Army Ordnance employees approach Dr Jitendra for DoPT intervention Excelsior Correspondent NEW DELHI, May 17: A del- egation of Army Ordnance Employees today approached Union Minister of State (Independent Charge) of the Ministry of Development of North Eastern Region (DoNER), MoS PMO, Personnel, Public Grievances & Pensions, Atomic Energy and Space, Dr Jitendra Singh, and sought the intervention of the Department of Personnel & Training (DoPT) for their pending service matters. The members of the delega- tion, led by Arvind Singh, General Secretary of the organisation, claimed that they represented the employees of the Army Ordnance Corps spread all over the country and appreciated the manner in which the DoPT Minister Dr Jitendra Singh had promptly given them an appointment to listen to their grievances. They took up the plea to accord DoPT approval for Draft Recruitment Rules Relaxation in Recruitment Rules for the post of Material Manager of Material staff of Army ordnance Corps in the Ministry of Defence. The delegation also submitted a memorandum to the Minister wherein it was stated that the Ministry of Defence had sent a proposal for revision of the exist- ing Recruitment Rules (SRO-7 of 14th January 2005) for the post of Senior Material Assistant of Army Ordnance Corps. The DoPT, according to them, had initially made some observations and sent back the proposal, suggesting that there should be some element of direct recruitment. The members of the delegation submitted that the last cadre review had taken place on 7th August 2015, i.e. more than two- and-a-half years ago, but for want of revised recruitment rules, the promotional posts are still lying unfilled. They requested that a realistic view may be taken and accordingly, revised recruitment rules may kindly be finalized, so that this offers relief to the employees. Dr Jitendra Singh gave a patient hearing to the members of delegation. He said, he will find out what were the observations made in response to the proposal from the Ministry of Defence. After receiving an update on the current status of the proposal, he said, he would issue directions for appropriate action. Tassaduq reviews developmental scenario in Pahalgam Excelsior Correspondent PAHALGAM, May 17: Minister for Tourism Tassaduq Hussain Mufti today convened a meeting of officers to review development works being exe- cuted by various agencies in Pahalgam. MLA Pahalgam Altaf Ahamd Wani, Vice Chairman JKTDC Rafi Ahmad Mir, Secretary Tourism Rigzin Samphel, Chief Executive Officer Pahalgam Development Authority Mushtaq Ahmad Simnani and other officers of Tourism, PDA and district administration attended the meeting. The Minister stressed upon the need for improved coordi- nation among departments including PDA, PWD R&B, UEED, PHE, PDD, Health, Education and Tourism Department so that targets are achieved within stipulated time. He said the proposed 'Pahalgam Master Plan' needs to be in sync with court dirtec- tions and in conformity with fragile ecosystem of the area. The Minister directed the con- cerned for finalizing report within the time period of 40 days. Mufti took a serious note of various issues which include filling of River Lidder at Yenner and Nunwan, widening of Khanabal Pahalgam Road, extraction of River bed materi- al, plantation at Pahalgam, and directed for taking concrete measures to improve the infra- structural and sanitation sce- nario in the area. The Minister laid stress on scientific disposal of waste, sanitation and waste segrega- tion process at source, besides activating of Enforcement Wing of Municipal Commission Pahalgam for curbing the men- ace of throwing garbage on the river bank, road side, and in the forest area. He also asked concerned for preparing a road map for vari- ous ingenious plant species plantation and causes of forest fires with remedial measures being taken by the Forest Department to avoid such inci- dents in future. Emphasizing on the need for sustainable development with- out harming ecology, flora and fauna of the area, the Minister directed the concerned officials for taking action against people involved in harming ecology and environment. He sought details regarding conservation of water reser- voirs at Pahalgam and directed the PHE officials for installing mesh type roofing of over water sources without any further delay so that wild animals would not contaminate the drinking water sources. Besides, directing for fur- nishing test reports of STP Pahalgam on regular basis, the Minister also sought detailed water quality analysis reports and directed for conducting regular water quality tests to keep check on the quality of drinking water being supplied in the area. He asked for regular check- ing of hotel STPs to monitor quality of sewage treatment and management of solid waste. Earlier, the Minister visited various schools in the Pahalgam vicinity and directed the concerned officials to strengthen the existing infra- structure in schools. Later, the Minister also con- vened a public meeting to inter- act with the local tourism stock- holders and gave patient hear- ing to the grievances and issues raised by them. Excelsior Correspondent JAMMU, May 17: Division Bench of State High Court comprising Justice Alok Aradhe and Justice Sanjay Kumar Gupta today issued various directions in a Public Interest Litigation filed by Sumit Nayyar seeking security of court complex. When the matter was taken up, counsel for the respondents submitted that out of an amount of Rs 627.38 lakh, only a sum of Rs 100 lakh has been sanc- tioned and released to the Public Works (R&B) Department, which has already started the construction of the boundary wall around High Court and District Courts Complex. It was further submitted that 300 meters of boundary wall has already been constructed and the remaining work shall be completed within a period of three months from today. However, Senior Advocate Sunil Sethi with Advocate Sumit Nayyar appearing for the PIL submitted that the respon- dents have installed only 24 CCTV cameras in the