects and a few human remains.
Their findings have now been extracted from the site and sent to various specialists around the country for further analysis. This analysis will take some time but will hopefully allow Albion to put together a clearer picture of what life would have been like on the site some 2000 years ago.
ARCHAEOLOGY
Jane Watt has been selected as this artist in residence for Darwin Green One. Jane is an artist who has made work in the public realm for almost twenty years. She is inspired by everyday materials, situations, conversations and spaces.
Past projects include changing the skyline of Shoreditch, East London with a flock of one hundred artificial birds on a city roof, trying to make a straight rainbow on the Pentland Hills in Scotland, creating a taste of summer in mid-winter on the streets of Helsinki and getting hundreds of people to dance under magenta spotlights in forgotten corners of north London.

Sustainability The Sustainability strategy for Darwin Green 2 is being developed around a wide range of sustainability issues. Our approach will minimise the environmental impacts during both construction and operational phases of the development whilst ensuring that natural resources are used responsibly:
• All dwellings on the Darwin Green site will be designed to achieve Code for Sustainable Homes level 4.
• The schools will be designed to achieve a minimum of a BREEAM ‘Very Good’ rating.
• The site wide energy strategy will be based on a best practice fabric first approach as follows:
–Minimisation of the energy demand of the scheme through passive design measures, energy efficient building fabric and systems
–Use of the most suitable Low and Zero Carbon systems (LZC) suitable for the scheme. Photovoltaics modules located on unshaded roof areas are expected to be used for most dwellings of the scheme.
–All dwellings will achieve Code for Sustainable Homes level 4 energy standards which is a 25% Improvement over Building Regulations 2010.
• Water efficient fittings and potential use of rainwater harvesting / greywater recycling to minimise potable water use.
• Materials selected based on the BRE Green Guide to Specification to minimise their environmental impact.
• Internal and external recycling bins provided for all dwellings.
• Very good environmental practice at construction site.
• Restoration, protection and enhancement of ecology and biodiversity on site.
• Cycle storage space provided for all dwellings. Safe cycle and pedestrian routes designed along the landscaping strategy.
