this year’s competition as allegations thatOld Spanish Days allowed a competitorwho did not meet the requirements intothe competition surfaced.Judges proclaimed 12-year-old Sadee

Five years after a mentally ill student gunned down 32 peopleat Virginia Tech, the university held classes on Monday for thefirst time on the anniversary of the country's deadliest massshooting and 10,000 mourners attended a nighttime vigil.School officials said resuming classroom instruction on the
anniversary of the April 16, 2007, rampage was another way tohonor the memory of the students and staff killed.Freshman Jessie McNamara wasn't on campus at the time, but
said she remembered the exact moment the shooting occurred.Two girls from her high school were among the victims, she said."It was really hard, but we got through it," she said, her voice
choking with emotion.On Monday, McNamara stopped at the April 16 Memorial on
the Blacksburg, Virginia, campus to say a prayer for her twofriends. Though she thinks of the shooting every time she passesthe memorial, she said she feels secure at the school.
Neighbors of George Zimmerman say he had bandages on hisnose and head the day after he shot dead Trayvon Martin, sup-porting statements by the neighborhood watch volunteer that hewas beaten in a confrontation with the black Florida teenager.The extent of Zimmerman's injuries could be crucial to his
legal defense under Florida's "Stand Your Ground" self-defenselaw, which allows the use of deadly force when someone has thereasonable belief he could face death or great bodily harm.Police said Zimmerman, who has been charged with second-
degree murder in the racially charged case, was bleeding from thenose and the back of his head and was treated by medics beforebeing taken to Sanford police station after the February 26 shoot-ing.But public doubts were later raised by the release of a grainy
surveillance video from the police station in which no injurieswere readily visible.
Sailors reeling after accidentOne day after rescuers halted a search for four sailors swept
overboard during a yacht race off San Francisco, stunned mem-bers of the close-knit sailing community struggled on Monday tocome to grips with a loss they called "devastating."The body of 46-year-old Marc Kasanin was recovered by the

Arrest made in stabbingThe Santa Barbara Police Department
has arrested four people after a Fridaystabbing on the Mesa.A 40-year-old man was stabbed and
treated at Cottage Hospital. He is in"extremely critical condition," authori-ties said. A second victim, a 23-year-oldman, was also stabbed. He was treatedand released from Cottage Hospital.The two victims were attending a
party on the 1000 block of Del MarAvenue when they became involved inan argument with several other people atthe party. The men then got involved a fight,
which led to the stabbing, authoritiessaid.The suspects ran away from the fight.
With the help of eyewitness accounts,detectives obtained arrest and search
warrants. Teams of detectives conductedsearches at several Santa Barbara arealocations, leading to the arrests. Thepolice have not yet released the names ofthose arrested, but their ages range from22-24.Anyone with information about this

Romney gaining on ObamaWASHINGTON (Reuters) - President
Barack Obama's lead over Mitt Romneyhas narrowed to 4 percentage points from11 points a month ago, now that Romneyhas established himself as the probableRepublican presidential nominee,according to a Reuters/Ipsos pollreleased on Monday.Obama was backed by 47 percent of
registered voters in the telephone poll con-ducted from April 12-15, compared with43 percent who supported Romney. In thesame poll conducted March 8-11, Obamaled Romney by 52 percent to 41 percent.In what could be a problem for Obama
in the November 6 election, 53 percent ofregistered voters said jobs and the econ-omy were the most important issue in thepresidential election campaign, andslightly more - 45 percent - ratedRomney higher in that area than the 43percent who favored Obama."Obama has had to preside over a real-
ly tough economy. ... People are sort ofdinging him for it and that's really what'sgoing to make this a competitive race,"said Chris Jackson, research director atIpsos public affairs.During the 2008 presidential cam-
paign, Obama led his Republican rivalJohn McCain by a much larger margin,52 percent to 40 percent, on jobs and theeconomy, as the Democrat won the elec-tion.

Spanish Days to allow Broida to compete, butnow that she’d won it made the situation muchworse.“I had students on my shoulder tearing up
not because they lost, but because they knew,”Cuevas said.Cuevas said the Spirit and Junior Spirit are
supposed to be role models for youth in SantaBarbara County. But if the Junior Spirit didn’tplay by the rules, it doesn’t set a good exam-ple. “It shows the other girls that in order to win
you have to lie and cheat,” Cuevas said.Adrianne Nuñez, who’s been involved with
Fiesta for 20 years and whose children havewon past Spirit competitions, also said Broidashould have been disqualified. 12-year-oldshave an extra year to practice. Letting Broidacompete gave her an unfair advantage andsends the wrong message to other participants. “When they found out they should have
pulled her,” Nuñez said. “The rules are therules.”Both Cuevas and Nuñez pointed out a sec-
ond 12-year-old girl had also been permitted togo forward but backed out after realizing theage limits.The award sparked outrage across social
media sites, forcing Old Spanish Days to mod-erate postings and issue a correction. One
comment left by Christie Onan Broesamleread, “You really should listen to your commu-nity, not just your checks.”The McCollum family, whose daughter
Jesalyn McCollum won the runner-up forJunior Spirit, released a statement urging a twoSpirit solution. The McCollums said Broidaand Jesalyn had become friends over the yearsand they didn’t want to change that.“Jesalyn does not want to see her friend
stripped of her title or hurt in any way,”McCollum said in the statement.The McCollums suggested Old Spanish
Days make an apology to the contestants, haveboth girls participate in Fiesta events andannounce a third place winner to dance in therunner-up position.“Jesalyn would be honored to hold this
reign with her friend Sadee Broida and bothgirls could bring integrity back to the OldSpanish Days Organization and the Spirit ofFiesta,” the statement said.Paloma Rios, dance instructor for Broida,
said the process had been fair and honest, butdeclined to comment further. Daily Soundattempts to contact the Broida family and theirattorney were unsuccessful. When contacted Old Spanish Days repre-
sentative Kathryn McKee released a statementsaying OSD understood the concerns andwould be looking into the matter.“We are aware that there is concern over the
young woman who won the Junior Spirit posi-tion on Saturday – there are two sides to thecontroversy, and Old Spanish Days has beenworking diligently to gather additional facts sothat we can put this to rest,” the statement said.