High Court Complex at Jammu and no CCTV camera has been installed in the District Courts Complex, Jammu where more than 100 CCTV cameras have to be installed. It was further submitted by the senior counsel for the peti- tioner that fire extinguishers have also not been installed. “Neither judicial lock-ups nor any separate room for storage of ammunition has been con- structed. Even the machine for swiping the electronic security cards has not been installed”, the counsel for the petitioner said. In response, Rohit Kapoor, Additional Advocate General along with Chief Prosecuting Officer, Aliq Ahmed Dar stated that two scanners have already been sanctioned and X-ray bag- gage scanners shall be installed within a period of one month from today at the points from where the litigants and the advocates enter District Courts premises. With regard to remaining aspects, DB asked Additional Advocate General to seek instructions and make a state- ment in this regard. At this stage, senior counsel for the petitioner submitted that some senior citizens and differ- ently abled persons use facility of lift in the High Court premis- es. However, on account of power failure at several times, the lift gets stuck up in the absence of power back-up as such inverter is required to be provided to make the lift func- tional. Upon this, Division Bench directed Chief Engineer, Mechanical Division of the State Government to ensure that an inverter is installed within a period of 15 days from today in order to ensure smooth func- tioning of the lift. CCI asks hoteliers not to pay electricity bills for month of April Excelsior Correspondent JAMMU, May 17: Jammu Chamber of Commerce and Industry has advised all the hotel owners not to pay electric- ity bill raised by PDD for the month of April 2018 in contra- vention of the budget announce- ment. Decision in this regard was taken during an urgent meeting convened at Chamber House to review the non implementation of budget announcement regarding charging of Industrial Electricity Tariff from the hotels across the State. The Chamber president Rakesh Gupta, in consultation with his office bearers decided to advise all the hotel owners not to pay electricity bills and also sent out an urgent commu- nication to the Finance Minister Sayed Mohd. Altaf Bukhari reminding him of the budget announcement that the electrici- ty tariff to be charged from the hotels across the State shall be at the same cost as being billed to the industries. “We would like to submit that the PDD has already raised the bills to the hotels for the month of April 2018, but the Jammu Chamber of Commerce & Industry is going to advise all the hoteliers not to make pay- ments against such bills received as per non industrial electric tariff,” the Chamber communication reads request- ing the Minister to issue proper SRO announcing industrial electricity tariff to be charged from the hotels at an early date with retrospective effect from 1st April 2018. Union Govt has surrendered to dictates of Mehbooba: Harsh Excelsior Correspondent JAMMU, May 17: Disagreeing with the dangerous announcement of a unilateral ceasefire by the Union Home Minister, during the current month, scores of Panther activists led by Harsh Dev Singh Chairman, JKNPP and Yash Paul Kundal State president Young Panthers staged a protest demon- stration at Exhibition Ground here, today. The protesters while oppos- ing the ceasefire declaration in the backdrop of encounters and civilian killings in Kashmir, torched the effigy of the BJP for putting the life of the security personnel at risk in the Valley. They accused the Saffron Party of appeasing Chief Minister, Mehbooba Mufti merely to keep the 'dirty alliance' intact in the State. Lambasting the BJP led Central Government for placat- ing the separatists of the Valley, Harsh Dev Singh said that it had been evident from the Saffron Party's incongruous stand over unilateral ceasefire that there was a dichotomy between MHA and MoD on the issue. "India's Defence Minister Nirmala Sitharaman only recently backed Gen. Bipin Rawat's stand that a unilateral ceasefire demanded by Chief Minister, Mehbooba Mufti was not a feasible option as the Indian Army had to "firmly han- dle" any terrorist activity that threatened the peace and harmo- ny of the State. All of a sudden yesterday, the Home Minister, Rajnath Singh announcing one sided truce had raised eyebrows of the defence personnel besides billions of nationalist Indians who were feeling extremely demoralized and disparaged by the dangerous decision of the GoI. Its inability to snub the PDP's demand of unilateral ceasefire against the militants had proved that BJP could digest any muck for power", Harsh said. Accusing the BJP of running with the hare and hunting with hound, Singh said that its duplic- ity and opportunist politics over the declaration of unilateral ceasefire had put the life of defence personnel in jeopardy and posed a serious threat to the peace and the national security. Endorsing the stand of Indian Army against the unilateral ceasefire, Harsh asked who would stand guarantee that there would be no attacks from the other side. He said that with no guarantors on a cessation of vio- lence from the other side, the said decision of GoI would make the security forces cannon fodder for the militants and the berserk mobs in the Valley. Yash Paul Kundal, while asserting that terrorists had no religion, said that those who can attack children aged four years and the tourists could never be expected to have any feelings whether it was a holy month of Ramzan or a holy pilgrimage. On the State wide strike call given by All J&K Patwar Association, a large number of Girdawars and Patwaries assem- bled today at DC office and raised slogans against the Government for ignoring their demands. The speakers said that they were assured of fulfilling their demands many times in the past by the concerned authorities but every time they were cheated and compelled to chose the path of agitation. Tassaduq reviews developmental scenario in Pahalgam