OCCUPYDEAR EDITOR: Re: letter of Mr.
Marty Olson (“A Response” DailySound 4.4.12). Mr. Olson misrepresentsthe city ordinance in regards to occupy-ing public areas after 11:00PM. Heimplies that the ordinance against camp-ing applies specifically and only to DeLa Guerra Plaza. This city ordinanceapplies to ALL people in ALL publicareas. To pretend otherwise, is littlemore than an attempt to bolster one'sspecious arguments by ignoring thefacts.I doubt that anyone on either side of
this debate has a problem "distinguishingpeople that wait in line to buy a phone"from those who camped out at De LaGuerra Plaza. But, nowhere in Mr.Olson's letter did he propose repeal of the14th Amendment to the U.S.Constitution which makes no such dis-tinction! It guarantees "equal protectionof the laws" without exception. I'm at aloss as to why some find this term soconfusing or not relevant to their ownlives.
Regarding the appearance of unequalenforcement of the law, Mr. Olson states"people that camp out in unauthorizedareas are first asked to leave and iftheyrefuse, they are arrested." The ques-tion remains, why are some who violatethe same city ordinance asked to leavewhile others are not?It certainly has nothing to do with the
availability of public restrooms as thewriter would like us to believe. The lack,thereof, would also apply to those whocamped out on the sidewalks in front ofthe Apple store.As to Mr. Olson's last comment, "A
KOA campground would be better suitedfor the occupiers." Which occupiers?Would this apply only to those at De LaGuerra Plaza or would it include thosewho illegally camped out at the Applestore, as well? Equal or not? This is aneasy one.

I loved the intrigue here. I loved the
touches of twisted wit. Reading “AnAccidental Affair” is, in fact, like chew-ing on ambrosia-coated sandpaper: it’sgritty, but oh-so-very tasty and if youneed a copy of it for your own, youneed to get to your library or bookstorenow.Because that’s where you’ll get

PUBLIC NOTICE IS HEREBYGIVEN that the City of Goleta(“City”), invites sealed bids for the above stated project andwill receive such bids in the Office of the City Clerk, 130Cremona Drive, Suite B, Goleta, California 93117, up tothe hour of 2:00 P.M. on May 7, 2012, at which time theywill be publicly opened and read aloud. Faxes or any electronicformat are not acceptable. Copies of the Contract Documentsand Specifications are available from the CITY, 130 CremonaDrive, Suite B, Goleta, California 93117 upon payment of a$30.00 non-refundable fee if picked up, or payment of a $45.00non-refundable fee, if mailed.
The work includes all labor, material, supervision, and equipmentnecessary to construct and deliver a finished Playground Project,including removal of existing playground equipment, site grading,installation of new playground equipment, and installation ofan approved rubberized safety surface with a concrete curbborder in the new play area per the project plans and specificationsat the Evergreen Open Space in the City of Goleta, CA.Any contract entered into pursuant to this notice willincorporate the provisions of the California Labor Code.Compliance with the prevailing rates of wages andapprenticeship employment standards established by the StateDirector of Industrial Relations will be required. Affirmativeaction to ensure against discrimination in employment practiceson the basis of race, color, national origin, ancestry, sex, orreligion will also be required. The CITY hereby affirmativelyensures that all business enterprises will be afforded fullopportunity to submit bids in response to this notice and willnot be discriminated against on the basis of race, color, nationalorigin, ancestry, sex, or religion in any consideration leadingto the award of contract.
Bidsmust be prepared on the approved bid forms in conformancewith the “Supplemental Bidding Instructions” and the GeneralProvisions and submitted in a sealed envelope plainly markedon the outside, “SEALED BID FOR EVERGREEN OPENSPACE PLAYGROUND PROJECT, DO NOT OPEN WITHREGULARMAIL.” The bid must be accompanied by certifiedor cashier’s check, or bidder’s bond, made payable to theCity. The bid security shall be an amount equal to ten percent(10%) of the total maximum amount bid with their proposalsas required by California law.
A contract may only be awarded to the lowest responsive andresponsible bidder that holds a valid Class “A” Contractor’slicense or appropriate specialty licensing in accordance withthe provisions of the California Business and Professions Code.TheContractor shall have no less than three (3) years’ experiencein the magnitude and character of the work bid.Any protest to an intended award of this contract shall be madein writing addressed to the City Clerk prior to the award. Anyprotest may be considered and acted on by the City Councilat the time noticed for award of the contract. A request for acopy of notice of the agenda for award made to the City Clerkor by registering on the City’s website (www.cityofgoleta.org).