PAHALGAM, May 17:Minister for Tourism TassaduqHussain Mufti today conveneda meeting of officers to reviewdevelopment works being exe-cuted by various agencies inPahalgam.

MLA Pahalgam AltafAhamd Wani, Vice ChairmanJKTDC Rafi Ahmad Mir,Secretary Tourism RigzinSamphel, Chief ExecutiveOfficer Pahalgam DevelopmentAuthority Mushtaq AhmadSimnani and other officers ofTourism, PDA and districtadministration attended themeeting.

The Minister stressed uponthe need for improved coordi-nation among departmentsincluding PDA, PWD R&B,UEED, PHE, PDD, Health,Education and TourismDepartment so that targets areachieved within stipulated time.

He said the proposed

'Pahalgam Master Plan' needsto be in sync with court dirtec-tions and in conformity withfragile ecosystem of the area.The Minister directed the con-cerned for finalizing reportwithin the time period of 40days.

Mufti took a serious note ofvarious issues which includefilling of River Lidder atYenner and Nunwan, wideningof Khanabal Pahalgam Road,extraction of River bed materi-al, plantation at Pahalgam, anddirected for taking concretemeasures to improve the infra-structural and sanitation sce-nario in the area.

The Minister laid stress onscientific disposal of waste,sanitation and waste segrega-tion process at source, besidesactivating of Enforcement Wingof Municipal CommissionPahalgam for curbing the men-ace of throwing garbage on theriver bank, road side, and in theforest area.

He also asked concerned forpreparing a road map for vari-ous ingenious plant speciesplantation and causes of forestfires with remedial measuresbeing taken by the ForestDepartment to avoid such inci-dents in future.

Emphasizing on the need forsustainable development with-out harming ecology, flora andfauna of the area, the Ministerdirected the concerned officialsfor taking action against peopleinvolved in harming ecologyand environment.

He sought details regardingconservation of water reser-voirs at Pahalgam and directedthe PHE officials for installingmesh type roofing of over watersources without any furtherdelay so that wild animalswould not contaminate thedrinking water sources.

Besides, directing for fur-nishing test reports of STPPahalgam on regular basis, theMinister also sought detailedwater quality analysis reportsand directed for conductingregular water quality tests tokeep check on the quality ofdrinking water being suppliedin the area.

He asked for regular check-ing of hotel STPs to monitorquality of sewage treatment andmanagement of solid waste.

Earlier, the Minister visitedvarious schools in thePahalgam vicinity and directedthe concerned officials tostrengthen the existing infra-structure in schools.

Later, the Minister also con-vened a public meeting to inter-act with the local tourism stock-holders and gave patient hear-ing to the grievances and issuesraised by them.

JAMMU, May 17: DivisionBench of State High Courtcomprising Justice Alok Aradheand Justice Sanjay KumarGupta today issued variousdirections in a Public InterestLitigation filed by SumitNayyar seeking security ofcourt complex.

When the matter was takenup, counsel for the respondentssubmitted that out of an amountof Rs 627.38 lakh, only a sumof Rs 100 lakh has been sanc-tioned and released to thePublic Works (R&B)Department, which has alreadystarted the construction of theboundary wall around HighCourt and District CourtsComplex.

It was further submitted that300 meters of boundary wallhas already been constructedand the remaining work shall becompleted within a period ofthree months from today.However, Senior AdvocateSunil Sethi with AdvocateSumit Nayyar appearing for thePIL submitted that the respon-dents have installed only 24CCTV cameras in the HighCourt Complex at Jammu andno CCTV camera has beeninstalled in the District CourtsComplex, Jammu where morethan 100 CCTV cameras haveto be installed.

It was further submitted bythe senior counsel for the peti-tioner that fire extinguishershave also not been installed.

“Neither judicial lock-ups norany separate room for storageof ammunition has been con-structed. Even the machine forswiping the electronic securitycards has not been installed”,the counsel for the petitionersaid.

In response, Rohit Kapoor,Additional Advocate Generalalong with Chief ProsecutingOfficer, Aliq Ahmed Dar statedthat two scanners have alreadybeen sanctioned and X-ray bag-gage scanners shall be installedwithin a period of one monthfrom today at the points fromwhere the litigants and theadvocates enter District Courtspremises.

With regard to remainingaspects, DB asked AdditionalAdvocate General to seekinstructions and make a state-ment in this regard.

At this stage, senior counselfor the petitioner submitted thatsome senior citizens and differ-ently abled persons use facilityof lift in the High Court premis-es. However, on account ofpower failure at several times,the lift gets stuck up in theabsence of power back-up assuch inverter is required to beprovided to make the lift func-tional.

Upon this, Division Benchdirected Chief Engineer,Mechanical Division of theState Government to ensure thatan inverter is installed within aperiod of 15 days from today inorder to ensure smooth func-tioning of the lift.

CCI asks hoteliers not to pay electricity bills for month of April

JAMMU, May 17: JammuChamber of Commerce andIndustry has advised all thehotel owners not to pay electric-ity bill raised by PDD for themonth of April 2018 in contra-vention of the budget announce-ment.

Decision in this regard wastaken during an urgent meetingconvened at Chamber House toreview the non implementationof budget announcementregarding charging of IndustrialElectricity Tariff from the hotelsacross the State.

The Chamber presidentRakesh Gupta, in consultationwith his office bearers decidedto advise all the hotel ownersnot to pay electricity bills andalso sent out an urgent commu-nication to the Finance MinisterSayed Mohd. Altaf Bukharireminding him of the budget

announcement that the electrici-ty tariff to be charged from thehotels across the State shall beat the same cost as being billedto the industries.

“We would like to submitthat the PDD has already raisedthe bills to the hotels for themonth of April 2018, but theJammu Chamber of Commerce& Industry is going to advise allthe hoteliers not to make pay-ments against such billsreceived as per non industrialelectric tariff,” the Chambercommunication reads request-ing the Minister to issue properSRO announcing industrialelectricity tariff to be chargedfrom the hotels at an early datewith retrospective effect from1st April 2018.
